It’s no secret that I think he should have been fired right after the Sandra Lee Harmon Execution by San Mateo County Sheriff employees. He was one of the lead obstructionist in getting to the truth about what REALLY happened on the evening of January 5, 2020. I recommended to him that he have the City of Half Moon Bay sue San Mateo County Sheriff’s Office, Sheriff Carlos G. Bolanos, his attorney David Silberman, San Mateo County District Attorney Steve Wagstaffe, his investigators, Jordan Boyd, John Warren, William Massey, Kevin Raffaelli, and all involved in the Homicide.
Sandra Lee Harmon R.I.P. was shot in the back while she had her hands above her head as she was UNARMED. All three of those shots were FATAL. Her body was struck 8 times.
Three spent shell casings were moved at the crime scene. That’s known as Evidence Tampering.
There was no evidence of a shootout.

This is the City response after tabling the Jimenez-Rarback Report last week. Three of the council members want more discussion from the public, more listening sessions. They don’t think 7 years since Yanira Serrano Garcia’s Homicide by a sole San Mateo County Sheriff Deputy with No Plan on how to handle the Non Emergency Medical 911 call by her brother Tony Serrano is enough to take corrective action. The Jimenez-Harback Report called for the creation of a Chief of Police for Half Moon Bay. A position with authority that answers to the City council. That seems like a strange request since Half Moon Bay has Sheriff Captain Saul Lopez who has attended many recent Zoom meetings he is identified as the Chief of Police of Services.
Joaquin Jimenez and Harvey Rarback have discovered what many in San Mateo County Government have known for a long time. The city has absolutely No say in how Sherif Carlos G. Bolanos provides Law Enforcement/Public Safety Services.
The Sandra Lee Harmon Homicide May 5, 2020 is a perfect example. Sheriff Bolanos told the world there was a Shootout and Ms. Harmon fired first at Deputy Dominguez. Of course if that Official Statement were true nobody would blame Deputy Dominguez for returning fire causing the death of Ms. Harmon. He told his Sergeant he fired 5-6 rounds. He actually fired 11 rounds, He failed to mention he fired at her first, and also while she was unarmed with her hands above her head and her back towards him. Ms. Harmon was shot three times in the back all Fatal. He also failed to mention he did not turn on his Body Worn Camera.
The AXON LOG RECORDS keep a precise record of all devices involved in a Critical Incident, example when they were turned on/off.
Sheriff Carlos G. Bolanos and San Mateo County Counsel Attorney David Silberman are the lead opposition for making the AXON LOG RECORDS Public.
Those Records would prove the Government’s Official Statement to be true, Why won’t they release them?
The City of Half Moon Bay has requested those records and have been denied.

William Massey was responsible for the Investigation of Chinedu V. Okobi R.I.P. Homicide by six San Mateo County Sheriff Employees, Five deputies and one CSO. Within hours of Chinedu being murdered the Sheriff’s Office issued a False Press Release.
SMCDA Chief Inspector William Massey knew this was a lie.
This false statement stayed on the Governments website for 5 months. All the News Media made sure that everyone knew a Large Blackman “Immediately Assaulted the deputy as soon as he exited his vehicle.”
William Massey knew that statement was pure fantasy, and he didn’t care.
SMCDA Chief Inspector William Massey knew this was a lie.
He knew that Sandra Lee Harmon had already been shot in the back when this picture was taken. You can see her hands above her head and the shotgun on the ground several feet from her. Now to the left of the shotgun and the right of the R.V you can see a long 2×4 on the ground, you can not see in this photo but there are several others that show THREE spent shell casings that were moved (Evidence Tampering) from that location to a location that better fit the False story being fed to the public. Those three shell casings also prove that Deputy Dominguez fired first not the False story the Deputy was fired at first. William Massey was fine with that.
Ask William Massey who word crafted “After moving her arms around in an erratic manner.” Think about this a person who has dropped her gun, and has her hands up above her head and is being fired upon and struck in her back, What kind of motion of the arms would you expect when a bullet entered her back? erratic manner?
It should come as no surprise that Daly City Manager Shawnna Maltbie, the Mayor, City Council and the Police Chief couldn’t care less about the death of a Black man sitting in the passenger seat of a disabled truck (Flat Tire) when FOUR Daly City Police Officers showed up and minutes later Roger Allen was dead.
Not one of them said a word about the two Homicides by San Mateo County Law Enforcement mentioned above.
If they did care they would have demanded the names of the Police Officers be released immediately, and they would have demanded the Attorney General Investigate this Homicide, It’s that simple.
The question now for the Residents of Daly City and San Mateo County is what do You do when your City Manager in this case Shawanna Maltbie refuses to do her/his job?
The idea that he is the first Law Enforcement Officer Charged in California since the law changed January 2020 should be shocking. San Mateo County has the Sandra Lee Harmon Homicide by Deputies, Shot in back three times all fatal, shot while unarmed with hands up above her head. 3 of the 14 spent shell casings moved (Evidence Tampering) because the original location didn’t support the Sheriff’s Office Official Statement, which by the way was supported by the District Attorney’s Office. The Half Moon Bay City Council made a Historical Effort to make an official request to the Attorney Generals Office for a Independent Criminal Investigation of the Sheriff Deputy, the Sheriff’s Office and the District Attorney’s Office Investigation of the Homicide. The City Staff members did everything possible to water down, dilute the request to make sure the A.G.’s office would never open the Investigation of the Homicide of Sandra Lee Harmon on May 5, 2020 in Half Moon Bay.
Aaron Russell, 24 is Charged in the Death of Nicholas Bils, 36,
Former San Diego Sheriff Deputy Aaron Russell is the first law enforcement officer in California to be charged with murder since the state raised the standard January 2020 last year for when peace officers can use deadly force.
Prosecutors contend Russell committed second-degree murder.
