IS THERE ORGANIZED CRIME IN SAN MATEO COUNTY?

By Michael G. Stogner

While Boston Mass has had the “Winter Hill Gang” and New York “the Five Families”, what should we call the boutique public corruption family of San Mateo County? Or does it deserve such a largesse label? Should members refer to one another, to distinguish themselves from the general public, as “friends of ours”? I know, in at least one instance, members had been referred to as “Those Who Matter”. But are there any others distinguishing terms members should use, to identify one another, such as “made man/woman”?

I submit, these things are important, in order for both residents & outsiders alike to fully appreciate both the scale and depth of what has taken root in San Mateo County. It is also necessary to recognize boundaries and expectations (expected conduct), when interacting with members & associates of the described group. You wouldn’t want to inadvertently run afoul of it and individual members, lest you suffer consequences.

How does one ask for a favor from this group? What is expected, in return?

Can one obtain insurance from it, in order to avoid problems? At what cost?

And, when so insured, can one expect favorable outcomes? How far do such outcomes extend-law enforcement, litigation/prosecutions, judicial decisions, etc.?

In order to be a successful enterprise, the group needs to clearly, either explicitly or implicitly, communicate these things. Or has it already done so, either by act or omission? Is the Batmobile Raid & Prosecution not just such an example?

ABC7 Investigative Reporter Dan Noyes did an excellent job, in bringing to light the Batmobile Raid and corruption involved, but he did not drill down into the obvious, that Sheriff Bolanos’ favor for Atherton Resident/Relator Sam Anagnostou was not possible, without District Attorney Steve Wagstaffe and his staff.

DA Wagstaffe was not only a witting participant, in the matter, he was an essential enabler! None of the search warrant affidavits and the arrest warrant request involved could have been presented to a judge, without first being reviewed and approved by DA Wagstaffe’s office. Furthermore, it was DA Wagstaffe’s Office which collaborated in the investigation and actually crafted & filed the criminal complaint, in the case!

The questions reporter Dan Noyes did not ask Wagstaffe, ones essential to obtain the truth of the matter, are what did he (Wagstaffe) know of the Batmobile investigation, when did he know it, what communications/discussions had he had with Sheriff Bolanos about the matter, when had such discussions occurred, and what communications had his office had with prosecutors, in Cass County, Indiana, and when?

DA Wagstaffe is known to be a hands-on manager, a person deeply involved in the day-to-day operations of his office, meaning for him to say he was unaware of the Batmobile Raid & Case is just not credible. One only has to look at who, at his office, is involved (executive staff members MarieMcLaughlin and Sean Gallagher, an Assistant and Chief District Attorney, respectively, versus line workers) to see DA Wagstaffe’s DNA & fingerprints, are all over the body of evidence.

DA Wagstaffe also knows of Sheriff Bolanos’ past reckless behavior.

Such as his having previously been detained by the FBI and Las Vegas Metropolitan Police, at a seedy human trafficking site, one with indentured sex slaves to include a minor & drugs, in Clark County, Las Vegas, Nevada April 21, 2007 Operation Dollhouse.

In fact, Wagstaffe had actually consoled Bolanos, following his having been caught there. So, again, for DA Wagstaffe to portray himself as having been anything other than a willing participant (principal) in the Batmobile Investigation & Raid is just not believable.

This is the way things are done, in San Mateo County, and if you’re not a person that matters, forget about it

San Mateo County’s Gang Problem.

By Michael G. Stogner

A gang is a group or society of associates. It’s not Illegal to be a member of a gang.

Sheriff Carlos G. Bolanos, District Attorney Stephen Wagstaffe, Coroner Robert Foucrault, San Mateo County Executive Officer Mike Callagy, San Mateo County Logistics Section Chief Risk Manager Scott Johnson, San Mateo County Counsel John Nibblin, & David Silberman, SMCSO Ed Wood, Jason Peardon, Andrew Armando are all associates.

Don’t forget all five Supervisors of San Mateo County.

Everybody and their mother has known or should have known about this GANG since April 21, 2007. This is Nothing New here, Former Sheriff Deputy Juan P. Lopez criminal case for the last 7.5 years is another perfect example.

ABC 7 I-Team Reporter Dan Noyes Report

E-mail sent today to the Supervisors of San Mateo County from David a Good and Decent Human Being who has been speaking out about the SMCSO for YEARS.

Dear San Mateo County Supervisors;

Here is another example of the San Mateo County Sheriff’s abuse of power and public funds:

Your ‘chickens have come home to roost’. This department’s behavior is not only a reflection of Bolanos, who residents have overwhelmingly voted out, but it is also a reflection on each and every one of you. This is the same department that you have empowered and enabled for years.

I have warned you for years about this department’s corrupt and undisciplined behavior. And you stood by and did nothing.

My as to you: Launch an independent and unbiased investigation (made up of people that have no relationship to this department) to identify other corrupt deputies in this department. Initiate an independent investigation into this department’s bias when working with Caucasian and POC residents.Provide a fact-based answer on why minorities (as a percentage of their respective populations) are more likely to get ticketed with the San Mateo Sheriff’s department than their Caucasian counterparts?

The data is there. It needs to be analyzed and reported. Thank you.

Candidate for Congress David Canepa & Sheriff Carlos G. Bolanos who lost Re-election 2022.

The Edais family of Daly City has politely requested that Supervisor David Canepa RESIGN.

“You are not fit to be the voice of the people.”

The last person this family requested to Resign or be Fired was Daly City Manager Shawnna Maltbie who has since quietly submitted her letter of Retirement.

Both of these outstanding Human Beings have refused to sign the Edais Family’s Petition.

I personally think the Daly City Police Department missed a Plethora of Red Flags in this Very Suspicious Death of a Police Officer. For starters there was the SECOND VOICE confirmed on the 911 call at 2:00 AM. Who did that voice belong to? What date and time did the DCPD Identify and Interview this person. Next is the Nanny Camera in the Bedroom, that would have been good for the DCPD to take as Evidence IMHO. The list goes on and on.

I had never heard of the Munir Edais Suspicius Death that happened sometime between January 19-21, 2020 until the family reached out to me on May 5, 2022.

Why would you endorse a LIAR?

By Michael G. Stogner

Everybody and their mother knows that San Mateo County Sheriff Greg Munks and UnderSheriff Carlos G. Bolanos were BOTH INSIDE 3474 Eldon Street, Las Vegas, Nevada on April 21, 2007 at approximately 9:30 PM. Why do I say that? The answer is SIMPLE the Palo Alto Online News reported that FACT on April 24, 2007. Las Vegas Police Spokesman Bill Cassell said officers did come into contact with both Munks and Bolanos inside one of the residences at the brothel.

It doesn’t get any easier to understand, Don’t over think this.

Article published 2:48 PM on April 24, 2007

Why would all of these fine men and women Endorse a KNOWN LIAR. Ask them the next time you see them?

Candidate for Re-Election Sheriff Carlos G. Bolanos

By Michael G. Stogner

Sheriff Carlos G. Bolanos

San Mateo County Sheriff Carlos G. Bolanos doesn’t like to answer simple questions. He also doesn’t like to provide the Public with information that the public has a right to know.

Yesterday I asked him to confirm the identity of one George Ismael who was booked into San Mateo County Jail on December 24, 2021. The reason I was asking was that Carlos G. Bolanos has a very bad habit of witholding the Booking Photos, Names of “Those Who Matter” who happen to get arrested from the Daily Press/News Releases. It’s as if they never got arrested.

One of the very basic jobs the Sheriff’s Office does is Book people into the jail who are arrested by any law enforcement agency in San Mateo County. They keep a daily record and of course that information belongs to the public. The reason Carlos G. Bolanos does as he pleases is because the 5 County Supervisors couldn’t care less. It’s sort of their little secret, how Government really works.

Good morning Sheriff Bolanos

Can you please tell me if the George Ismael who was arrested and booked into San Mateo County Jail on December 24, 2021 is the same George Ismael who was arrested with Sheriff Deputy Juan P. Lopez in 2014 for Smuggling 2 cellphones and Drugs to a Hells Angel Gang Member who was an Inmate in Maguire Jail?

This is another perfect example of why I recommend ALL Booking Photos be released everyday. I wouldn’t have to bother you from your important work for this Public Information.

San Mateo County News.com

As it turns out this is the same George Ismael that was arrested and Charged for Smuggling 2 Cellphones and Drugs to a Hells Angel Gang Member in the San Mateo County Jail the same jail he was just booked into. Also Sheriff Carlos G. Bolanos and his management TEAM probably thought it would be better to not inform the Voters that George Ismael used to work for Sheriff Bolanos as a Correctional Officer.

You might remember that San Mateo County Sheriff Deputy Juan P. Lopez was Falsely Charged with the exact same crime at the same time in 2014 even though all Investigators knew there was ZERO EVIDENCE connecting him to the crime. They didn’t care they thought it was funny.

SMDJ NO Mention of Sheriff Deputy Juan P. Lopez

By Michael G. Stogner

This was one of the main reasons I started San Mateo County News.com in the first place.

This article Published by Jerry Lee and Jon Mays doesn’t show a reporter, and I can tell you there was nobody from SMDJ in the Courtroom 2B yesterday covering the Dionicio R. Lopez Sentencing Hearing on cases SC076512-A and SC082939-A. I was the only reporter attending which is par for the course in San Mateo County.

This is a perfect example of the Modern Day Media, “Those Who Matter” and Yesterdays News by Tomorrow that District Attorney James P. Fox R.I.P. and Deputy Chief District Attorney Stephen Wagstaffe typed about in their April 25, 2007 e-mails to then Sheriff Greg Munks and Undersheriff Carlos G. Bolanos.

Sheriff Carlos G. Bolanos Vindicated?

By Michael G. Stogner

Sheriff Carlos G. Bolanos

It’s no Secret that the San Mateo Daily Journal and District Attorney Steve Wagstaffe want Sheriff Carlos G. Bolanos to be Re-Elected in the next election.

SMDJ knows this is not quiet the truth, Bolanos — appointed in 2016, Somebody removed this News Release from the Governments website before the July 12, 2016 Board of Supervisor Meeting, John Maltbie was the Clerk to the Supervisors and John Beiers San Mateo County Counsel would have word crafted and final approval of the agenda item. Who removed Michelle Durand’s press release, and Who word crafted the agenda Item. Remember Don Horsley and Carole Groom were asked to RECUSE themselves. They didn’t.

Bolanos — appointed in 2016, elected in 2018 and now running for reelection — said he also routinely receives outlandish emails and communications from people which he said he’s learned to ignore.

Now vindicated, Bolanos said he’s thankful the DA’s office investigated the case and hopes the public will be less inclined to believe such allegations in the future.

“I’m glad the District Attorney’s Office investigated it and determined that there was absolutely no merit to me being involved with that organization,” Bolanos said. “Hopefully people learn from this and recognize that just because somebody says something and tweets something it may not be true. People should do some critical thinking before they assume something.”

This sounded familiar,

“just because somebody says something and tweets something it may not be true.

I’ve been saying this for just over 20 years, “Just because somebody says something is true, doesn’t mean that it is.” I can’t take credit for the statement I first heard it in court by a very popular San Carlos Attorney named Jeff Cost. He credited it to his father.

The SMDJ in 2018 Endorsed Carlos G. Bolanos for Sheriff which is fine, but they also printed a False statement about Him being “OUTSIDE the entire time.” Operation Dollhouse, FBI Sting Las Vegas Nevada, April 21, 2007.

Everybody and their Mother knows that is a Lie.

Here is the entire SMDJ article from December 15, 2021

San Mateo County District Attorney’s Office solves mystery over Oath Keeper account
Belmont resident responsible for creating memberships for sheriff, police chief to far-right group
By Sierra Lopez Daily Journal staff
Carlos Bolanos A Belmont resident was responsible for registering Sheriff Carlos Bolanos and former Belmont Police Chief Dan DeSmidt with a far-right anti-government organization as a reminder of their oath to the Constitution, an investigation by the San Mateo County District Attorney’s Office found.“ Anybody who knows me knows I’m not of the persuasion that would join an organization like that. They knew it was a joke but unfortunately, it got taken seriously and it wasn’t funny anymore,” Bolanos said. In October, allegations that Bolanos was affiliated with the Oath Keepers, a national right-wing militia group, were first made online after his email was discovered in a leaked database published and stored by the anti-secrecy organization Distribution Denial of Secrets. At the time, Bolanos denied being a member of the organization and asserted that someone else must have registered him, though he was unsure of who would have done so. Bolanos said a news organization discovered that a third party likely registered him with the organization and he immediately turned that information over to the DA’s office.Additional information was also shared with the office from the San Mateo County Counsel’s Office, Bill Massey, chief investigator with the DA’s office, said. The department did not go through the leaked database but Massey said they did reach out to the Oath Keepers, which was unresponsive. What their investigation did find was that a Belmont resident registered Bolanos and DeSmidt with the organization in 2017. The Belmont Police Department was also made aware of the incident back in 2017, but declined to pursue the case at the time because they were familiar with the individual’s behavior, Massey said.“Without going into detail, he’s a very outspoken individual. He has some views that may not be mainstream so he’s known in the city of Belmont,” Massey said about the person who created the accounts for the officials. When questioned, Massey said the individual confessed to registering the public officials with the organization with the intent of reminding them of their oath to the U.S. Constitution. Massey said they verified the individual was responsible for the accounts by reviewing packages from the Oath Keepers which were addressed to Bolanos and DeSmidt but sent to the Belmont resident’s home.Massey said the DA’s office was investigating the issue of impersonation and identity theft of Bolanos given that the Sheriff’s Office couldn’t investigate a case in which the sheriff is the victim. Under Penal Code 528.5, the individual could have been charged with a misdemeanor for impersonating an individual online without permission with the intent of harming, intimidating, threatening or defrauding another person. But the DA’s office opted to not file charges because they could not verify that the individual’s actions were done maliciously. Additionally, the investigation fell outside a one-year statute of limitation embedded in the penal code because the Belmont Police Department was aware of the issue around 2017, triggering the statute countdown.Bolanos — appointed in 2016, elected in 2018 and now running for reelection — said he also routinely receives outlandish emails and communications from people which he said he’s learned to ignore. Now vindicated, Bolanos said he’s thankful the DA’s office investigated the case and hopes the public will be less inclined to believe such allegations in the future.“I’m glad the District Attorney’s Office investigated it and determined that there was absolutely no merit to me being involved with that organization,” Bolanos said. “Hopefully people learn from this and recognize that just because somebody says something and tweets something it may not be true. Tony Serra, “Munks and Bolanos Disgraced the Sheriff’s Office Uniform.”

By Michael G. Stogner

Attorney Tony Serra

December 13, 2021 in Superior Court of California, County of San Mateo courtroom 2G, Attorney Tony Serra made the above statement in the People vs. Juan Pablo Lopez case NF433910A. I must admit it was refreshing to hear the truth spoken in a courtroom. Everybody and their mother knows that is true.

San Mateo County Deputy District Attorney Kimberly Perrotti, knows it true, she didn’t object to the statement or ask that it be stricken.

These e-mails show the Special Relationship that existed in April of 2007 and still exist today. San Mateo County District Attorneys James P. Fox and Steve Wagstaffe sent them before San Mateo County Residents ever heard about Operation Dollhouse. They NEVER asked, Why were you two INSIDE that single family residence located at 3474 Eldon Street, Las Vegas, Nevada, on April 21, 2007 @ 9:30PM?

It was either for sex with under aged Human Trafficked Sex Slaves which Munks said they had no intention to pay for, or it was a Drug Deal Busted by the FBI? The SMC Government and the media have never been interested to find out, Why did they go inside that house.

The above 11 page document shows the Entire Sheriff Office knew Munks and Bolanos disgraced the Uniform of the San Mateo County Sheriff’s Office on April 21, 2007 and after.

The good news former Sheriff Greg Munks is still on the Witness list in the People v. Lopez case.
