The Residents of Daly City might want to say Thank You Tom Piccolotti the new Interim City Manager.

Those who have never attended a public meeting or have made a public comment, this is a BIG DEAL.

Now you won’t have to wait 3-4 hours to make a 2 minute comment.

Daly City Police Department, Who BLOCKED Sereen Edais from your Instagram page on March 15, 2021?

By Michael G. Stogner

The Daly City Police Department had their own Instagram page on March 15, 2021 where the public could comment on it. I should say where some members of the public could comment.

The Daly City Police Department NEVER Investigated the Suspicious Death of Munir Edais as a Potential Homicide. As a matter of FACT they NEVER Investigated his death at all.

The reason I say that is the 911 call was made at 1:59 AM and 54 minutes later the case was closed. The wife said he hung himself, the Daly City Police Department said OK I guess that does it, Case Closed.

San Mateo County News.com would like to know WHO at Daly City Police Department Blocked Munir Edais’s 17 year old sister for posting on the Government’s Instagram Page because she thought her brother’s death deserved to be Investigated as a Potential Homicide. I agree with Sereen Edais so do 31,056 other decent and good Human Beings who signed the Petition.

“I got blocked on March 15, 2021, because I kept commenting #justiceformunir under their posts and I kept tagging our instagram page. Also, this happened when our instagram blew up and got a lot of attention, so many other people were spamming their comments as well. I have a photo of when I posted about it.  I don’t know who blocked me, and they didn’t tell me why.”

The Daly City Police Department could have AVOIDED any unpleasant comments on their Instagram page by simply conducting a HOMICIDE INVESTIGATION of the Very Suspicious Death of Munir Edais a 32 year old Police Officer. Instead they chose CENSORSHIP/BLOCKING a Teenager.

Daly City Police Department Roadside Assistance Police Has it changed since Killing Roger Allen?

By Michael G. Stogner

Roger Allen R.I.P.

You don’t hear about AAA killing anybody on a Roadside Assistance Call do you.

If you believe the Daly City Police Department that is what they where doing when they killed Roger Allen.

Munir Edais’s Death was not a Hospice Death.

By Michael G. Stogner

SMC Supervisor David Canepa

Why have San Mateo County Elected Officials and there Staff refused to sign the Petition Munir’s sisters and cousin produced?

I have a little experience with a hospice death, It’s expected, everyone knows what is going to happen and it is only a matter of time before it does.

That is NOT what happened with Munir Edais Very Suspicious Death in his Daly City apartment with NO Investigation by the Daly City Police Department.

Daly City Police in Action December 2020. Just there to Help the Auditor.

By Michael G. Stogner

This is the best way to see how your Police Department actually behaves. An unannounced AUDIT.

This video was made 11 months after the Very Suspicious Death of a Police Officer in his Daly City apartment sometime between January 19-21, 2020. Munir Edais R.I.P.

This video was made 4 months before Roger Allen R.I.P. was shot and killed by this same Police Department while he was sitting in the passenger seat of a disabled truck in a residential neighborhood. The vehicle was surrounded by 4 DCPD Officers who were there to HELP according to Daly City Government’s Official Story. That was the first time I have ever heard of 4 Police Officers offering Roadside Assistance. They should leave that to AAA.

San Mateo County Supervisor David Canepa has been asked to RESIGN.

By Michael G. Stogner

Supervisor David Canepa is a Candidate for Congress.

The Edais family of Daly City, have asked Supervisor David Canepa to resign.

Here is just ONE reason why.

President of the Board of Supervisors David Canepa and former Mayor of Daly City, California never once communicated to the Edais family about the Very Suspicious Death of their loved one. This traumatized family who is simply searching for the honest answers into the cause of death of 32 year old Munir Edais a Los Gatos-Monte Sereno Police Officer who died sometime between January 19-21, 2020.

Since when has getting a second opinion a bad or negative thing.

Do Police Departments ever make mistakes? YES

Do Coroners ever make mistakes or get it wrong? YES

San Mateo Residents know or should know about Coroner Robert Foucralt and Organ Harvesting thanks to a very brave Picon Family. Nicholas Picon R.I.P. October 2006.

The Edais family reached out to David Canepa the newly appointed President of the San Mateo County Board of Supervisors for help. He responded by giving his private cellphone number.

Here is what the sister has said about that interaction.

I only use Facebook to post information about my brother Munirs death. Right when I opened the app, I came across this video of an 11 year old girl speaking about her experience with the mayor abusing his powers. Long story short, she earned a black belt in Taekwondo, but couldn’t receive it because her mom voiced her opinion on the recall. The mayor uninvited her to the ceremony making tons of excuses why. This girl is only a few years younger than me, and inspired me to speak about my issue regarding David Canepa running for congress.

She was talking about the Successful Recall of Foster City Council member Herb Perez.

NBC Article Perez Recalled for Bullying

On January 19, 2021, my family and I reached out to supervisor David Canepa, at the time, in hopes of him helping us with our brothers death. My brother, Munir Edais was reported dead on January 21, 2020 by a supposed suicide.
Trying to find some answers answers regarding Munirs death, we reached out to David Canepa. He sent me a private message saying to call him, and left us his phone number. We called him, and got the opposite reaction of what we expected. He was very rude and unsympathetic. He claimed Daly City police department had the best investigators and yelled at us saying “what are you guys doing!” He said we need to shut down our instagram page, and rest with the fact that Munir killed himself. But if DCPD had good investigators we wouldn’t be here begging him for help.

Our family has had many sleepless nights trying to think about which steps to take next. We had no time to mourn the death of our loved one because our main focus is putting away those who caused us this heart ache. As a resident of Daly City and San Mateo County, we deserve better elected officials. after all, we’re the ones voting them in.

Why would the President of SMC BOS tell a Family they need to shut down their Instagram page?

What does David Canepa know about the Very Suspicious Death of a Police Officer in his Daly City Apartment that I don’t know?

Here is what I know, according to an Audio Expert who has examined the 911 call placed at 1:59:10 AM on January 21, 2020. A second voice has been confirmed in close proximity to Eman.

What does Candidate for Congress David Canepa say about the SECOND VOICE on the 911 call?

Another thing for David Canepa to think about is that the Edais Family recently asked for Daly City Manager Shawnna Maltie to be FIRED or RESIGN. She announced her RETIREMENT.

Nanny Camera in Bedroom #2, Munir Edais R.I.P. A very Suspicious Death of a Police Officer.

By Michael G. Stogner

It’s been 28 days since I first heard the name Munir Edais. If you are a San Mateo County Resident I’m guessing you have never heard his name either. Why is that?

According to Daly City Police Officer Lorena Reyes #2135 (1st patrol officer on the scene) on January 21, 2020 a little after 2 AM Munir Edais a Los Gatos-Monte Sereno Police Officer Hung Himself in Bedroom #2 of his apartment in front of the Nanny Camera.

The Nanny Camera would have been the perfect witness/evidence to this “He Hung Himself Story.

The Nanny Camera would have answered many of the nagging questions that the Edais Family still has to this very day 28 months later.

What time and date did the Daly City Police Department take the Nanny Camera from Munir Edais’ apartment as Evidence? When did the DCPD view the video from the Nanny Camera?

I have signed the petition because there was NO Investigation period, Let’s Fix That.

Munir Edais R.I.P. Family Supporters want Daly City Manager Shawnna Maltbie and others Fired.

By Michael G. Stogner

Shawnna Maltbie

San Mateo County News.com held three ZOOM meetings last night open to the Public with no pre registering and nobody muted to discuss the Daly City Police Department’s behavior on January 21, 2020. In other words, an AUDIT of the DCPD actions compared to the Daly City Police Department Death Investigations Policy. These 3 Zoom sessions were very productive, one thing I had not considered is the 6 hour time difference for people in the U.K..

A great question for the Daly City Elected Officials and Shawnna Maltbie is: Did the Daly City Police Department ever consider the remote possibility of Homicide or Suspected Homicide?

Daly City Police Department Death Investigations Policy

344.2.3 Death Cases
Death investigations require specific investigation methods depending on circumstances and should be handled in accordance with the Death Investigations Policy. The handling officer should notify and apprise a supervisor of the circumstances surrounding the incident to determine how to proceed. The following cases shall be appropriately investigated and documented using the approved report: (a) Sudden or accidental deaths. (b) Suicides. (c) Homicide or suspected homicide

On the morning of January 21, 2020 at 1:59 AM Munir Edais wife of 6 months called San Mateo County 911 Dispatch to report “He had hung himself”

Daly City patrol officer Lorena Reyes was the first to arrive on the scene a few minutes later. She met the wife who had blood on her hands and clothing and went inside the apartment were the wife of 6 months said “Why would he do this?” “He hung himself.”

The wife of 6 months also told patrol officer Lorena Reyes that there is a Nanny Camera in Bedroom #2 where Munir Edais supposedly hung himself.

The wife of 6 months also told patrol officer Lorena Reyes that Munir Edais was a Los Gatos-Monte Sereno Police Officer.

There was no suicide note.

Here are some things the Daly City Police Department should have done.

Suspicious circumstances; possible homicide. Unattended death, physician not in attendance, within last 30 days.
DCPD Investigating officer didn’t document whether or not she asked this very important question -goes to her competency, training & experience.
Should have:
searched the residence for additional victims only
frozen & secured the scene (residence)
removed the wife from the scene
prepared an affidavit seeking a search warrant for the residence
requested the wife voluntarily surrender her described stained clothing for exam o if she refused, obtained a search warrant for same
requested the wife voluntarily provide a buccal specimen for DNA exam o if she refused, obtain a search warrant for same
requested wife to voluntarily submit to a physical exam & photographing of her person if she refused, obtain a search warrant for same
examine the death scene & residence for blood evidence, using a Woods (ultraviolent) lamp
examine toilets, sinks, bathtub, and shower for blood evidence, to include their respective P-traps
documented where was belt, the one assumed to be the ligature, was upon the officer’s arrival
attempted to identify who this belt belonged to and documented its description to include its size
the officer should have seized the belt and preserved it for forensic exam for DNA
the on-duty DCPD supervisor should have been notified of the totality of circumstances by the officer and detectives summoned, to conduct a follow-up investigation
wife should have been asked to voluntarily go the DCPD’s station for a comprehensive recorded interview
Computer Aided Dispatch (CAD) record and all DCPD radio traffic for the event should have be gotten
Wife should have been asked to voluntarily surrender both the victim’s and her cellphone and a search warrant sought for the forensic examination of both
DCPD Investigator should have attended autopsy/examination A search warrant sought for the Call Detail and Geo-location records for both described cellphone phones should have been sought
The Apartment complex should have been checked for any video surveillance records Was front door to residence locked, during event? If so, how was this established?
Under circumstances, the County’s Homicide Investigation Protocol should have been implemented
Wife stated the two had been arguing and refused to disclose about what
Wife stated, during preliminary investigation, the husband had no medical condition or history of depression and or suicidal ideation
Officer observed blood, on both the victim and wife’s hands and shirt
Victim suspected wife of infidelity
Officer observed victim’s hands to have green color/tint
No suicide note
Victim was a Peace Officer
Wife should have been asked to provide a timeline of the day’s events
Who were the wife’s boyfriend(s), particularly the one identified as her having seen, one week prior to her engagement to the decedent?
Wife would have had motive & opportunity.
DCPD Investigating Officer observed blood and green tint (color) to victim’s hands
Crime lab should have been summoned and, at a minimum, the death scene thoroughly examined, documented, and photographed
What did the examination of the surveillance camera records reveal? Had any of the cameras utilized remote storage -cloud, etc.? It was mentioned the victim utilized an application in connection with a surveillance camera.
Victim (husband) obviously suspected infidelity, on the wife’s (Eman’s) part ergo the surveillance cameras in their bedroom & living room
The couple’s internet service provider should have been identified and browsing history sought
The couple’s respective email history & records should have been sought
No mention, in DCPD’s report, of any suicide note being present and or sought
No mention of any computers being present at the residence and or sought and examined
No mention of the two daughters being interviewed; seeing how they stayed with dad, at his residence, every other week, information they might provide about his state of mind would seem particularly relevant & material
No mention of the ex-wife being interviewed: seeing how she most likely would have had frequent contact with the victim regarding child care and exchanges information she might provide about his state of mind would seem particularly relevant & material
What was the victim’s work scheduled, in the period leading up to his death?
What had been the child visitation schedule been, in the period leading up to his death?
Was a formal search of the victim’s locker, at work, conducted? Was an inventory of what had been present inside the locker done?
Text and SMS message records sought and examined
The type and model of the wife and victim’s cell phones
Bank account & credit card records/examinations -purchases, etc.?
Life insurance coverage/policy(s) coverage, payout examination
Birth certificate of Eman’s child -did it list the victim as the father?
Was the described belt and the victim’s clothing examined for blood/DNA evidence?
Had victim installed any monitoring application(s) on wife’s cellphone?
What is San Mateo County Coroner’s Office policies and procedures?
Blood toxicology screen should not be relied upon.
A Gas Chromatography/Mass Spectrometry (GC/MS) examination should be utilized to identify foreign substances, the Victim’s blood.
Typical blood toxicology utilizes panels, looking for typical common substances, in testing the blood. It will not capture/identify exotic drugs/substances.
