Hon. Judge Joseph Scott and DDA Kimberly Perrotti don’t want the Jury to know about Sheriff Deputy Juan P. Lopez Smuggling case that was Thrown Out.

“Thrown Out” is not a legal term and I would not have used it, if DDA Kimberly Perrotti had not said it in court.

Yesterday was a first for me in 22 years observing and reporting of SMC Courts. San Mateo County District Attorney Deputy Kimberly Perrotti informed the court that she had personally contacted the Santa Clara County District Attorney’s prosecutor who was trying a case that Sheriff Deputy Juan P. Lopez’s Co-Counsel Erica Elizabeth Treeby was the defense attorney in. She reported to Judge Scott that Ms. Treeby would be available on March 17, 2022 in SMC, because of this alleged conversation. She did not identify this person, and this person has not been called to testify about this alleged conversation and there was no declaration filed.

I think it would be great for the public to know about that entire conversation from start to finish.

I would like to know how many times DDA Kimberly Perrotti has checked up on the Defense Attorneys opposing her?

Remember this is a Political Prosecution of Sheriff Deputy Juan P. Lopez it’s that simple. Photo below is from 2014. You do the math for lost wages and cost to Defend against these False Charges, that were “THROWN OUT”

San Mateo County, Felony Porn Distribution, When has that ever mattered?

How many of the 45 Male San Mateo County Sheriff Employees were ever Investigated by the Redwood City Police Department and the San Mateo County District Attorney’s Office? They were Distributing Pornography and a VIOLENT RAPE VIDEO on San Mateo County Computers located in the 400 County Center Building. How many of the 45 SMCSO Employees shared that Porn with under aged girls or boys?

Ask Sheriff Carlos G. Bolanos, Sheriff Captain Christina Corpus or D.A. Steve Wagstaffe what did they do when they found out about it?

November 23, 2021 Dr. Dylan Edward O’Connor pled nolo contendere to one count of PC 288.2 a misdemeanor. Why was he Investigated at all and the 45 San Mateo County Sheriff Employees never Investigated. He lost his career, What did any of them lose? Nothing.

Dr. Dylan O’Connor’s next court appearance is February 28, 2022.

Update: After being on the phone line for public access for 3 hours and being disconnected 8 times and not hearing one word spoken, I checked with the case file to find out that the case was already heard and over. It seems the San Mateo County Superior Court has cancelled the Public’s ability to listen in on Courts cases without putting your life at risk.

Updated 11/22/21 – The listen-only public access lines are no longer in effect; proceedings are open to the public to attend in person.

One of the charges against him is PC 288.2(a)

TITLE 9. OF CRIMES AGAINST THE PERSON INVOLVING SEXUAL ASSAULT, AND CRIMES AGAINST PUBLIC DECENCY AND GOOD MORALS [261 – 368.7] 

As you can see some people get charged with this crime, while 45 male San Mateo County Sheriff Employees DON’T. How is that possible?

David Canepa Congress or Recall?

The Politician

San Mateo County President of the Board of Supervisors David Canepa aka “Showboater” knows a great opportunity to Fund Raise when he sees one. Today he is holding his official Kickoff Campaign for Congress. He might as well, he has done nothing to make San Mateo County Safer or to Eliminate Corruption in San Mateo County that I am aware of.

Most recently in the (retired) San Mateo County Sheriff Deputy Juan Pablo Lopez criminal case which has been going on for 7 years, Superior Court Judge Joseph Scott, Court Clerk Katrina Bihl, and Court Reporter Jocelyne Fakouri, Conspired to commit a crime, then did commit the crime of PC115A filing a False Instrument with the court which by itself is a Felony. All three made false statements under the penalty of Perjury. David Canepa thinks that is cool. I don’t.

A reasonable person would think the President of the Board of Supervisors would be Interested in making San Mateo County Safer for the ordinary resident, Nobody is Above the law, etc. Not David Canepa. Over the the last 7 years I have reported the Illegal conduct against Sheriff Deputy Juan P. Lopez, by multiple San Mateo County Employees, I can’t recall a single time that David Canepa showed any interest.

When Chinedu V. Okobi R.I.P. San Mateo County’s George Floyd, was killed by SIX San Mateo County Sheriff Employees on October 3, 2018, Sheriff Carlos G. Bolanos and his Public Information Officer Immediately issued two False Press Releases both omitting the sixth very involved CSO Joseph Gonzales. David Canepa approved of that behavior.

I sat in the front row next to SMCSO Deputy Heintz Puschendorf the entire meeting, after listening to all of the speakers and watching Supervisor David Canepa refusing to pay any attention to all of the speakers, He wouldn’t even look at them, I chose not to speak.

San Mateo County Sheriff’s Activities League Embezzlement and Money Laundering Investigation Sheriff Carlos G. Bolanos, SMCSO Captain Christina Corpus and SMCSO ret. Captain Jeffrey C. Kearnan and Supervisor President David Canepa all thought it was a Great Idea for the Sheriff’s Office to Investigate Itself. A reasonable person would know that is NUTS.

Congresswoman Jackie Speier announced this week she will not run for re-election.

In 2008 she demanded the Board of Supervisors Investigate the April 21, 2007, FBI Sting called Operation Dollhouse where Under Sheriff Carlos G. Bolanos was Caught and Detained Inside a single family residence located at 3474 Eldon Street, Las Vegas, Nevada at 9:30 PM. To this day 14 years later nobody has asked Carlos G. Bolanos why he entered that disgusting smelling home.

It was either to have sex with Human Trafficked Sex Slaves including a minor or a more logical reason is it was a Drug Deal of 3,500 Ecstasy Tablets for $25,000 Cash.

San Mateo County President of the Board of Supervisors David Canepa has never wanted to know the answer and he has been fine with now Sheriff Carlos G. Bolanos lying about it for 14 years.

I think Supervisor President David Canepa should resign from the Board effective today so that he and his TEAM can devote FULL TIME and effort into something he is really passionate about, which is Fund Raising and promoting himself. I wish him the best.

San Mateo County Sheriff Election June 2022 is going to be exciting.

Mark Melville has folded, he recently contacted San Mateo County News.com, to inform me that he will not be a candidate in the 2022 election. I wish him all the best, I remember when I first met him in Foster City, and I said the same thing I said to Sheriff Deputy Juan Pablo Lopez, when I first met him and he first announced he was going to run against Sheriff Greg Munks in 2014. I said “You are either very Brave or Very Naive.”

Now that that has been settled it makes room for another candidate and possibly more for the Election 2022. Candidates filing window is February 14, 2022-March 7, 2022.

At this moment there are 2 Candidates for Sheriff, both of them thought it would be great idea to Investigate the Sheriff Activities League (SAL) Embezzlement and Money Laundering Criminal Investigation. For a reasonable thinking person that would be a RED FLAG, non-starter, It would be known as a Conflict of Interest in most circles.

I look forward to see how things shake out. That leaves 7 months for the Residents to ask the questions they have for the Candidates, That is plenty of time.

Update: May 20, 2022 Here are the names SMCSO Deputies Zachary Felise, and Nicholas Maier.

I know how much Honesty, Transparency and the Oath of Office mean to the three of you. It’s been almost a full month since the two off duty San Mateo County Sheriff Deputies have been placed on administrative from that incident, a fight with a civilian.

I’ve searched the Sheriff’s Press releases all month and Nothing has been acknowledged. Once again that doesn’t give the 760,000 residents confidence that Sheriff Carlos G. Bolanos is being honest, and it sure looks like you two SUPERVISORS are in full agreement with this behavior.

Nobody is above the Law except “THOSE WHO MATTER.”

Thank You Sheriff Carlos G. Bolanos for finally not Killing a man in San Carlos the other day. What brought your deputies to him in the first place? It seems like he knew his rights and your deputies finally did the right thing and left him alone. It’s a shame you chose not to do that before now.

NEWS RELEASE Incident Date and Time: April 30, 2021 @ 2:26 pm

Location: 500 block of Quarry Road, San Carlos Summary: Deputies Added ECIT Resources and Training has Positive Outcome in

Disengagement of Person in Crisis During Welfare Check.

On Friday, April 30, 2021, San Mateo County Sheriff’s Deputies responded to the 500 block of Quarry Road in San Carlos to conduct a welfare check on an individual who was reported as possibly experiencing a mental health crisis. While enroute, deputies learned the subject was also in possession of a knife. Deputies staged a safe distance away and made phone contact with several parties at the scene, including the individual’s social worker.

Deputies learned the individual did not make any threats, commit any crimes, and no one was being held against their will. The individual had no interest in speaking with his social worker
in person or with deputies on the phone. Approximately one hour after arriving on scene, deputies determined it was in everyone’s best interest that they disengage and leave the scene without forcing contact with the individual. Deputies followed-up with the individuals social worker the following day and learned the individual had stabilized and was no longer experiencing a mental health crisis.

This response highlights the San Mateo County Sheriff’s Office’s Enhanced Crisis Intervention Training program (ECIT) and how our crisis response has aligned with recent law changes (California AB-392) as well as community expectations. Unless there is imminent danger or threats to others, deputies will conduct pre-assessments, gather as much information as possible, and form a plan for de-escalation prior to attempting contact with individual in crisis.

We understand the mere presence of uniformed deputies can escalate situations, and we will utilize time and distance whenever possible to assess the best course of action for each situation. In cases like this, by modifying our response and not making immediate contact to check the welfare of an individual in crisis, we maintain the option to disengage, which in some cases, provides the individual the opportunity to self-de-escalate.

In many cases where mental illness is involved, crisis communication and verbal de-escalation can prove to be challenging because their disability may affect their ability to understand or comply with commands from deputies. For this reason, disengagement in these cases is sometimes the best de- escalation option. Deputies can then refer the case to the Sheriff’s Office Psychiatric Emergency Response Team, who will then form a plan to contact the subject at a later time if appropriate, to assess for resources.

SMC Voters can Kill two Birds with one stone in 2022. Bolanos and Silberman

Retired Deputy Mark Melville is running for Sheriff of San Mateo County in 2022.

San Mateo County Voters can elect Mark Melville as Sheriff in 2022 and several things will change for the better the first day he is in office. These two gentleman will be removed from involvement of the Sheriff’s Office.

He has promised to release the Axon Log Records involving the May 5, 2020 Homicide by Law Enforcement of Sandra Lee Harmon. Currently there is only one person who is obstructing those records being made public. That person is San Mateo Counsel Attorney David Silberman. Why are those records important, Sheriff Carlos G. Bolanos told the world that Sheriff Deputy David Dominguez did Not turn on his Body Worn Camera, He is the Deputy who fired 11 shots at Ms. Harmon including while she was unarmed with her hands above her head with her back towards the deputy. Ms. Harmon received 3 FATAL SHOTS to her back. Has Sheriff Carlos Bolanos ever lied to the residents of San Mateo County before of course he has too many times to mention here. The release of the Axon Log Records would VERIFY Sheriff Bolanos’ statement “Sheriff Deputy David Dominguez did Not turn on his Body Worn Camera” Who would object to that except David Silberman, Why?

I recently asked Candidate Mark Melville for San Mateo County Sheriff 2022, When he is elected Sheriff will he be replacing David Silberman as the attorney for the Sheriff’s Office? His short answer was Absolutely.

My short answer to your question is, absolutely.  I know County Counsel is in place to “Protect” the County.  I don’t believe the Sheriff’s Office is being well represented by Mr. Silberman.  But then again, I have no idea what information he is being fed by Sheriff Bolanos.  I believe in 100% transparency.  If you are telling the truth, there is nothing to hide. You owe it to all the constituents of the County to properly identify the situation / incident and you tell everyone what it is you are going to do to rectify it.  And, I might add you do it in a timely manner..!!

Six Years ago, Sheriff Deputy Juan P. Lopez phone call.

November 14, 2014 Sheriff Deputy Juan P. Lopez and I were talking on the phone. Abruptly Juan said “Got to go.” I said bye and call was ended. A couple of hours later I received a call from Juan’s girlfriend asking if I knew were Juan was I said said no why? She told me that Juan’s son told her he had been arrested at gun point in his front yard. I told her that would have explained the “Got to go” phone call. I asked her which home was he arrested at, she told me and I called Santa Rita Jail and confirmed that they had him in Jail. They couldn’t tell me why he was just in a holding cell not booked.

That was the start of so far a 6 year Journey in the San Mateo County Justice System. You will recall a Press Conference was called and District Attorney Steve Wagstaffe informed the World that San Mateo County Sheriff Deputy Juan P. Lopez Smuggled a cellphone and drugs to a Hells Angel Gang Member Inmate. Now if that were TRUE that would be a Bad Thing the good news is just 2.5 years later those completely fabricated charges were DISMISSED.

The Residents of San Mateo County and the Editors/Reporters of the 7 print media didn’t seem bothered that the District Attorney’s Office would have knowingly filed False Charges against a Sheriff Deputy.

San Mateo County District Attorney Inspector William Massey is at the heart of the San Mateo County Sheriff Deputy Juan P. Lopez case. That is no secret.

Back to Sheriff Deputy Juan P. Lopez Criminal case now 6 plus years and counting, through in a PANDEMIC, reduced Courtrooms, Public Access Restricted, and in the heart of Silicon Valley the Superior Courts of San Mateo County are NOT allowing ZOOM. Why?

I have a suggestion for San Mateo County Superior Courts. Have all Court appearances on ZOOM.

You might recall the Zain Jaffer Criminal Case October 15, 2017 He was arrested for Attempted Murder of a Child, and multiple Sexual Assault charges etc. That entire case from start to finish lasted less than 9 months. How is that possible?

I have a suggestion for San Mateo County Residents and all Elected Officials. Audits are normal, Audits are a Good Thing.

AUDIT the Zain Jaffer case and Sheriff Deputy Juan P. Lopez case, Compare the two cases, find out What Worked and What didn’t Work. This would help speed the log jam of court cases in SMC. The Jaffer Case should be taught at all the Universities and Law Schools.

Juan P. Lopez case is scheduled to be in court Monday November 16, 2020 for Jury Trial, several motions need to be heard first, trial is expected to last 4 to 6 weeks. This is going to be an exciting trial.
