I know for a fact that San Mateo County District Attorney Inspector Rick Decker, asked a woman I was assisting, to take a Polygraph Test after she filed Felony Charges against her ex husband who was a San Mateo County Sheriff Deputy. She agreed and passed with flying colors.
Nobody asked San Mateo County Sheriff Deputy Dominguez to take a polygraph test when a woman with mental illness was shot in the back three times all fatal with hollow point bullets.
I found it interesting that the City of Half Moon Bay is being represented in the Civil Lawsuit by San Mateo County Counsel. The same Government Attorneys that are refusing to release the AXON LOG RECORDS. Sounds like a conflict of interest.

Tonight the City of Half Moon Bay Council voted 4 to 1 to place the Jimenez-Rarback Report on the June 15, 2021 Meeting Agenda. Harvey Rarback said this is a Beginning of a Conversation. Joaquin Jimenez spoke about safety for the residents of Half Moon Bay. He said it perfectly “if you even think about your safety you are not safe.”
Half Moon Bay is a City that is being forced by the San Mateo County Sheriff’s Office to discuss having a Police Chief or not.
This is a conversation that is taking place all across America, this is the right time for this. Now it is time for the public to get involved.

That means in 12 months the Residents of SMC can have a different Sheriff and that means Half Moon Bay will not need to create a new position of Police Chief.

At the time, then-Undersheriff Bolanos said the men were followed because some wore T-shirts that memorialized a gang member and that they were photographed because of what he said was a heated exchange between Jimenez and a security guard.

2018 Chinedu V. Okobi Homicide by Six SMCSO, Sheriff Bolanos omitted the sixth Employee Involved, CSO Joseph Gonzales, and lied in his Press Release about Chinedu running in and out of traffic and Immediately assaulting Deputy Wang when he exited his patrol vehicle.
2020 Half Moon Bay Homicide of Sandra L. Harmon by SMCSO Employees. Sheriff Bolanos Lied about the Shootout, Omitted the fact she was shot in the back three times, shot at while hands were above her head unarmed, and the moving of three spent shell casings, and two bullet holes located where there should be NONE. He provided the STORY of Body Worn Camera not being turned on and has refused to provide the Axon Log Records that would prove his statement to be true or false.
2021 Kaylan Freeman arrest and charged Rape of Girls, Sheriff Bolanos Lied in Press Release about when they first became aware of him. The Sheriff Office Served him a subpoena at the exact house in 2014 for the same type of crime.

“This is exactly what I’m talking about,” Jimenez said. “When people ask about coming forward, well, I’m coming forward. This is what happened to me. I was riding a bicycle like everyone does on Main Street. But I’m the one getting pulled over.”
Half Moon Bay City Manager Bob Nesbitt has had over a year to put in the Sheriff Officers Complaint Line that he claims he is so interested in providing to the residents. Bob Nesbitt is the Last Person on earth I would recommend to call with that type of complaint.
Carlos G. Bolanos is not only the Sheriff of San Mateo County he is also the Police Chief of Half Moon Bay.
When was the last bicycle stop conducted by SMCSO in Half Moon Bay?
Once again the City of Half Moon Bay Council Members are leading San Mateo County Elected Officials & Staff.
The proposed ordinance, which was co-written by councilmembers Harvey Rarback and Joaquin Jimenez with the help of resident David Eblovi, states that a law enforcement officer could not stop a car for failing to signal a turn, having expired license tags, or having a defective tail light. In terms of restraining suspects, the ordinance would ban the use of Tasers, chokeholds and prohibit officers from placing people in a prone position while handcuffed. It would require them to be moved on their side immediately if necessary.
The ordinance would also mandate that when dealing with someone who is a threat to themselves or others, officers must wait for backup from another officer or a mental health professional before initiating contact. In addition, officers would also be required to retreat and take cover before firing at an individual. Jimenez noted that public input on this ordinance should be encouraged and that dialogue with law enforcement would be key to making substantial changes happen.
I asked Mark Melville Candidate for Sheriff 2022 for his opinion, here it is.
First and foremost, Mr. Jiminez is correct in that the public and Council need to meet and discuss what is in the best interest of all city residents, inclusive of public safety services. I read the proposed ordinance and find it appropriate. There is nothing in the ordinance that prevents the Sheriff’s Office from doing their job. The Council is looking for the betterment of how people are treated once they are in contact with law enforcement, nothing wrong with that. I’m not sure where the Sheriff is coming from when he says the ordinance wouldn’t improve public safety..? I think the ordinance is actually in favor of policing, in the way the City wants to see it done. In addition, I believe specific deputies should be assigned to the City for a long period of time. This would allow them to become part of the community and they would clearly understand the community’s expectations. In doing this, it would eliminate the Sheriff’s concern of having deputies working in different jurisdictions operating under different operating procedures.
The Sheriff’s statement, “It’s my understanding their ordinance will have no legal basis on our services, nor on the contract, it’s basically unenforceable,” which in my opinion is very condescending. The Sheriff is saying we are going to provide the service to the City the way we see fit, and there is nothing you can do about it, oh until the contract ends in 2022. In my opinion, the Sheriff should be at the forefront of drafting said ordinance with the city Council, because it’s for the betterment of the community..!! I’m wishing the City success in achieving the services they desire for their community.

Disengagement of Person in Crisis During Welfare Check.
On Friday, April 30, 2021, San Mateo County Sheriff’s Deputies responded to the 500 block of Quarry Road in San Carlos to conduct a welfare check on an individual who was reported as possibly experiencing a mental health crisis. While enroute, deputies learned the subject was also in possession of a knife. Deputies staged a safe distance away and made phone contact with several parties at the scene, including the individual’s social worker.
Deputies learned the individual did not make any threats, commit any crimes, and no one was being held against their will. The individual had no interest in speaking with his social worker in person or with deputies on the phone. Approximately one hour after arriving on scene, deputies determined it was in everyone’s best interest that they disengage and leave the scene without forcing contact with the individual. Deputies followed-up with the individuals social worker the following day and learned the individual had stabilized and was no longer experiencing a mental health crisis.
This response highlights the San Mateo County Sheriff’s Office’s Enhanced Crisis Intervention Training program (ECIT) and how our crisis response has aligned with recent law changes (California AB-392) as well as community expectations. Unless there is imminent danger or threats to others, deputies will conduct pre-assessments, gather as much information as possible, and form a plan for de-escalation prior to attempting contact with individual in crisis.
We understand the mere presence of uniformed deputies can escalate situations, and we will utilize time and distance whenever possible to assess the best course of action for each situation. In cases like this, by modifying our response and not making immediate contact to check the welfare of an individual in crisis, we maintain the option to disengage, which in some cases, provides the individual the opportunity to self-de-escalate.
In many cases where mental illness is involved, crisis communication and verbal de-escalation can prove to be challenging because their disability may affect their ability to understand or comply with commands from deputies. For this reason, disengagement in these cases is sometimes the best de- escalation option. Deputies can then refer the case to the Sheriff’s Office Psychiatric Emergency Response Team, who will then form a plan to contact the subject at a later time if appropriate, to assess for resources.

San Mateo County Voters can elect Mark Melville as Sheriff in 2022 and several things will change for the better the first day he is in office. These two gentleman will be removed from involvement of the Sheriff’s Office.
He has promised to release the Axon Log Records involving the May 5, 2020 Homicide by Law Enforcement of Sandra Lee Harmon. Currently there is only one person who is obstructing those records being made public. That person is San Mateo Counsel Attorney David Silberman. Why are those records important, Sheriff Carlos G. Bolanos told the world that Sheriff Deputy David Dominguez did Not turn on his Body Worn Camera, He is the Deputy who fired 11 shots at Ms. Harmon including while she was unarmed with her hands above her head with her back towards the deputy. Michael, My short answer to your question is, absolutely. I know County Counsel is in place to “Protect” the County. I don’t believe the Sheriff’s Office is being well represented by Mr. Silberman. By the time I had received these documents 11 years ago, I had already arrested a prominent Attorney on the 7th floor of the Courthouse and turned him over to the San Mateo County Sheriff Office April 3, 2002 9:05 AM, Don Horsley was Sheriff and Greg Munks was the UnderSheriff at that time. In March of 2007 I had personally requested Sheriff Greg Munks and Undersheriff Carlos Bolanos to resign for being caught and detained by the FBI inside a single family residence that had Human Trafficked Sex Slaves including a minor inside. The house was located at 3474 Eldon Street, Las Vegas, Nevada. The FBI Sting was named Operation Dollhouse. The date was April 21, 2007. I’ve served as a jury foreperson in San Mateo County where the District Attorney’s Office Falsely charged a Marine with a crime they knew there was No Evidence that he committed such a crime. What would allow the D.A. to do such a thing? It’s simple San Mateo County Residents don’t know about it the Newspapers don’t think that is Newsworthy. I have always recommended for Police Officers to be removed from Schools, and I have never supported children being involved with San Mateo County Sheriff Activities League (SAL). If you are a parent of a child or you know one please share this article with them and then at least they can make an informed decision regarding the risk vs. reward for their child being involved with SAL. Also any city council who is contributing to SAL stop ASAP until they get all questions answered.
