Shawnna Maltbie = “Those Who Matter”

Shawnna Maltbie is the City Manager of Daly City, which is one of 20 Cities and Towns in San Mateo County, California. She is the reason Daly City Police Department doesn’t have Body Worn Cameras at least since 2019. She is the reason the names of the Four Daly City Police Officers who were involved in the Homicide of Roger Allen a Black man sitting in the passenger seat of a disabled truck 21 days ago. That’s right Shawnna Maltbie has refused to identify the Police Officers who work for her. She is also responsible for the ZOOM Meeting which took place on April 26, 2021, she was on that meeting that had over 130 members of the public including Family Members of the Deceased Roger Allen. She is responsible for placing Public Comment at the end of the Agenda instead of at the beginning that is a neat little trick to make the public suffer by waiting several hours to speak and it is the easiest way to suppress Those Who Don’t Matter the general public. She also added a residential address requirement to the register in advance trick. Why would the public who is her employer have to sign up in advance to speak at a Public Zoom meeting? It’s not like the Maltbie Family hasn’t been running the Government Meetings in San Mateo County for many years.

During the April 26, 2021 Zoom Meeting, the majority of speakers asked for the names of the Four Daly City Police Officers to be publicly identified. That is a very Low Bar to get over. There wasn’t one speaker who didn’t want that to be accomplished and they wanted it to be done NOW at that meeting.

Shawnna Maltbie wife of San Carlos City Manager Jeff Malbite who is the son of John Maltbie who was San Mateo County Manager for years. Shawnna had a different plan, She was going to allow Daly City to name those 4 DCPD Officers in a Press Release today Wednesday April 28, 2021. Why?

Those Who Matter are not bothered by the public being upset with them, they control the data, they control the media, they control who gets elected, who gets investigated, who gets criminally charged, who gets county money for special programs.

Today is different for Those Who Matter.

Shawnna Maltbie, Stephen Stolte, and Patrick Hensley are the first 3 Employees who should be FIRED Today.

Name the Officers Involved in Roger Allen’s Homicide Now. Any Elected Official and Staff should be asked what their position is on releasing the names of Officers involved in Homicides of Civilians the day of the Critical Incident.

Every Elected Official and Staff member in Daly City is on the Wrong side of this one. I’m not surprised.

Evidence vs. Words/Captions.

September 15, 2020 Half Moon Bay City Council voted 5-0 in favor of contacting the Attorney General of the State of California to request an Independent Criminal Investigation in the Sandra L. Harmon In-Custody Death by San Mateo County Sheriff Deputies.

District Attorney Steve Wagstaffe attended the Zoom meeting and explained his findings that the Deputies behavior was lawful.

Just because somebody says something is true doesn’t mean that it is.

The public and especially elected officials want to believe Sheriff Carlos G. Bolanos his Public Information Officer Rosemerry Blankeswade, District Attorney Steve Wagstaffe, and several Attorneys at the SMC County Counsel Office. The idea that they would deliberately mislead the public is just to much for the average citizen/resident to deal with.

I would offer the x San Mateo County Sheriff Deputy Juan P. Lopez criminal case (6 years this November) as a perfect example of what they are capable of doing.

Last night during the public comment time members of the public were able to communicate what they have discovered with their very limited resources. Here are just a few of the take aways.

There is no Evidence of a Shootout.

There is no Evidence the District Attorneys Office has that Sandra L. Harmon fired the Shotgun at all.

Not one Shotgun Pellet was recovered from the Crime Scene the night of May 5, 2020. Thats with over 30 people at the crime scene that night. No damage to the Patrol Vehicle just feet away, or damage anywhere for that matter.

There is no Evidence (yet) that Sheriff Deputy Dominguez turned off his AXON Body Worn Camera. Simply words and captions that he did. The AXON Log File which to this day has not been made available to the public.

Congratulations to the entire Half Moon Bay City Council for last nights vote. This is a Great first step in Oversight of Law Enforcement in San Mateo County. I was Grateful to hear Yanira Serrano-Garcia’s name mentioned last night her case and Sandra Harmon case have many similarities of misleading and false statements by Law Enforcement.

I would recommend the City Council of Millbrae do the same for the Chinedu V. Okobi Homicide by Six San Mateo County Sheriff Employees October 3, 2018. It’s not to late. Look at what they didn’t do for 9 minutes after they sat him up on El Camino Real.

May 5, 2020 Sandra Lee Harmon a Mother and a Wife who suffered from Mental Health Issues was shot and Killed by Sheriff Deputies in Half Moon Bay, California. That we know, and that’s about all we know.

There is NO reason for the residents of SMC to trust anything Sheriff Carlos G. Bolanos an Elected Official says after the October 3, 2018 Homicide of Chinedu Okobi by six San Mateo County Sheriff Employees. Sheriff Bolanos issued 2 News Releases that day, both contained False Statements. He issued a 3rd News Release March 1, 2019 which contained even more False Statements.

All Five San Mateo County Supervisors are OK with all of the False Statements by Sheriff Carlos G. Bolanos mentioned above.

If the Videos and Audio from AXON actually contained the evidence that confirms what Sheriff Carlos G. Bolanos says happened, you can bet he would have made it public on May 5th and there would be no reason to have to trust him, it would answer all the questions. A simple video of her firing her Shotgun at Deputies first and Life Saving efforts provided after she was shot multiple times while reaching for her shotgun that somehow was on the ground.

That would go a long way for Public Trust and Confidence in Law Enforcement. A Citizen Oversight Committee with Subpoena power would be an improvement also a County Wide Policy to make Videos and Audios from remote Mic. public within 24 hours of all Deaths by Law Enforcement.

What time was the SMC PERT TEAM dispatched?

What time did the SMC PERT TEAM arrive on scene?

Release the videos and audio Now.

This what happens when The Sheriff’s Office, The District Attorney’s Office have 5 months to edit and add suggestive captions. Notice they only mention 5 Sheriff Employees instead of the 6.

This Video should be used Nationwide to all Law Enforcement Agencies. The Unarmed Pedestrian was not drunk, had no Drugs in his system and had committed no crime when the SMCSO Deputy first noticed him and made a U turn.

Sheriff’s Office has No Plan on how to detain a large Black man for jaywalking.

A reasonable person would expect the San Mateo County District Attorney’s Office Lead Investigator and his boss to provide Honest & Accurate Information at all times. In the Chinedu Okobi In-Custody Homicide Investigation involving SIX Sheriff Employees that is not the case.

Inspector Jamie Draper identifies CSO Joseph Gonzales as a Witness not a Participant. Why? He’s the one spraying the O.C. spray in the video.

The statement below was provided (Unknown date) by SMCDA Inspector Jamie Draper and approved by SMCDA John Warren.

December 31, 2018 Deputy Coroner Heather Diaz #21 

“I have determined the manner of death to be Homicide.”

CORONERS REPORT SUMMARY

On December 31, 2018 I received the Coroner’s Office Report, prepared by Coroner’s Investigator Heather Diaz. The report included redacted sections related to Decedent Chinedu Okobi’s medical treatment on October 3, 2018 as well as redacted sections related to his previous medical and mental treatments pursuant to 56.10 of the California Civil Code. The “Conclusion Report” by Coroner’s Investigator Diaz included a summary of the attempts by San Mateo County Sheriff’s Office personnel to detain Decedent Okobi and noted Okobi was found be “unresponsive” upon the arrival of paramedics and fire personnel on the scene. It should be noted that this information is contrary to what was scene upon review of the Mobile Audio Video (MAV) footage at the scene and from the statements provided by fire department paramedics who stated they had determined Decedent Okobi had a pulse and was breathing when they arrived on scene to begin treatment.

Jamie Draper should identify the Fire Department Paramedics by name and what time on the video did that take place, there are NO CAPTIONS and the video DOES NOT support his statement.

On March 1, 2019 San Mateo County District Attorney Steve Wagstaffe held a private Press Conference announcing his decision not to charge the Five Sheriff Employees with any criminal charges. During his 26 minute presentation he Omitted the SIXTH Sheriff Employee CSO Joseph Gonzales and Omitted the word Homicide. That only popped out at the 47:40 mark when KQED Reporter Julie Small asked what was the manner of Death?

That doesn’t seem very Honest does it?

Steve Wagstaffe also stated:“From that point on” approaching the 9 minute mark on the video.” “The Sheriff Office and our review of their conduct is done. Sheriff Office turned him over to AMR.”

The video that Mr. Wagstaffe provided the public does NOT SUPPORT that statement, it shows AMR people at 17:54 mark. not approaching the 9 minute mark. That is a 9 minute difference, not a couple of seconds.

Stogner Report on Homicide of Chinedu Okobi In-Custody Death.

A reasonable person would think that Criminal Charges would be filed against anyone or any group of people including Law Enforcement Employees if they caused a Homicide.

On December 31, 2018 San Mateo County Coroner’s Office determined Chinedu Okobi’s Death was a Homicide. “HOMICIDE PROTOCOL” 36-year old male involved in a physical altercation with San Mateo County Sheriff Deputies. Note: CSO Joseph Gonzales was also involved he is not a Deputy.

There were Six San Mateo County Sheriff Employees not Five. It’s irresponsible and against policy for Parking Enforcement Officer (Meter-Maid) to participate in the takedown and Homicide of Chinedu Okobi. Everybody in Law Enforcement knows that. CSO Joseph Gonzales is a civilian.

Nicole Basurto, A very good and concerned Citizen, Witness not found by Sheriff Office. She called in.“Thought it was odd the Deputies did not try to arrest Decedent Okobi when he was on the ground.”She was fairly certain that he died at the scene.” “A male deputy hit Okobi 3-4 times with a closed fist, seemed directed to his head.”

San Mateo County Criminalist II Anthony Delmonico: District Attorney’s office requesting the Forensic Investigation of an “In-Custody Death.”

Caption in D.A.’s video at the 7:22 mark “ A deputy attempts to subdue Okobi with Pepper Spray, but mistakenly hits his fellow deputies and Sergeant.” Steve Wagstaffe does not identify the sprayer as Deputy Wang, Why? His Expert Jeffrey Martin says it was Deputy Wang. There is only one Deputy it could be and that is Wang. There is one other possibility and that might be why Wagstaffe chose not to identify Wang as the sprayer of Pepper Spray. “At the t 7:18 mark Civilian CSO Joseph Gonzales’s right hand can clearly be seen unholstering and discharging pepper spray.” He then puts it back in his belt and backs away.

Sergeant Weidner calls it a Crime Scene at 11:31 mark. Why is arresting a suspect a Crime Scene? It’s not, but killing an unarmed civilian who committed no crime is.

Sergeant Weidner 13:26 Mark on cellphone “Dude’s alive that’s all you need to know, We’re good.”

Sergeant Weidner 10/03/2018  says Okobi was Pepper Sprayed changes story. Why?

14:35 mark says: “He’s been tasered several times and Peppered Sprayed.”

15:03 mark says: “ He’s been tased twice and Pepper Sprayed.”

Weidner Statement to Jamie Draper on 10/04/2018 prepared 10/12/2018

“He was told later it was Deputy Wang who deployed the pepper spray at that point in the struggle; however he did not see him do it.” Sergeant Weidner speculated the pepper spray was possibly directed upward at the subject’s face while he was in a somewhat prone position on the ground which caused the spray to miss the subject completely and instead strike Deputy Watt, Deputy Lorenzatti and Sergeant Weidner.

D.J. Wozniak President of the Deputy Sheriff Association, the Union calls Sgt. Weiner at the Crime Scene audio goes silent. 22:10 mark. Why is he calling Weidner?

Deputy De Martini to Jamie Draper (Sincere report)

“He said he felt a Pulse but said due to the fact he had just been struggling with Okobi he was no longer certain if he felt Okobi’s pulse or his own.”

Also said “ I kind of raised up his head a little bit.”

“Said he was speaking to Decedent Okobi, telling him to relax and breath, But he did not recall Okobi ever saying anything in response.

As you watch this Presentation, remember Steve Wagstaffe knows it was a Homicide. See when he finally acknowledges it at 47:30 mark.

8:20 mark Steve Wagstaffe tells the reporters that the “Cause of Death was Cardiac Arrest.”

47:30 mark, KQED Reporter Julie Small asked “Do you know the manner of death?” Wagstaffe says “The Coroner of this County Labeled it a Homicide.” He went on to say Homicide occurring during interaction with that individual.”

I, Michael G. Stogner Co-owner of San Mateo County News.Com asked Steve Wagstaffe @ 37:39 mark.

“After Mr. Okobi stopped breathing, You mentioned in your presentation somebody said get him in a seated position, can you identify which deputy said that? 

Wagstaffe said, “It was Sgt Weidner, “He actually uses the words Positional Aphysixation watch for that, But he was breathing and he had a pulse.”

Q. By putting him in a seated position, Did his head not go forward and stop his breathing?” Note: Seated Position @ 10:27 mark

Wagstaffe said “It did not.””The belief was Not, that it did not occur.” “Because they continued to check for the breathing.” check head position at 10:27 mark it did go forward Mr. Wagstaffe.

Wagstaffe said, “But he was breathing and he had a pulse at the time.” “He actual uttered some words.” No Caption at time with words allegedly uttered 

Wagstaffe said, “It was a couple of minutes, several minutes after he was turned over to the AMR people.” “Deputies are out of the picture then it’s over to the medical people.”

The video does not support Steve Wagstaffe’s statement.

Video shows AMR #37 Suzanne Holman @17:55 mark giving Sternum Rub, Checking for a Pulse, and tilting head back. If a Reasonable Person takes the meaning of several minutes to mean 3 minutes that would take you to the 20:55 mark.

Wagstaffe said, He was still breathing when the Sheriff Deputies turned him over to the ARM people.” Question, What time was Okobi turned over to the AMR people? Question, Who from the FOUR AMR people is District Attorney Steve Wagstaffe talking about? Here are the AMR people, Suzanne Holman #37, Forrest Uhland #37, Patrick Pham #94 & Ferdinand Retanubun #94

According to Daly City Police Officer Joshua McQuade who interviewed S. Holman on 10/04/2018

AMR #37 Suzanne Holman “She said she did not touch the decedent.”

AMR #37: Forrest Uhland  “Did not render any medical aid to decedent Okobi personally.”

AMR #94 Ferdinand Retanubun said “His unit was assigned to treat the injured deputy who was bleeding from the face (Deputy Wang)

AMR #94 Partick Pham said he was assigned to attend to two (2) Sheriff’s Deputies whom he described as an Asian deputy with abrasions to his face, (Deputy Joshua Wang) and a bald deputy who had been exposed to pepper spray (Deputy Bryan Watt).

Wagstaffe said, “You can hear the AMR people say to him, Check the pulse make sure he is still breathing.” That sentence makes no sense at all. A Reasonable Person would have to ask, Who is Wagstaffe calling Him? He can’t be talking about Chinedu Okobi, He has been dead since 9:10 mark.

Wagstaffe said, “You don’t see them taking out their nightsticks.” -5:27 mark

Deputy Wang & Deputy Watt both brought out their Batons. In the DA’s Video at the 10:57 Mark you will see Deputy DeMartini Tampering with Evidence by picking up a Taser and Extended Baton and putting them in CSO’s Sheriff Pick Up Truck.

Expert Martin has Chinedu V. Okobi Handcuffed at 7:10 in Wagstaffe’s video.

That is simply not even close to being true. After investing about 30 Hours going over what the Government has provided the public I say Chinedu V. Okobi was handcuffed at 8:31, Dead at 9:10, and Sat up with legs straight out and head slumped forward at 10:27. Not one San Mateo County Sheriff Deputy provided CPR, and they conspired to create the story that he was alive and well all the time they had him in their custody and he only died after the Firefighters and AMR staff took over which is a disgusting lie by itself.

7:22 mark in the video the Caption says “A Deputy attempts to subdue Okobi with Pepper Spray, But mistakenly hits his fellow deputies and Sergeant. As the viewer can clearly see Chinedu V. Okobi is Not Handcuffed yet.

Martin: Sergeant Weidner requested EMS response just after getting Mr. Okobi handcuffed at 7:10 mark.

 

 

Community Service Officer Joseph Gonzales 6:26 mark who was instrumental in the take down of Chinedu V. Okobi is not listed on the front page of the video and hidden in the reports as a Witness. I say and the video proves he was much more than a witness.

The Coroners Office got it right ruled it a Homicide.
