Foster City Council Moving Fast, Interim City Manager.

Tonight 6:00 PM Another Closed Session Meeting.

You will remember it was just a few days ago Richa Awasthi, Sam Hindi, Patrick Sullivan voted to FIRE Dr. Peter Pirnejad, the newly hired City Manager, in a Closed Session Meeting on August 25, 2021. Mayor Sanjay Gehani and councilmemberJon Froomin voted against that.

Tonight in another closed session meeting, guess what they are going to do? Fill that position with the person they planned to fill it with all along.

Why didn’t they just appoint this person at the August 25, 2021 Closed Session Meeting?

What about the wasting of Police Chief Tracy Avelar’s time and energy, as she was just appointed acting City Manager and given a 5% raise with the new title, or the Citizens Ad Hoc Committee, which vetted Dr. Peter Pirnejad which included San Mateo County Manager Mike Callagy. I can confirm the that Mike Callagy had no idea that there was any problem with Dr. Peter Pirnejad with the three councilmembers, and he was completely unaware of the August 25, 2021 Closed Session Meeting which resulted in City Manager being Fired without cause.

This has been a Very Expensive adventure that the Taxpayers of Foster City get to pay, the Nine month salary and benefits to Dr. Pirnejad is about $270,000 plus the Fee to Avery & Associates $23,400 the Recruitment Hiring Firm.

Foster City, Who’s Flying the Plane?

It wasn’t that long ago that a group of Foster City residents got together and said Enough is Enough. They organized, collected signatures, put a Recall measure on the ballot, and removed the Vice Mayor, from office, and they were SUCCESSFUL Why? Lack of Decency, that’s why. They wanted their Elected Officials to behave in a respectful and decent manner at all times, especially towards members of the public.

The residents of Foster City have demonstrated before their demand for Honesty and Decency.

This story is at the very beginning it is about San Mateo County Politics and Those Who Matter vs. the Residents.

What was so important to remove the Recently Hired City Manager at this moment in time when the Assistant City Manager had just left Foster City 2 weeks ago, and has not been replaced. That equals a Leadership vacuum that was self inflicted by Hindi, Awasthi, and Sullivan. They have caused their City to be missing the two Full time employees who run the City.

Surely they must have a plan that they just haven’t shared yet, and the public looks forward to learning about it.

Imagine being on a 747 flight from SFO to Hawaii and you’ve just been informed that your Pilot and Co-Pilot are No Longer Flying the plane.

Warren Metlitzky Misleads Judge Illston in Okobi case.

He made so many False and Misleading Statements to Judge Susan Illston I’m not quite sure where to begin. I’ll start with the VIDEO he mentions so many times. This video was created by unknown people at San Mateo County Government, it was finally launched to the public the same morning San Mateo County District Attorney Steve Wagstaffe held closed to the public Press Conference for Credentialed Media only, I attended. That date was March 1, 2019 148 days after Chinedu V. Okobi was killed by SIX San Mateo County Sheriff Employees in Millbrae, California October 3, 2018.

I’m not sure how many times Warren Metlitzky has watched the video or if Judge Illston has viewed it I recommend that she does, I personally have viewed it over 40 times.

The video starts with Deputy Wang’s Dashcam on, his vehicle is heading north on El Camino Real he is waiting to make a U-Turn. Warren Metlitzky knows that the Dashcam Video is activated by the Bar Lights on top of the vehicle being turned on, which means Deputy Wang was interested in Chinedu Okobi before he stepped off of the sidewalk and was no safety threat to traffic as the Government claims. He chooses not to mention that to Judge Illston.

Warren Metlitzky tells Judge Illston there is NO Evidence that Chinedu Okobi was dog piled by the Five Sheriff Deputies. Of Course Chinedu was dog piled not by 5 but by SIX. CSO Joseph Gonzales can be clearly seen on top of Chinedu Okobi at the 7:05 mark of the video. If anybody has seen a Little League Baseball game or a Soccer Game at the end is often a Dog Pile.

Warren Metlitzky tells Judge Illston there is no Evidence Chinedu Okobi was pepper sprayed in the face by a Deputy. CSO Joseph Gonzales is Not a Deputy watch his right hand at the 7:18 mark and a second later Deputy Lorenzatti yell “Oh Fuck” as she was sprayed in the face with O.C. Spray.

Warren Metlitzky tells Judge Illston there is no Evidence Chinedu Okobi ever said “He couldn’t breathe.” I recommend you listen at the 8:48 mark to Chinedu Okobi’s last sound/word “BREATHE”

9:59 Mark Unknown “Is he still breathing.” That is a Great Question and it would have been nice if one of the SIX County Employees actually checked.

The Governments Official Story has always been the same a Very Large Black Man failed to comply and was Alive and Well “He was breathing and had a pulse at all times while in the Sheriff’ Office Custody and even several minutes after the AMR people took over from the Sheriff’s Office Employees.” This Video shows a completely different story and remember the Government had 148 day to create it.

Foster City, Hindi, Awasthi, Sullivan Terminated City Manager Why?

Last night August 25, 2021 at a Closed Session Meeting Three council members terminated the new City Manager they just hired in January. They just cost the Taxpayers 9 months of his income. You would think after a national search and all the vetting that is involved to find the right person for the job plus a Pandemic that the three Hindi, Awasthi, Sullivan would have been able to work out whatever the problem was.

It’s pretty telling by the vote this termination was driven by Hindi, Awasthi, Sullivan. The question is What was it? Time will tell it always does.

Council voted 3-2 to Terminate City Manager

Yes: Hindi, Awasthi, Sullivan

No: Gehani, Froomin

Council voted 5-0 to appoint Police Chief Tracy Avelar as Acting City Manager.

A few things to consider San Mateo County Manager Mike Callagy was involved in the hiring and vetting process. Was he advised or informed about the termination in advance?

$273,000 severance pay is the immediate cost to the Taxpayers of Foster City.

Is a Police Chief qualified to be an acting city manager at the same time she has a Full Time job?

SMC Sheriff Sergeant Irfan Zaidi, Why wasn’t he Fired, Arrested and Charged with filing a False Police Report?

October 3, 2018 Chinedu V. Okobi was killed in Millbrae by Six San Mateo County Sheriff Employees.

San Mateo County Sheriff Sergeant was not one of those Six Employees involved in the Homicide.

19 days later on October 22, 2018 he filed a Police Report Falsely claiming he ordered Deputy Alyssa Lorenzatti to remove the handcuffs from Chinedu Okobi and he further claims Deputy Alyssa Lorenzatti did that. Why would he be willing to jeopardize his career at SMCSO and make this False Statement?

The Truth and Fact is Chinedu V. Okobi was given Chest Compressions for 10 minutes while he was handcuffed.

Did SMCSO Sergeant Zaidi create this False Story on his own?

Update: At the conclusion of the August 25, 2021 City Council special closed session meeting, the City announced that the City Council/Board has exercised its option to terminate the employment agreement with City/District Manager, Peter Pirnejad, effective immediately. Under the terms of the employment agreement with Mr. Pirnejad, this termination is without reference to cause. Since this termination is occurring within the first 24 months of the effective date of the employment agreement, Mr. Pirnejad will receive severance pay of nine (9) months base salary upon execution of a general release agreement.

At the August 25th meeting, the City Council/Board also appointed Police Chief Tracy Avelar as Acting City Manager, effective immediately, until such time as an Interim City Manager is identified. The City Council/Board will move quickly to identify a suitable candidate for the Interim City Manager role and to establish a process for recruiting a new City Manager.

What was the urgency to get rid of the New City Manager?

SMC Correctional Officer Joseph Gonzales.

How much money has San Mateo County Taxpayers invested/spent because of Sheriff Carlos G. Bolanos’s behavior? On October 3, 2018 CSO Joesph Gonzales was one of the SIX San Mateo County Sheriff Office Employees involved in the Homicide of Chinedu V. Okobi. Everybody knew that including Sheriff Bolanos and his Public Information Officer PIO.

You don’t see CSO Joseph Gonzales listed. Ask Sheriff Carlos G. Bolanos why? Ask the Supervisors why?

It’s been almost 3 years since Chinedu V. Okobi was not only killed by Six SMCSO Employees, they all failed to provide even the most basic medical attention like check his pulse for the next 9 minutes after his last sound was heard. Sergeant Irfan Zaidi provided a False Police Report 18 days later about how he ordered the Handcuffs removed from Chinedu V. Okobi. An obvious false statement.

Shawnna Maltbie is the City Manager of Daly City, California Her Police Department released this press release on April 7, 2021 the day Roger Allen was shot and killed by DCPD Cameron Newton. Cameron Newton fired TWO Shots at close range into the vehicle striking Roger Allen once with a fatal shot. The official Press release states only one shot was fired, WHY?

This is not that difficult, You collect the weapons and count the bullets.

Now when you know that the first Daly City Official Press Release is a lie, the foundation for the investigation has been set. I have not seen Shawnna Maltbie demanding an explanation? Same is true for all Council Members.

Officer Involved Shooting

On Wednesday, April 7, 2021, at approximately 1:55pm, a Daly City Police Officer contacted the occupants of a vehicle on the 700-block of Niantic Avenue. During the contact, a Daly City Police Officer fired a single round from a service weapon, striking an unidentified man. Officers immediately rendered medical aid, and the man was transported to a local trauma hospital where he succumbed to his injuries. One officer received a non-life-threatening injury. This investigation is in the early stages and no further details are currently available.

Daly City Police Department Investigations will support the San Mateo County District Attorney’s Office, who will lead the investigation as outlined in the San Mateo County Officer Involved Critical Incident Protocol.

It should be no surprise to anyone in San Mateo County that District Attorney Steve Wagstaffe has determined there will be no criminal charges filed because he was really scared.

Mark Simon and Jon Mays continue to re-write History.

Mark Simon recently wrote an article on the Sheriff’s Race and I thank him for mentioning retired Sheriff Deputy Mark Melville as one of the 3 Candidates for the 2022 election. Mr. Melville has always said he will be running for Sheriff in 2022. In the 2018 election he received 52,997 votes. The SMDJ didn’t endorse him in 2018 which is fine but the false statement they made about Carlos G. Bolanos being OUTSIDE the entire time was simply a flat out lie. They also failed to mention that Mark Melville called Sheriff Bolanos his boss at the time a LIAR. Why would they not inform their readers of that fact.

Here are just 2 sentences from Mr. Simon’s article full of misleading information.

Some of this is due, undoubtedly, to an infamous 2007 episode in which both Bolanos and Munks were present at a Las Vegas massage parlor when it was raided by law enforcement. Bolanos’ only comment has been to insist that he did nothing wrong, and, indeed, he was never arrested or detained by police.

I’m not sure being caught and detained inside a single family residence with Human Trafficked Sex Slaves including a minor would be considered an infamous episode.

Mark and Jon promote the false and misleading title that Carlos G. Bolanos created “Massage Parlor.” LVMPD Spokesperson Bill Cassell identified it as an Illegal Brothel. Approximately 3,500 Ecstasy tabs and about $25,000 in cash was seized at the brothel.

indeed, he was never arrested or detained by police, Lets take the word arrested first, LVPMP Spokesperson Bill Cassell clearly stated “No clients, customers, johns, whatever you want to call them, were arrested,” That covers Bolanos.

Now lets take the word detained, LVMPD Spokesperson Bill Cassell clearly stated “Neither Munks nor Bolanos was arrested, but they were questioned and released along with paying customers.”

If you were not detained you would not be released.

San Mateo County has a competitive Election for Sheriff 2022 and always has had that the public is just now hearing about Mark Melville. The third Candidate is Christina Corpus.
