We’re waiting for official confirmation from the San Mateo County Sheriffs office about the status of Richard and his car. Sadly, we should know within days that he is gone. I have no words to tell you how we feel. It’s like a hole in our heart is the best way to describe it.

His car has apparently gone off a cliff just north of Montara State Beach. The same place many others have crashed and died. Our search team managed to get evidence of the crash and they are going out in the morning, July 14th to recover more items.

My sadness is turning to anger. The anger has to do with CalTrans. Please see my next post for more.

I’ve talked to many members in the community about this. As far as we can tell, it appears that Richard and his vehicle crashed on the next to last turn while he was headed southbound on Hwy 1 after exiting the Tom Lantos Tunnel on May 25th at 7:12 am, just north of Montara State Beach. The crash more than likely ended in Richards death.

Here’s the problem. The exact area where Richards car went over the cliff has also had numerous crashes. As a matter of fact, it’s routinely talked about that cars have gone over the cliff in this area and there is debris and cars in the water to prove it. Kindly think about this.

In this particular case Richard Moss died. In September, a young woman died in the same spot. There are numerous deaths at the same spot, yet CalTrans has done nothing about this to protect our lived ones.

Richards AAA card was found on Montara State Beach in a line of seaweed just below the restaurant today. We’ve organized a search party to begin around 5:00 pm to do a grid by grid search of the beach. We need your help. We’d like to get about 30 volunteers.

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

WHEREAS, in March 2016, this Board initiated a San Carlos Airport Aircraft Disturbance Study to look at options to provide meaningful relief for affected communities; and

WHEREAS, a component of this Study was to look at best practices of similar general aviation airports; and

WHEREAS, the County contracted with Aviation Management Consulting Group (AMCG) to develop a report on best practices to address aircraft community impacts. Included in this report is the recommendation to develop a comprehensive Noise Management Plan and to hire a dedicated community noise management staff position to address noise/operational issues, make personal contact with pilots and community members, provide outreach and education to the public and pilots, and to monitor and track noise complaints; and

WHEREAS, the implementation of Vector Airport Systems, an aircraft departure monitoring system, provides real-time flight track data, automates the integration of flight track data into the Airport’s noise complaint system, allows timely and efficient monitoring of complaints and aircraft operations, and provides additional security for the airport after-hours; and

WHEREAS, the County of San Mateo’s Ordinance 2.83.050(f) allows the Board of Supervisors to waive the Request for Proposal (RFP) competitive bidding process in any situation where the Board determines that a formal process would not be in the best interest of the County ; and

WHEREAS, Hughes Aerospace is one of only two organizations that are certified by the Federal Aviation Administration (FAA) for Public Third Party Instrument Procedure design, validation, and maintenance; and

WHEREAS, staff recommends this Board waive the RFP process as Hughes

Aerospace is uniquely qualified and has the experience providing this type of service to general aviation airports; and the only other provider is currently already engaged with the FAA on NextGen for larger airlines; and

WHEREAS, the subcommittee of the Board of Supervisors has recommended using Measure K funds for the Vector Airport System and an agile Airport Communications Specialist position for a term of three years to enhance the Airport’s ability to track, monitor and respond to noise complaints and operational concerns; and

WHEREAS, Measure K is a half-cent general sales tax initially approved by the San Mateo County voters (as Measure A) in November 2012 for 10 years and extended by the voters in November 2016 for an additional 20 years, to 2043.

WHEREAS, there are sufficient Measure K funds to support this request and funding is already appropriated in the 2017-18 and 2018-19 Recommended Budget.

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED as follows:

  1. The hiring of an Agile Airport Communications Specialist position with total compensation up to $150,000 per year is hereby approved for a term of up to three years using Measure K funds.
  2. The Director of Public Works, or his designee, is hereby authorized to execute an amendment to the Vector Airport Systems agreement to extend the term to June 30, 2020 and increase total cost by $213,820 for a total fiscal obligation not-to-exceed $313,695 using Measure K funds.
  3. The Director of Public Works, or his designee, is hereby authorized to

execute contract amendments which modify the County’s maximum fiscal obligation by no more than $25,000 in aggregate, and modify the contract term, services, or make other administrative changes to the Vector Airport System’s agreement so long as the modified term or services provided are within the current or revised fiscal provisions.

  1. The Director of Public Works, or his designee, is hereby authorized to waive the formal competitive bidding process and execute an agreement with Hughes Aerospace in the amount of $226, 800 for a term of July 1, 2017 to June 30, 2020.
  2. The Director of Public Works, or his designee, is hereby authorized to execute on behalf of the County any and all notices, options, consents, approvals, terminations, and documents in connection with the Hughes Aerospace agreement, including change orders and payment up to a maximum aggregate amount, not-to-exceed $22,680 or 10 percent of the agreement amount.
  3. The Clerk of the Board of Supervisors: County of San Mateo, is hereby authorized and directed to attest the signature of the President of this Board of Supervisors to said written agreement.

Richard Moss Missing Update

Here’s a summary of the events regarding Richard Moss’ Disappearance. We are heartbroken.

Richard Moss was on his way to work and was last seen by a Highway Tunnel Camera on Highway 1 in Northern California between Pacifica and Montara at 7:12 am on Thursday, May 25th heading southbound. https://binged.it/2sCykqU

He had just driven through McDonalds in Pacifica and got his breakfast and appeared to be on his way to work as an electrician apprentice, 3 miles down the road in Moss Beach. He was to report at 7:30 am. He never made it and he and his car have simply vanished. He is 22 years old.

He left a large amount of cash, his wallet with ID, tooth brush, shaving kit, clothes, suit case, etc at home. This has been verified by one of the Detectives working the case from the San Mateo County Sheriff’s Office. The only thing we know he had on his person was his debit card because he used it at the McDonald’s to buy breakfast. We think he had his iPhone 7 but either the battery was dead or the phone wasn’t on. The last time the phone pinged a tower with Sprint was the Wednesday before he went missing.

He was driving a blue 2001 Hyundai Tiburon, which is also missing. Lic # 5DWY652

Kathleen and I live in Hawaii and found about his disappearance 6 days after he went missing. We got to the mainland as soon as possible to search for Richard and arrived late Thursday.

On Friday, we met with one of the Detectives handling the missing persons case for Richard. He let us know about everything they had about the case and printed some documents for us. He suggested that we get something going on social media. They stated that they were treating this case as though he voluntarily disappeared. He said they’ve done all they can to find Richard and if we find something, they will investigate. Kathleen and I were devastated. What we heard is that the police are doing nothing to find him and maybe we might find something actionable for them to look into.

We left there and immediately went to FedEx in Millbrae, CA and they were incredible. As an aside, they were the first of literally hundreds of good quality people we were to meet that are helping find Richard Moss. FedEx created the flyer that is posted on the Finding Richard Moss Facebook page, although they don’t normally do that. We printed plenty of them to distribute in the Half Moon Bay/Pacifica, CA area.

We left Millbrae, CA for a town meeting in Montara, CA that we had scheduled with about 10 people that knew Richard was missing. We brainstormed about Richard’s habits and came up with some leads from there, which we shared with the Sheriffs Dept. The meeting was hosted by Linda Brovarney and Richard’s friend Eric.

The question to ourselves, how is it, that in this small area no one knew Richard was gone? It’s simply because no one bothered to let anyone know.

Our family was now in overdrive. Dianna, our niece, created the first Facebook presence with the Group page, Finding Richard Moss. Another niece, Ellen created the GoFundMe page. Richard’s sister, Erin started calling the media and other family members jumped in to help. By Sunday morning, when we were distributing flyers and posters again, everyone knew about Richard missing. I was blown away at the outpouring of support. The people that live on the coast from Half Moon Bay to Pacifica are incredible. So in one day, everyone on the Coast from Half Moon Bay to Pacifica knew about his disappearance due to these efforts.

Saturday, I had a approached a friend of mine, Marc, who manages 30 Café at the Half Moon bay Airport to get a helicopter to look for Richard from the air. You may be wondering why the San Mateo County Sheriff’s Dept wasn’t doing that. As they said to me, that was not a good use of their air resources. I paid $850 for the chopper search with an eye towards $1,200 if the search had gone longer. You pay by the hour for these things I found out and they don’t discount because everyone would want to use them to search for their loved ones. That’s one of the things that makes sense I guess. It occurred to me while searching from the air that it would have been better if one of the people from the Sheriff’s Dept was looking, instead of me as I’m sure they have training for this.

Now we are at day 22 with no actionable leads, other than the tunnel camera. For reasons only the Sheriff’s Dept knows, they did not check the Northbound camera in the tunnel to see if he turned around. For whatever reason they also have not let us know if they checked the camera in Half Moon Bay at Highway 1 and Highway 92. This would definitely help narrow the search.

We have hired a private detective with the GoFundMe Funds. Kathleen and I are planning to travel from Hawaii to the Coast every other weekend until we find Richard. We do need help. Many friends are contributing their Hawaiian Airlines miles. For some reason, Hawaiian Airlines has turned down our request for assistance with the airfare. We just want to pay the offseason fare, not the summer fare. If anyone can help with that, please let us know. We got a family discount with Marriot. Mahalo for that.

This next trip is to take the search to the next level. We are meeting with experienced, knowledgeable people in the areas of searching, media, social media, technology and the like.

Mark D. Melville for Sheriff 2018

It’s Time for Change

Mark Melville is a San Mateo County Sheriff Deputy who is running against his boss Carlos Bolanos who was illegally appointed on July 12, 2016 by 3 Supervisors (Horsley, Slocum & Tissier) when it wasn’t on the agenda. Had the Supervisors opened the appointment process Mark would have applied in a minute.

The Almanac is 1st of the 7 print media to finally notify the 780,000 residents.

San Mateo County Deputy District Attorney Melissa McKowan Trial Dates changed to August 15-18, 2017.

The State Bar of California has charged her with 2 counts of Dishonesty. That sounds shocking enough all by itself, This is not the first time the Bar has investigated her for this same behavior. District Attorney Steve Wagstaffe and Deputy Chief Karen Guidotti have also Investigated her for the same allegations and she was dishonest in her responses to Guidotti.

The Question is How is she still employed by San Mateo County?

San Mateo County Family Court Success Story, Lifetime Child Support for Disabled Children. Why did it take so long?

My friends – Thank you all for your incredible support throughout these tough 9 years. I’ve met you all after I separated from my abusive ex husband – through advocacy, church, and the domestic violence survivors Facebook group. I wouldn’t have done this without your kind words and emotional support. I didn’t just fight for me and my children but for all domestic violence survivors. We stand as one and we share each victory. This is a new beginning for us all. I made history at the San Mateo County Court House and in a no – fault state. And the law will be changed starting today – disabled children will receive lifetime child support from the parent with the highest income, home-maker or disabled wives (and fathers) who put the time and effort during the marriage will receive lifetime spousal support when married over 10 years. Child support should be extended for all children until 21. Special needs children will receive lifetime child support. Wives (or husbands) who were married over 10 years and are unable to work full time based on health and ability or education or age will receive lifetime spousal support from the ex-partner. And all divorce processes should be finalized within 1 year rather than in 5 to 10 year lengthy exhausting battles. Children should not be forced to visit or live with their abusive fathers or mothers. I’m creating a petition to change the law and it will be finalized in January for the rights of all. AND SAY NO TO NO FAULT STATES.

San Mateo County Harbor District’s Closed Door Session ended before it could start. The reason Hanson Bridgett LLP.

June 5, 2017 6:30PM El Granada, California The District had scheduled a closed door session to discuss the Bankruptcy of Cartel Management/Titians of Maverick and its impact on the District who had issued a 5 year permit that wasn’t on the Agenda.

Commissioners Sabrina Brennan and Edmundo Larenas  refused to attend if attorney Steve Miller of Hanson Bridgett LLP was going to attend. Robert Bernardo and Virginia Chang Kiraly were ok with it, WHY?

Hanson Bridgett LLP the law firm representing the District was the cause of the abrupt but not unexpected ending before the start of the closed meeting. There were two members of the public who spoke during the public comment section. I Michael G. Stogner spoke to inform the District that I had filed a criminal complaint with the District Attorneys Office on May 8, 2017 that covered the vote to issue a 5 year permit was illegal, the Commissioners were notified that Discussion of the permit was on the agenda and only the discussion, 2 of the Commissioners understood that and complied one recused himself and one abstained. The other three made a motion and voted for something that wasn’t on the agenda which means the public had no idea this might happen. This happens more often than you would think in San Mateo County. The Supervisors did it on July 12, 2016 agenda Item 7 for example. The difference was the District’s attorney and Manager clearly informed the Commissioners that they were there that night to Discuss the subject of a 5 year permit. Part of my comment identified Hanson Bridgett LLP as being 100% responsible for all cost to the taxpayers for any expense related to the 5 year permit because they allowed the 3 Commissioners to create this permit that night knowing it was not on the Agenda.

The other public comment was by John Ullom who told them “I told you so.”

John and I were the only members of the public who attended the meeting.

Virginia Chang Kiraly closed the meeting as Sabrina Brennan tried to read a letter into the record. VCK would not allow it, she knew what was going to be read because she had received a copy of the letter earlier.

At issue is the fact that Hanson Bridgett LLP is the cause of the 5 year permit existing in the first place. There are several legal issues because of that and 2 Commissioners see the obvious Conflict of Interest in allowing Hanson Bridgett LLP to attend the closed session meeting.

Legal counsel is the public’s safety net when elected official want to do something illegal. They are there to guide the elected officials. That did not happen in this case.

What were the total costs to the Taxpayers because of Hanson Bridgett LLP?

Griffin Guess Cancels Auction to sell San Mateo County Harbor District Permit.

Griffin Guess owner of Cartel Management Inc, & Titians of Mavericks has canceled the Auction that was set for June 7, 2017. The reason given was there was not one buyer who would put up the $50,000 deposit with a $1,000,000 min. bid.
