$10M PPE, San Mateo County Investigating Itself again. Bad Idea.

The Residents, Elected Officials and Candidates are fine with that.

Most recently San Mateo County Sheriff Carlos G. Bolanos, SMCSO Captain Christina Corpus, and Retired Sgt. Jeffrey Kearnan Investigated the Sheriff’s Activity League Embezzlement and Money Laundering that involved several people and hundreds of thousands of dollars.

San Mateo County News.com is going on the record to say that San Mateo County Manager Mike Callagy is the last person that should be involved in the Investigation of the reported $10,000,000 of Personal Protective Equipment PPE that was stored outside on the San Mateo County Event Centers property for more than three months. County Manager Mike Callagy is RESPONSIBLE.

A reasonable person would would know “He can not Investigate Himself” but don’t forget this is San Mateo County where the residents are fine with the Conflict of Interest, and “Those Who Matter.”

Congresswoman Jackie Speier said the Obvious. “It has to be investigated.”

What she did not say is by who?

So for now it’s early since this story was reported by Dan Noyes, the amount is $10,000,000.

It involves Federal Money.

It involves PPE not cleaning supplies.

It involves Brand New PPE not Surplus.

The cause of this damage is Negligence, Not California Rain.

SMCCCD Vice Chancellor Jose D. Nunez has been charged with 15 Felony counts, including Embezzlement and PERJURY. He has not been arrested yet. Why? also PER DA AND DEFENDANT’S ATTORNEY’S REQUEST. NTA MAY NOT REACH DEFENDANT IN TIME. NTA= Notice to appear, Mr. Nunez might not even know he has been invited to show up in court today. Very casual for a 2.5 year Criminal Investigation. How much did the 2.5 year Investigation cost SMC Taxpayer? Lets compare that to the final outcome of this case, which will most likely never get to a Jury Trial.

Just because a person is criminally charged with a crime in San Mateo County doesn’t mean that he or she is guilty. Look no further than Sheriff Deputy Juan P. Lopez case NF433910A or the Sheriff Activities League (SAL) Embezzlement and Money Laundering case.

The Public is invited to attend in person by Hon. Judge Leland Davis III. Up until November 22, 2021 the public which includes reporters were able to Listen to the Hearing by calling this number 503-300-6847 Code 438807. Remember there is a Pandemic in the world including San Mateo County.

I have recommended a Single Point Data Base to San Mateo County Government (SUPERVISORS) for 20 years. Just think how much time and money it would have saved if it caught the alleged Felony on 3/4/2009. Also it would be helpful if the District Attorney’s Office charge all people equally, for example if a Judge, a court clerk, and a court reporter committed a Felony, it would go a long way for Public Trust if they were arrested, charged, and prosecuted. David Canepa Congress or Recall?

The Politician

San Mateo County President of the Board of Supervisors David Canepa aka “Showboater” knows a great opportunity to Fund Raise when he sees one. Today he is holding his official Kickoff Campaign for Congress. He might as well, he has done nothing to make San Mateo County Safer or to Eliminate Corruption in San Mateo County that I am aware of.

Most recently in the (retired) San Mateo County Sheriff Deputy Juan Pablo Lopez criminal case which has been going on for 7 years, Superior Court Judge Joseph Scott, Court Clerk Katrina Bihl, and Court Reporter Jocelyne Fakouri, Conspired to commit a crime, then did commit the crime of PC115A filing a False Instrument with the court which by itself is a Felony. All three made false statements under the penalty of Perjury. David Canepa thinks that is cool. I don’t.

A reasonable person would think the President of the Board of Supervisors would be Interested in making San Mateo County Safer for the ordinary resident, Nobody is Above the law, etc. Not David Canepa. Over the the last 7 years I have reported the Illegal conduct against Sheriff Deputy Juan P. Lopez, by multiple San Mateo County Employees, I can’t recall a single time that David Canepa showed any interest.

When Chinedu V. Okobi R.I.P. San Mateo County’s George Floyd, was killed by SIX San Mateo County Sheriff Employees on October 3, 2018, Sheriff Carlos G. Bolanos and his Public Information Officer Immediately issued two False Press Releases both omitting the sixth very involved CSO Joseph Gonzales. David Canepa approved of that behavior.

I sat in the front row next to SMCSO Deputy Heintz Puschendorf the entire meeting, after listening to all of the speakers and watching Supervisor David Canepa refusing to pay any attention to all of the speakers, He wouldn’t even look at them, I chose not to speak.

San Mateo County Sheriff’s Activities League Embezzlement and Money Laundering Investigation Sheriff Carlos G. Bolanos, SMCSO Captain Christina Corpus and SMCSO ret. Captain Jeffrey C. Kearnan and Supervisor President David Canepa all thought it was a Great Idea for the Sheriff’s Office to Investigate Itself. A reasonable person would know that is NUTS.

Congresswoman Jackie Speier announced this week she will not run for re-election.

In 2008 she demanded the Board of Supervisors Investigate the April 21, 2007, FBI Sting called Operation Dollhouse where Under Sheriff Carlos G. Bolanos was Caught and Detained Inside a single family residence located at 3474 Eldon Street, Las Vegas, Nevada at 9:30 PM. To this day 14 years later nobody has asked Carlos G. Bolanos why he entered that disgusting smelling home.

It was either to have sex with Human Trafficked Sex Slaves including a minor or a more logical reason is it was a Drug Deal of 3,500 Ecstasy Tablets for $25,000 Cash.

San Mateo County President of the Board of Supervisors David Canepa has never wanted to know the answer and he has been fine with now Sheriff Carlos G. Bolanos lying about it for 14 years.

I think Supervisor President David Canepa should resign from the Board effective today so that he and his TEAM can devote FULL TIME and effort into something he is really passionate about, which is Fund Raising and promoting himself. I wish him the best.

When can you tell if San Mateo County Sheriff Carlos G. Bolanos and San Mateo County Counsel Attorney David Silberman are LYING? Answer: When they are speaking or communicating.

You would think both of these fine gentleman would be curios to find out not only who had access to Sheriff Carlos G. Bolanos’ government EMAIL address, but than committed the crime of identity theft by signing up the unsuspecting Sheriff and Vetting him to have full access to a Private Chat Room of The Oath Keepers.

David Silberman: “I have no idea who did it or who changed the password.  I would speculate that it was someone who wanted to attempt to harm the Sheriff.” Why would anybody want to harm the Sheriff? Nobody could harm the Sheriff more than he does all by himself. If somebody accessed my good friend the Sheriff of San Mateo County’s government EMAIL account and signed him up to a anti government Group, and then got him Vetted to the Chat Room, I would want an Immediate Investigation and Criminal Charges Filed as soon as that person or persons were identified.

I say David Silberman’s good friend because Sheriff Bolanos is the employer of one of Mr. Silbermans’ two daughters. Supervisor Don Horsley is the employer of the other daughter.

Neither Bolanos or Silberman have any interest in finding out Who, if not Carlos G. Bolanos got him vetted with the Oath Keepers to access the Private Chat Room. That is because they already know.

Who is responsible for this Mess. That’s Simple, the Supervisors of San Mateo County.

That’s why they are called Supervisors, They are supposed to Supervise, Why didn’t they? Jerry Hill, Rose Jacobs Gibson, Mark Church, Adrienne J. Tissier, and Richard S. Gordon. They took an Oath and violated it. It’s Never too late for an Investigation, their has Never been one. Did anybody ever ask for one? Yes I did, and so did Congresswomen Jackie Speier and Ana Eshoo.

LVMPD Spokesman Bill Cassell said officers did come into contact with both Munks and Bolanos inside one of the residences at the brothel.

The Las Vegas Metro Police quickly confirmed that Munks and Bolanos were detained.

The Investigation could start with the 54 San Mateo County Employees and Jerry Hill who are all in Las Vegas that weekend. E-mails, phone records for all communications from April 21, 2007 9:15 PM to April 25, 2007 11:00PM should do it.

One question I have always had, and now that Carlos G. Bolanos is a candidate for Re-Election of Sheriff, this is as good a time to ask. Was Jeffrey C. Kearnan and Tom Gallagher with you in the Limo and were they standing outside the residence at 3474 Eldon Street while you and Sheriff Munks were inside?

Sheriff Munks in his Press Conference with no questions allowed, said both of you did not intend to pay for Sex. Can you please explain what he meant by that statement? Did you expect the sex to be Free because you two were San Mateo County’s Top Two Law Enforcement Officers? Or were the two of you there for a Drug Deal aka a Drop of 3,500 ecstasy tablets in exchange for the $25,000 found in the house. Is it possible that your agency came across 3,500 E tablets in SMC and never made it to the Evidence Locker and there was no record of that drug bust? Wouldn’t 3,500 E tablets be as good as Cash to the right buyer?

What San Mateo County Residents do know is that as of April 21, 2007, Nothing that Sheriff Greg Munks or UnderSheriff Carlos G. Bolanos say can be trusted. Every single Criminal Case and Homicide by Sheriff’s Office Employees should be reviewed. You can thank the 5 elected Supervisors of 2007 for this mess.

Foster City, Who’s Flying the Plane?

Hindi, Awasthi, Sullivan, The Residents want Decency.

It wasn’t that long ago that a group of Foster City residents got together and said Enough is Enough. They organized, collected signatures, put a Recall measure on the ballot, and removed the Vice Mayor, from office, and they were SUCCESSFUL Why? Lack of Decency, that’s why. They wanted their Elected Officials to behave in a respectful and decent manner at all times, especially towards members of the public.

The residents of Foster City have demonstrated before their demand for Honesty and Decency.

This story is at the very beginning it is about San Mateo County Politics and Those Who Matter vs. the Residents.

What was so important to remove the Recently Hired City Manager at this moment in time when the Assistant City Manager had just left Foster City 2 weeks ago, and has not been replaced. That equals a Leadership vacuum that was self inflicted by Hindi, Awasthi, and Sullivan. They have caused their City to be missing the two Full time employees who run the City.

Surely they must have a plan that they just haven’t shared yet, and the public looks forward to learning about it.

Imagine being on a 747 flight from SFO to Hawaii and you’ve just been informed that your Pilot and Co-Pilot are No Longer Flying the plane.

They were both ordered to enter the tiny home by who knows who of the Daly City Swat Command after being on scene for only 6 hours. They entered and assaulted Errol’s space and shot him in the chest 8 times killing him on the spot.

The Pacifica Police on the other hand did everything right. They were first on the scene and were in communication with Errol and his family members and nobody got hurt and they tried to calm him down to get him the help his family was trying to accomplish.

The question I have for Who knows Who in charge of the Daly City Swat Team that night is, What was your hurry?What did you think was going to happen when your two guys broke into the only safe space Errol had? What was your Plan?

Officers Mario Busalacchi and Stephen Woelkers “undoubtedly saved the life” of Busalacchi by shooting and killing 34-year-old Errol Chang in the home he shared with his mother at 384 San Pedro Ave.

Daly City’s “Who knows Who,” could have saved Errol Chang’s life by not ordering Busalacchi & Woelkers into the house in the first place.

A special note and commendation for the conduct of Officers Busalacchi and Woelkers must be made. It is our belief that both officers conducted themselves in a professional, reasonable and proper manner and to the last moment sought to avoid the very result demanded by the conduct of Errol Chang. The reaction of both officers to the threat of imminent death to Ofr. Busalacchi is to be commended. Officer Busalacchi faced a remarkably dangerous situation, knowing that an angry, irrational and armed man was now raising the knife to stab him again. When he found it necessary to resort to lethal force, he did so in a manner that probably saved his own life. Ofr. Woelker’s conduct in seeking to prevent further attack and the likely death of his fellow officer was equally commendable. The conduct of the officers in this case can only be described as exemplary and the community was well served by their actions. 

Daly City Police Department provided assistance with the investigation. Any reasonable person would know that this is a Bad Idea aka known as a Huge Conflict of Interest.

I hope you noticed what I call Wagstaffe 101 “very result demanded by the conduct of Errol Chang,” Always blame the deceased for his/her own death.

I don’t think Daly City Swat Officers deserve any commendation for following orders they knew meant finish this and kill him. When you put yourself in harms way, and then kill the person I don’t think that is bravery.

This Swat Team assault on the home after only six hours should be compared with the Redwood City Police and San Mateo County Sheriff Swat Teams combined 17.5 hour Standoff of James (Jim) McGee in Redwood City. Totally different outcome. Walked out said hi to his friends he was former RWCPD Officer nobody injured, no doors smashed in you get the picture.

Los Angeles County Chief Medical Examiner-Coroner Jonathan Lucas has announced he is Conducting an Independent Inquest into shooting death by a Sheriff Deputy of 18 year old Andres Guardado. He was shot in the Back 5 times.

Sandra Lee Harmon was shot and killed by San Mateo County Sheriff Deputies in Half Moon Bay on May 5, 2020. She was shot 3 times in the back all 3 shots were fatal. She was shot a total of 8 times out of the 14 shots fired by the two deputies. Deputy Dominguez fired 11 shots and Deputy Baba fired 3 shots. If you add 11 plus 3 you will get a total of 14 shots fired.

During the Special Meeting Half Moon Bay City Council held on September 15, 2020 District Attorney Steve Wagstaffe said 11 shots were fired. That is a BIG Difference. What would make him say that obvious False statement. At the 50:47 Mark “We did find 11 Casings” “We found 11 shots and 11 casings and that is exactly, I think that confirms where we were.””That is the answer to that.”

That statement all by itself should be reason enough for the Attorney General of the State of California to open an Independent Criminal Investigation in the Sandra L. Harmon Homicide.

Back to the title of this article. I have personally received an official copy of the Coroner’s Report of the Sandra L. Harmon Homicide. Missing from it was the Diagram of the bullet strikes to the body. Normally I wouldn’t care about this document missing especially since the Report states 3 Fatal Shots to the back. It wasn’t until District Attorney Steve Wagstaffe made a couple of Bizarre statements about Ms. Harmon being shot in the back especially since the Video that Sheriff Carlos G. Bolanos provided the public shows her being fired at while she is Unarmed with her hands above her head and her back to Deputy Dominguez which is an illegal act. He ignores that fact, and says, “I do not believe that to be the case.”

Why do we allow the District Attorney to say “He Believes” something, instead of What does the Evidence Prove?

Sheriff’s officials won’t testify in inquest

Four Los Angeles County sheriff’s officials are refusing to testify in the coroner’s inquest into the deputy shooting death of Andres Guardado, invoking their 5th Amendment right against self-incrimination even though none of them have been accused of a crime.
Deputies Miguel Vega, who opened fire, and his partner Chris Hernandez, as well as two homicide detectives investigating the case, have indicated they will not answer questions about what led up to the shooting of the 18-year-old Guardado, who was shot five times in the back in an incident that generated weeks of large protests.
A Sheriff’s Department spokesman said each person made the decision on the advice of his legal counsel, not at the direction of Sheriff Alex Villanueva. Legal experts said the move shows a refusal by the Sheriff’s Department to cooperate in a proceeding that Villanueva dismissed in a radio interview last month as a circus stunt.
“I’m sure what they’re thinking is, ‘We don’t know where this is headed. We don’t know who this is going to target. We don’t know if they’re going to claim there’s some kind of cover-up. We don’t know enough not to assert our 5th Amendment right,’ ” said Loyola Law School professor Laurie Levenson, who was not surprised by the move. “I think you can take it for what it is: No one is volunteering from that sheriff’s office to cooperate in that inquiry.”
She added: “It was clearly coordinated. It was clearly designed to protect them, and to make it more difficult to make findings that could be used against them or others.”
Mike Gennaco, a policing expert who used to oversee the Sheriff’s Department, said he was surprised that the two homicide investigators would not testify.
“I find that remarkable and disappointing,” Gennaco said. “They were fact-finders, and there’s no allegation that there was some sort of conspiracy to cover up the facts.”
The coroner’s inquest, the first of its kind in nearly 30 years, was being conducted Monday so a hearing officer, retired Judge Candace Cooper, could determine the cause and manner of death. The coroner’s office has already determined that Guardado died by homicide on June 18 when he was shot five times in the back. The official autopsy report, released in July, determined that all five gunshot wounds were fatal.
Still, the coroner’s office said it ordered up the inquest for an independent review of the findings in the highly scrutinized case “in the interest of public transparency.” The hearing came amid heightened tensions between Villanueva and county officials who accuse him of stonewalling oversight and rebuffing efforts to hold him accountable.
Four witnesses did testify in the morning: the medical examiner who performed the autopsy, a coroner’s investigator who responded to the scene and wrote a summary of the incident, and two firefighters who tried to save Guardado’s life. They answered questions from county attorneys, offering a glimpse into the aftermath of the shooting that the public normally wouldn’t get until a civil or criminal trial.
Kevin Young, a deputy medical examiner, testified that the location of the bullet wounds indicated Guardado had his back to the gun when he was shot, and that he could have been on his knees or lying prone on the ground.
Young said Guardado would have been able to move his hands and arms after he was struck by the first gunshot.
A journalist with L.A. Taco who interviewed a witness whom county officials couldn’t locate and the forensic pathologist who conducted a private autopsy for Guardado’s family testified in the afternoon. In video interviews, the witness told the journalist that Guardado was on his knees with his hands behind his head when he was shot.
The coroner’s office subpoenaed investigative documents from the Sheriff’s Department, which provided them to the hearing officer under seal. Before making her findings, Cooper will also review the department’s earlier news briefings on the shooting investigation.
Cooper said she wouldn’t make a finding Monday and adjourned the hearing, leaving open the possibility of calling more witnesses. It’s unclear when the proceedings will resume, or if there will be an effort to compel the four sheriff’s officials to testify.
Not much of what was presented publicly Monday was new.
Lt. John Satterfield, a Sheriff’s Department spokesman, said the “overwhelming majority” of information presented Monday came from a briefing the Sheriff’s Department held months ago. “If +90% of what was learned today…was (publicly) actually released by the sheriff months ago, how is he stonewalling accountability?” he said in a text.
The inquest was recommended by the Board of Supervisors earlier this year amid nationwide protests over police brutality, with Guardado’s shooting reigniting calls for accountability and transparency within the department.
