Questions for Carlos Bolanos Candidate for Sheriff 2018.

By Michael G. Stogner & Sarah NavratilCarlosG.Bolanos

It’s been 11 years next month that San Mateo County residents first heard the Lies and Coverup about our Sheriff and Undersheriff, No mention of all the other Officers involved in the coverup. Their reward was promotions and pensions at the Taxpayers Expense.

April 21, 2007 FBI Sting Operation Dollhouse involving Human Trafficked Sex Slaves including a child you were caught inside 3474 Eldon St. Las Vegas Nevada at 9:30PM.

What time were you finally released?

Were you brought out of the residence handcuffed and placed in a lineup. This must be what Supervisor Don Horsley is thinking about when he tells people that “Carlos was outside the house.”

Did you honestly identify yourself to law enforcement when you were first asked for id?

Were you in possession of a California Department of Motor Vehicles Indentification card or License with a different name and your picture?

Were you transported to the Las Vegas Metro Police Department?

Were you taken downstairs?

What time did law enforcement find out that you were the Undersheriff of San Mateo County, California?

What role if any did SMCSO Officers Jeff Kearnan & Tom Gallagher play in assisting your release? Did they show up at the LVMPD facility to get you out?

Have you ever threatened any San Mateo County Sheriff Officer if they spoke about Operation Doll House?

Did Ed Wood hire both of your children?

Was Ed Wood on Administrative Leave from 911 Communications for an alleged Sexual Harassment claim when you created the 3rd Assistant Sheriff Position and hired him?

What were your thoughts about elected official Matt Grocott asking you to reject the BOS appointment of you to Sheriff?

January 2011 Did you Obstruct Justice by leaving your personal residence and interfere with a San Mateo County Sheriff Office Investigation of a Bar Fight involving your son at the Pioneer Bar and Hotel in Woodside, California? You later told a reporter for the Palo Alto Daily Post that your son was a Victim. How would you know you weren’t there? Your son was a new hire with Mt. View Police at that time. SMC Sheriff Carlos Bolanos Abuses his Authority. Political Persecution of Sabrina Brennan a SMC Elected Official.

CarlosG.Bolanos

Sheriff Carlos Bolanos kept a criminal investigation open way to long after they knew there was ZERO evidence of a crime being committed by Sabrina Brennan.

He than had his office forward a criminal charge recommendation to the District Attorney’s Office, again knowing there was no evidence of a crime. That was a Vicious Act that demonstrates a Moral & Integrity Void.

Background stories

It’s Illegal to file a false Police Report in San Mateo County. Why would Sheriff’s Office recommend prosecution?

San Mateo County Undersheriff Carlos Bolanos should have been fired on the spot. Abuse of authority.

CarlosG.Bolanos

January 2011, Carlos Bolanos got a phone call while at home from his son Mike who was at the Pioneer Bar/Saloon in Woodside, California. He asked his dad for help. Carlos left his home and went directly to the Bar where several Sheriff Deputies were investigating a fight/assault allegation. Bolanos stopped that investigation and then made comments to the Palo Alto Daily Post, claiming his son was the victim. He wasn’t there, How would he know, plus this was an abuse of authority and his office.

Here is the front page of the Palo Alto Daily Post article which doesn’t mention the Abuse of Authority at all. You Mike Bolanos had recently been hired at the Mt. View Police Department and might have still been on Probation. Dad kept his record clear so he could remain employed.

San Mateo County Residents/Taxpayers

By Michael G. Stogner & Sarah Navratil

Take a wild guess on who the two were who supported this $20,000,000 Motorola contract. Remember the other 22 law enforcement agencies did not. Also in the Vic Lee report it mentions Redwood City Police Department was no longer supporting this. The year of this news story was 2008 that is a Hint.

If you guessed San Mateo County’s two most famous Customers of Human Trafficked Sex Slaves, Candidate Carlos Bolanos for Sheriff 2018 and his best friend, you got it right. Mr. Bolanos was Police Chief of Redwood City through 2006.

San Mateo County positions to buy more insecure election systems.

By Michael G. Stogner & Sarah Navratil

Above photos Mark Church left and Brent Turner right

San Mateo County Registrar Mark Church today moved one step closer to purchasing the voting system that election security activists are pushing to avoid in a lengthy and often contentious Board of Supervisors meeting.

Civil rights activist Brent Turner noted the country as ” under attack ” by outside interference agents and directed the county to align with San Francisco’s movement toward less expensive -more secure ” public software ” systems.
Church, teaming with the Hart InterCivic sales crew as well as his second in command Jim Irizarry, insisted that the Texas based Hart Co. was immune from the security problems highlighted nationally Church was then joined by County Supervisor Warren Slocum who publicly mis-stated Hart had been given a clean bill of health by the California ” Top to Bottom ” Review under the direction of then Secretary of State Debra Bowen.
” The San Mateo County Board of Supervisors are being asked to make another purchase of systems already adjudicated as insecure and that is outrageous” stated Turner ”  Not only is the vendor price gauging due to vendor lock-in conditions..they are selling systems injurious to the national security.”
Supervisor David Canepa questioned the vendors about the lack of security to no avail. Supervisor Pine noted that New Hampshire had already moved forward with a public voting system. while discarding their need for a vendor.
” Be very afraid of not having someone to blame if something goes wrong ” responded the Hart Team. ” Remember who’s had your back. “
The county will be moving toward a decision after Request for Proposal process.
” This is a breach of the highest public duty . I predict anyone that disregards the science and security will eventually be held responsible ” said Turner ” The national security remains at stake.”

SMC Sheriff’s Mentoring Program CPRAR. This is what caused Congresswoman Jackie Speier to call me last week.

By Michael G. Stogner & Sarah Navratil

CarlosG.Bolanos

She asked me if I was an attorney, I said no, She asked me what I was asking San Mateo County Counsel John Beiers for. I told her I’m interested in doing a story about Carlos Bolanos and the Sheriff Mentoring Program, I thought this letter answered that question. I reminded her that I might be the only citizen that personally requested that Carlos Bolanos resign or retire in May 2007. Also I was the only citizen to speak at the BOS meeting July 12, 2016  Agenda Item 7 right after her letter to the board was read. I told her I witnessed the Illegal Coup Appointment of Carlos Bolanos to Sheriff that day.

I left off page 3 which had the people I cc: John Maltbie, Jackie Speier, Anna Eshoo, Jerry Hill

San Carlos Councilman Ron Collins response to Mark De Paula’s request to watch a 3 minute video.

By Michael G. Stogner & Sarah Navratil

Update May 22, 2018 The Union listened to Mark De Paula’s 3 minute presentation.

SEIU Local 521 Endorsements

Good and Concerned Citizen Mark De Paula has invested his own Money and Time over the years to get to the truth about what really happened at 3474 Eldon Street Las Vegas, Nevada on April 21, 2007 9:30 PM. He personally flew to and spent 3 days in Las Vegas meeting with FBI and Las Vegas Metro Police.

I don’t how much time or money Ron Collins spent to get to the truth over the 11 years.

I do know that his response is pretty bizarre to a simple request to view a short video.

This is a good insight for San Carlos Voters/Residents when you take the time to go to a City Council Meeting to make your contribution, public comment to make your City better and this is the type of human being who is listening.

Dear Mr. De Paula,
I will not be withdrawing my endorsement for Sheriff Bolanos.  Really, 11 years ago?  And you connecting him with sex trafficking of minors?  Are you saying he’s a child sex trafficker? That’s an  irresponsible accusation, and diminishes you.  At what point do you get beyond these kinds of incidents?  Clearly 11 years is not enough for you.  Shall it be 15, 20, or never?  Get over it, and please do not email me again, or ever talk to me should you get elected to the San Mateo City Council.

Note to Ron Collins, Mark De Paula is not running for City of San Mateo Council. Mark DePaula simply asked you to please withdraw your endorsement of Carlos Bolanos if you did endorse him and please watch a 3 minute video. Why are you so Hostile about this topic?
Update: Mark Melville Candidate for Sheriff 2018 did invest 3 minutes of his time to watch Mark De Paula’s Presentation to the Board of Supervisor on March 13, 2018 during Public Comment. “I watched Mr. De Paula’s presentation it proves that Former Sheriff Greg Munks and Carlos Bolanos are Liars.”
Ron Collins has blocked Mark De Paula from e-mail. I bet he wishes he could have blocked whoever sent him this e-mail.
Subject: Carols Bolanos and You
If you are receiving this email it is because you or a friend have endorsed a man who has either a) As a career lawman stood outside an obvious illegal brothel while his boss, the Sheriff of San Mateo County had sex with a probably minor sex-slave inside, or; b) Waited inside the brothel for his turn at the child sex-slaves while his boss was busy in one of the bedrooms.
There is no upside for you here. Add in the fact that it has now been alleged by an apparent SMCSO Deputy that Bolanos and Munks offered false IDs and were arrested and taken downtown before being bailed out by Gallagher, Kearnan and Sanchez and then add in the fact that the people who bailed them out appear to have been promoted ahead of grade and position up to the point of retirement as Assistant Sheriffs.
Carlos Bolanos is a toxic waste heap that is going to devour you if you remain supportive of him. Several smart local politicians have already pulled their endorsements of him. You must do the same or you risk deservedly and ignominiously going down with him in the fallout of your support for law enforcement officers who facilitated or solicited child-slaves in the service of their “needs.”
Dump Bolanos now. It is the only even remotely smart political choice you have. And announce it to the world when you do. Anything less and you risk being associated with Carols Bolanos forever.

“You don’t need to call me about this topic ever again.” Carlos Bolanos

Stogner Says:
This is my favorite Carlos Bolanos Quote. Made in 2007

“You don’t need to call me about this topic ever again.”

He was San Mateo County’s Undersheriff when he made this comment. He should had been FIRED on the spot by County Manager, Board of Supervisors, and of course the Sheriff.
He was found inside the single family residence with the Sheriff they were both detained as customers of Human Trafficked Sex Slaves handcuffed and placed in a lineup that is when they informed the swat team that they were the Sheriff & UnderSheriff of San Mateo County.

Any SMC elected official (D.H.) who claims he was outside or in the limo is calling two LVMPD Officers Bill Cassell & Lt. Karen Hughes Liars. They both were working that night.

Quote from HMBR today 11 years of Carlos Bolanos refusing to answer any questions about Operation Doll House, now we get this. “I don’t know that there’s much to say about nothing that happened 11 years ago,” Bolanos said.

    Hello Don,
Can you please tell us what method of communication did Sheriff Greg Munks use to inform you that the Stolen M-16s were used as spare parts.
    Was it a letter?
    Was it an e-mail?
    Was it a memo?
Was it in public BOS meeting?
    Thank You
    Michael G. Stogner

I have no idea why Don Horsley is making any comment on this subject. The reporter describes him as the Sheriff’s boss that is laughable, he’s not, he is a Supervisor. The weapons 2 M16 Assault Rifles were stolen and he is telling this crazy story. The state investigators know they were stolen. Why would all the deputies lockers and patrol cars be searched if his story were true. Don Horsley says things he knows are not true, often.

March 26, 2018 Sheriff’s Office tells me per e-mail the missing/stolenM16s is still under investigation, why would that be the case if they were parted out as per the Don Horsley story?

Another side to San Mateo County Sheriff Carlos Bolanos, Vicious & Cowardly. The Gun Range.

By Michael G. Stogner & Sarah Navratil,

Sheriff Deputy Juan Lopez was called on a Thursday and ordered to be at this location the next Monday morning at 9:00AM simply to receive some legal papers. You be the judge, why is Carlos Bolanos taking such a personal interest in Sheriff Deputy Juan Lopez?

CarlosG.Bolanos

Just received this letter from Lamont the good and concerned citizen who drove Deputy Juan Lopez to the gun range that morning.

Hello Michael,

I am glad to see your story on San Mateo County News about how Bolanos had Deputy Juan Lopez go to meet sheriff’s personnel staff at the rifle range at Coyote Point. There was no benign reason to send Juan and two other people to meet at Coyote Point when Juan lives in Redwood City near the Sheriff’s Headquarters where the personnel work.

The image I attach shows where we waited with Juan for the meeting  at the Sheriff’s Department’s rifle range and where the PR officer came over to check us out, and where the personnel people had their quickie meeting with Juan.

I think and I hope it makes it very clear that sending Juan up to the rifle range “for a meeting” was a malicious plot to frame him as a criminal connected with weapons, or worse.    We don’t know if there was someone inside the range prepared to use a gun on Juan.

Juan’s attorney advised him to have witnesses for such a meeting, so you and I went up there.  While we were waiting in the car in the parking lot, the Sheriff’s public relations officer came out of the rifle range building and smoked a cigarette near our car.  She pretended not to notice Juan, but obviously she was checking to see who we were.  She went back in the building and soon, Juan got a phone call saying the personnel people would arrive late.

When they arrived, Juan met them in the parking lot and they spent about five minutes with him and gave him some papers and left.

Nothing like this meeting would happen without then-Undersheriff  Bolanos’ knowledge and initiation.

A meeting at a rifle range?   It appears to me there was the intention to stage a false event accusing Juan of doing something with a weapon.  Or worse.

There is no reason the public relations officer would be there other than to direct this event and write a story about it.   I suspect the personnel people were not even advised to go there until the PR officer aborted the plot and called them to come.  Gone back to RWC in five minutes? They obviously hadn’t planned to meet Juan.

It seems to me we have some seriously malicious crooks in the Sheriff’s office.

And we have a crooked D.A. in San  Mateo County who covered up for executive fraud at samTrans. Vicky Nguyen at NBC TV showed documents proving fake records of expenses were being created.

Wagstaffe told the public that his FORENSIC INVESTIGATION found some “honest errors”, but nothing criminal.

Excuse me, but Vicky Nguyen at NBC TV showed documents proving phony records could not have been honest errors. She showed records of payment for auditing for the years 2010 thru 2013.   She asked Vavrinik, Trine, and Day when they did audits and they told her the last time they audited for samTrans was 2009. Don’t tell me that was not a fraud.

Wagstaffe said nothing was found that people had put government money in their pocket.   Well, you can bet the forensic audit didn’t look very hard.  People who give politicians huge amounts of money get the world’s best return on this investment because the people we elect vote to give government money to their donors.

In any case, it is still a crime to make false expense records to get more money from the government, thereby cheating the taxpayer.

And Wagstaffe is a lap dog for Gregg Munks for inflicitng vicious reprisal on Honest Deputy Juan for running for election to remove an unfit sheriff. Wagstaffe told the voters that Juan had embezzled $400,000 in campaign contributions and committed election fraud to run for election in San Mateo County because he was a resident in Newark across the bay.

Juan embezzled $400,000 in campaign funds?   Ha, he only collected about $400 in donations. If he’d had $400,000 in donations, he’d have been ELECTED with that kind of backing.

Wagstaffe told the public that Juan committed election fraud by running for sheriff because Juan was a resident of Newark across the bay. Juan’s second residence in NEWARK, which he has lost to pay legal bills, was where he went on alternate weeks when he had custody of his boys, including his disabled adult son.

Excuse me Mr. Wagstaffe, California law says you can have MULTIPLE residences, but only one DOMICILE – the place where you can vote and run for office. The DOMICILE is normally where your family lives with you.

But California law says if you take a NEW ABODE and your family does not live there with you, this new your domicile.  And, it remains your domicile no matter how often or how long you may go away AS LONG AS YOU INTEND TO RETURN.

So, is Wagstaffe so lazy he has not read California law?   Or does he not understand California law.  Which is the reason he makes phony charges against courageous and honest Deputy Juan Lopez?   Either way, he is UNFIT to be our district attorney.  He had his assistant checking how long Juan was on his cell phone, trying to prove he spent more time in Newark than in San Mateo County.

Would some one tell him it wouldn’t matter if Juan did spend more time away from San Mateo County because that is OK under California law.

I used to live in Chicago, and I went to Chicago when Obama was president, to try to get some people I knew who I thought could reach the White House to get investigation of crooked DA Wagstaffe. Well, I failed. Maybe some of these people tired to reach Obama or  Valerie Jarret, the lady who got him into the Illinois Senate and the US Senate, But, I guess that corruption in San Mateo County was just not as important as the other problems on the radar screen of the President.

I see that former Sheriff Don Horsley’s story about missing US Army weapons at the sheriff’s office is falling apart.

I don’t know anything about the deputy who is running for election as sheriff, but I hope he wins. I hope you will send him the attached image about the phony meeting at the firing range.

Yours for a Wise and Just America,
