As a Private Victim’s Advocate in San Mateo County for the last 21 years, I have always recommended releasing the recording evidence unedited to the public within 24 hours.
On May 5, 2020 Sandra Lee Harmon R.I.P. Homicide by Law Enforcement in Half Moon Bay was no different. I recommended the release of the UNEDITED Body Worn Camera Video to the public within 24 hours. Not one of the FIVE San Mateo County Supervisors did the same.
Supervisor David Canepa is now Fundraising and is a Candidate for Congress.
Here we are 22 months after the Homicide and San Mateo County Counsel files this: Answering Paragraph 3, Defendants admit that Defendant Deputy Dominguez failed to turn on his body worn camera immediately prior to the incident at issue.
Supervisor David Canepa, What is the EVIDENCE to support that statement? You should know what the evidence is that has your Attorneys making that statement. You have attended several Closed door sessions being briefed on this lawsuit.
Affirmative Defenses Defendants have not yet completed discovery, propounded interrogatories, submitted requests for documents, or taken depositions. WHY? It’s simple release the AXON Log Records. They will confirm or prove false the statement just made by County Counsel.
San Mateo County and SMCSO were aware that Dominguez resigned from the San Mateo Police Department due to unsatisfactory performance in the field training program.

January 19, 2022, Judge Vince Chhabria wrote that it was plausible to believe Deputy David Dominguez, one of two officers to shoot the 56-year-old woman suffering from mental health issues, acted “with a purpose to harm unrelated to a legitimate law enforcement objective.” The judge noted that video evidence established that Dominguez shot Harmon in the back, while her hands were raised over her head, and that that shot was fatal.
Take a wild guess who else knows/knew that? You can start with the Supervisors of San Mateo County.
Every resident of San Mateo County should know who Sarah Gatliff is and support her in going ALL the way to a Jury Trial, no settlements. The Public has a right to know what really happened to her mother Sandra Lee Harmon R.I.P. on May 5, 2020 in Half Moon Bay.
For example SMCSO Deputy David Dominguez FIRED THREE SHOTS FIRST.
You will recall Sandra Lee Harmon was killed by San Mateo County Sheriff Deputies in Half Moon Bay on May 5, 2020. San Mateo County Government never came out and informed the public that the SMC Employees shot at her while she was unarmed with her hands above her head. They also failed to mention she was shot in the back while unarmed.

Tonight the City Council voted 4-1 in favor of a Mandate to have all City Employees or Contractors to be Vaccinated. This of course includes the San Mateo County Sheriff Deputies patrolling the City of Half Moon Bay and the Coast-side.
San Mateo County News.com has asked San Mateo County Sheriff Carlos G. Bolanos several times what his COVID-19 Vaccination Policy is and how many of his 800 Sheriff Employees are Vaccinated. He has refused to answer those simple questions. Looks like the 4 council members have solved that for the residents of HMB.
Every City that contracts their Law Enforcement from the Sheriff’s Office should know that the Deputies providing services in their community are Vaccinated.
Is David Silberman Nuts, No, simply dishonest and his job is to protect the San Mateo County Sheriff’s Office. Of course there is a DISPUTE, there is NO EVIDENCE provided to prove when Deputy Dominguez turned his Body Worn Camera on and off.
That’s why the AXON LOG RECORDS have not been made public, they will provide the Factual Evidence.
This is just one of the many examples of why I say San Mateo County Counsel Attorney David Silberman should be Fired.

Half Moon Bay Resident David Eblovi was forced to sue San Mateo County this week because his elected Officials and 2 City Managers didn’t chose too, That is a story all by itself, more on that later.
Sandra Lee Harman R.I.P. was killed on May 5, 2020 in Half Moon Bay, California, she was shot at 14 times with hollow point bullets, 8 of the bullets struck her body, 3 fatal shots to her BACK, she was shot at while unarmed, with her hands above her head, Three shell casings were moved and relocated at the crime scene.
Sheriff Carlos G. Bolanos informed San Mateo County that SMCSO Deputy David Dominguez’s Body Worn Camera was turned off at the time he fired 11 shots killing Sandra Lee Harman.
Has Sheriff Carlos G. Bolanos ever lied to the public before, Yes of course he has, Everybody and their mother knows that.
Very few Citizens have taken the time to Investigate and ask What is the TRUTH about the Homicide by Sheriff Employees of Sandra Lee Harman.
I can tell you David Eblovi is one of the few who did.

You would think these three would be the first to RELEASE the AXON LOG RECORDS. They’re NOT.
I recommended the Half Moon Bay City Council, City Managers and the City Attorney sue Sheriff Carlos G. Bolanos and his attorney San Mateo County Counsel Attorney David Silberman, for their refusal to provide the AXON LOG RECORDS to the Public. They are the only two people standing in the way of releasing the AXON LOG RECORDS which are bought and paid for by the Taxpayers of San Mateo County. They also contain the data that would confirm the Government’s Story that San Mateo County Sheriff Deputy Dominguez’s Body Worn Camera was in fact turned off when he fired 11 shots at Sandra Lee Harmon on May 5, 2020 in Half Moon Bay. HMB chose not to file the lawsuit.
What do you do when the Government refuses to do their job?
The residents of San Mateo County are responsible for the behavior of their Government, Elected Officials and Appointed Staff.

A local Newspaper on the coast wrote an article yesterday about the Attorney Generals administrative review of the Sandra Lee. Harmon Homicide by San Mateo County Sheriff Deputies on May 5, 2020 at 845 Main Street Half Moon Bay.
The City of Half Moon Bay did not ask the A.G.’s Office for an Administrative Review.
The City of Half Moon Bay did not ask for “an abuse of discretion review.” as reported in the article.
San Mateo County News.com has requested from the City of Half Moon Bay a copy of the August 5, 2021 Letter.
In an Aug. 5 letter to Half Moon Bay’s city attorney, Deputy Attorney General Geoffrey Lauter said the attorney general’s office “conducted an abuse of discretion review” at the city’s request. State law enforcement officials reviewed the county’s investigation and found that there was not sufficient evidence for further action from the state.
Sandra Harmon was shot at 14 times and struct 8 times 3 fatal to back killed by deputies in Half Moon Bay on May 5, 2020 Deputies said they acted in self-defense and that Harmon fired first. There is No Evidence she fired first.
Words are Important, an Independent Criminal Investigation is different from an Administrative Review. Why would anybody waste the Attorney General’s valuable time and resources requesting one. Nobody did.

This is the City response after tabling the Jimenez-Rarback Report last week. Three of the council members want more discussion from the public, more listening sessions. They don’t think 7 years since Yanira Serrano Garcia’s Homicide by a sole San Mateo County Sheriff Deputy with No Plan on how to handle the Non Emergency Medical 911 call by her brother Tony Serrano is enough to take corrective action. Of course it is.
The Jimenez-Harback Report called for the creation of a Chief of Police for Half Moon Bay. A position with authority that answers to the City council. That seems like a strange request since Half Moon Bay has Sheriff Captain Saul Lopez who has attended many recent Zoom meetings he is identified as the Chief of Police of Services.
Joaquin Jimenez and Harvey Rarback have discovered what many in San Mateo County Government have known for a long time. The city has absolutely No say in how Sherif Carlos G. Bolanos provides Law Enforcement/Public Safety Services.
The Sandra Lee Harmon Homicide May 5, 2020 is a perfect example. Sheriff Bolanos told the world there was a Shootout and Ms. Harmon fired first at Deputy Dominguez. Of course if that Official Statement were true nobody would blame Deputy Dominguez for returning fire causing the death of Ms. Harmon. He told his Sergeant he fired 5-6 rounds. He actually fired 11 rounds, He failed to mention he fired at her first, and also while she was unarmed with her hands above her head and her back towards him. Ms. Harmon was shot three times in the back all Fatal. He also failed to mention he did not turn on his Body Worn Camera.
The AXON LOG RECORDS keep a precise record of all devices involved in a Critical Incident, example when they were turned on/off.
Sheriff Carlos G. Bolanos and San Mateo County Counsel Attorney David Silberman are the lead opposition for making the AXON LOG RECORDS Public.
Those Records would prove the Government’s Official Statement to be true, Why won’t they release them?
The City of Half Moon Bay has requested those records and have been denied.
