In all of these reports there is NO Mention of the impact of Residential Units being purchased in the last 10 years by Venture Capitalist, and Companies like Blackstone which have owned as many as 30,000 residential units since 2018. Or the impact of companies like Airbnb on the value of housing. Without that being addressed by your elected officials nothing else really matters.

Daly City Manager Shawnna Maltibie, and the 5 city Council Members are responsible for the Police Departments behavior in this case. Have they bothered to ask the Police Chief Patrick Hensley if his guys/gals did take the cash? If yes, why haven’t they returned it to him?

David Khan has been in the Maguire Jail in Redwood City for Many months, He has claimed that the Daly City Police Department took $80,000 in cash plus gold and a list of other items from his personal residence. He is resisting being represented by San Mateo County’s Private Defender Program Attorney, aka “Private Pretender Program” they specialize in plea deals where the defendant pleads guilty. David Khan is not interested in that service, He wants his personal property back, that way he can hire his own attorney.

I have said for years that all Courts in San Mateo County should be closed until the State of California or the Federal Government can assure the ordinary citizens can get a Fair Trial. That does not currently exist today nor has is for the last 20 years that I am aware of. Not one of the 5 Supervisors for the last 20 years has been interested in this subject.

Background April 7, 2021 Roger Allen was shot and killed by Daly City Police Department, he was sitting in the passenger seat of a disabled truck. Nobody requested the Police to show up. 4 Officers did and surrounded the vehicle. The Official report from Chief of Police Patrick Hensley and approved by Shawanna Maltbie was “They were there to Help.” That was the first time I had heard of Daly City Police Officers “We are here to Help” on what normally would be a AAA call to fix a flat tire.

Shawanna Maltbie the City Manager is responsible for the behavior of the Police Department, (What I mean by that is the City Manager can Fire the Police Chief and she could have named the 4 Officers the very first day of the Homicide, She simply chose not to.) and serves at the pleasure of the City Council. This was just demonstrated to all SMC Residents by the Foster City Gang of 3 (G3) when they FIRED Dr. Peter Prinejad, August 25, 2021, their recently hired City Manager for NO CAUSE.

Daly City has NO Councilmember at this time who thinks Shawanna Maltbie should be fired. That is why Public is now speaking up. The Public is responsible for how their Government acts.

Per the The Public’s demands from The Daly City Council Meeting from this past Monday, September 13, 2021, The Daly City Public will be visiting Daly City Hall, Today, September 20th, around 11:30 AM to confirm resignation of all Daly City Council Members, City Manager, Assistant City Manager, City Clerk and Police Chief.
These demands were made at the 2:41:49 mark.

Shawnna Maltbie is the City Manager of Daly City, California Her Police Department released this press release on April 7, 2021 the day Roger Allen was shot and killed by DCPD Cameron Newton. Cameron Newton fired TWO Shots at close range into the vehicle striking Roger Allen once with a fatal shot. The official Press release states only one shot was fired, WHY?

This is not that difficult, You collect the weapons and count the bullets.

Now when you know that the first Daly City Official Press Release is a lie, the foundation for the investigation has been set. I have not seen Shawnna Maltbie demanding an explanation? Same is true for all Council Members.

Officer Involved Shooting

On Wednesday, April 7, 2021, at approximately 1:55pm, a Daly City Police Officer contacted the occupants of a vehicle on the 700-block of Niantic Avenue. During the contact, a Daly City Police Officer fired a single round from a service weapon, striking an unidentified man. Officers immediately rendered medical aid, and the man was transported to a local trauma hospital where he succumbed to his injuries. One officer received a non-life-threatening injury. This investigation is in the early stages and no further details are currently available.

Daly City Police Department Investigations will support the San Mateo County District Attorney’s Office, who will lead the investigation as outlined in the San Mateo County Officer Involved Critical Incident Protocol.

Daly City has requested A.G. to investigate the Homicide by Law Enforcement of Roger Allen.

This is a good step.

 “We are taking these important steps to provide the community with the most independent, impartial and
transparent investigations possible,” said Mayor Juslyn C. Manalo in a news release. “Building and maintaining trust is a foundational priority, and the City Council and I take this responsibility very seriously.”

At the request of the City Council, City Attorney Rose Zimmerman sent a letter to Bonta on Friday requesting that his office begin a parallel investigation of the incident.

To this day nobody knows who shot and killed Roger Allen on April 7, 2021.

NEWS RELEASE Incident Date and Time: April 30, 2021 @ 2:26 pm

Location: 500 block of Quarry Road, San Carlos Summary: Deputies Added ECIT Resources and Training has Positive Outcome in

Disengagement of Person in Crisis During Welfare Check.

On Friday, April 30, 2021, San Mateo County Sheriff’s Deputies responded to the 500 block of Quarry Road in San Carlos to conduct a welfare check on an individual who was reported as possibly experiencing a mental health crisis. While enroute, deputies learned the subject was also in possession of a knife. Deputies staged a safe distance away and made phone contact with several parties at the scene, including the individual’s social worker.

Deputies learned the individual did not make any threats, commit any crimes, and no one was being held against their will. The individual had no interest in speaking with his social worker
in person or with deputies on the phone. Approximately one hour after arriving on scene, deputies determined it was in everyone’s best interest that they disengage and leave the scene without forcing contact with the individual. Deputies followed-up with the individuals social worker the following day and learned the individual had stabilized and was no longer experiencing a mental health crisis.

This response highlights the San Mateo County Sheriff’s Office’s Enhanced Crisis Intervention Training program (ECIT) and how our crisis response has aligned with recent law changes (California AB-392) as well as community expectations. Unless there is imminent danger or threats to others, deputies will conduct pre-assessments, gather as much information as possible, and form a plan for de-escalation prior to attempting contact with individual in crisis.

We understand the mere presence of uniformed deputies can escalate situations, and we will utilize time and distance whenever possible to assess the best course of action for each situation. In cases like this, by modifying our response and not making immediate contact to check the welfare of an individual in crisis, we maintain the option to disengage, which in some cases, provides the individual the opportunity to self-de-escalate.

In many cases where mental illness is involved, crisis communication and verbal de-escalation can prove to be challenging because their disability may affect their ability to understand or comply with commands from deputies. For this reason, disengagement in these cases is sometimes the best de- escalation option. Deputies can then refer the case to the Sheriff’s Office Psychiatric Emergency Response Team, who will then form a plan to contact the subject at a later time if appropriate, to assess for resources.

Daly City Manager Shawnna Maltbie

The City Manager is responsible for the Police Departments behavior. She is also responsible for the Agenda Items on council meetings and when Public Comment takes place during the meetings etc. Most cities in San Mateo County have the Public Comment at the beginning of the meeting and the time allowed to speak is in some cities is 3 minutes. There is a Zoom link for the meeting and that is published on the City Website for everyone interested to use. At the time of the meeting the Concerned Citizens simply go to that Zoom link and they are in the meeting.

Shawnna Maltbie likes to have a little more control on the Concerned Citizens speaking their minds. She makes them register in advance for a Public Meeting including giving your home address? That’s got to give most people that welcoming feeling, that Government really wants to listen to you. Also she likes the Public Comment to be at the END of the council meetings, that really helps in having fewer comments to have to listen to. Council meetings last for hours. April 26, 2021 for example had over 130 Concerned Citizens who pre registered to speak about Roger Allen’s Homicide.

Government (I mean Shawnna) does not like the public to criticize how things are going or to ask the obvious questions. Like why 4 Daly City Police Officers were at a disabled truck with a flat tire in the first place.

“Hello we are the Daly City Police Department we are here to assist you.”

When did DCPD start competing with AAA?

Shawnna Maltbie has refused to inform the public, Who was the first Officer on the scene?

Who was the Officer that allegedly reached into a vehicle and wrestle with Roger Allen R.I.P.?

How many shots do you say were fired?

Who did you communicate with to determine your actions to withhold all of the Transparency in this Homicide?

Was it your husband Jeff Maltbie City Manager of San Carlos? Was it your Father in Law John Maltbie former San Mateo County Manager? Your sister in law Jayme Ackemann (Maltbie)?

Daly City Government is a perfect example of the Maltbie Family 101 How to run SMC Government.

It has been 34 days since Roger Allen R.I.P. was shot and killed in the passenger seat of a disabled truck in the afternoon in Daly City.

That is all San Mateo County Residents know to this day, we do know the names of the four Officers involved, Big deal.

What did Half Moon Bay City Manager Bob Nesbit and Deputy City Manager Matthew Chidester and SMCSO Chief Saul Lopez do to make sure the Official Government Statement from Sheriff Carlos G. Bolanos his Public Information Officer Rosemary Blankswade, Lieutenant Stephanie Josephson and District Attorney Steve Wagstaffe “Sheriff Deputy David Dominguez did Not turn on his Body Worn Camera,” was in fact a TRUE Statement?

The sad answer is very little. The question is Why? Why aren’t they as interested as Concerned Citizens?

It’s really SIMPLE, the AXON LOG RECORDS will verify the Government’s official statement. Who is obstructing the release of the AXON LOG RECORDS? Answer San Mateo County Counsel Attorney David Silberman. Why?

Below the Video created by Sheriff Carlos G. Bolanos that was made public 41 days after the Homicide of Sandra Lee Harmon this False statement is made, The incident involved a woman, armed with a shotgun, who fired at a deputy. When did she fire? Where was she when this occurred? How many shots did she fire?

There is no mention of the Three Fatal Shots into Sandra’s back, the fact that she was shot at while unarmed and hands were above her head while her back was facing Deputy Dominguez, or the fact that Three shell casings were moved to support the governments official story.

A reasonable person would know that those are important facts the public should have been told by Sheriff Bolanos.

“Our goal in releasing these videos, while still early in the investigation, is to provide our community with as much information as possible when we have a tragic incident such as this,” Bolanos said.

Is that a true/honest statement? Remember the Video was released 41 days after Sandra L. Harmon was killed.

Daly City Council approves Body Worn Camera after Roger Allen Homicide.

If you ever want to know what the intention was, just look at the results. Public Comment is at 29:30 mark and Closed at the 30:12 mark Zero Public Comment. The Public did not know about this meeting, Why?

I recently wrote an article about a Daly City resident named David khan who claimed that the Daly City Police Department removed $80,000 Cash and some Gold coins from his residence. He even asked the Police Department to return it. I mentioned this case alone would be reason enough for Daly City Police to have Body Worn Cameras.

I was surprised by the questions the City Council members were asking about how the Axon Body Worn Cameras and the Dash Cameras and Audio systems worked, and data storage etc. The reason I was surprised is they sounded like this was the first time they ever thought about it or discussed it.

I recommend City Manager Shawnna Maltbie have a Axon Representative attend a Public Zoom meeting where he/she can explain why the Body Worn Camera of Menlo Park Police Officer Joshua Russell who interviewed several witnesses in the Chinedu V. Okobi Homicide, Failed to download those interviews he tried twice, all interviews were lost. That’s a Bad Thing.

I recommend City Manager Shawnna Maltbie have San Mateo County District Attorney Inspector Jordan Boyd attend a Public Zoom meeting to explain the Editing, and Caption abilities that he is skilled at and what software capabilities exist, Blurring, deleting etc. He received a copy of the Body Warn Camera Video of the Sandra Lee Harmon Homicide Video within 24 hours. He never asked for the BWC Video of San Mateo County Sheriff Deputy Dominguez, the Deputy who fired at least 11 shots at her himself. She was shot 8 times 3 fatal shots in her back. Deputy Dominguez fired at her while she was unarmed, hands above her head and her back was facing him.

I recommend City Manager Shawnna Maltbie have San Mateo County Counsel Attorney David Silberman attend a Public Zoom meeting to explain why he is Obstructing the Axon Log Records being released in the Sandra Lee Harmon Homicide. You would think that an attorney employed by the public would want the Truth to be made Public. The Government has simply said the Deputy did not turn on his BWC. HMB City Council wanted the Axon Log Records made public, The City Staff did Not.

The Axon Log Records would prove the Governments Story, David Silberman, Carlos G. Bolanos, and Steve Wagstaffe don’t want it released.

San Mateo County Candidate for Sheriff 2022, Mark Melville has stated he will release the Axon Log Record the first day he is Sheriff.

After watching this Special Meeting I am making the recommendation that all Daly City Elected Officials and Staff be replaced. Here is why when you allow your Police Department to work in the shadows you can only do that if there is Transparency and Honesty I don’t mean Talking about it I mean doing it showing the public you can be trusted.

Roger Allen Homicide is a recent example. Who was the first Officer on the scene? Why was she/he there? How did the next 3 Officers get there and when? Who reached into the parked vehicle? Who trained your Officers to do that? Who is the Officer that fired her/his weapon into the vehicle with occupants in it?

Since none of these questions have been answered or even been asked by the Daly City government, I say replace them.

This reminds me of 2010 I was contacted by a very Brave Female San Mateo County Sheriff Deputy she sent me a report titled. Gross Misconduct at the San Mateo County Sheriff’s Department. It was a report of 45 male SMCSO Employees sharing Porn and a violent Rape Video on the County Computers at the 400 County Center Building.

“Mr. Stogner I have sent this letter to you because you are the only person who has shown the courage to stand up to a corrupt county government.”

That was the first sentence.

San Mateo County Residents have got to elect good human beings that all. Never mind if they have ever been elected before. The less endorsements fro elected officials the better.

I’ll give one example Daly City Police Chief Patrick Hensley at the 28:52 mark says: “We do not have that funding in our budget.” He’s talking about $270,000 per year.

I would say to him, Chief that is the wrong answer, and thank you for your service. Shawnna Maltbie should be interviewing for a new Police Chief if she hasn’t already started.

Make San Mateo County Safer, get all law Enforcement on the same page and make sure it is the right page.

Roger Allen R.I.P. was killed 30 days ago by Daly City Police. That’s all we know.

Daly City Manager Shawnna Maltbie and Assistant City Manager Steven Stolte have made sure the public knows very little about what really happened. Both refused to identify the four Daly City Police officers who were finally named after Concerned Citizens continued to ask, request and even demand the names be released.

Of all people from the Elected Officials and Staff of Daly City, the City Attorney Rose Zimmerman released the names on April 29, 2021. Why the City Attorney and not the City Manager? Why 23 days after the Homicide?

What makes the Elected Officials and Staff of the largest City in San Mateo County want to behave this way, especially at this time in American History. Who did Shawnna Maltbie consult with about the secrecy plan of action to Not Inform the public of even the most basic facts involving the Homicide of Roger Allen on April 7, 2021?

Most likely her husband Jeff Maltbie the City Manager of San Carlos, and son of John Maltbie the former Manager of San Mateo County. Did they really think this information was not going to come out and be made public.

I’ve always thought if you just had good human beings in Elected Positions and Staff running the governments that would solve most of the problems. For example on the April 26, 2021 ZOOM meeting controlled by Shawnna Maltbie and Stephen Stolte the 130 Concerned Citizens all wanted the names released that night. Shawanna and Stephen didn’t. You could have replaced all of Daly City Government with any one of the 130 Concerned Citizens on that Zoom meeting and complete change would have occurred on the spot.

Here is what we know/Don’t know 30 days after the Homicide of Roger Allen a Black man sitting in the passenger seat a disabled truck in Daly City.

He was shot and Killed by somebody. What is the name of the Officer who fired her/his weapon?

One of the four Daly City Police Officers was first on the scene. What is the name of this officer?

Which Officer told the occupants “We are here to assist you.”

Daly City Police Press Release says “1 shot was fired.”

SMCDA Steve Wagstaffe says “two shots were fired.” How is that possible that your Police Department and the District Attorneys Office have different number of shots fired.

What is the name of the Officer who according to the governments statement “reached into the vehicle and wrestled?”

Who trained the Officers to do that, “Reaching into a vehicle and wrestle for control of a gun?”

What is the name of the Officer/s who provided life saving measures, what were those measures, and for how many minutes were they applied?

What is the name of the ambulance provider? Is it AMR?

What time were they called to the scene? What time did they arrive? What time did they depart?

Daly City, California is no Minneapolis, or Columbus Ohio, Shawnna Maltbie is the reason why. She is the “Those Who Matter” Gatekeeper of the Information that the public and the family of Roger Allen R.I.P. deserve.
