Sandra L. Harmon R.I.P. Shot 8 times. 3 Fatal shots to the Back.

May 5, 2020 approximately 8:00 P.M. San Mateo County Sheriff Deputy Dominguez approached an RV in the back parking lot of Pasta Moon Restaruant at 845 Main Street. He went by himself and supposedly he choose to turn off his Body Camera, he was searching for a woman who was reported to have been walking on Main Street with a Shotgun. Why was he allowed to go by himself? What was his plan if he found her? What was the plan his Sergeant had for this action.

Half Moon Bay residents will remember that Yanira Serrano Garcia who just turned 18 years old was shot and killed by a SMCSO Deputy doing the exact same thing. He passed up his partner at the staging area and jumped out of his patrol car and ran up to her house and she was shot and killed within 20 seconds of his arrival He had No Plan. He was responding to a non emergency medical call.

The same thing happened October 3, 2018 the In Custody Homicide of Chinedu Okobi a man who committed No Crime. SMCSO had NO Plan.

Sheriff Carlos G. Bolanos promoted the story that she fired first and there was a shootout. To this day there is no evidence that a shootout occurred. A shootout would be two people facing each other firing at the same time towards each other. Sandra Lee Harmon was shot 3 times in the back. She was shot at at least 5 times while she was unarmed and her hands were above her head. Deputy Dominguez fired 11 rounds at her and Deputy Baba fired 3 rounds for a total of 14 rounds fired.

There is only the word of Deputy Dominguez, Sheriff Carlos G. Bolanos, and District Attorney Steve Wagstaffe. They claim that Deputy Dominguez had turned off his Body Camera and that the AXON MAV Audio from his patrol vehicle which was just 16 feet away is not available. The Audio from the Dash Camera would have provided the sound of a shot or two shots from the Shotgun had they occurred. The witness Mr. Meyer in the RV just feet away from the shooting did not report he heard any shotgun blast sounds, which are different from pistols rounds.

The Swab tests; The samples did not prove definitively that Harmon had fired a gun as not all three of the necessary components of gunshot were detected.

The three wounds determined to be fatal involved entry through the upper back and lateral torso.

Dr. Pena determined the cause of death to be these multiple gunshot wounds.

This is a story of a Shootout, and a woman who was killed by 3 shots in the back. This is OK with the residents of San Mateo County.

I have ordered the Coroners report to find out the Manner of Death.

FOR IMMEDIATE RELEASE August 28, 2020 Re: Officer Involved Shooting Of Sandra Harmon On May 5, 2020 The District Attorney’s Office has completed its investigation into the shooting of Sandra Harmon on May 5, 2020 in Half Moon Bay during a confrontation with San Mateo County Sheriff’s Deputies David Dominguez and John Baba in the parking lot of the Pasta Moon restaurant at 845 Main Street in Half Moon Bay. After a thorough investigation by Inspector James Haggarty and other inspectors with the San Mateo County District Attorney’s Office, District Attorney Stephen M. Wagstaffe has concluded that while this is a tragic incident with a very sad outcome, there is no legal basis for filing criminal charges against Deputies Dominguez and Baba. District Attorney Wagstaffe has concluded that the use of force by the deputies against Sandra Harmon was legally justifiable self-defense pursuant to California Penal Code section 835a and section 196. Therefore this case is now deemed closed by this office. The letter written by District Attorney Wagstaffe to San Mateo County Sheriff Carlos Bolanos setting forth the basis for the decision declining to file criminal charges in this case is attached to this e-mail press release. Binders containing all of the reports referred to above are available for public inspection. If any San Mateo County Residents have asked/wondered how did the San Mateo County Coast Beaches Close on July 3-6 2020. The simple answer is Brent Turner and two Mayors and about 100 phones calls, e-mails etc. His concern has remained consistent every single day Protect the Residents of San Mateo County.

Now Mr. Turner has started a Petition for the same reason, He is unable to find any elected official to take charge to protect the Residents of San Mateo County.

Coroners Report Complete for Sandra Lee Harmon R.I.P.

Sandra Lee Harmon was the Unarmed woman who was shot at and killed by at least one San Mateo County Sheriff Deputy on May 5, 2020 in Half Moon Bay, California. She was shot at by Sheriff Deputy David Dominguez at least 5 times while she was unarmed and had her hands above her head. It’s not clear from the video if any of his shots hit her. Sheriff Deputy John Baba also fired shots at her as she bent down at the shotgun that was on the ground. This you can see in the video Sheriff Carlos G. Bolanos released to the public 45 days after the killing.

August 24, 2020 I followed up with the San Mateo County Coroner on my request for a copy of the Official Coroners Report which will have the Manner of Death. The good news is the Report is now complete, and the Coroners Office has acknowledged my official request. The bad news is I was told that San Mateo County District Attorney Steve Wagstaffe would have to approve its release. They want to make sure it doesn’t impact any investigation by the D.A.’s Office. August 26, 2020 District Attorney has informed me the Investigation is complete and he expects to announce the results either tomorrow Friday 8/28/2020 or early next week. As soon as I get the copy I will report the results.

San Mateo County residents will remember that Sheriff Carlos G. Bolanos stated early on that there was a shoot-out, She fired her shotgun at Deputy Dominguez first as he was taking cover. Sheriff Bolanos also released a highly edited video 45 days after the killing of Sandra L. Harmon, in that video the viewer can see Ms. Harmon is Unarmed with her hands above her head while Five shots are being fired at her. Sheriff Bolanos has also explained as a matter of fact that both the Body Camera and the MAV Audio of Deputy Dominguez does not exist. Why? How is that possible? That’s two for two recording devices for the benefit of both law enforcement and the public.

Is it really true that both recordings do Not Exist?

Videos should be released ASAP to eliminate any suspicion the public might have about the San Mateo County Sheriff’s Office under the leadership of Carlos G. Bolanos.

San Mateo County Beaches and Parks Closed again.

Public Safety Officials Urge People to Stay Away from Beaches; City of Half Moon Bay Closes Beaches for the Weekend

“The number one contribution to the fire-fighting effort everyone can make is to avoid the coast” to allow first responders to do their jobs and keep roads clear for evacuees, said CalFire Deputy Chief Jonathan Cox.

Pacifica Mayor Deirdre Martin said, “First responders from across Northern California need to focus on stamping out the vast number of wildfires and protecting lives and property. They don’t need or want to be fighting traffic so someone can enjoy a day at the beach.”  Read the news release.

The City of Half Moon Bay has closed all its beaches through the weekend to discourage visitors and help keep roads clear for first responders and evacuees.

X San Mateo County Sheriff Activities League Executive Director Barbara Bonilla, Investigated for Embezzlement & Money Laundering.

There is no question somebody stole a lot of money from SAL. The question for San Mateo County Residents is so what, Who is going to do anything about it? You can already tell how this is playing out. Nobody said a word until it was finally written about.

Barbara Bonilla was also the former campaign manager for Carlos G. Bolanos for Sheriff 2018. I first reported that she was on Administrative Leave in an article dated February 28, 2020. Now thanks to another Concerned Citizen named John Ullom we have a much clearer picture of what has been taken place behind the scenes of Law Enforcement in California. Today I have asked the Sheriff of San Mateo County Carlos G. Bolanos if he would answers a few simple questions, He has refused to answer so far, I will publish if and when he responds.

To my knowledge Barbara Bonilla has not been charged with any crime and she has not been arrested, which makes her resigning from the SMC Sheriff’s Office in May even more questionable.
The DOJ has been conducting the criminal Investigation and San Mateo County Sheriff Sgt. Michael Leishman has been conducting some type of Internal Investigation most likely not criminal.
I do know that a Search Warrant and hopefully an arrest was expected on April 2, 2020. As of today there is NO Official Statement from the DOJ. Another interesting point is the Fact that SAL has Never been Audited. That is a terrible idea. Another terrible idea is how many Sheriff Employees were involved in this investigation. District Attorney Steve Wagstaffe recused himself and his office because he is on the Board of Directors of SAL.
Now we wait to see what the DOJ is going to do. Remember Barbara Bonilla is not charged with any crime and has not been arrested. It’s been 7 months.

California COVID-19 Data Glitch Fixed.

San Mateo County Dashboard should be fully functional by Sunday night.

A technical glitch that has plagued the data system the state relies on to make decisions about reopening businesses and schools has been fixed but it could take up to 48 hours to get the numbers updated, California’s top health official said Friday.

California Health and Human Services Secretary Dr. Mark Ghaly said that up to 300,000 records might have been backlogged — but not all of them are coronavirus cases and some may be duplicates. California reported 8,436 new confirmed cases Friday and surpassed 10,000 deaths from the coronavirus.

“We apologize. You deserve better, the governor demands better of us and we are committed to doing better,” Ghaly said.

County health officials say they’ve been flying blind, unable to conduct robust contact tracing or monitor health factors without timely information, especially at a time when parents are on edge about school plans.

Update: August 8, 2020 San Mateo County Website does not inform the residents that the Glitch has been corrected.

I have asked San Mateo County Sheriff Carlos G. Bolanos his Public Information Officer Rosemary Blankswade and San Mateo County Manager Mike Callagy to comment on this subject. So far none of them have made a comment to me yet. If they do I will publish it.

As most of San Mateo County is starting to realize the County has remained off of the State Watchlist for several weeks when there was no benefit in doing so even if the Data on the County Website were true. SMC has always had SFO in County and San Jose International just to the south in Santa Clara County, Both had several non-stop flights to and from Wuhan per day. To this day we do not know how COVID-19 is transmitted, There is NO CURE, NO TREATMENT, NO VACCINE. San Mateo County Website claims it has a Testing goal of 1,800 per day, in the entire month of July they reached that goal only 2 days for the entire month.

They are expecting between 300-350 people to attend this three day event.

Now is not the time to hold this event. There is a Pandemic.

Upcoming August Events at The Horse Park

     and COVID-19 Preventative Measures

The Horse Park will be hosting two major horse shows in August, which are put on by two of the West Coast’s top show producers, The Summer Event at Woodside Horse Trials (August 7-9) and Silicon Valley Equestrian Hunter/Jumper Festival (August 19-23 & 26-30). These shows are authorized under the State guidance.  Every aspect of the shows will meet the strict requirements for competition outlined in the California Department of Food and Agriculture’s “Equestrian Event Resources.” These outdoor, controlled-access shows will adhere to the robust Covid-19 biosecurity protocols and compliance measures established by the national federations for the sport, specifically the United States Equestrian Federation.

The Horse Park prioritizes the safety of our members, exhibitors and surrounding community. The following are some of the things that will be strictly enforced in regard to Covid-19 preventative measures:

 

  • Every person entering the property will be screened and have their temperature taken every day. No one with Covid-19 symptoms or who has known direct exposure to Covid-19 will be allowed on property.
  • Following successful daily screening, participants will receive a daily wrist band.
  • Social distancing will be required and strictly enforced.
  • Masks are mandatory at all times except when riding a horse or consuming food or beverage.
  • No spectators are allowed.
  • No social events or gatherings are allowed.
  • Additional handwashing stations and sanitizer dispensers will be widely spread around the facility for everyone’s use.
  • Signage is posted throughout the Horse Park regarding basic rules and Covid-19 safety measures. Additional signs will be installed for even greater visibility.
  • All show attendees will sign a statement in advance agreeing to Covid-19 rules for competition and acknowledging that they will be asked to leave if they do not comply. The signed statement will also include contact information and consent for future contact tracing should that be required.
  • There will be biosecurity compliance officers walking around the property for the duration of the competition to ensure strict adherence to the rules.
  • The Horse Park will ensure ongoing cleaning of all common surfaces and areas.

We will insist on participants’ compliance with the rules to ensure a safe and enjoyable competition for everyone. San Mateo County COVID-19 Data is Flawed.

San Mateo County was the only County in the entire Bay Area to remain off of the State of California’s Watchlist. Why was that a goal for the Supervisors and County Manager instead of Protecting the Residents of SMC.

San Mateo County News.com has reported for weeks that the data did not add up. We also contacted County Manager Mike Callagy to explain the additional 15 ICU Beds and Staff that were reported on a single day only to disappear the next day.

His response was:

I don’t know specifically, but I do know many hospitals now are able to easily convert rooms to ICU… it is not like the ICU wards they use to have.  Most rooms now are set up to convert to ICU.

Its fair to say that a Shut Down is in order until the real data is available.

Why would anybody believe San Mateo County with SFO and San Jose International Airport to the South not be a natural HotSpot.

 

SAN MATEO COUNTY HEALTH DATA

A significant unresolved problem with the State of California’s reporting system for communicable diseases (California Reportable Disease Information Exchange [CalREDIE]), has resulted in significant underreporting of COVID-19 testing results to San Mateo County Health and local health departments state-wide. Local health departments are receiving incomplete information regarding laboratory test results, which affects our ability to identify new cases of COVID-19, to accurately report the testing positivity rate in our community, and to identify the number of persons tested for the last few weeks. Without timely reports of all new lab results, it is impossible for the California Department of Public Health (CDPH) and local health officials to identify the extent to which COVID-19 is circulating in the community. It also hinders our ability to conduct effective contact tracing and case investigations to slow the spread of COVID-19.

The extent of this issue is currently unknown, and the expected resolution date is also unknown.  San Mateo County Health is in conversations with CDPH, working to rapidly resolve this issue and creating new paths for laboratory results to be reported to our County. In the meantime, we are continuing to report the testing data we do receive and will make clear to the public which data reported on our website are affected by this issue. Data currently affected are in the County Data Dashboard, the Lab Testing Data Dashboard, the Cases by City map, and the Long Term Care Facility Data Dashboard. CDPH has confirmed that although received data are incomplete, the data are valid for those results we are receiving. We expect the testing positivity rate, the daily and cumulative case counts, and other data points on the County’s COVID-19 data dashboards to change as more complete test results are reported to San Mateo County Health.

31 Costco Employees Positive for COVID-19 at 4 Silicon Valley locations.

I asked San Mateo County Manager Mike Callagy How many San Mateo County Costco Employees have tested positive? His response was “Michael I do not have that information.” That would be good for the Residents of SMC to know.

The cases were reported to the county by Costco after workers reported their diagnoses to the company. 

Where were they tested and by who?

The LATIMES reported today that 31 employees from four locations in Santa Clara County have tested positive for COVID-19.

The largest cluster of coronavirus cases among workers of the warehouse chain’s stores in Santa Clara County — Northern California’s most populous — is the Costco in Sunnyvale, where 13 cases were reported between July 23 and 26.

Cases were also reported at Costco locations in San Jose on Senter Road, southeast of downtown, with eight cases between July 17 and 22; Gilroy, with six cases between July 24 and 30; and Mountain View, with four cases between July 15 and 29.
