City of Half Moon Bay, When to Notice the Public?

Tonight June 24, 2021 at 5PM the City of Half Moon Bay’s Public Safety Sub-Committee is holding a public meeting at the Library.

They published the Notice last night at about 4:30 P.M. on the City’s website.

The Notice

As some of you know Harvey Rarback and Joaquin Jimenez are doing their best to protect the residents of their community.

They both brought to the attention of SMC the NEED for a Chief of Police in Half Moon Bay. Captain Saul Lopez has that title but it turns out to be a pretend title. The Same is true for San Carlos, Millbrae and every city and town patrolled by the San Mateo County Sheriff’s Office.

Yanira Serrano Garcia was killed by a San Mateo County Sheriff Deputy within 20 seconds of him getting out of his patrol vehicle. He was responding to a Non Emergency 911 call. He tampered with evidence at the scene. There were false statements made by both the Sheriff’s Office and the District Attorney’s Office.

If that sounds familiar it should the Homicides of Chinedu Okobi and Sandra Lee Harmon both had the same results. There were false statements made by both the Sheriff’s Office and the District Attorney’s Office.

One thing has changed The City of Half Moon Bay asked Sheriff Carlos G. Bolanos and San Mateo County Counsel Attorney David Silberman to provide to the public the AXON LOG RECORDS for the Sandra Lee Harmon Homicide to verify the Governments Story that she fired first and Deputy Dominguez did not turn on his Body Worn Camera. That seems like a simple straight forward request. They both declined to do so.

The City of Half Moon Bay then sent a letter to the Attorney General of the State of California requesting an Independent Criminal Investigation of the Investigators.

One good way to reduce the public attendance is to Notice late and put Public Comment at the end of the meeting.

Broadmoor Police Chief Michael Connolly is Gone. It’s about time.

He resigned two weeks ago.

The San Mateo County District Attorney’s Office filed criminal charges Thursday June 17, 2021.

Two charges of Government Code section 1090

One Charge of Government Code section 87100

Mr. Connolly’s next court appearance is in SSF Courthouse June 24, 2021 8:30 AM

Results: Mr. Connolly plead Not Guilty to all charges.

City of Half Moon Bay Public Safety Subcommittee Meeting June 24th.

This is the City response after tabling the Jimenez-Rarback Report last week. Three of the council members want more discussion from the public, more listening sessions. They don’t think 7 years since Yanira Serrano Garcia’s Homicide by a sole San Mateo County Sheriff Deputy with No Plan on how to handle the Non Emergency Medical 911 call by her brother Tony Serrano is enough to take corrective action. Of course it is.

The Jimenez-Harback Report called for the creation of a Chief of Police for Half Moon Bay. A position with authority that answers to the City council. That seems like a strange request since Half Moon Bay has Sheriff Captain Saul Lopez who has attended many recent Zoom meetings he is identified as the Chief of Police of Services.

Joaquin Jimenez and Harvey Rarback have discovered what many in San Mateo County Government have known for a long time. The city has absolutely No say in how Sherif Carlos G. Bolanos provides Law Enforcement/Public Safety Services.

The Sandra Lee Harmon Homicide May 5, 2020 is a perfect example. Sheriff Bolanos told the world there was a Shootout and Ms. Harmon fired first at Deputy Dominguez. Of course if that Official Statement were true nobody would blame Deputy Dominguez for returning fire causing the death of Ms. Harmon. He told his Sergeant he fired 5-6 rounds. He actually fired 11 rounds, He failed to mention he fired at her first, and also while she was unarmed with her hands above her head and her back towards him. Ms. Harmon was shot three times in the back all Fatal. He also failed to mention he did not turn on his Body Worn Camera.

The AXON LOG RECORDS keep a precise record of all devices involved in a Critical Incident, example when they were turned on/off.

Sheriff Carlos G. Bolanos and San Mateo County Counsel Attorney David Silberman are the lead opposition for making the AXON LOG RECORDS Public.

Those Records would prove the Government’s Official Statement to be true, Why won’t they release them?

The City of Half Moon Bay has requested those records and have been denied.

I recommend Half Moon Bay Invite Hon. Judge Lisa Novak, Rachel A. Quintana and Retired San Mateo County Sheriff Sergeant Michael Otte to attend a future meeting.

June 19 is a date that marks a pivotal event in our country’s history. While the Emancipation Proclamation became official on January 1, 1863, many enslaved Africans were in states where slavery continued or where they didn’t know that they were free. On June 19, 1865, Union Major General Gordon Granger informed more than 250,000 enslaved African Americans in Texas that they were free, and the 13th Amendment followed on Dec. 8, 1865.

Think about that for a few minutes, It took 2.5 years for the Official word to get passed on to 250,000 Slaves in Texas. Lets not waste one more second. Lets share the history of this Country.

University of California Vaccine Mandate

That’s pretty simple All students, faculty and staff must be vaccinated to attend.

SAN FRANCISCO (AP) — The University of California is reversing course and will require all students, staff and faculty to be vaccinated against the coronavirus this fall.

UC President Michael Drake “does plan to move forward with the vaccine mandate,” Regent Eloy Oritz Oakley told the San Francisco Chronicle on Monday.

The decision is an about-face from a proposed policy announced in April requiring vaccinations only after the U.S. Food and Drug Administration fully approved at least one of the three vaccines now being administered under emergency authorization. It’s not clear when the FDA will give full approval.

Oakley said the regents have not been briefed on the new decision but that more information is expected at their two-day meeting that starts July 21.

UC has more than 280,000 students and 227,000 faculty and staff, and expects to return to mostly in-person instruction at its 10 campuses starting in August.

UC has already said it would exempt students from the vaccination requirement if they have medical or religious reasons.

California State University officials said Monday they were still planning to wait for full FDA approval before mandating COVID vaccinations — but that could change.

“We will continue to evaluate the situation as we get closer to the fall term,” CSU spokesperson Michael Uhlenkamp told the Chronicle.

HMB Council Meeting June 15, 2021, The Jimenez-Rarback Report Item 3A.

RECOMMENDATION:

Receive a presentation on the report from Councilmembers Jimenez and Rarback, receive public comment, discuss the report, and provide further direction as necessary.

FISCAL IMPACT:

There is no fiscal impact from receiving this presentation. However, the report is comprehensive and would have fiscal impacts on the City if implemented.

STRATEGIC ELEMENT:

This action supports the Healthy Communities and Public Safety elements of the Strategic Plan.

BACKGROUND:

On May 28, 2021, the City Council received a report from resident David Eblovi entitled The Jimenez-Rarback Report on Policing and Public Safety in Half Moon Bay. At its June 1, 2021, Council meeting, Council directed staff to agendize an item for the June 15, 2021 meeting to receive a presentation on the report.

DISCUSSION:

Two guest speakers have been invited by Councilmembers Jimenez and Rarback to discuss the Report and add their voices to the general conversation about public safety in Half Moon Bay. Dr. Greg Woods will focus comments on ethics and accountability in policing, and Sergeant Carl Tennenbaum SFPD (Ret.), will focus comments on the benefits of civilian responders to low-risk calls. Their bios have been provided to the Council under separate cover and are on file with the City Clerk.

At the beginning of the item, staff recommends that the mayor present protocols and an agenda for how the item will go including approximate times for various sections. The item will conclude with Council deliberation and direction.

Thank You Harvey Rarback and Joaquin Jimenez for getting this Important Conversation on the Agenda. It should have been on in 2014 when Yanira Serrano Garcia was killed by a San Mateo Cpinty Sheriff Deputy within 20 seconds of him exiting his patrol vehicle. He had ZERO Plan, He Tampered with the Evidence. That is exactly what happened at the Sandra Lee Harmon Homicide May 5, 2020, NO PLAN and Tampering with the Evidence.

Two Council Members are finally doing what every Elected Official in SMC should have been doing for years.

He might consider working for the Chamber of Commerce, he is Hosting a Big Party June 15th in Colma.

I recommend that he name the Daly City Police Officer that killed Roger Allen on April 7, 2021 that would be more inline with what a Supervisor should be doing for his constituents. He could take a stand of Demanding Sheriff Carlos G. Bolanos and County Counsel Attorney David Silberman releasing to the Public the AXON LOG RECORDS of the Sandra Lee Harmon Homicide on May 5, 2020 in Half Moon Bay.

Since everyone knows San Mateo County has an International Airport within a couple of miles from this party, maybe it would be a better communication to warn about the Delta Variant also known as B.1.617.2, was first identified in India but has since been found in 60 countries, including the U.S. and United Kingdom, Dr. Anthony Fauci, the U.S. government’s top infectious disease expert, said.

The Delta variant is believed to be even more transmissible than the Alpha variant, or B.1.1.7, which was first identified in Britain and has become the dominant strain in California and the U.S.

Another option would be to explain the County’s Involvement in the 9 month study in 2019 called the Crimson Contagion Exercise of 2019.

This 12 page Defendants Reply below by San Mateo County’s Finest is why I recommend whenever asked by a loved one or family member who has just lost a relative to a Homicide by San Mateo County Law Enforcement. First I say I am Not an attorney, then I say before you do anything else start interviewing a Law Firm to represent you. Don’t wait to grieve take this action first, then start crying and asking all the normal questions.

Missing from this filing is San Mateo County Counsel Attorney David Silberman, Why? He and the San Mateo Counsel are responsible for refusing to provide the Public with the AXON LOG RECORDS in the Sandra Lee Harmon Homicide in Half Moon Bay May 5, 2020. Also missing is San Mateo County Manager Mike Callagy, he was called twice from the crime scene that night for some reason. I’ve never seen that before.

It is because of this exact type of misbehavior by Government that HMB Council Members Harvey Rarback and Joaquin Jimenez Report on Policing and Public Safety in Half Moon Bay is on the agenda for the June 15, 2021 meeting by ZOOM. No other Elected Officials in all of San Mateo County have stood up to protect the Residents of their community like these two are doing right this minute.
