Making San Mateo County Safer has been a project of mine for the last 22 years. I have found only one Elected Official (Politician) who shared that goal.
The question remains unanswered, Will Giselle Hale serve if she is elected in November, or will she refuse to be swore in?
Giselle Hale is the Mayor of Redwood City, To my knowledge she has done NOTHING to eliminate the Redwood City Police Departments TWO sets of Daily Activity Log Records.
“I like to get things done.” That is what Giselle Hale claims.
I personally would like to see her FIX the two sets of Books. That would go along way in Making San Mateo County Safer. San Mateo County Sheriff Deputy Colin Smith Arrested TWICE by RWCPD. San Mateo County Sheriff Sergeant Lou Aquino Arrested for DUI by RWCPD. There is also the RWCPD responding to the Domestic Violence call to San Mateo County Sheriff Lt. Kristina Bell’s home that never made it to either of RWCPD daily records.
Both of those arrests were hidden from the PUBLIC. That is a Very Bad Idea.
That is SOMETHING she could do right this minute, she is the MAYOR. I can’t think of a better example to demonstrate “I like to get things done.”
Now that she has officially ended her Campaign. Her name is still on the ballot and people will still vote for her. I think the average San Mateo County Resident would appreciate the stopping of the phone calls, yard signs, door knocking, canvassing asking for Donations, etc. How hard is it for a VOTER to Google Giselle Hale to see if they want to vote for her?
Giselle Hale might also consider resigning from Mayor of Redwood City, and that would give her even more quality time with her children and husband which is what she claims as her reason for ending her campaign.

TMZ reported “Details surrounding the arrest are unclear.” How is that possible in 2021. What could be unclear about an arrest that takes place around 2:30 PM and Booked in jail at 7:38 PM. Where was Aldon Smith for those 5 hours?
What date and time did San Mateo County Sheriff Carlos G. Bolanos provide the 760,000 residents with a Press/News Release of Aldon Smith’s ARREST for DUI BAC .288 which is over 3 times the legal limit? Sheriff Bolanos Never did provide that information, WHY?
In 2018 Aldon Smith was arrested for DUI with a BAC of .40 which is 5 times the legal limit, and that happened with him wearing a SCRAM device.

San Mateo County has a First Chance DUI program for 1st time offenders. To my knowledge it does not have a 4th or 5th Chance DUI Program.

It’s been 16 days since the Homicide of Roger Allen, America is demanding change in Policing, Colin Kaepernick risked his career to stop Police Officers from killing Black and Brown people and abusing their authority. Yesterday Columbus Ohio Police released Body Worn Camera Video and the Identity of the Involved Officer within HOURS of a shooting death of a 16 year old Black girl.
Why are Daly City’s entire Elected and hired Staff on a different page then the rest of America? They can’t be racists can they? No of course not they signed and supported the Black Lives Resolution less then a year ago. If they are not racists what could it possibly be?
Could it be as simple as “Those Who Matter.”
I spoke to the Supervisors of San Mateo County April 20, 2021 asking them to make a Public Statement calling for the release of the names of the 4 Involved Daly City Police Officers. Supervisors David Canepa and Warren Slocum sponsored the County’s Black Lives Matter Resolution below. You will notice the Supervisors don’t mention Chinedu V. Okobi who I say is San Mateo County’s George Floyd Homicide by six Sheriff Employees. Why?
I would have expected the “Showboater” Supervisor David Canepa to have made a PUBLIC Statement on this obvious topic 16 days ago, he has remained silent.

San Mateo County Elected and Staff Do Black Lives really Matter to you?
There are moments in history that we look back on as breaking points for social change. I believe that, at this moment, we are facing one of these breaking points. Our nation is in collective anguish at the murder of George Floyd and the countless other Black persons who have been the victims of police violence.
San Mateo County is not exempt from this anguish nor are we exempt from responsibility, but we have the power right now to make a change. We have heard from our community and from protestors across the nation that enough is enough. We need to take concrete steps to address this injustice. That is why I proposed and voted in favor of the San Mateo County Black Lives Matter Resolution.
Although this resolution does not yet outline any specifics, it is a commitment that will serve as the foundation for a whole new set of anti-racist policies and a re-evaluation of our current policies to root out injustice, biases, and systemic racism. These policies will not just serve to benefit members of our Black community, but all people of color, and by extension our entire County.
This resolution is also a key component of our overall work to promote equity in San Mateo County. I want to make it abundantly clear that the County of San Mateo cares deeply about creating an equitable and just community for all.But, it is not possible to have equity for all, until Black Lives Matter.

RESOLUTION SUPPORTING THE BLACK LIVES MATTER MOVEMENT, AND REAFFIRMING THE COUNTY OF SAN MATEO’S COMMITMENT TO RACIAL EQUITY
WHEREAS, as America contends with the consequences of 400 years of systemic violence and abuse towards Black people and Black communities; and
WHEREAS, the Board of Supervisors acknowledges that Black Lives Matter; and
WHEREAS, the Board of Supervisors is committed to the health, safety and equitable treatment of County residents, and strive to bolster the overall wellbeing of the County by fostering the rights of people of color who have been historically disadvantaged by structural racism; and
WHEREAS, the Board of Supervisors acknowledges that over the course of the past few weeks, we have been again reminded that police brutality and general disregard for Blackpeople’s lives is prevalent within the United States as evidenced by the horrific video depicting the murder of George Floyd by a Minneapolis police officer and Rayshard Brooks by an Atlanta police officer; and
WHEREAS, the murders of George Floyd, Ahmaud Arbery, and Breonna Taylor are only the most recent evidence of a long and ongoing history of racial violence against Black people and Black communities; and
WHEREAS, racial inequity remains prevalent in San Mateo County; and
WHEREAS, the Board of Supervisors stands in solidarity with the hundreds of County residents who have exercised their right to protest against racism, inequality, and police brutality in the last few weeks; and

Daly City Elected Officials, You are responsible for your Police Chief’s behavior.
It’s been 13 days since Roger Allen was killed by somebody that was employed by the City of Daly City. This unnamed person is supposedly employed by the Daly City Police Department. Until that person and others are identified the public is left to guess and wonder.
What was the plan? This killing of a Black man sitting in the passenger seat of a disabled truck (Flat Tire) and now dead is very similar to several Deaths by San Mateo County Law Enforcement.
Errol Chang R.I.P. What was the plan other than to kill him? He was inside a tiny house by himself surrounded by Swat TEAM from Daly City.
Yanira Serrana-Garcia R.I.P. What was the plan? Yanira was shot and killed by a San Mateo County Sheriff Deputy within 20 seconds of him exiting his vehicle, he passed his partner and went on his own with No Plan.
Chinedu V. Okobi R.I.P. What was the plan? A Moorehouse Graduate, a Father, a man who committed No Crime, other than walking on the sidewalk in Millbrae while Black. The News Release issued by Sheriff Carlos G. Bolanos and PIO Rosemerry Blankswade had so many lies in it and Omissions. For now I will just say this Chinedu V. Okobi is San Mateo County’s George Floyd. Six Sheriff Employees on top of Chinedu after tasing him SEVEN times striking him with an extended baton, spraying O.C. in his face at close range right before he was handcuffed and stopped breathing. He was sat up on El Camino Real with deputies bracing his back so his head would be slumped forward to assure he would never breath again. No Medical aide was provided by any of the Six Sheriff Employees for the next 9 minutes. No matter what they claim or the edited video with the false captions.
Sandra Lee Harmon R.I.P. What was the plan? After searching for her for more than 20 minutes a San Mateo County Sheriff Deputy Dominguez goes on his own, doesn’t report where he is and claims he did not turn on his Body Worn Camera 14 shots were fired at Sandra three stuck her back they were all fatal shots. Three shell casings were moved at the crime scene. The San Mateo County Sheriff Office provided a video 5 months later starring Sheriff Carlos G. Bolanos, He promotes the False story of a Shootout started by Sandra, He doesn’t mention that she was shot while she was unarmed with her hands above her head. He doesn’t mention the 3 shell casings being moved at the crime scene. He doesn’t mention the 2 bullet holes found in a building by a citizen in a location that proves the Sheriff’s Story is a lie. San Mateo County Counsel Attorney David Silberman is responsible for refusing to make the AXON Log Records public. They will prove in a matter of minutes if the Government’s story of the Body Worn Camera was turned off. Why wouldn’t David Silberman want the truth to be made public. The AXON Log Records are paid for by the public.
Now it’s Daly City’s turn for the Elected Officials and Staff to do what they claim they are committed to provide Transparency. What was the Police Department’s plan for FOUR Officers to to be involved in a disabled vehicle in the middle of the afternoon in a residential neighborhood. The vehicle had 3 occupants, Was there a 911 call? The PD’s statement says the incident started at 1:55 PM. District Attorney Steve Wagstaffe told me that Roger Allen was transported by ambulance from the crime scene at 2:11 PM. That is 16 minutes total time involved. That might just be an all time record for San Mateo County.
The Government’s Story that every Daly City Elected Official and Staff supports is one of the unnamed four Police Officers reached into the vehicle and wrestled with decedent and a fake gun. They don’t describe it as a BB gun they call it a fake gun.
What was the Plan? Does Daly City Police Department train their Police Officers to reach into a vehicle with occupants and wrestle with one who allegedly is holding a GUN?
There is a lot of talk about Law Enforcement Reform around America right now I suggest we add Elected Officials and Staff Reform. #ElectedOfficialsReform
The reason I suggest this is Chinedu V. Okobi Homicide there was NO 911 call. The Sandra L. Harmon Homicide there was a 911 call by a non relative and she wasn’t even sure she should have called 911. Also there was plenty of time to bring the PERT TEAM into the Harmon call, 23 minutes before she was contacted and killed.
I observed the NAMI meeting this week and heard a pretty profound statement about what people who are calling 911 should state to the Dispatcher. If you call 911 for a mental health issue You are supposed to know somehow to state You would like a CIT Trained Officer to respond. Nobody knows that in the first place and in the second place the Dispatchers are the front line and They should know how to determine if that is necessary.
This should have been the policy since Yanira Serrano Garcia Homicide when her brother called 911 to simply request an ambulance to the family’s home to assist his sister take her new medication. He told the dispatcher this is a Non Emergency, She was killed by a San Mateo County Sheriff Deputy within 20 seconds of existing his patrol car.
Another element that should be audited is the Sheriff’s Office and District Attorney’s Office, Current example is the City of Half Moon Bay on September 15, 2020 voted unanimously to ask the Attorney General for an Independent Criminal Investigation of the Sheriff’s Office, District Attorney’s Investigation of the Sandra L. Harmon Homicide.
If the PERT program is valuable have it be County Wide include all Police Departments.
Dispatchers should make the call on PERT TEAM being notified.
San Mateo County needs to review and possibly change the agreement between law enforcement and first responders, Currently Law Enforcement has to secure the scene before AMR can arrive. They are stuck just down the street at a staging area waiting for the Scene Secured.
I would also suggest the Errol Chang Homicide in Pacifica as a case to be audited 911 call definitely a mental health call, home surrounded by Swat TEAM. Looks like impatience of commander who ordered his men to enter the home. Total time on scene a few hours, Compare that to Redwood City Police 17.5 hour standoff with a Domestic Violence man. He refused to follow/comply with legal orders, Result nobody killed or hurt. The difference the man was a retired Redwood City Police Officer.
I can’t think of a more Important Story to write about on this day. Sure there are many other subjects like who is going to be the President of the United States of America. Let me tell you why I choose to write about former Deputy Juan P. Lopez on this day.
For me there is no more Important subject in San Mateo County than Corruption, and Abuse of Authority and Office.
I was on the phone with Juan Lopez when he was Arrested with guns to his head Six Years ago. That’s right I said Six Years ago.

Zain Jaffer was Arrested for Attempted Murder and 6 Felonies. His Criminal case went through the San Mateo County Justice System in less than 9 months, and that included the Preliminary Hearing where all charges were approved by the Evidence and Testimony presented in Court. The Attempted Murder Charge was never charged by the District Attorney’s Office for some reason. Arrested October 15, 2017 DISMISSED July 2,2018.
I was hoping to hear from Zain Jaffer by now to share with him some cases of abuse by the District Attorney’s Office, Wrongfully Charged, Over Charged etc. As he claimed he was interested in helping now that he knew how it felt to be Wrongfully Charged. Per his prepared statement made July 2, 2018. Matthews Craves, Vincent Valencia, and of course Sheriff Deputy Juan P. Lopez are just a few of the many cases I can think of.

San Mateo County Sheriff Sergeant Michael Otte who worked in Half Moon Bay Patrol Committed Perjury in Judge Lisa Novak’s Courtroom, He was on the Witness Stand under oath and he lied about videoing with his cellphone the arrest of a female Half Moon Bay Resident. The Judge, Sheriff Office, District Attorney’s Office, and David Silberman of the San Mateo Counsel were and still are aware of the PERJURY. Sergeant Michael Otte was never charged as a matter of fact Sheriff Carlos G. Bolanos not only allowed him to retire he gave him a retirement send off.

San Mateo County Sheriff Lt. Kristina Bell 911 Domestic Violence Call to her residence by her partner, Redwood City Police at her home for hours. No ARREST made. Violation of San Mateo County Domestic Violence Policy. This response by RWCPD was not made public by the Police Department. I was the first to report it.
Barbara Bonilla
San Mateo County Sheriff Employee Barbara Bonilla who was the Executive Director of the Sheriff Activities League was escorted out of her office on Feb. 10, 2020, She has resigned from the Sheriff’s Office which is a Big Deal, She has been removed from the State PAL and Federal PAL Boards. The Sheriff’s Office and the Department of Justice have and are Investigating her for Embezzlement and Laundering of SAL Funds. She has not been charged with any crime yet. That’s 10 months of a “Those Who Matter” person not being charged by the DOJ. That is longer than the Zain Jaffer case from Arrest to DISSMISSAL. I was the first to report it.
The Department of Justice has received a letter from the City of Half Moon Bay requesting an Independent Criminal Investigation of the Sandra L. Harmon Homicide by Sheriff Deputies on May 5, 2020. This is a Historical Request by a City Council and it is Very Healthy to question Authority especially when so many False statements by Sheriff Carlos G. Bolanos and District Attorney Steve Wagstaffe were made to the Public.
San Mateo County Sheriff Sergeant Jason Peardon recently received a Distinguished Medal from Sheriff Carlos G. Bolanos. I have publicly stated and written about Sergeant Jason Peardon being a Brady Officer. The City of Belmont has finally provided the Court with the documents that Juan Lopez’s attorney had to sue them to provide. He will be on the Witness stand in the Juan P. Lopez Criminal Trial hopefully going before a JURY soon.
Some of you know I have been recommending an AUDIT of the Sheriff’s Office, District Attorney’s Office, Coroner’s Office, Private Defender Program etc. Audits are the easiest way to assure honesty in the performance of these offices San Mateo County.
