Daly City Manager Shawnna Maltbie is gone. So what?

By Michael G. Stogner

Shawnna Maltbie GONE.

City Managers are responsible for the Police Departments Behavior, It’s that simple.

Tonight Aug 8, 2022, Daly City Council will have a Special Meeting at 6 pm, to appoint Thomas Piccollotti as the interim City Manager to replace Shawnna Maltbie. Big Deal nothing has changed in Daly City Government. How many Daly City residents knew your City Manager was on a Leave of Absence? What day did your government make that information public?

On June 3, 2022, City Manager Shawnna Maltbie announced her retirement and is currently on an extended leave of absence. What was her last day in the office? What caused her to retire?

I would suggest you ask the Edais family of Daly City, California.

Shawnna Maltbie never signed the Munir Edais family’s Petition requesting the Daly City Police Department to Investigate the very suspicious DEATH of their loved one. Munir Edais a Daly City resident was a 32 year old Father of two girls, a brother, a son, a cousin, a new husband, and he was a Police Officer. The Daly City Police Department never investigated it or even considered it as a potential Homicide.

The Petition

Has ABC 7 Reporter Dan Noyes or Sierra Stephanie ever done a story on Munir Edias R.I.P., David Khan, Selina Picon, Roger Allen R.I.P. or Shawnna Maltbie?

San Mateo County’s Batmobile Abuse of Authority Case.

By Michael G. Stogner

The big guy in the flannel shirt is SMCSO Lt. Michael Leishman FIRE HIM.

All it takes is the actions, such as these, to cause widespread mistrust of an office sworn to “serve and protect”.

The Police Reports should be UNSEALED. There are no protected parties involved (children) just 2 adult males. If the police report that started this entire criminal act by the San Mateo County Gang is false then the person who filed it should pay all costs associated with it. That includes the Law Suit that is sure to be on the way.

The San Mateo County Superior Court Judge who approved the Seizure of Assets should be identified. The documents filed to cause that action should be UNSEALED.

Mark Racop of Indiana should be allowed to appear by ZOOM for his August 19, 2022 court appearance.

Whenever San Mateo County Law Enforcement SEALS records that shouldn’t be sealed, that is a RED FLAG. Always go back to the beginning. What action started this event.

What the Hell is the matter with San Mateo County Residents WAKE UP.

Thank You Dan Noyes

I have to ask did any of 4 San Mateo County Sheriff employees order Pornography at the Hotel in Indiana during this very special Ops event. Everybody and their mother in SMC knows or should know about the very BRAVE female Sheriff Deputy who contacted me for help in early 2010 reporting the 45 Sheriff Employees watching PORN and a VIOLENT RAPE VIDEO on San Mateo County Computers while at work.

San Mateo County News.con article includes the Porn and Rape complaint.

Don Horsley has No Questions about Gang Activity.

By Michael G. Stogner

Don Horsley

Don, can’t have any questions, this Abuse of Power behavior was alive and well when he was SHERIFF of San Mateo County.

A gang is a group or society of associates.

The San Mateo County Executive is Mike Callagy. Don Horsley wants Mike Callagy to look into this. What does that even mean?

What makes Don Horsley think his constituents want to have SOME ANSWERS?

“Our constituents do want to have some answers so I think it’s appropriate for the County Exec look into this and give us a REPORT back.”

ABC 7 I-TEAM Investigation Report July 29, 2022 8:19 PM

This report has had 3,375,345 Views and 16,680 Comments.

The public is asking for San Mateo County Sheriff Carlos G. Bolanos to lose his PENSION and be Criminally Charged.

Same for San Mateo County District Attorney Steve Wagstaffe, the Judge, and all others involved in this criminal activity against a small business owner in Indiana.

A Report back is the LAST thing the residents of San Mateo County want.

Remember the MORE than $10M of PPE left out at the San Mateo County Event Center and the CONVOY of Garbage Trucks filled with PPE reported leaving in November and December 2021. Scott Johnson had declared all of the PPE outside was a TOTAL LOSS, He made that declaration in writing on November 10, 2021. It turns out that was a False statement.

Why is there NO OUTRAGE from the FIVE SUPERVISORS and County Executive?

Rishi Kumar for Congress

By Michael G. Stogner

This is just one reason San Mateo County News.com is Endorsing Rishi Kumar for Congress.

“Rishi Kumar is the real deal, It’s that simple. Just ask yourself of all of the San Mateo County Elected Officials and Candidates for Offices in this next election, how many are willing to take simple stances for justice? How many are running for ethics-in-politics? Rishi Kumar will fight for the people and will never sell out. You can trust Rishi to get things done!”

Sock Pow Zock! Holy Batmobile and Misuse of Power Caper!

San Mateo County Sheriff spends taxpayer money, dispatching deputies to browbeat a Batmobile manufacturer in Indiana

🇺🇸 Rishi Kumar 🇺🇸

KEY POINTS:

  • San Mateo County Sheriff dispatched a squad of deputies to Indiana over a local business dispute. This wasted taxpayer dollars and caused a social media furor
  • Rishi has always called out these transgressions, whether in the recent case of the Valley Water Board or Anna Eshoo’s misleading claims regarding her legislative record
  • Rishi’s run is about ethics in politics, and he will always take action to back up his words
  • This draws a stark contrast between Anna Eshoo and Rishi Kumar (there are no Republicans on the November ballot), a difference that will help you cast your vote this November!

Truth can be stranger than fiction, and the tale of the San Mateo County Sheriff dispatching a squad of local deputies over 2000 miles away to browbeat a builder of replica Batmobiles in Indiana (allegedly on behalf of a friend in Atherton) seemed like something out of a cartoon. Or was it just San Mateo County politics as usual?

Sheriff Carlos G. Bolanos had just lost to challenger Captain Christina Corpus in the June primary election, but as a lame duck, Sheriff Bolanos committed an serious violation of ethical principles. Allegedly doing a favor for a friend, Sheriff Bolanos misspent taxpayer dollars to crowbar a minor business dispute into criminal court. It is time for Sheriff Bolanos to resign and help the county put this embarrassment behind it.

Rishi Kumar has made it a top priority to scrub our government clean of corruption no matter the party affiliation or allies of those in question. The Bolanos Batmobile scandal exceeds the limits  of what we as a community can permit. This is an outrageous example of petty corruption in our district. Rishi has proved his willingness to stand against unsavory practices and corrupt politicians, opposing Santa Clara Valley Water District Measure A and calling for the resignation of four board members after they disingenuously  extended their eligibility to four consecutive terms, while spending $3.2 million of taxpayer dollars.

Rishi’s anti-corruption stance contrasts sharply with incumbent Anna Eshoo’s history of selling out to Big Pharma. She is the U.S. Congress’s largest recipient of money from the pharmaceutical industry, and she has failed to take action on healthcare reform that might cut into Big Pharma’s profits. Eshoo shamelessly claims the achievements of others in order to gain political power, pointing to 45 bills she supposedly “passed” during her time in office. Only four of these (all trivial) were actually sponsored by her.

Rishi will always reject money from Special Interest groups in his campaign. He will only accept money from people like you, and this pledge will never be broken. On the city council, he has always rejected land-developer money.

As a Representative, Rishi will be in a position to bring real change. He is a beacon of hope, fighting against the corrupt practices of selfish politicians. For your interests, not special interests – and never turning a blind eye to corruption.

Sincerely,

Rishi Kumar, U.S. House of Representative, district 16 candidate.

San Mateo County’s Gang Problem.

By Michael G. Stogner

A gang is a group or society of associates. It’s not Illegal to be a member of a gang.

Sheriff Carlos G. Bolanos, District Attorney Stephen Wagstaffe, Coroner Robert Foucrault, San Mateo County Executive Officer Mike Callagy, San Mateo County Logistics Section Chief Risk Manager Scott Johnson, San Mateo County Counsel John Nibblin, & David Silberman, SMCSO Ed Wood, Jason Peardon, Andrew Armando are all associates.

Don’t forget all five Supervisors of San Mateo County.

Everybody and their mother has known or should have known about this GANG since April 21, 2007. This is Nothing New here, Former Sheriff Deputy Juan P. Lopez criminal case for the last 7.5 years is another perfect example.

ABC 7 I-Team Reporter Dan Noyes Report

E-mail sent today to the Supervisors of San Mateo County from David a Good and Decent Human Being who has been speaking out about the SMCSO for YEARS.

Dear San Mateo County Supervisors;

Here is another example of the San Mateo County Sheriff’s abuse of power and public funds:

Your ‘chickens have come home to roost’. This department’s behavior is not only a reflection of Bolanos, who residents have overwhelmingly voted out, but it is also a reflection on each and every one of you. This is the same department that you have empowered and enabled for years.

I have warned you for years about this department’s corrupt and undisciplined behavior. And you stood by and did nothing.

My as to you: Launch an independent and unbiased investigation (made up of people that have no relationship to this department) to identify other corrupt deputies in this department. Initiate an independent investigation into this department’s bias when working with Caucasian and POC residents.Provide a fact-based answer on why minorities (as a percentage of their respective populations) are more likely to get ticketed with the San Mateo Sheriff’s department than their Caucasian counterparts?

The data is there. It needs to be analyzed and reported. Thank you.

Shawnna Maltbie, Munir Edais’ Suspicious Death and Suspicious Investigation. Let’s Audit.

By Michael G. Stogner

Shawnna Maltbie the City Manager of Daly City is responsible for the behavior of the Daly City Police Department. Munir Edais’ R.I.P. Father has asked Shawnna Maltbie for a Special Public Meeting to see if the Daly City Police Department followed their own Death Investigations Policy.

Daly City Police Department Death Investigations Policy

344.2.3 Death Cases
Death investigations require specific investigation methods depending on circumstances and should be handled in accordance with the Death Investigations Policy. The handling officer should notify and apprise a supervisor of the circumstances surrounding the incident to determine how to proceed. The following cases shall be appropriately investigated and documented using the approved report: (a) Sudden or accidental deaths. (b) Suicides. (c) Homicide or suspected homicide

Eman Edais (new wife of 6 months) placed a 911 call to San Mateo County Dispatch at 1:59 AM on January 21, 2020.

Lorena Reyes the first Daly City Police Officer #2135 to respond to the scene. January 21, 2020 This is from her report.
They have no children in common but she is 5 months pregnant with his child.

Eman Edais stated in the last two days they were arguing about an issue she did not want to disclose.
She said he was sad and upset about the relationship.

I asked Eman Edais several times what was the issue they had; however, Eman said she did not want to talk about it because “His family will hate her.”

Eman repeatedly continued to say his death was “her fault,” but did not disclose why.

She told me there was a camera in bedroom #2 that was motion detection, however, Munir Mustafa Edais only had access to the application.

Eman also told me Munir Mustafa Edais was a police officer for Los Gatos Police Department.

At approximately 0247 = 2:47 AM I requested the San Mateo County Coroner’s Office be paged to my cell phone. Deputy Coroner Holly Benedict #15 called me and I advised her of the details to this case.

Daly City Police Officer Lorena Reyes had solved this Supicious Death Investigation in less than 45 minutes. That has to be some kind of record for San Mateo County Law Enforcement. She never secured the scene, didn’t remove Eman Edais from the apartment.

Any reasonable person would support the Public Audit of the Daly City Police Department, Lets see what the Daly City Government does.

How is SMC Manager Mike Callagy still employed? “We appreciate it being brought to our attention.”

Michael G. Stogner

The 760,000 residents of San Mateo County might have first starting hearing about the more than $10M of PPE and the Convoy of Garbage Trucks filled with PPE leaving the San Mateo County Event Center in November or December of 2021. The Breaking News Story was brought to you by ABC7 News Investigative Reporter Dan Noyes on January 13, 2022 it aired at 6:12 PM.

The simple question I have had since first hearing about this PPE Scandal is, How is Mike Callagy still employed by the FIVE Supervisors of San Mateo County. Why was he not placed on Administrative Leave on January 13, 2022?

Notice the DATE of this e-mail, it is BEFORE Mike Callagy had any knowledge according to what he told Dan Noyes.

Peggy yes you are correct as that is the approach | was going to take on the purchase. | think Dana and her staff will start the clean up tomorrow as it appears it is all individually packaged. It will need to be wiped down, but every package | opened was dry on the inside. The process of getting it indoors will take through Friday. There is a ton there. It would be great if we got a definitive answer from the VA on their desire to take lots of the PPE. Almost all of the gowns expire May 2, 2022. The approach I’m taking is this is surplus, (goggles, buckets, face shields, odd sized gowns, bleach) not hospital grade that we moved outside as we were trying to give it away. We made a mistake not moving it back inside, but with all that was going on with our focus on boosters and then Omicron and testing, it got lost in the process. We appreciate it being called to our attention and we are looking for a home for the items. Our medical grade gloves, gowns, mask, etc. are secured and occupying almost 7000 sq feet of space. We have distributed a great deal of PPE to local medical facilities (| will need to know where) and have enough PPE to last several years.

This e-mail was sent 14 minutes before the Board of Supervisors Meeting on January 25, 2022. Alex Tourk is the Owner of a Public Relations Firm and his monthly fee has been reported to be $15,000 per month. The above e-mail is in response to the below e-mail sent 2 minutes earlier by Michelle Durand. WCM stands for a 501C called the Wine Country Marines of Sonoma, California. The President of WCM is James Brown who is also the CEO of West Coast Security, San Carlos, California.

Good morning all

Just spoke with the WCM president who said ABC7 plans to join the meeting via Zoom bc they received a call from Brent Turner who said he plans to attend and question the decision to work with his organization. Let me know if I should also alert Don or others.

So based on these two e-mails 2 minutes apart we can see the Michelle Durand had a conversation with James Brown the President of Wine Country Marines about ABC7 attending by ZOOM the BOS meeting that starts in 16 minutes. Wouldn’t all Governments want the Public’s Business to be viewed by the Public and wouldn’t they welcome the News Industry and Reporters to attend.

Think about that for a moment, it’s a San Mateo County Government Public Meeting on Zoom.

Who was Alex Tourk concerned about getting out of line?

There was only one Supervisor that even bothered to ask any questions and that was David Canepa. Don Horsley quickly jumped all over him.

BOS Meeting of January 25, 2022 Video

At the 330:35 mark Supervisor/Candidate for Congress David Canepa asks this question, “There is some PPE that has gone unaccounted for right? That was a great great question, it’s too bad he didn’t wait for Mike Callagy to answer it. ABC7 Investigative reporter Dans Noyes who broke this story on January 13, 2022 reported a “CONVOY of garbage trucks filled up with brand new PPE” in the previous 2 months that would have been November-December of 2021.

At the 3:33:00 you can hear Don Horsley the President of the Board of Supervisors interrupting Supervisor David Canepa’s question. Did Don think David was getting out of line?

The San Mateo County PPE Scandal continues to grow as is always the case when the simple facts are lied about. It’s always the Coverup that becomes the story.

San Mateo County Government doesn’t want a citizen/resident, or employee asking any pesky questions like, How did you choose the Wine Country Marines of Sonoma California to distribute the more than $10M of PPE on January 25, 2022? How many other 501C’s from San Mateo County did you consider?

Roberto Manchia, John Nibbelin, Michael Callagy, Peggy Jensen, Justin Mates, Michelle Durand, Daniel Belville, Iliana Rodriquez, Scott Johnson, Kim-Anh Le

On January 13, 2022 two days later the San Mateo County Government lied to the public telling ABC 7 News Investigative Reporter Dan Noyes the County only learned about it because of Mr. Noyes contacting them.

Here are a couple of changes the Government made the next day January 14, 2022
. Changed the first sentence to remove “the County learned” as to not reinforce the idea we knew nothing . Clarified that the investigation is by an external person
. Removed reference to FEMA and changed value to app. $7M

November 10, 2021 San Mateo County Risk Manager Scott Johnson stated in letter he sent to Kim-Anh Le “in my professional opinion, it is a total loss.” he’s talking about the PPE moved outside at the San Mateo County Event Center in September 2021.

RE: Inspection of Damaged PPE at event center
I have examined the store of PPE that was stored at the Event Center. My understanding of the timeline based on interviews with the staff is as follows.
The PPE was stored in an indoor facility. The staff was directed to move the PPE to a fenced area outside to accommodate an event that was to occur at the event center. The PPE was stored without incident using tarps, elevated pallets and plastic wraps. Unfortunately, a rain event called ? River occurred on a few days between October 21st and October 25th with intensity not anticipated. The Bay Area experience up to 10 inches of rain in one day. It was the most rain recorded in the month of October in 173 years of record keeping. At one point it rained for 34 straight hours. Winds averaged 25 mph during the event but gusted as high as 60+ mph. While the PPE had been protected, the protection was easily overcome by wind and rain. There was no time or place to move the substantial amount of PPE to a different location.
I have attached photos and an inventory, but in my professional opinion, it is a total loss. I question the efficacy of PPE meant to keep people safe from Covid-19 given the damage. It is simply not worth the risk to human life.
Should you have any questions, please let me know. I can be reached at extension 4387.

Some follow up questions for Scott Johnson what method did you use to come to the conclusion on NOVEMBER 10, 2021 that all of the PPE that was moved out of San Mateo County Event Center by September 27, 2021 according to Steve Perich of the SMCEC Staff. What are the names of the Staff members that you interviewed per your letter. Where is the Inventory list of all the PPE that you declared a Total Loss?

The obvious question is How did San Mateo County Government Officials go from a “Total Loss” to “We didn’t know anything about it until ABC7 Dan Noyes broke the story on January 13, 2022” To 98% of the PPE is Useable and Undamaged and the Wine Country Marines of Sonoma per President James Brown will be Distributing all of it on January 25, 2022 to whoever he determines is a qualified organization.
