The Official report from Chief of Police Patrick Hensley and approved by Shawanna Maltbie was “They were there to Help.” That was the first time I had heard of Daly City Police Officers “We are here to Help” on what normally would be a AAA call to fix a flat tire.
Shawanna Maltbie the City Manager is responsible for the behavior of the Police Department, (What I mean by that is the City Manager can Fire the Police Chief and she could have named the 4 Officers the very first day of the Homicide, She simply chose not to.) and serves at the pleasure of the City Council. This was just demonstrated to all SMC Residents by the Foster City Gang of 3 (G3) when they FIRED Dr. Peter Prinejad, August 25, 2021, their recently hired City Manager for NO CAUSE.
Daly City has NO Councilmember at this time who thinks Shawanna Maltbie should be fired. That is why Public is now speaking up. The Public is responsible for how their Government acts.
Per the The Public’s demands from The Daly City Council Meeting from this past Monday, September 13, 2021, The Daly City Public will be visiting Daly City Hall, Today, September 20th, around 11:30 AM to confirm resignation of all Daly City Council Members, City Manager, Assistant City Manager, City Clerk and Police Chief. These demands were made at the 2:41:49 mark.
The next step and really the only one that will make an impact on Daly City Government is for the Public to organize and RECALL at least 3 of the 5 Councilmembers. Can it be done? Just look to the residents of Foster City who successfully RECALLED the Vice Mayor Herb Perez, not that long ago.

Public comment about any subject should be at the beginning of city council meetings. Then, public comment for each agendized item. Daly City not having body and dash cameras, their lack of transparency regarding a police homicide and making residents wait several hours for public comment are done intentionally to thwart democracy and the rights of the citizens who pay the salaries of city staff, and police department personnel. He was treated at a hospital for injuries that were not life-threatening, officials said. An examination of the officer’s gun showed that a single round was fired. “The shooting of Mr. Pittman quite simply should not have happened,” Scott said during an online town hall on Thursday. “I’m deeply sorry that Mr. Pittman was shot during this incident, and I would like to take this opportunity to publicly apologize to Mr. Pittman, his family and his friends.” Scott added a wider public apology, saying, “We know you expect us to get this right, and we know how traumatic it is to see these types of incidents — especially when they should not have happened.” The chief said the shooting remains under investigation. He said plainclothes officers are exempt from wearing body cameras, but that video surveillance from a nearby business recorded the shooting. The incident began when police received 911 calls that several suspects in a silver Mitsubishi Eclipse Cross were breaking into vehicles all over the city, from Golden Gate Park to Fisherman’s Wharf. Shortly after noon, U.S. Park Police spotted the Mitsubishi in the Presidio area of San Francisco and tried to stop it, but the vehicle sped away. McAuliffe and a colleague found the vehicle and the suspects at Jack London Alley and Varney Place, police said. As some suspects fled in the Mitsubishi, the officers apprehended Pittman and the shot was fired. Video footage shows two officers running in the alley toward Pittman with their guns drawn. “Plainclothes officer No. 1 grabbed Mr. Pittman, and both fell to the ground,” a San Francisco police commander said during the town hall. In the scuffle, he said, the officer’s handgun fired and struck Pittman “in the left wrist area.” According to the video, one officer can be heard yelling: “Police Department! Police!” Immediately afterward, a gunshot is heard. Pittman, who was unarmed, is heard saying he has been shot and requests an ambulance. McAuliffe “did not intend for his firearm to go off,” his attorney Mike Hinckley said. “He sincerely apologizes to Mr. Pitman and wishes him a full speedy recovery.” Pittman’s attorney, Adante Pointer, said it is “unclear whether it was an accidental discharge or intentional, as the video is not terribly clear.” He said his client did not do anything to warrant deadly force being used against him. He said the officer was acting recklessly. “For safety reasons, officers are trained not to have their gun in hand when they go hands on with a person in order to prevent this very thing or something worse from happening,” he said. “This could have easily been a fatal shooting of my client or of another person in the vicinity.” The Police Department has yet to determine whether the gunshot was intended. The San Francisco district attorney will decide whether the officer involved will face criminal charges. Pittman was arrested on suspicion of second-degree car burglary, conspiracy, possession of stolen property and committing a felony while on release. Police said the other suspects remain at large. The Mitsubishi was found abandoned in Oakland. Investigators also recovered a large amount of stolen property from the auto burglaries.

District Attorney Steve Wagstaffe said that Police Chief Patrick Hensley could release the Officers names anytime, but is that true? He is an At Will Employee he might not be authorized to release those names. Who is his boss? Is it Shawnna Maltbie the City Manager? Lets see his employment contract.
An administrative investigation by an impartial outside investigator will also be conducted. Nobody is asking for an Administrative Investigation. Everybody knows an Administrative Investigation is useless.
City Attorney Rosemarie Labog Zimmerman, City Manager Shawnna Maltbie, Mayor Juslyn Manalo, are all responsible for withholding the names of the four Police Officers for 23 days. Why? What was gained by that? Did it create more or less Public Trust with the residents?

The naming of Police Officers involved in a Critical Incident is the absolute Minimum Standard San Mateo County Residents should accept from all Law Enforcement. That should happen within 24 hours.
Do Police Officers and top Law Enforcement Officials in San Mateo County lie to the Public? Of course they do. Do they always trash the memory and reputation of the person they just killed? Of course they do.
Chinedu V. Okobi Killed by Six San Mateo County Sheriff Employees on El Camino Real in Millbrae less than 8 miles from where Roger Allen was Killed. Sheriff Carlos G. Bolanos lied about Chinedu within a few hours and left the lies on SMC Website for 5 months. SMCSO Sergeant Irfan Zaidi filed a completely False Police Report lying about ordering the removal of the handcuffs before the 8 minutes of chest compressions took place on the deceased.
Sandra Lee Harmon Killed by San Mateo County Sheriff Deputy Dominguez, District Attorney Inspector Jordan Boyd received the unedited BWC Video within 24 hours of the Homicide. Boyd went along with the lies Sheriff Carlos G. Bolanos, and District Attorney Steve Wagstaffe promoted. What they all knew was Sandra was shot 8 times, 3 fatal shots in her back, She was shot at while she was unarmed and her hands were above her head. 3 of the 14 shell casings were moved (Evidence Tampering). Sheriff Bolanos, D.A. Wagstaffe, The Investigators, County Counsel David Silberman, were all ok with the above facts by omitted from the Government story and the unverified statement that Deputy Dominguez turned off his BWC before the homicide occurred.

So getting back to the Elected Officials and Staff of Daly City, What was their plan and why did they go along with Terrible Idea of not disclosing the names of the Involved officers. The public knows that Police Officers will kill people in the line of duty, that is part of the job. The public expects Elected Officials and Staff to do their job, Not help cover up anything.
What caused 4 Daly City Police Officers to be at a disabled truck (flat tire) in the first place? Who was the first Officer on the scene? Which Officer fired her/his weapon twice into an occupied vehicle? How is it possible this entire event lasted only 16 minutes before the deceased was transported from the scene. That has got to be a Worlds Record.

Each City in San Mateo County is responsible for the behavior of their Police Department. I now know that Mayor Juslyn Manalo has no authority over her Police Chief Patrick Hensley because she said several times in the April 26, 2021 Zoom meeting that she had asked the Chief for those names. She never said what his response was, she also said the names would be release Wednesday the 28th but that did not happen. So that leaves City Manager Shawnna Maltbie this is exactly why you have a City Manager in the first place, One person who is Responsible for the Police Department besides the Police Chief. Steve Wagstaffe has told me the Police Chief of Daly City could identify the 4 Police Officers involved in the death of Roger Allen on April 7, 2021. Of course naming them doesn’t mean that any wrong doing or crime has been committed. As you know it’s been 17 days and the Police Chief has chosen his behavior.
I’m just curious does City Manager Shawnna Maltbie have the sole authority to fire Patrick Hensley?
Does the Mayor have that sole authority or does the City Council have that Authority?
