Roger Allen a Black man was killed by somebody on the Daly City Police Department on April 7, 2021. He was sitting in the passenger seat of a disabled truck in a residential neighborhood.
The reason I say he was killed be somebody is that is all we know today 48 days after the Homicide by Law Enforcement. Who is responsible for this information Blackout? I say ALL San Mateo County Elected Officials and Staff. They are all fine being silent for the last 48 days.
Of course the one person who is responsible is Shawnna Maltbie the City Manager of Daly City.
Remember Chinedu V. Okobi is San Mateo County’s George Floyd.
Remember why Colin Kaepernick took a knee?
“We are scared as Black people in America,” “Black men, Black women, Black kids, we are terrified.”LeBron James
“It’s just so sad … we’ve been hung, we’ve been shot.” “It’s amazing to me why we keep loving this country, and the country does not love us back.” Doc Rivers
What makes “Those Who Matter” in San Mateo County think they can get away with this behavior?
City Manager Shawnna Maltbie and Police Chief Patrick Hensley just THINK about that for a few minutes. What would have happened if your four Police Officers didn’t find themselves at a disabled truck with a Flat Tire on April 7, 2021 in a residential neighborhood at 1:55 PM.
Roger Allen would be alive today and hundreds of people would not be protesting and saying Roger Allen’s name along with Shawnna Maltbie’s name.
Roger Allen was not the driver of the parked vehicle, has was sitting in the front passenger seat, when he was shot and killed by one of the FOUR UNNAMED Daly City POLICE OFFICERS.
All San Mateo County Elected Officials and Staff are silent on Roger Allen’s Homicide, Why? The same thing happened with Chinedu V. Okobi’s Homicide in Millbrae by Six San Mateo County Sheriff Employees October 3, 2018. I say Chinedu V. Okobi was SMC’s George Floyd and Sgt David Weidner was SMC’s Derek Chauvin.
Daly City Elected Officials and Staff have chosen to NOT identify the four Involved Police Officers for some unknown reason. District Attorney Steve Wagstaffe said it’s up to Police Chief Patrick Hensley.
“Making the City of Daly City a safe place to live, work and play.”
The members of our department are highly trained and dedicated to serving our community by maintaining an active and progressive partnership with the citizens, schools and businesses of the City of Daly City.
The City understands that the incident has raised questions in our community.
Daly City is committed to transparency and will provide updates to the community as additional details become available.
If those statements were TRUE, the public would have known the names of the four Daly City Police Officers 20 days ago.
To show the public just how important their concerns and questions about the Homicide of a Black man sitting in the passenger seat of a disabled truck in afternoon. Tomorrow night Daly City Council Meeting will have Public Comment available as Agenda Item 13. That should put it far enough back to eliminate the majority of the public who had something to say.
I recommend City Manager Shawnna Maltbie call a Special Meeting to handle all of the public comments.
Start it a 6 PM give the speakers 3 minutes not the normal 2 minutes.
I say this based on my personal experience of dealing with Half Moon Bay City Manager Bob Nesbit and Deputy City Manager Matthew Chidester in trying to get to the truth of the Sandra Lee Harmon Homicide by San Mateo County Sheriff Deputies on May 5, 2020. Those two in my opinion did everything possible to obstruct that goal. I even recommended the City Council file a lawsuit against the Sheriff, District Attorney and County Counsel to release the AXON LOG RECORDS, they chose not to. Half Moon Bay City Council was very disturbed by the Homicide and wanted answers, and even went so far as to contact the Attorney General to Criminally Investigate the Sheriff, District Attorney Investigators and the Homicide. Again the City Managers intervened in the creation of the watered down wording of that letter.
One of the main differences I see between the Murder of Roger Allen and Sandra Lee Harmon is Daly City Mayor and the Council Members are fine with the Murder of another Black man in San Mateo County. Just like Millbrae was with Chinedu V. Okobi’s Homicide by six Sheriff Employees. That was not the case in Half Moon Bay ALL Council Members were very upset and they said so.
Everybody knows the names of the 4 Daly City Police Officers should have been made public on April 7, 2021 the same day Roger Allen was killed. That is Transparency. Who is responsible for the behavior of the Daly City Police Chief? If it’s not the City Manager, and it’s not the Mayor, that leaves the silent City Council.
What did San Mateo County Manager Mike Callagy (30 year Police Officer) say? Nothing
What did the Board of Supervisor’s say about Roger Allen’s Homicide by DCPD? Nothing
Mark D. Melville candidate for Sheriff of San Mateo County 2022 said “The police department should be conducting their own investigation to ensure all department directives were followed in handling said incident.” “There is no reason for the PD to withhold the names of all personnel involved in said incident.”
District Attorney Steve Wagstaffe told me,
“There are four officers involved in the Daly City shooting. It is the responsibility of the police chief to disclose the officers’ names, with the proviso that my office will disclose the names at the time of announcing the decision in the case. So at least for now that inquiry goes to Chief Patrick Hensley at DCPD.”
“Only one officer fired his weapon and he is on administrative leave. “
Than You, Colin Kaepernick.
I recently revisited the 2016 postgame interview when I was first asked about not standing during “The Star-Spangled Banner.” One of the reporters inquired about the reasoning behind my dissent. “There’s a lot of things that need to change,” I replied. “One specifically is police brutality. There’s people being murdered unjustly and not being held accountable. Cops are getting paid leave for killing people. That’s not right. That’s not right by anyone’s standards.”
The unnamed Daly City Police Officer who killed Roger Allen is on paid leave. City Managers, Mayors and City Council are responsible.
The Attorney General of the State of California should by Investigating Roger Allen’s Homicide. Everybody knows that.
District Attorney’s Office Chief Inspector William Massey at (650) 363-4883.
Why would you, Daly City Manager Shawnna Maltbie, and your entire city council be OK with the District Attorney’s Office Investigation in the death of Roger Allen? You do remember Errol Chang R.I.P., Yanira Serrano Garcia R.I.P, Chinedu V. Okobi R.I.P., Ramsey Saad R.I.P., Kyle Hart R.I.P., Sandra Lee Harmon R.I.P. and now Roger Allen R.I.P..
Chinedu Valentine Okobi R.I.P. is San Mateo County’s George Floyd R.I.P.
William Massey was responsible for the Investigation of Chinedu V. Okobi R.I.P. Homicide by six San Mateo County Sheriff Employees, Five deputies and one CSO. Within hours of Chinedu being murdered the Sheriff’s Office issued a False Press Release.
This false statement stayed on the Governments website for 5 months. All the News Media made sure that everyone knew a Large Blackman “Immediately Assaulted the deputy as soon as he exited his vehicle.”
William Massey knew that statement was pure fantasy, and he didn’t care.
He knew that Sandra Lee Harmon had already been shot in the back when this picture was taken. You can see her hands above her head and the shotgun on the ground several feet from her. Now to the left of the shotgun and the right of the R.V you can see a long 2×4 on the ground, you can not see in this photo but there are several others that show THREE spent shell casings that were moved (Evidence Tampering) from that location to a location that better fit the False story being fed to the public. Those three shell casings also prove that Deputy Dominguez fired first not the False story the Deputy was fired at first. William Massey was fine with that.
Ask William Massey who word crafted “After moving her arms around in an erratic manner.” Think about this a person who has dropped her gun, and has her hands up above her head and is being fired upon and struck in her back, What kind of motion of the arms would you expect when a bullet entered her back? erratic manner?
It should come as no surprise that Daly City Manager Shawnna Maltbie, the Mayor, City Council and the Police Chief couldn’t care less about the death of a Black man sitting in the passenger seat of a disabled truck (Flat Tire) when FOUR Daly City Police Officers showed up and minutes later Roger Allen was dead.
Not one of them said a word about the two Homicides by San Mateo County Law Enforcement mentioned above.
If they did care they would have demanded the names of the Police Officers be released immediately, and they would have demanded the Attorney General Investigate this Homicide, It’s that simple.
The question now for the Residents of Daly City and San Mateo County is what do You do when your City Manager in this case Shawanna Maltbie refuses to do her/his job?
Please Instruct your Police Chief Patrick Hensley to identify the 4 Daly City Police Officers involved in the Homicide of Roger Allen on April 7, 2021. You were completely silent on this killing of a Black man sitting in the passenger seat of a parked truck with a flat tire in a residential neighborhood at 2 PM. Your Police work for you, your City Manager Shawnna Maltbie and the Council Members. In your first statement issued 7 days after the Homicide by your Police Department, you are promoting the Investigation by San Mateo County District Attorney’s Office and advising people with information to contact District Attorney’s Office Chief Inspector William Massey at (650) 363-4883.
Why would you, Shawnna Maltbie, and your entire city council be OK with the District Attorney’s Office Investigation in this death? You do remember Errol Chang R.I.P., Yanira Serrano Garcia R.I.P, Chinedu V. Okobi R.I.P., Ramsey Saad R.I.P., Kyle Hart R.I.P., Sandra Lee Harmon R.I.P. and now Roger Allen R.I.P..
Any reasonable Elected Official in San Mateo County would have to ask How is it possible that Chief Inspector William Massey is still employed by San Mateo County at all. Everyone should remember that he and Inspector John Warren were recently Investigated by Internal Affairs in the x Sheriff Deputy Juan P. Lopez 6.5 yr criminal case.
They were also involved in the Sandra Harmon Homicide by Sheriff Deputies on May 5, 2020 HMB. They promoted the false story of a Shootout started by the deceased Sandra Harmon, They withheld the fact that she was shot in the back 3 times each shot was fatal while unarmed. Is that who you want to investigate the Homicide in your city? I don’t think so. Have an adult meeting with you City Manager’s and your Police Chief, and City Council and Request the Attorney General take over this investigation ASAP.
It’s been 10 days now and San Mateo County still doesn’t know the names of the Officers Involved.

Daly City Statement on Officer-Involved Shooting
Daly City Statement on Officer-Involved Shooting
On April 7, 2021, the Daly City Police Department was involved in an officer-involved shooting on the 700 block of Niantic Avenue in Daly City, which resulted in the death of 44-year old Roger Cornelius Allen. The City understands that the incident has raised questions in our community.
Daly City is committed to transparency and will provide updates to the community as additional details become available, as this case is currently under active investigation by the San Mateo County District Attorney’s Office in accordance with the San Mateo County Officer Involved Critical Incident Protocol.
The initial media release from the District Attorney indicated the incident involved the death of Roger Cornelius Allen, when Daly City Police Officers came upon a parked truck to assist with a flat tire. After officers saw a gun, a struggled ensued with Mr. Allen. When the gun (later determined to be a replica gun) was pointed at the face of one of the officers, an officer fired his service handgun striking Mr. Allen. Officers removed Mr. Allen from the truck and provided emergency medical assistance. He was transported to San Francisco General Hospital where he died.
The City is not releasing the identity of the involved officers at this time, as this case is under active investigation. However, as authorities move forward with investigations of the officer-involved shooting, the City is committed to providing our community with as much information as possible without compromising the investigations.
The City recognizes the impact of this extremely unfortunate event on the family of Roger Allen. “This is a tragic event in our community, and the City is committed to an equitable process. The District Attorney’s active investigation is the first step in revealing the details of what occurred. Per the District Attorney, the investigation will be ongoing over the next two months,” said Daly City Mayor Juslyn Manalo.
The District Attorney provided a broad overview of the currently known details of the investigation in a press release dated April 13, 2021, and requested that anyone with information relevant to this incident to please call the District Attorney’s Office, Chief Inspector William Massey at (650) 363-4883.
NBC Bay Area News wanted to make sure the viewers knew the Important part of the Homicide of Roger Allen by Daly City Police Officers.
In this 21 second video they left the viewers with, “He was fearful for the partners life.”
They don’t mention 4 Police Officers surrounding a vehicle with a Flat Tire in a residential neighborhood at 1:55 PM as reported by the DCPD and the deceased Roger Allen left the crime scene by ambulance at 2:11 PM according to San Mateo County District Attorney Steve Wagstaffe. They don’t question the official story of a Daly City Police Officer reaching inside the vehicle to grab a gun. Where is that taught for Police Officers to ever do that?
The Elected leaders and staff including City Manager and Police Chief are responsible for this Homicide.
Daly City Police should have had Body Worn Cameras since 2016.
This Investigation should be done by the Attorney General’s Office.
Roger Allen is dead, he was killed by a Daly City Police Officer, on April 7, 2021 that is a fact.
What we don’t know is the name of the Daly City Police Officer who shot and killed him.
What we do know which is almost nothing, but is always promoted by the District Attorney’s Office and the News Media whenever a civilian is murdered by law enforcement in San Mateo County is that the officer was FEARFUL for either his/her life or their partners. If the word fearful is missing from the original Police Reports it will be mentioned by the Attorneys who meet with their clients the Police Officers within minutes of the Homicide.
Why did it take 7 days to make a statement in the first place?
Daly City claims to be committed to transparency, What is the name of the Police Officer who shot and killed Roger Allen? This officer in on paid administrative leave. Daly City Elected Officials, The Police Chief, and City Manager, Assistant City Manager all know who the officer is. Releasing the Officer’s name won’t effect any investigation, it will provide the transparency the city claims to be committed to.
Why wouldn’t Daly City Leaders ask D.A. Wagstaffe to refer this Investigation to the Attorney General’s Office?
Another question for all Daly City Elected officials and Staff. Why have you allowed your Police Department to work without Body Worn Cameras which the San Mateo County Grand Jury warned you about in 2016.
Body worn Cameras are for the benefit of Police Officers as much as they are for the public.
Minneapolis is a prefect example, Daunte Wright was murdered by a Police Officer April 11, 2021, The Police Chief released the Body Worn Video within 18 hours. The public got to see what the public servants actually did, not what they say the did. Since the release, the Police Officer who was identified right away resigned and has been arrested and charged with manslaughter. The Police Chief has resigned, and the City Manager has been FIRED. That’s all within 2 days.
Why did 4 Daly City Police Officers show up for a vehicle with a flat tire in a residential neighborhood? Who called for backup. According to the Police Chief this innocent started at 1:55 PM and according to District Attorney Steve Wagstaffe, Roger Allen was in the Ambulance and on his way at 2:11 PM. That’s 16 minutes. Which DCPD Officers provided life saving measures and for how many minutes before the Ambulance arrived?
How many minutes did EMT’s provide life saving measures after they arrived and before they loaded Roger Allen and transported him?
What time was the fatal shot fired? What time was the second shot fired?
What training of DCPD Officers teaches them to reach into a vehicle and grab a gun that is in the hands of an occupant? That’s the story that is being reported by Stave Wagstaffe.
There is No excuse for Daly City Police to not have Body Worn Cameras period. Those videos should be made public with No Edits or Captions added within 12 hours of a Critical Incident.
What makes Daly City Elected Officials and Staff think they are not going to have to answer these simple questions?
The David Khan Misdemeanor Case #20-NMOO6433-A is the Perfect example of why the Daly City Police Department should want to use Body-Worn Cameras. I’m listing Items 7&8 only he is demanding the return of.
22 Ounces of gold bullion and small pieces of gold.
Cash approximately $80,000 (Eighty Thousand) or more.
Does the Daly City Police have the above Items? if so when will they be returning them to Mr. Khan?
In 2015-16 the San Mateo County Grand Jury Investigated the Law Enforcement Agencies using Body-Worn Cameras.
Based on it’s investigation, the Grand Jury concludes that the body-worn cameras would be advantageous for all San Mateo County law enforcement agencies as well as the individuals they encounter.
The behavior of both Residents and Police Officers improves when their actions are being recorded on video.
The Body-Worn Videos must be made available to the Public before they are edited/captioned like the Sandra L. Harmon Homicide in Half Moon Bay May 5. 2020. San Mateo County Sheriff Carlos G. Bolanos refuses to make the AXON LOG RECORDS available to the Public.
