San Mateo County could use Jon Froomin as Supervisor.

I have no idea if the thought has ever crossed his mind, but in my opinion he has just shown the voters of Foster City for the second time, why he is the right guy for elected office, Any Elected Office including Supervisor of District Two, which is available in 9 months and so far nobody except Jon Froomin, has demonstrated that the Oath of Office, or that Integrity is Important in San Mateo County Politics.

Also Supervisor Dave Pine could use the support he deserves. At this moment there is not one of the current Candidates for Supervisor of District Three, that has the qualities Jon Froomin has so effortlessly demonstrated. I’ve always said you could elect a Good Human with NO POLITICAL Experience and be better off at the County Level.

Sheriff Bolanos Mentoring Captain Christina Corpus.

San Mateo County Sheriff Carlos G. Bolanos recently quoted in an Advertising Media article mentioned that he had mentored Christina Corpus and he was disappointed, and that he expected more Loyality.

The article was about these two being Candidates for Sheriff 2022. There are Three Candidates for Sheriff of San Mateo County in this next election, everybody knows that, but this article is about the Mentoring Program by Carlos G. Bolanos.

I have known about the Carlos G. Bolanos Mentoring program for several years. I made an official request to San Mateo County Counsel John Beiers more than 2 years ago.

Daly City Manager Shawanna Maltbie, should have been Fired by City Councilmembers April 7, 2021.

It would have taken only 3 Daly City Councimembers to Fire her after the Roger Allen Homicide by her Police Department on April 7, 2021. The City of Foster City just demonstrated on August 25, 2021 that they don’t even need a reason to fire the City Manager, Either does the City of Daly City. What this means is that all 5 Councilmembers Support Shawanna Maltbie completely. The Official Position from the Daly City Government was Silence and Lies, Claiming 4 DC Police Officers arrived and surrounded a disabled vehicle for the sole purpose “We are here to help” Roger Allen a Black Man was dead a few minutes later.

Public Comments should always be at the beginning of a Public Meeting, Everybody knows that. There is only one reason to have it be at the end, that is to show the public who’s boss, Not Them.

E-mail sent to the Government today:

Good morning All,

My Associate, The Public has asked me to compose this email. He would like to have ALL of You understand from Our point of view the situation that has transpired in Daly City.
The death of Mr. Allen was brought to The Public’s attention months ago. It has been extremely heartbreaking for All in the Community as the DCPD initiated contact with Mr. Allen, The attached letter will better explain our viewpoint on this. However painful and disturbing it is, I believe We all should review the timeline.
1, In December 2020, an Auditor did a First Amendment audit that failed due to four Daly City Police Officers (including a Sargent) not knowing the Law. The demeanor of Officer Perez, Star 27, speaks volumes of the lack of training the Daly City Police Department mandates. There is no way any member of the Community should encounter this behavior and lack of knowledge, leadership and listening skills of Sargent Hussein. These Officers need to be discharged immediately. We know that the Auditor gave an fair review as the Auditor commended the Officer and wished him a Merry Christmas at the counter. This Officer was the one who furnished with the complaint forms.
2. On April 7, 2021, Mr. Roger Allen was shot and killed by the Daly City Police Department. Again, if the Daly City Police did not initiate contact with Mr. Allen, he would be alive today.
3. The April 12, 2021 Council Meeting young adults shared their sadness and outrage. Absolutely heart wrenching for us to hear, as some of us have children their age.
4. Many email correspondences sent to Daly City Council and the Daly City Manager have gone unanswered. These questions posed are questions from The Community and The Public which City Officials need to address.
5. The September 13th, 2021, Council Meeting scheduled to commence at 6:45 pm. It began a half hour late at 7:15 pm.
6. At the September 13th 2021, the Mayor and Vice Mayor accused Council Member, DiGiovanni of racism. Council Member DiGiovanni was highly offended and from what We witnessed began crying. If Council Member DiGiovanni had not taken offense to what she considered an racist insult because the color of her skin, We not bring this matter up.
7. At the September 13th, 2021, Council Member Sylvester, mentioned that he does not want to hear someone(s) bring up a white woman’s skin color as well as other comments.
8. At the September 13th, 2021 The Public spoke up about this unacceptable, racist behavior.
9. At the September 13th, 2021, an issue arose about a possible Conflict of Interest with the Mayors name appearing on a fundraiser or other event. A complaint will be or has been filed with Agency that oversees such matters.
10. At the September 13th, 2021, The Public demanded the resignation of ALL Daly City Officials.
11. In September 2021, a Community Member visited City Hall in Daly City to communicate with City Officials. The doors to the departments were closed and locked. Subsequent email correspondence has been sent to Daly City Officials to communicate and no response has been received back.
12, The calendar invitation that the Community and Public received for the September 27th, 2021, states the Meeting was to commence at 6:45 pm. The Meeting began at 7:02 pm. Once more late and wasting The Public and Community’s time.
13. At the September 27th, 2021 Council Meeting, Council Member Sylvester mentioned a Comment made by The Public at the previous September 13th, 2021 Council Meeting. Council Member Sylvester mentioned the comment was made in anonymity. The Supreme Court has ruled that a Member of The Public can do so. The First Amendment of the U.S. Constitution allows The Public to do so. This clearly shows a lack of the Law by Council Member Sylvester. The U.S. Constitution allows many rights of The People not to identify themselves even with Peace Officers. This is why one of the reasons the Daly City Police Department are in a state of crisis.
14, The Daly City Police Chief(s) both acting and non acting (Officers Gamez and Hensley) have received email requests to meet with the Community and The Public. No response has received as if yet.
Having worked in the private sector, these behaviors and lack of responses would not be tolerated.Immediate terminations would be swift. Changes must be made for the happiness, safety, security and Greater Good of The Daly City Community. (see attached document).

On a personal note, no one should ever live in fear. We are appealing to ALL of you to make the right choices and changes.
Please let us know when any Daly City Official(s) can meet regarding a transition to make the changes.

Half Moon Bay should stay with the San Mateo County Sheriff’s Office.

The Issue is with Sheriff Carlos G. Bolanos and David Silberman not the Deputies.

Some members of the council have been doing their best to get the Sheriff’s Office to stop killing residents and to stop lying about it after they do. Yanira Serrano Garcia and Sandra Lee Harmon are two examples. The AXON LOG RECORDS are another example, they belong to the public, Sheriff Bolanos and SMCC attorney David Silberman are refusing to release them. I’ve recommended the City of Half Moon Bay sue both. So far the council has chosen not too.

The Councilmembers know that there is an election in 10 months and Mark Melville a candidate has been following the challenge the city has been facing with Sheriff Carlos G. Bolanos.

I asked Mark Melville for his opinion, here it is.


First and foremost, Mr. Jiminez is correct in that the public and Council need to meet and discuss what is in the best interest of all city residents, inclusive of public safety services.  I read the proposed ordinance and find it appropriate. There is nothing in the ordinance that prevents the Sheriff’s Office from doing their job. The Council is looking for the betterment of how people are treated once they are in contact with law enforcement, nothing wrong with that. I’m not sure where the Sheriff is coming from when he says the ordinance wouldn’t improve public safety..?  I think the ordinance is actually in favor of policing, in the way the City wants to see it done.  In addition, I believe specific deputies should be assigned to the City for a long period of time. This would allow them to become part of the community and they would clearly understand the community’s expectations. In doing this, it would eliminate the Sheriff’s concern of having deputies working in different jurisdictions operating under different operating procedures.
   
The Sheriff’s statement, “It’s my understanding their ordinance will have no legal basis on our services, nor on the contract, it’s basically unenforceable,”  which in my opinion is very condescending.  The Sheriff is saying we are going to provide the service to the City the way we see fit, and there is nothing you can do about it, oh until the contract ends in 2022.  In my opinion, the Sheriff should be at the forefront of drafting said ordinance with the city Council, because it’s for the betterment of the community..!!  I’m wishing the City success in achieving the services they desire for their community.

At the July 23, 2019 Board of Supervisor Meeting Item 3 “Follow up from Taser study session.”

You will see how the Sheriff Carlos G. Bolanos and his side kick David Silberman, took the Supervisors to school on how it’s done in San Mateo County. Supervisor Dave Pine was the only supervisor out of 5 that asked any meaningful questions about the obvious green light for killing citizens phrase, “EXCEPTIONAL CIRCUMSTANCES” that means this entire policy is meaningless and it was word crafted by Bolanos and Silberman.

Words are Important, the Draft, amended Draft, and Final Draft should have always been available for the Supervisors and the Public to view. Supervisor Dave Pine requested to see the Draft at least 3 times. None of the other Supervisors showed ANY interest, right there is San Mateo County’s Problem.

Sheriff Carlos G. Bolanos and Captain Christina Corpus. Conflict of Interest, Includes Appearance.

Simple Questions, Who else was involved? Did you recover the $232.084.51? Why did you think it was OK to Investigate this in the first place?

San Mateo County has three candidates for Sheriff in the next Election of 2022. I didn’t mention Mark D. Melville in the title because he fully understands the topic of Conflict of Interest.

I am confident the other two also understand the topic, the difference is they don’t care, they both chose to be involved in the Criminal Investigation of the San Mateo County Sheriff Activities League (SAL) Embezzlement & Money Laundering case.

Here is what we do know from Captain Jeffrey C, Kearnan, “per Gigi, SAL has Never been Audited.” That is a Bad Thing, and “We can not account for $232,084.51.”

We also know that the Sheriff’s Office knew from May 11, 2020 that more people were involved than just Barbara Bonilla.

Sabrina Brennan, Former San Mateo County Harbor District Commissioner elected by County Wide Voters, made this comment on another article I wrote this morning about the SAL, Barbara Bonilla, the A.G. Office dismissing 6 out of 7 Felonies, and no jail time etc.

“Disgusting that Barbara got away with it. SAL is a criminal organization that should be disbanded effective immediately. Anyone associated with SAL is a tool or a dirt bag.” 

She is stating the obvious and San Mateo County Residents should thank her. I have not heard of any San Mateo County Elected Officials or there staff comment on the Sheriff’s Office Investigating Itself, that was the tell that Barbara Bonilla was going to walk, everybody knew it and the A.G.’s Prosecutor came through for “Those Who Matter” no surprise here.

I will also add that to my knowledge Sabrina Brennan was the only SMC Elected Official that asked publicly, if it was possible that Chinedu V. Okobi was murdered by the SIX San Mateo County Sheriff Employees on October 3, 2018? The only one to ask, Think about that. Chinedu Okobi was SMC’s George Floyd. San Mateo County Sheriff Carlos G. Bolanos and his Public Information Officer (PIO) issued issued 2 FALSE Press/News Releases almost immediately, which stayed up on the County’s website for 5 months.

If I was the Sheriff when the embezzlement issue was discovered which implicated  Barbara Bonilla as the responsible person, I would not have had anyone from the Sheriff’s Office conduct said investigation.  I would have placed Ms. Bonilla on administrative leave, hired an independent auditing firm to review all transactions of SAL for the previous three (3) years, and based on the findings, contacted the Attorney’s General Office to conduct an investigation to determine how, when, and how much money was missing, and to what extent Ms. Bonilla was involved.  Once the investigation was completed, the appropriate charges would be immediately filed with the court and Ms. Bonilla would have been arrested for said crime(s), booked, and subsequently tried.  At no time would I have had any employee of San Mateo County involved in this investigation.

Not one of San Mateo County Elected Officials or Candidates in the Election just nine months away have said one word about it, except Mark Melville.
