The Edais family of Daly City has politely requested that Supervisor David Canepa RESIGN.
“You are not fit to be the voice of the people.”
The last person this family requested to Resign or be Fired was Daly City Manager Shawnna Maltbie who has since quietly submitted her letter of Retirement.
Both of these outstanding Human Beings have refused to sign the Edais Family’s Petition.
I personally think the Daly City Police Department missed a Plethora of Red Flags in this Very Suspicious Death of a Police Officer. For starters there was the SECOND VOICE confirmed on the 911 call at 2:00 AM. Who did that voice belong to? What date and time did the DCPD Identify and Interview this person. Next is the Nanny Camera in the Bedroom, that would have been good for the DCPD to take as Evidence IMHO. The list goes on and on.
I had never heard of the Munir Edais Suspicius Death that happened sometime between January 19-21, 2020 until the family reached out to me on May 5, 2022.

I don’t remember the exact date when I first met Therese Dyer but I do remember where it was. It was in line to enter the 400 County Center Building in Redwood City, California where we both were going to speak to the Board of Supervisors of San Mateo County during the two minute Public Comment.
I remember thinking, The Five Supervisors and their Staff should meet with Therese right away and get to the bottom of this subject matter she just reported to them, Corruption in San Mateo County, specifically in the District Attorney’s Office, The Courts, The Investigators etc. Most reasonable thinking residents would want the Supervisors to look into this to find out if her statements were true and accurate, and if they were too FIX IT.
I knew Therese was a Veteran, and had served on the San Mateo County Grand Jury.
It was at that BOS Meeting that I thought a simple fix would be for the Supervisors to set up a Public Data Base where all Notifications of wrong doing by San Mateo County Employees/Elected Officials could be filed. As anyone who has ever taken the time and energy to go to a BOS Meeting on a Tuesday morning at 9:00 AM to have the opportunity to Inform the Supervisors of Criminal behavior or other serious subjects knows, 2 minutes goes by pretty fast, and you might be a little nervous. Most likely you can not come close to saying everything you want to say.
I remember being so nervous before I made Public Comment to the Supervisors of SMC, reporting Corruption of some Law Enforcement Employees, and every time I spoke the Supervisors would say “Thank You, Mr. Stogner for your comments.” I became more comfortable once I realized that they couldn’t care less about the Corruption.
A Public Data Base however would allow you to state everything, Names, dates, allegations etc. The other benefit is that information would be Public.
I can say this about Therese Dyer, for the last 20 years that I am aware of, She has been doing her very best to inform the Residents of San Mateo County of the Corruption in the Government.
Update: She has been identified as 45-year-old Yvonne Rogan from Daly City.
September 5, 2021 9:40 AM a 911 call was made reporting an adult female hiker had fallen off of the trail. She was found unresponsive 50 feet below the trail and was pronounced dead at the scene by the paramedics.
It has been reported that Witnesses told police they saw the victim trip and fall off the trail.
She has not been identified yet, pending notification of her family.
Mori Point Loop Trail is a 2.5 mile heavily trafficked loop trail located near Pacifica, California that features beautiful wild flowers and is rated as moderate. The trail is primarily used for hiking, walking, and running and is accessible year-round.
In 2014 Errol Chang was killed inside his home in Pacifica by two Daly City Police Swat Team Officers. They were both ordered to enter the tiny home by who knows who of the Daly City Swat Command after being on scene for only 6 hours. They entered and assaulted Errol’s space and shot him in the chest 8 times killing him on the spot.
The Pacifica Police on the other hand did everything right. They were first on the scene and were in communication with Errol and his family members and nobody got hurt and they tried to calm him down to get him the help his family was trying to accomplish.
The question I have for Who knows Who in charge of the Daly City Swat Team that night is, What was your hurry?What did you think was going to happen when your two guys broke into the only safe space Errol had? What was your Plan?

Officers Mario Busalacchi and Stephen Woelkers “undoubtedly saved the life” of Busalacchi by shooting and killing 34-year-old Errol Chang in the home he shared with his mother at 384 San Pedro Ave.
Daly City’s “Who knows Who,” could have saved Errol Chang’s life by not ordering Busalacchi & Woelkers into the house in the first place.
A special note and commendation for the conduct of Officers Busalacchi and Woelkers must be made. It is our belief that both officers conducted themselves in a professional, reasonable and proper manner and to the last moment sought to avoid the very result demanded by the conduct of Errol Chang. The reaction of both officers to the threat of imminent death to Ofr. Busalacchi is to be commended. Officer Busalacchi faced a remarkably dangerous situation, knowing that an angry, irrational and armed man was now raising the knife to stab him again. When he found it necessary to resort to lethal force, he did so in a manner that probably saved his own life. Ofr. Woelker’s conduct in seeking to prevent further attack and the likely death of his fellow officer was equally commendable. The conduct of the officers in this case can only be described as exemplary and the community was well served by their actions.
Daly City Police Department provided assistance with the investigation. Any reasonable person would know that this is a Bad Idea aka known as a Huge Conflict of Interest.
I hope you noticed what I call Wagstaffe 101 “very result demanded by the conduct of Errol Chang,” Always blame the deceased for his/her own death.
I don’t think Daly City Swat Officers deserve any commendation for following orders they knew meant finish this and kill him. When you put yourself in harms way, and then kill the person I don’t think that is bravery.
This Swat Team assault on the home after only six hours should be compared with the Redwood City Police and San Mateo County Sheriff Swat Teams combined 17.5 hour Standoff of James (Jim) McGee in Redwood City. Totally different outcome. Walked out said hi to his friends he was former RWCPD Officer nobody injured, no doors smashed in you get the picture.
Those Who Matter are holding a public meeting to hear your comments about the 4 Unnamed Daly City Police Officers who were Involved in the killing of Roger Allen a 44 year old Black man sitting in the passenger seat of a truck with a flat tire on April 7, 2021. The official statement from Daly City Elected Officials and Staff is that the FOUR Police Officers somehow arrived at the disabled vehicle and offered assistance. The result is at least one of them shot and killed Roger Allen while he was inside the vehicle. There was a female passenger sitting in the back of the truck when the shots were fired into the vehicle. The real question for the Elected Officials and Staff is what caused FOUR Daly City Police Officers to be at that truck on April 7, 2021 in the first place.
You will remember it was the Daly City Swat TEAM that got tired of waiting at Errol Chang’s family home in Pacifica. After being on the scene for a short amount of time, the order came in to finish it. Errol who was the only person inside the small home was not a threat to anybody, the house was completely surrounded, the public was safe. Errol was killed by the DCPD Swat Team minutes later. Who gave the order?
Redwood City Police and San Mateo County Sheriff Swat Teams had a very different result when they surrounded James (Jim) McGee’s home for 17.5 hours. Nobody got a scratch the difference he was a “Those Who Matter” individual a former Redwood City Police Officer.
Yesterday the Showboater found a reporter to make the obvious statement about Body Worn Cameras.

Body Worn Camera Videos can be edited within minutes just ask San Mateo County District Attorney Inspector Jordan Boyd. When I say edited here are just a few examples, Blurred, Captions and Deleting 2 seconds like what happened on the Chinedu V. Okobi video that was finally released to the Public 5 Months after he was killed by 6 San Mateo County Sheriff Employees. The video starts by listing the Involved Deputies it OMMITS CSO Joseph Gonzales you will see him join at 6:47 mark also note 7:02 he is at Chinedu’s head and next time you see him is 7:05 he is down by legs, what happened during those missing 3 seconds. Why was that cut out?
The real question is why did Those Who Matter Omit his name from being Involved.

There is no mention that the Deputy Fired first, Fired at an unarmed woman with her hands up above her head. No Mention she was shot at 14 times, 3 of which were fatal shots in her BACK. No mention the 3 Shell Casings were moved at the Crime scene. and the Best Part is the Deputy did not turn on his Body Worn Camera. Sheriff Carlos G. San Mateo County Counsel Attorney David Silberman is responsible for obstructing the public right to get to the truth. The AXON LOG RECORDS would verify the BWC of Deputy Dominguez was turned off during the Homicide. Why is David Silberman taking that position?

Emails between San Mateo County’s top 4 Law Enforcement Officials involving two the Sheriff and Undersheriff being Caught and Detained by the FBI inside a single family residence in Las Vegas that had Human Trafficked Sex Slaves including a minor.
It’s Time for San Mateo County especially Daly City to get on the same page as America is changing. The minimum is to identify the officers involved. The next minimum is to have the Attorney General take over the investigation from Those Who Matter. That will never happen with Daly City’s current Elected Officials and Staff.

William Massey was responsible for the Investigation of Chinedu V. Okobi R.I.P. Homicide by six San Mateo County Sheriff Employees, Five deputies and one CSO. Within hours of Chinedu being murdered the Sheriff’s Office issued a False Press Release.
SMCDA Chief Inspector William Massey knew this was a lie.
This false statement stayed on the Governments website for 5 months. All the News Media made sure that everyone knew a Large Blackman “Immediately Assaulted the deputy as soon as he exited his vehicle.”
William Massey knew that statement was pure fantasy, and he didn’t care.
SMCDA Chief Inspector William Massey knew this was a lie.
He knew that Sandra Lee Harmon had already been shot in the back when this picture was taken. You can see her hands above her head and the shotgun on the ground several feet from her. Now to the left of the shotgun and the right of the R.V you can see a long 2×4 on the ground, you can not see in this photo but there are several others that show THREE spent shell casings that were moved (Evidence Tampering) from that location to a location that better fit the False story being fed to the public. Those three shell casings also prove that Deputy Dominguez fired first not the False story the Deputy was fired at first. William Massey was fine with that.
Ask William Massey who word crafted “After moving her arms around in an erratic manner.” Think about this a person who has dropped her gun, and has her hands up above her head and is being fired upon and struck in her back, What kind of motion of the arms would you expect when a bullet entered her back? erratic manner?
It should come as no surprise that Daly City Manager Shawnna Maltbie, the Mayor, City Council and the Police Chief couldn’t care less about the death of a Black man sitting in the passenger seat of a disabled truck (Flat Tire) when FOUR Daly City Police Officers showed up and minutes later Roger Allen was dead.
Not one of them said a word about the two Homicides by San Mateo County Law Enforcement mentioned above.
If they did care they would have demanded the names of the Police Officers be released immediately, and they would have demanded the Attorney General Investigate this Homicide, It’s that simple.
The question now for the Residents of Daly City and San Mateo County is what do You do when your City Manager in this case Shawanna Maltbie refuses to do her/his job?
San Mateo County Finally Enforcing State Orders. Enforcement is the most important part of any Order.
Thursday Jan 21, 2021 Hon. Judge Danny Chou granted the county’s request for a temporary restraining order that Pacifica Beach Yoga immediately shut down.
San Mateo County Counsel John Beiers “Our community rightly expects that when its state government imposes shelter-in-place laws, those laws will be enforced justly and equitably to ensure that everyone is playing by the same rules.
The reason I suggest this is Chinedu V. Okobi Homicide there was NO 911 call. The Sandra L. Harmon Homicide there was a 911 call by a non relative and she wasn’t even sure she should have called 911. Also there was plenty of time to bring the PERT TEAM into the Harmon call, 23 minutes before she was contacted and killed.
I observed the NAMI meeting this week and heard a pretty profound statement about what people who are calling 911 should state to the Dispatcher. If you call 911 for a mental health issue You are supposed to know somehow to state You would like a CIT Trained Officer to respond. Nobody knows that in the first place and in the second place the Dispatchers are the front line and They should know how to determine if that is necessary.
This should have been the policy since Yanira Serrano Garcia Homicide when her brother called 911 to simply request an ambulance to the family’s home to assist his sister take her new medication. He told the dispatcher this is a Non Emergency, She was killed by a San Mateo County Sheriff Deputy within 20 seconds of existing his patrol car.
Another element that should be audited is the Sheriff’s Office and District Attorney’s Office, Current example is the City of Half Moon Bay on September 15, 2020 voted unanimously to ask the Attorney General for an Independent Criminal Investigation of the Sheriff’s Office, District Attorney’s Investigation of the Sandra L. Harmon Homicide.
If the PERT program is valuable have it be County Wide include all Police Departments.
Dispatchers should make the call on PERT TEAM being notified.
San Mateo County needs to review and possibly change the agreement between law enforcement and first responders, Currently Law Enforcement has to secure the scene before AMR can arrive. They are stuck just down the street at a staging area waiting for the Scene Secured.
I would also suggest the Errol Chang Homicide in Pacifica as a case to be audited 911 call definitely a mental health call, home surrounded by Swat TEAM. Looks like impatience of commander who ordered his men to enter the home. Total time on scene a few hours, Compare that to Redwood City Police 17.5 hour standoff with a Domestic Violence man. He refused to follow/comply with legal orders, Result nobody killed or hurt. The difference the man was a retired Redwood City Police Officer.
