San Mateo County President of the Board of Supervisors David Canepa aka “Showboater” knows a great opportunity to Fund Raise when he sees one. Today he is holding his official Kickoff Campaign for Congress. He might as well, he has done nothing to make San Mateo County Safer or to Eliminate Corruption in San Mateo County that I am aware of.
Most recently in the (retired) San Mateo County Sheriff Deputy Juan Pablo Lopez criminal case which has been going on for 7 years, Superior Court Judge Joseph Scott, Court Clerk Katrina Bihl, and Court Reporter Jocelyne Fakouri, Conspired to commit a crime, then did commit the crime of PC115A filing a False Instrument with the court which by itself is a Felony. All three made false statements under the penalty of Perjury. David Canepa thinks that is cool. I don’t.
A reasonable person would think the President of the Board of Supervisors would be Interested in making San Mateo County Safer for the ordinary resident, Nobody is Above the law, etc. Not David Canepa. Over the the last 7 years I have reported the Illegal conduct against Sheriff Deputy Juan P. Lopez, by multiple San Mateo County Employees, I can’t recall a single time that David Canepa showed any interest.
When Chinedu V. Okobi R.I.P. San Mateo County’s George Floyd, was killed by SIX San Mateo County Sheriff Employees on October 3, 2018, Sheriff Carlos G. Bolanos and his Public Information Officer Immediately issued two False Press Releases both omitting the sixth very involved CSO Joseph Gonzales. David Canepa approved of that behavior.
I took the above video, I drove up from Monterey County to attend that meeting I had every intention of speaking on behalf of Chinedu V. Okobi and his family. I sat in the front row next to SMCSO Deputy Heintz Puschendorf the entire meeting, after listening to all of the speakers and watching Supervisor David Canepa refusing to pay any attention to all of the speakers, He wouldn’t even look at them, I chose not to speak.

They wanted their Elected Officials to behave in a respectful and decent manner at all times, especially towards members of the public.

Bolanos, San Mateo County Counsel David Silberman, District Attorney Steve Wagstaffe and even some Half Moon Bay Council members have said that San Mateo County Sheriff Deputy David Dominguez did not turn on his Body Worn Camera when he exited his patrol car and went to the R.V. he expected Sandra Lee Harmon to be in. By the way he went to the R.V. by himself for some reason, He knew Sandra had a Shotgun and a bottle of wine and had mentioned a Race War. He went alone with BWC turned off is the Government’s Official Story. From the first time that story was presented to the public to this day that is exactly what it is a Story Words Spoken by the Top Government Officials. There has not been one piece of Evidence to support that Story.

The sad answer is very little. The question is Why? Why aren’t they as interested as Concerned Citizens?
It’s really SIMPLE, the AXON LOG RECORDS will verify the Government’s official statement. Who is obstructing the release of the AXON LOG RECORDS? Answer San Mateo County Counsel Attorney David Silberman. Why?
Below the Video created by Sheriff Carlos G. Bolanos that was made public 41 days after the Homicide of Sandra Lee Harmon this False statement is made, The incident involved a woman, armed with a shotgun, who fired at a deputy. When did she fire? Where was she when this occurred? How many shots did she fire?
There is no mention of the Three Fatal Shots into Sandra’s back, the fact that she was shot at while unarmed and hands were above her head while her back was facing Deputy Dominguez, or the fact that Three shell casings were moved to support the governments official story.
A reasonable person would know that those are important facts the public should have been told by Sheriff Bolanos.
“Our goal in releasing these videos, while still early in the investigation, is to provide our community with as much information as possible when we have a tragic incident such as this,” Bolanos said.
Is that a true/honest statement? Remember the Video was released 41 days after Sandra L. Harmon was killed.
Roger Allen a 44 year old Black man was killed by somebody with a gun on April 7, 2021 while he was sitting in the passenger seat of a disabled truck in a residential neighborhood in Daly City. That was 20 days ago. Last night the Daly City Government held a zoom meeting for the first time for the Outraged public to speak about it. I don’t know the exact number of participants on that zoom meeting but it was well over 125.
Daly City Manager Shawnna Maltbie attended but remained silent, Assistant City Manager Stephen Stolte Hosted the meeting also silent.
I mentioned the Outraged public, I did not mention the Outraged Elected Officials and Staff who are responsible for the behavior of the Daly City Police Department and its officers. The reason I didn’t mention them is because not one of them is Outraged with the killing of a Black man who committed no crime and was killed while sitting in a parked truck.
The demands were pretty consistent “What are the names of the four Daly City Police Officers Involved in the Homicide of Roger Allen?” Who could provide that information? Shawnna Maltbie, Stephen Stolte and Patrick Hensley that’s who. Why wouldn’t those three Employees want what the public wants?
The four Unnamed DCPD Officers idea comes from San Mateo County District Attorney Steve Wagstaffe and DCPD Chief Patrick Hensley vague and unbelievable description of what supposedly happened and how Roger Allen ended up dead at the scene.
That was until last night when Talika Fletcher, Roger Allen’s sister mentioned the other police agency officers being protected. What other Police Agency Officers? Is that even a possibility in San Mateo County? Of course it is.
Talika Fletcher and her Aunt Zipora Wright both stated that Talika is being STALKED and Harassed by Law Enforcement. They are in Mourning and must be protected by the Citizens not Law Enforcement.
How is this possible in San Mateo County, the answer is Simple, “Those Who Matter” run the Government. They control criminal Investigations, have the ability to falsely criminally charge Those Who Don’t matter like x San Mateo County Sheriff Deputy Juan P. Lopez for the sole purpose of financially destroying him.
What we saw last night was NOT ONE of the people with the Authority and Power to solve, did so. They must be removed in order for San Mateo County to finally get on the right track. Elect Good Human beings is my recommendation.

It’s been 16 days since the Homicide of Roger Allen, America is demanding change in Policing, Colin Kaepernick risked his career to stop Police Officers from killing Black and Brown people and abusing their authority. Yesterday Columbus Ohio Police released Body Worn Camera Video and the Identity of the Involved Officer within HOURS of a shooting death of a 16 year old Black girl.
Why are Daly City’s entire Elected and hired Staff on a different page then the rest of America? They can’t be racists can they? No of course not they signed and supported the Black Lives Resolution less then a year ago. If they are not racists what could it possibly be?

San Mateo County Elected and Staff Do Black Lives really Matter to you?
There are moments in history that we look back on as breaking points for social change. I believe that, at this moment, we are facing one of these breaking points. Our nation is in collective anguish at the murder of George Floyd and the countless other Black persons who have been the victims of police violence.
San Mateo County is not exempt from this anguish nor are we exempt from responsibility, but we have the power right now to make a change. We have heard from our community and from protestors across the nation that enough is enough. We need to take concrete steps to address this injustice. That is why I proposed and voted in favor of the San Mateo County Black Lives Matter Resolution.
Although this resolution does not yet outline any specifics, it is a commitment that will serve as the foundation for a whole new set of anti-racist policies and a re-evaluation of our current policies to root out injustice, biases, and systemic racism. These policies will not just serve to benefit members of our Black community, but all people of color, and by extension our entire County.
This resolution is also a key component of our overall work to promote equity in San Mateo County. I want to make it abundantly clear that the County of San Mateo cares deeply about creating an equitable and just community for all.But, it is not possible to have equity for all, until Black Lives Matter.

RESOLUTION SUPPORTING THE BLACK LIVES MATTER MOVEMENT, AND REAFFIRMING THE COUNTY OF SAN MATEO’S COMMITMENT TO RACIAL EQUITY
WHEREAS, as America contends with the consequences of 400 years of systemic violence and abuse towards Black people and Black communities; and
WHEREAS, the Board of Supervisors acknowledges that Black Lives Matter; and
WHEREAS, the Board of Supervisors is committed to the health, safety and equitable treatment of County residents, and strive to bolster the overall wellbeing of the County by fostering the rights of people of color who have been historically disadvantaged by structural racism; and
WHEREAS, the Board of Supervisors acknowledges that over the course of the past few weeks, we have been again reminded that police brutality and general disregard for Blackpeople’s lives is prevalent within the United States as evidenced by the horrific video depicting the murder of George Floyd by a Minneapolis police officer and Rayshard Brooks by an Atlanta police officer; and
WHEREAS, the murders of George Floyd, Ahmaud Arbery, and Breonna Taylor are only the most recent evidence of a long and ongoing history of racial violence against Black people and Black communities; and
WHEREAS, racial inequity remains prevalent in San Mateo County; and
WHEREAS, the Board of Supervisors stands in solidarity with the hundreds of County residents who have exercised their right to protest against racism, inequality, and police brutality in the last few weeks; and

Daly City Elected Officials, You are responsible for your Police Chief’s behavior.
It’s been 13 days since Roger Allen was killed by somebody that was employed by the City of Daly City. This unnamed person is supposedly employed by the Daly City Police Department. Until that person and others are identified the public is left to guess and wonder.
What was the plan? This killing of a Black man sitting in the passenger seat of a disabled truck (Flat Tire) and now dead is very similar to several Deaths by San Mateo County Law Enforcement.
Errol Chang R.I.P. What was the plan other than to kill him? He was inside a tiny house by himself surrounded by Swat TEAM from Daly City.
Yanira Serrana-Garcia R.I.P. What was the plan? Yanira was shot and killed by a San Mateo County Sheriff Deputy within 20 seconds of him exiting his vehicle, he passed his partner and went on his own with No Plan.
Chinedu V. Okobi R.I.P. What was the plan? A Moorehouse Graduate, a Father, a man who committed No Crime, other than walking on the sidewalk in Millbrae while Black. The News Release issued by Sheriff Carlos G. Bolanos and PIO Rosemerry Blankswade had so many lies in it and Omissions. For now I will just say this Chinedu V. Okobi is San Mateo County’s George Floyd. Six Sheriff Employees on top of Chinedu after tasing him SEVEN times striking him with an extended baton, spraying O.C. in his face at close range right before he was handcuffed and stopped breathing. He was sat up on El Camino Real with deputies bracing his back so his head would be slumped forward to assure he would never breath again. No Medical aide was provided by any of the Six Sheriff Employees for the next 9 minutes. No matter what they claim or the edited video with the false captions.
Sandra Lee Harmon R.I.P. What was the plan? After searching for her for more than 20 minutes a San Mateo County Sheriff Deputy Dominguez goes on his own, doesn’t report where he is and claims he did not turn on his Body Worn Camera 14 shots were fired at Sandra three stuck her back they were all fatal shots. Three shell casings were moved at the crime scene. The San Mateo County Sheriff Office provided a video 5 months later starring Sheriff Carlos G. Bolanos, He promotes the False story of a Shootout started by Sandra, He doesn’t mention that she was shot while she was unarmed with her hands above her head. He doesn’t mention the 3 shell casings being moved at the crime scene. He doesn’t mention the 2 bullet holes found in a building by a citizen in a location that proves the Sheriff’s Story is a lie. San Mateo County Counsel Attorney David Silberman is responsible for refusing to make the AXON Log Records public. They will prove in a matter of minutes if the Government’s story of the Body Worn Camera was turned off. Why wouldn’t David Silberman want the truth to be made public. The AXON Log Records are paid for by the public.
Now it’s Daly City’s turn for the Elected Officials and Staff to do what they claim they are committed to provide Transparency. What was the Police Department’s plan for FOUR Officers to to be involved in a disabled vehicle in the middle of the afternoon in a residential neighborhood. The vehicle had 3 occupants, Was there a 911 call? The PD’s statement says the incident started at 1:55 PM. District Attorney Steve Wagstaffe told me that Roger Allen was transported by ambulance from the crime scene at 2:11 PM. That is 16 minutes total time involved. That might just be an all time record for San Mateo County.
The Government’s Story that every Daly City Elected Official and Staff supports is one of the unnamed four Police Officers reached into the vehicle and wrestled with decedent and a fake gun. They don’t describe it as a BB gun they call it a fake gun.
What was the Plan? Does Daly City Police Department train their Police Officers to reach into a vehicle with occupants and wrestle with one who allegedly is holding a GUN?

Why would you, Shawnna Maltbie, and your entire city council be OK with the District Attorney’s Office Investigation in this death? Any reasonable Elected Official in San Mateo County would have to ask How is it possible that Chief Inspector William Massey is still employed by San Mateo County at all. Everyone should remember that he and Inspector John Warren were recently Investigated by Internal Affairs in the x Sheriff Deputy Juan P. Lopez 6.5 yr criminal case.
They were also involved in the Sandra Harmon Homicide by Sheriff Deputies on May 5, 2020 HMB. They promoted the false story of a Shootout started by the deceased Sandra Harmon, They withheld the fact that she was shot in the back 3 times each shot was fatal while unarmed. Is that who you want to investigate the Homicide in your city? I don’t think so. Have an adult meeting with you City Manager’s and your Police Chief, and City Council and Request the Attorney General take over this investigation ASAP.
It’s been 10 days now and San Mateo County still doesn’t know the names of the Officers Involved.

Daly City Statement on Officer-Involved Shooting
On April 7, 2021, the Daly City Police Department was involved in an officer-involved shooting on the 700 block of Niantic Avenue in Daly City, which resulted in the death of 44-year old Roger Cornelius Allen. The City understands that the incident has raised questions in our community.
Daly City is committed to transparency and will provide updates to the community as additional details become available, as this case is currently under active investigation by the San Mateo County District Attorney’s Office in accordance with the San Mateo County Officer Involved Critical Incident Protocol.
The initial media release from the District Attorney indicated the incident involved the death of Roger Cornelius Allen, when Daly City Police Officers came upon a parked truck to assist with a flat tire. After officers saw a gun, a struggled ensued with Mr. Allen. When the gun (later determined to be a replica gun) was pointed at the face of one of the officers, an officer fired his service handgun striking Mr. Allen. Officers removed Mr. Allen from the truck and provided emergency medical assistance. He was transported to San Francisco General Hospital where he died.
The City is not releasing the identity of the involved officers at this time, as this case is under active investigation. However, as authorities move forward with investigations of the officer-involved shooting, the City is committed to providing our community with as much information as possible without compromising the investigations.
The City recognizes the impact of this extremely unfortunate event on the family of Roger Allen. “This is a tragic event in our community, and the City is committed to an equitable process. The District Attorney’s active investigation is the first step in revealing the details of what occurred. Per the District Attorney, the investigation will be ongoing over the next two months,” said Daly City Mayor Juslyn Manalo.
The District Attorney provided a broad overview of the currently known details of the investigation in a press release dated April 13, 2021, and requested that anyone with information relevant to this incident to please call the District Attorney’s Office, Chief Inspector William Massey at (650) 363-4883.
This should be the only subject that is Important for the City of Half Moon Bay Public Safety Subcommittee. The Sheriff is the Vendor of Law Enforcement.

Sheriff Carlos G. Bolanos told the public Sandra Lee Harmon was killed in a Shootout with two of his deputies. He said She fired first. His deputies have Body Worn Cameras and that shootout should be simple to verify right? Wrong the Sheriff casually says the one and only BWC that could verify the shootout was turned off at the time of the killing. Sheriff Bolanos knows Ms. Harmon was shot 3 times in the back all 3 shots were fatal, he omits that fact. He knows 3 of the 14 spent shell casings were moved and replaced in a location more consistent with the official narrative. He knows his deputy fire at Ms. Harmon while she was unarmed and her hands were above her head he fails to inform the public of that fact.

What did Sandra Lee Harmon R.I.P. and Andres Gaurdado R.I.P. have in common. They were both killed by Sheriff Deputies in their counties. Sandra was shot 3 times in the back and Andres was shot 5 times in the back all 8 shots were FATAL. Both Sandra and Andres had their Hands Up above their Heads when they were shot.

The issue is simple Sheriff Carlos G. Bolanos and others want the public to believe them when they tell lies. I want to believe the highest ranking Law Enforcement Officials in San Mateo County. We all want to believe the highest ranking Law Enforcement Officials in SMC.
They told us there was a shootout, Sandra fired first, the scared for his life deputy returned fire and she died. No mention she was unarmed, she had her hands up above her head with her back to Deputy Dominguez who all by himself fired 11 shots at her. No mention that 3 of the 14 shell casings were moved (Evidence Tampering) That’s a bad thing.
They told us it’s unfortunate but the scared for his life deputy didn’t turn his AXON BODY CAMERA on at the time of the killing.

The City of Half Moon Bay should sue San Mateo County for the AXON LOG RECORDS today. They should not hesitate, what the council has done so far with asking the A.G. to Investigate the Sandra Lee Harmon Homicide is Historical, and they have requested from Sheriff Carlos G. Bolanos the AXON LOG RECORDS, that Mark Melville has said he will gladly provide to them when he becomes Sheriff of San Mateo County.
Citizen David Eblovi has informed the City of Half Moon Bay that he will sue the County for the AXON LOG RECORDS if he has to. Don’t make a Citizen do the work the City should do.
After the Public gets the AXON LOG RECORDS, and if it turns out the story provided by the SMC Government is false, David Silberman should be fired.
