Shawnna Maltbie, Munir Edais’ Suspicious Death and Suspicious Investigation. Let’s Audit.

Shawnna Maltbie the City Manager of Daly City is responsible for the behavior of the Daly City Police Department. Munir Edais’ R.I.P. Father has asked Shawnna Maltbie for a Special Public Meeting to see if the Daly City Police Department followed their own Death Investigations Policy.

Daly City Police Department Death Investigations Policy

344.2.3 Death Cases
Death investigations require specific investigation methods depending on circumstances and should be handled in accordance with the Death Investigations Policy. The handling officer should notify and apprise a supervisor of the circumstances surrounding the incident to determine how to proceed. The following cases shall be appropriately investigated and documented using the approved report: (a) Sudden or accidental deaths. (b) Suicides. (c) Homicide or suspected homicide

Eman Edais (new wife of 6 months) placed a 911 call to San Mateo County Dispatch at 1:59 AM on January 21, 2020.

Lorena Reyes the first Daly City Police Officer #2135 to respond to the scene. January 21, 2020 This is from her report.
They have no children in common but she is 5 months pregnant with his child.

Eman Edais stated in the last two days they were arguing about an issue she did not want to disclose.
She said he was sad and upset about the relationship.

I asked Eman Edais several times what was the issue they had; however, Eman said she did not want to talk about it because “His family will hate her.”

Eman repeatedly continued to say his death was “her fault,” but did not disclose why.

She told me there was a camera in bedroom #2 that was motion detection, however, Munir Mustafa Edais only had access to the application.

Eman also told me Munir Mustafa Edais was a police officer for Los Gatos Police Department.

At approximately 0247 = 2:47 AM I requested the San Mateo County Coroner’s Office be paged to my cell phone. Deputy Coroner Holly Benedict #15 called me and I advised her of the details to this case.

Daly City Police Officer Lorena Reyes had solved this Supicious Death Investigation in less than 45 minutes. That has to be some kind of record for San Mateo County Law Enforcement. She never secured the scene, didn’t remove Eman Edais from the apartment.

Any reasonable person would support the Public Audit of the Daly City Police Department, Lets see what the Daly City Government does.

Agenda Item #5 Update on Event Center Surplus Safety Equipment

This was the title for Agenda Item 5 of the March 22, 2022 Board of Supervisors Meeting. That might explain why there was only ONE public comment on this topic.

The person that put this on the Agenda was San Mateo County Manager Mike Callagy, with the approval of County Counsel.

I would say this was more of a regurgitation of the same story that Mr. Callagy has been promoting since January 13, 2022, when he told ABC 7 I-Team Investigative Reporter Dan Noyes that he knew nothing about it.

Let me give a simple example, On January 13, 2022 SMC County Manager Mike Callagy never mentions James Brown or the Wine Country Marines a 501-C in Sonoma. He did say “We brought in the Marines.”

He doesn’t mention Iliana Rodriquez of his office has been vetting James Brown and WCM since December 2021.

Board of Supervisor Meeting March 22, 2022 Item 5 starts at 1:36:00

Red Flag 1:39:00 mark, “The other goods were eventually moved outside for temporary storage and were regrettably ah remained there during the significant storms last fall LEADING TO THE INDEPENDENT INVESTIGATION.” What do you know about this Independent Investigation so far? What is the scope of this Investigation? Is the Investigation about the significant storms? Why was there an update without having this Investigator make a presentation at the BOS meeting?

Red Flag 1:39:11 mark, “We’ve been lucky enough throughout this AFTER ACTION to really partner with Wine Country Marines to continue to work on distributing these surplus equipment. Everybody knows what an AFTER ACTION is, Right?

The residents of San Mateo County remember what the Foster City Gang of 3 did to their City Manager.

Foster City Manager Peter Prinejad was FIRED for ZERO reason. The residents of Los Altos Hills are the winners in that case they now have a Great City Manager.

“Recall the Racist, Murderous DC Council Members.”

Making San Mateo County Safer and Eliminating Corruption has been a project of mine for over 20 years now. I support the Public and Community in the Recall of the Daly City Elected Officials. It is exactly what Jeff Regan recommended shortly after Roger Allen R.I.P. was killed by the Daly City Police Officers who claimed all 4 of them were surrounding the disabled truck with a Flat Tire because “They were there to Help.”

Bay Area Transparency Video made 1 year ago tomorrow, Roger Allen R.I.P. was killed April 7, 2021, 96 days after this video was made. Now I got to see the “We are here to help.” in action. Roger Allen R.I.P. also saw it.

A while ago, We personally reached out to Talika, Roger Allen’s Sister, to express our sorrow and outrage for his murder. And also to offer love and support for Her, Her Family and the Community. 
We remain steadfast on the resignations of ALL Daly City Council Members and the disposal of the City Manager and Assistant City Manager. They are truly trash!
We have been active in sending very pointed and directed email messages and verbal comments to all Council Members as well as the City Manager demanding their departures. We have called dc officials out as racists, murderous cowards. We have verbally vanquished them to Hell. Dropping a few f bombs on them on the way. We verbally broke the DCPD chief and captain in prior meetings as well as moderator leilani ramos and most recently demolishing council member buenaventura. We have reminded them, all Meetings are their LEGACY for their current and future generations to view them as the trash they are. This is pure demonic cowardice evil.
We would like to connect with Community Leaders and Community Organizations in an effort to begin a RECALL effort in early 2022. We think it would be best to connect as a Whole Community. Strength in Numbers!!
We would be more than happy to support all efforts to begin:“Recall the Racist, Murderous DC Council Members.” More than happy to put the banners together.

Most residents in San Mateo County don’t know that the behavior of the Police Department is the responsibility of the City Manager. The voters of Daly City can not recall the City Manager, The City Council can Fire/Terminate her if they wish too, they don’t. So the only option is to RECALL the Councilmembers.

You may remember the Residents of Foster City, San Mateo County, California recently Successfully RECALLED Herb Perez the vice mayor. You can just imagine how many Political Experts thought that was terrible Idea.

There are many families in San Mateo County who have lost loved ones to Homicide by Law Enforcement. Please keep them in your thoughts.

Zain Jaffer Wants to Help Others

Zain Jaffer the other day I wrote about you assisting Sheriff Deputy Juan P. Lopez with his 7 year legal defense expenses now over $300,000, and I see that tomorrow David Khan of Daly City has a court appearance in front of Hon. Judge Barbara Mallach in Courtroom 2A at 10:00 AM just like you do. David Khan would be another person I recommend to you for your help. The other three families mentioned above have lost loved ones to Homicides by San Mateo County Law Enforcement. They could use you help against the Government in those cases.

Your prepared statement that you read when your case was Dismissed, July 2, 2018

“I was incredibly fortunate that I was able to defend myself through the legal system, but I am aware that many others are not. Moving forward, I plan on examining ways that I can help others who are innocent and are seeking to obtain justice.”

In the last 3.5 years I have not seen anyone that you have helped or even asked about for that matter.

David Canepa Congress or Recall?

The Politician

San Mateo County President of the Board of Supervisors David Canepa aka “Showboater” knows a great opportunity to Fund Raise when he sees one. Today he is holding his official Kickoff Campaign for Congress. He might as well, he has done nothing to make San Mateo County Safer or to Eliminate Corruption in San Mateo County that I am aware of.

Most recently in the (retired) San Mateo County Sheriff Deputy Juan Pablo Lopez criminal case which has been going on for 7 years, Superior Court Judge Joseph Scott, Court Clerk Katrina Bihl, and Court Reporter Jocelyne Fakouri, Conspired to commit a crime, then did commit the crime of PC115A filing a False Instrument with the court which by itself is a Felony. All three made false statements under the penalty of Perjury. David Canepa thinks that is cool. I don’t.

A reasonable person would think the President of the Board of Supervisors would be Interested in making San Mateo County Safer for the ordinary resident, Nobody is Above the law, etc. Not David Canepa. Over the the last 7 years I have reported the Illegal conduct against Sheriff Deputy Juan P. Lopez, by multiple San Mateo County Employees, I can’t recall a single time that David Canepa showed any interest.

When Chinedu V. Okobi R.I.P. San Mateo County’s George Floyd, was killed by SIX San Mateo County Sheriff Employees on October 3, 2018, Sheriff Carlos G. Bolanos and his Public Information Officer Immediately issued two False Press Releases both omitting the sixth very involved CSO Joseph Gonzales. David Canepa approved of that behavior.

I took the above video, I drove up from Monterey County to attend that meeting I had every intention of speaking on behalf of Chinedu V. Okobi and his family. Kearnan and Supervisor President David Canepa all thought it was a Great Idea for the Sheriff’s Office to Investigate Itself. A reasonable person would know that is NUTS.

Congresswoman Jackie Speier announced this week she will not run for re-election.

In 2008 she demanded the Board of Supervisors Investigate the April 21, 2007, FBI Sting called Operation Dollhouse where Under Sheriff Carlos G. Bolanos was Caught and Detained Inside a single family residence located at 3474 Eldon Street, Las Vegas, Nevada at 9:30 PM. To this day 14 years later nobody has asked Carlos G. Bolanos why he entered that disgusting smelling home.

It was either to have sex with Human Trafficked Sex Slaves including a minor or a more logical reason is it was a Drug Deal of 3,500 Ecstasy Tablets for $25,000 Cash.

San Mateo County President of the Board of Supervisors David Canepa has never wanted to know the answer and he has been fine with now Sheriff Carlos G. Bolanos lying about it for 14 years.

I think Supervisor President David Canepa should resign from the Board effective today so that he and his TEAM can devote FULL TIME and effort into something he is really passionate about, which is Fund Raising and promoting himself. I wish him the best.

San Mateo County COVID-19 Data is Flawed.

San Mateo County was the only County in the entire Bay Area to remain off of the State of California’s Watchlist. Why was that a goal for the Supervisors and County Manager instead of Protecting the Residents of SMC.

San Mateo County News.com has reported for weeks that the data did not add up. We also contacted County Manager Mike Callagy to explain the additional 15 ICU Beds and Staff that were reported on a single day only to disappear the next day.

His response was:

I don’t know specifically, but I do know many hospitals now are able to easily convert rooms to ICU… it is not like the ICU wards they use to have.  Most rooms now are set up to convert to ICU.

Its fair to say that a Shut Down is in order until the real data is available.

Why would anybody believe San Mateo County with SFO and San Jose International Airport to the South not be a natural HotSpot.

 

SAN MATEO COUNTY HEALTH DATA

A significant unresolved problem with the State of California’s reporting system for communicable diseases (California Reportable Disease Information Exchange [CalREDIE]), has resulted in significant underreporting of COVID-19 testing results to San Mateo County Health and local health departments state-wide. Local health departments are receiving incomplete information regarding laboratory test results, which affects our ability to identify new cases of COVID-19, to accurately report the testing positivity rate in our community, and to identify the number of persons tested for the last few weeks. Without timely reports of all new lab results, it is impossible for the California Department of Public Health (CDPH) and local health officials to identify the extent to which COVID-19 is circulating in the community. It also hinders our ability to conduct effective contact tracing and case investigations to slow the spread of COVID-19.

The extent of this issue is currently unknown, and the expected resolution date is also unknown.  San Mateo County Health is in conversations with CDPH, working to rapidly resolve this issue and creating new paths for laboratory results to be reported to our County. In the meantime, we are continuing to report the testing data we do receive and will make clear to the public which data reported on our website are affected by this issue. Data currently affected are in the County Data Dashboard, the Lab Testing Data Dashboard, the Cases by City map, and the Long Term Care Facility Data Dashboard. CDPH has confirmed that although received data are incomplete, the data are valid for those results we are receiving. We expect the testing positivity rate, the daily and cumulative case counts, and other data points on the County’s COVID-19 data dashboards to change as more complete test results are reported to San Mateo County Health.

We have plenty of hospital beds and are ready for a surge. I don’t want to take a step back, but we must all be prepared. This will require an extraordinary effort at every level of government to ensure these businesses do not fail,” said Supervisor David Canepa. You can see he has shifted to protect businesses instead of Residents.

Supervisor Canepa knows his statement is Misleading and False ICU Beds are the issue not Surge Beds.

San Mateo County has 67 ICU Beds & Staff and was supposed to have 13 ICU Beds and Staff available to meet the 20% Availability Rate 67 ICU Beds & Staff x 20% = 13.4. You will see on the chart below July 23-24 the gray bar is blank the available beds & staff were 5 and 3. Does that sound like “We have plenty of hospital beds.”

SMC has 3 ICU Beds and Staff Available

That number is supposed to be 13 not 3.

San Mateo County has consitantly had 67 ICU Beds and Staff until July 21, 2020. On that day the County’s Data Base showed 82 ICU Beds and Staff. I asked County Manager Mike Callagy which Hospital/s had the Beds and Staff. His response is below. Today the County says they have 64 Total ICU Beds and Staff. Why?

20% Availability of 67 ICU Beds and Staff equals 13, with the exception being 7/21/2020 16

According to the data published by San Mateo County for the last 10 days the County has not maintained the 20% availability of ICU Beds and Staff.

Below you will see ICU Beds Available 3. Remember they are supposed to have 13.

Update: July 24, 2020 San Mateo County has had 3 COVID-19 Deaths and as of this morning the County is reporting only 5 ICU Beds and Staff available. That number has been 13 up until July 21, 2020. 20% Availability of 67 = 13 on the bar graph below you will see on the far right the GRAY color is supposed to show how many ICU Beds and Staff are available, for the first time it is BLANK.

In a SMDJ article this morning titled “Keeping closures at bay in San Mateo County.”

Mr. Callagy says: “Dr. Morrow does believe that we’re in a pretty good position here that doesn’t warrant the type of measure of closing more businesses down.” 

I don’t know where Mr. Callagy got his information about Dr. Scott Morrow’s Belief’s but I do know This is exactly what Dr. Scott Morrow said. Nowhere in this statement does he mention “PRETTY GOOD POSITION.”  He said “We don’t have the resources to do case-control studies given the enormous burden on all the staff at the health department at this time.” “No gatherings outside of immediate households, use facial coverings extensively, and social distancing.”

It’s a shame the SMDJ which has 84,000 readers just promoted the PGP statement. This is a PANDEMIC.

Message from July 20, 2020

Please read or reread my previous statements below to get a better understanding of where we find ourselves today and actions you can take to protect yourselves and your family.

Why is the virus spreading here at it’s current higher level now? I don’t know exactly, but it appears to me that there are 3 major factors. In order to understand what’s going on completely with transmission risks, we would need to do case-control studies.  We don’t have the resources to do case-control studies given the enormous burden on all the staff at the health department at this time, but we can take some educated guesses based on patterns that we are seeing here.

  1. The virus appears remarkably, even surprisingly, transmissible.  At pretty much every point over the last 6+ months, I’ve been surprised, and impressed, at how capable this virus is at moving itself between people.  It spreads in households like wildfire and it spreads in other indoor environments too.  It seems to be everywhere we look.  I know this is hard, we’re all exhausted and frustrated by having to take precautions, but the implication of this fact is that you can’t let your guard down, or be careless, even once, especially if you are at high risk.
  2. Fundamental structural failures of the US economy are being laid bare by the pandemic. These structural issues seem to be a major cause of the transmission we’re now seeing, at least in San Mateo County.  Many elements of the US economy can be viewed as illogical, even immoral in my opinion, in that so many people are forced to live lives of economic desperation, live pay check to pay check, are not paid a living wage, live with no workplace safety nets, like healthcare, like paid sick leave, or other wage protection programs.  While these structural issues are illogical in good times, they are downright inexplicable in times of a pandemic.  These structural problems are at such a massive scale, they can not be ignored.  A majority of people we are seeing infected now are front line workers (people who allow the rest of us to eat, and have electricity, and have our garbage picked up, etc), live in crowded multigenerational conditions, live with lack of trust in, and in fact have downright fear of, government.  Remember to stem the spread of this very transmissible virus, people who are infected need to be separated from others (isolation and quarantine), not go out in public, and not go to work while they are infectious.  Try getting compliance with isolation and quarantine when the infected person is the breadwinner for the family and the family will be out on the street if they don’t go to work.  And when they go to work they will, perhaps, interact at that job with you.  There is not enough enforcement capacity in the world to stop this from happening.  The implication of this is that the current business focused restrictions will do little to stem the spread of the virus when the spread is exacerbated by these conditions.  This requires rapid policy and systems changes at every level of both public and private sectors, from the feds on down, and from the largest corporations to the smallest business.  We need to see much more work in this area, and we need to have less reliance on business sector closures and restrictions, beyond getting businesses to do the basic transmission control measures.  Failure to fix some of these issues will prolong our collective pain.
  3. Complacency is the other majority factor enabling spread.  This is either born of belief systems (this is all a hoax, this isn’t that bad for me, let’s go to a party and get infected), or born of just not paying attention.  Many, many of our infections are related to fairly small gatherings of family and friends.  Birthday parties, picnics, eating at restaurants with mixed households, etc, without the basic precautions being taken.  Most of these gatherings are innocent, no doubt, not intending to spread the virus, but they do spread it, and with far reaching implications.  Please note, your seemingly innocuous get togethers are driving the spread and are a major reason why you can’t go to a restaurant, why you can’t go to the gym, why you can’t go get your hair cut, why kids can’t go to school.  Until, or unless more people get this fact, we will continue to be stuck in the situation we are in.  To get out of this situation depends on all of us.  Our collective best course of action: No gatherings outside of immediate households, use facial coverings extensively, and social distancing.
