Mr. Stogner, If I was the Sheriff when the embezzlement issue was discovered which implicated Barbara Bonilla as the responsible person, I would not have had anyone from the Sheriff’s Office conduct said investigation. I would have placed Ms. Bonilla on administrative leave, hired an independent auditing firm to review all transactions of SAL for the previous three (3) years, and based on the findings, contacted the Attorney’s General Office to conduct an investigation to determine how, when, and how much money was missing, and to what extent Ms. Bonilla was involved. Once the investigation was completed, the appropriate charges would be immediately filed with the court and Ms. Bonilla would have been arrested for said crime(s), booked, and subsequently tried. The union said that the staffing level at the sheriff’s office is already low, and that the loss of more deputies will affect public safety. It is asking the city to follow state guidelines, which offer employees the option of testing regularly. City officials denounced the union’s position, coming days after seven Bay Area counties reinstated indoor masking requirements to stem transmission of the highly contagious Delta variant of the coronavirus. “There is also an undue and unacceptable health and safety risk that is imposed upon the city, our employees and the public we serve, by those who are not vaccinated against COVID-19,” the city’s Department of Human Resources said in a statement. “Vaccines are safe, effective and readily available to our employees.” About 16% of sheriff’s deputies, 17% of police and 9.5% of Fire Department employees were not vaccinated as of Friday, according to city data obtained by the San Francisco Chronicle. Meanwhile, the average unvaccinated rate across all city departments is 7.7%. Nancy Crowley, a spokesperson for the sheriff’s department, said officials are working with the human resources department to obtain full compliance by the deadline.

I am not sure how many of the other 7 advertising businesses aka Newspapers asked Sheriff Carlos G. Bolanos that same question but I do know none have written about that subject. I think the residents of San Mateo County have a right to know the answer to this type of question. This is a Public Health Issue.

San Mateo County, California is just a little bit different than most counties. There are seven English print Newspapers aka Advertising Businesses. Mark D. Melville has learned a very important lesson about them during his 2018 Campaign for San Mateo County Sheriff. I’ll give just one example which any of you can confirm with Jon Mays and Jerry Lee of the San Mateo Daily Journal.
Mark D. Melville told all of the Editors that his boss Sheriff Carlos G. Bolanos was a LIAR. Guess how many of the Advertising Businesses informed their readers about that fact. None of the seven print media. KQED published it so did San Mateo County News.com.
Any reasonable thinking resident/voter in San Mateo County would have known that Mark Melville’s statement was in fact simply the truth.
Currently there are three people who claim they will be candidates for San Mateo County Sheriff 2022, all three have until March 11, 2022 to file with the Elections Office. Sheriff Carlos G. Bolanos has already held a fundraisng event at a Millbrae councilwoman’s residence. SMCSO Captain Christina Corpus who was recently appointed the misleading title of City of Millbrae Police Chief. The reality is Sheriff Carlos G. Bolanos is the Police Chief for all Cities who contract with the Sheriff Office for Law Enforcement Services. Half Moon Bay City Councilmen Harvey Rarback and Joaquin Jimenez were brave enough to bring that little secret to the Public’s attention.
I first met Sheriff Deputy Mark Melville at a meeting in Foster City where he came to introduce himself and promote his candidacy for Sheriff 2018. I told him the exact same thing I told Sheriff Deputy Juan Pablo Lopez who announced he was running for Sheriff in 2014, that was “You are either very brave or very naive.” In the 2018 Election Mark Melville got 52,996 votes.
I think most of my readers know by now that I have been a Private Victim’s Advocate in San Mateo County for the last 20 years. I am glad to see a competitive election for one of the most powerful Elected Office in the County.
One obvious question I have for SMCSO Captain Christina Corpus is are you the Female Sheriff Deputy that sent me, Michael G. Stogner the “Gross Misconduct in the San Mateo County Sheriff Office.” Whistleblower Complaint in early 2010? This was a 16 page report identifying 45 SMCSO Male Employees sharing Porn and a Violent Rape Video on County computers in the 400 County Center Building.

Here is just one simple example of Sheriff Carlos G. Bolanos issuing a False Statement to the Public.
“His identification was unknown until January 2021.” That is a flat out lie. In 2014 he was served by the San Mateo County Sheriff Office at the exact address he was arrested. He was served a Restraining Order from one of his Brave victims.
Why would Sheriff Carlos G. Bolanos lie about this. The idea that the SMCSO is investigating the rape of multiple children as young as 13 years old for NINE years is NUTS.
He’s talking about El Granada resident Kaylan Charles Freeman.
Since May 2012, Sheriff’s Office detectives have been investigating a case involving a suspect who sexually assaulted multiple underaged girls. His identification was unknown until January 2021 when detectives received a break in the case from a witness who identified the suspect as 30-year-old Kaylan Freeman from the San Mateo County Coast. Freeman is responsible for multiple acts of forcible rape and various sexual assaults against the victims who were minors at that time.

On January 28, 2021, Kaylan Freeman was arrested by detectives in his residence in unincorporated San Mateo County coast side. 2015 Pumpkin Festival SMCSO Gang Task Force assaulted Joaquin and threaten his career as a Juvenile Probation Officer with SMC. They followed through he no longer has that career.
He and other family members were stopped and photographed by Sheriff’s deputies during the 2015 Half Moon Bay Art and Pumpkin Festival. At the time, then-Undersheriff Bolanos said the men were followed because some wore T-shirts that memorialized a gang member and that they were photographed because of what he said was a heated exchange between Jimenez and a security guard.
This is another example of Carlos Bolanos Lying, It was not a Security Guard, It was a Gang Task Force Sheriff Deputy.
2015 Half Moon Bay Resident Rachel A. Quintana arrested and Videoed by San Mateo County Sheriff Sergeant Michael Otte, He Otte Lied under Oath in Judge Lisa Novak’s courtroom January 5, 2017. This arrested occurred right after she went to the Sheriff Sub Station to report harassment of her two brothers by Deputies. Judge Novak found Otte committed PERJURY Sheriff Bolanos gave him a retirement party.
2018 Chinedu V. Okobi Homicide by Six SMCSO, Sheriff Bolanos omitted the sixth Employee Involved, CSO Joseph Gonzales, and lied in his Press Release about Chinedu running in and out of traffic and Immediately assaulting Deputy Wang when he exited his patrol vehicle.
2020 Half Moon Bay Homicide of Sandra L. Harmon by SMCSO Employees. Sheriff Bolanos Lied about the Shootout, Omitted the fact she was shot in the back three times, shot at while hands were above her head unarmed, and the moving of three spent shell casings, and two bullet holes located where there should be NONE. He provided the STORY of Body Worn Camera not being turned on and has refused to provide the Axon Log Records that would prove his statement to be true or false.
2021 Kaylan Freeman arrest and charged Rape of Girls, Sheriff Bolanos Lied in Press Release about when they first became aware of him. The Sheriff Office Served him a subpoena at the exact house in 2014 for the same type of crime.
“Racial profiling is happening,” Jimenez said. “Even when we ride our bicycles.”
“This is exactly what I’m talking about,” Jimenez said. “When people ask about coming forward, well, I’m coming forward. This is what happened to me. I was riding a bicycle like everyone does on Main Street. But I’m the one getting pulled over.”
Half Moon Bay City Manager Bob Nesbitt has had over a year to put in the Sheriff Officers Complaint Line that he claims he is so interested in providing to the residents. Bob Nesbitt is the Last Person on earth I would recommend to call with that type of complaint.
Carlos G. Bolanos is not only the Sheriff of San Mateo County he is also the Police Chief of Half Moon Bay.
