Supervisor David Canepa asks Questions the other Supervisors don’t want to know the answers too.

Yesterday April 19, 2022 at the Board of Supervisor Meeting Agenda Item 12 was titled Surplus Safety Equipment, This item was put on the Agenda at the request of Supervisor Canepa at the last meeting.

None of the remaining Supervisors had any questions about the Deliberate well planned moving of $10M of PPE purchased with FEMA monies from the secured location at the San Mateo County Event Center in September 2021.

Through Supervisor Canepa’s skilled questioning technique he was able to get answers to these questions.

Possible liability of San Mateo County having to Refund the $10,000,000.00 to the Federal Government.

The monthly expense of $23,000 per month now for the storage of the PPE in 5 locations.

Mike Callagy is thinking of Building a Wharehouse to store the FEMA funded PPE.

The Dr. Jim Lianides/Mike Callagy/Staff and possibly other word crafters “Progress Report” which was supposed to be an “Independent Investigation.”

San Mateo County Executive Mike Callagy said at the 2:58:25 mark “I think there was things in the Report that were Inaccurate that need to be Cleaned Up.” “That those changes did take place.”

That means that That Mike Callagy and his TEAM word crated the Dr. Jim Lianides Report. All FIVE San Mateo County Supervisors were cool with that.

The Five Supervisors of San Mateo County don’t want the residents/voters to know the Truth about the More than $10M of PPE purchased with Federal Grants FEMA according to James Brown President of the Wine Country Marines of Sonoma.

On January 13, 2022 Mike Callagy County Manager and Supervisor David Canepa, Candidate for Congress, both high ranking San Mateo County Government Officials told ABC 7 News Investigative Reporter/Journalist Dan Noyes who broke the story that they didn’t know anything about the More than $10,000,000.00 of PPE that was moved out of the SMC Event Center. They both were QUICK to identify this as a MISTAKE, and they had NO Idea how this happened, “They were calling in the Marines” and an Independent Investigation was going to be ordered to make sure this never happened again. Notice the Investigation was not meant to identify How many San Mateo County Employees knew about this and for how long.

As you probably are aware, all PPE has been moved out of Fiesta Hall and is currently stored in a fenced area between Gates 9 & 10.
The Red Cross was only able to take the 10 adjustable hospital beds (MASH type). Their storage area was not large enough to accommodate the remaining five bariatric beds nor the five “home style” hospital beds, all of which are in the outdoor storage area.
The plan is to move as much as possible into Sequoia Hall after the SaaStr Conference, to protect it from the elements. The would require the County to rent Sequoia Hall as it would be filled with PPE.
The following items would be relocated first. If any space remains, we will move the most useful of the remaining into Sequoia. Masks Gloves Beds

This was two months before San Mateo County Manager Mike Callagy said He didn’t know anything about it. Thank goodness Scott Johnson was wrong or was he?

RE: Inspection of Damaged PPE at event center
I have examined the store of PPE that was stored at the Event Center. My understanding of the timeline based on interviews with the staff is as follows.
The PPE was stored in an indoor facility. The staff was directed to move the PPE to a fenced area outside to accommodate an event that was to occur at the event center. The PPE was stored without incident using tarps, elevated pallets and plastic wraps. Unfortunately, a rain event called ? River occurred on a few days between October 21st and October 25th with intensity not anticipated. The Bay Area experience up to 10 inches of rain in one day. It was the most rain recorded in the month of October in 173 years of record keeping. At one point it rained for 34 straight hours. Winds averaged 25 mph during the event but gusted as high as 60+ mph. While the PPE had been protected, the protection was easily overcome by wind and rain. There was no time or place to move the substantial amount of PPE to a different location.
I have attached photos and an inventory, but in my professional opinion, it is a total loss. I question the efficacy of PPE meant to keep people safe from Covid-19 given the damage. It is simply not worth the risk to human life.

Some follow up questions for Scott Johnson what method did you use to come to the conclusion on NOVEMBER 10, 2021 that all of the PPE that was moved out of San Mateo County Event Center by September 27, 2021 according to Steve Perich of the SMCEC Staff. What are the names of the Staff members that you interviewed per your letter. Where is the Inventory list of all the PPE that you declared a Total Loss?

The obvious question is How did San Mateo County Government Officials go from a “Total Loss” to “We didn’t know anything about it until ABC7 Dan Noyes broke the story on January 13, 2022” To 98% of the PPE is Useable and Undamaged and the Wine Country Marines of Sonoma per President James Brown will be Distributing all of it on January 25, 2022 to whoever he determines is a qualified organization.

There was no written agreement between the County and Wine Country Marines that predates the January 27, 2022 agreement I produced to you.  There was no written agreement prior to January 13, 2022 at 6PM, and there is no separate Financial Agreement.  Because Mr. Brown is not a County employee, I cannot know what he meant in his blog post, but as far as we are aware, he was not referring to a written record.

The reason I asked for this document is simple, every time someone gives me more than $10,000,000 of something I like to have some kind written verification, proof, evidence etc that I in fact do have the authority to distribute this PPE which was paid for with FEMA money.

It took San Mateo County Government 90 days to say the truth.

There was no written agreement between the County and Wine Country Marines on or before January 13, 2022.

David Canepa if not Mike Callagy, than Who? It’s a simple question. SMC $10M PPE

Who ordered San Mateo County Event Center CEO Dana Stoehr to move the more than $10,000,000.00 of PPE from inside a building to outside?

DANA STOEHR: “It’s, it was fully taken care of exactly the way it should have been.”

On January 13, 2022 San Mateo County Manager Mike Callagy told ABC 7 Investigative Reporter Dan Noyes

He didn’t know all that PPE was sitting out, exposed to the elements for months.

“It clearly is a mistake by the county and ultimately, I’m responsible for the county. So, you know, I take full responsibility for it, San Mateo County Manager Mike Callagy said.

Callagy says he learned Friday that event center staff moved all that PPE outside to accommodate the Software as a Service annual conference September 27-29. He doesn’t know why the supplies were not moved back inside, but he is hiring an independent investigator to look into it and calling in the Marines. Why would anybody call in the Marines?

If Mike Callagy didn’t order it moved outside, Who DID? That is the question that needs to be answered.

Mike Callagy is not only San Mateo County Manager, he is also San Mateo County Purchasing Agent, as well as the Clerk to the Board of Supervisors which has prepared the Agenda Item 12 on January 25, 2022. That seems like a Conflict of Interest.

The BOS should ask Dana Stoehr who ordered the PPE moved in the first place. Simple question and good place to start. Also they could invite James Brown of the West Coast Solution Inc. of San Carlos and President of the Wine Country Marines to attend the Zoom Meeting tomorrow. That would answer some other simple questions, regarding the Generous Donations that WCM already received from SMCDEM.

James Brown was given $10M of Great Condition PPE. The question remains by WHO? and Why?

Before any more crimes are committed, I recommend the San Mateo County Supervisors contact James Brown, let him know you are sorry for the mix up, that whoever gave him the $10,000,000 of PPE did not have the authority to do so. Offer him $10,000 for his time and thank him for volunteering in the first place. San Mateo County should be distributing this PPE it’s in Geat Condition. Get it to the people in San Mateo County.

“We are working hard on getting this into the hands of organizations and groups that need it. Fortunately most of it is in Great condition, vacuum sealed in plastic and only the outer card board was damaged in many cases. Also there was quite a bit stored indoors.

Why James Brown? isn’t there one employee in San Mateo County who has the capability and skill set to distribute the $9,000,000 of PPE that is in GREAT CONDITION according to him. It should be distributed to San Mateo County period.

If it’s in great condition today January 20, 2022 just think it must have been in great or perfect condition from the time SMC took possession of it, which to this still remains unknown.

When did SMC get this $10M of PPE?

Was it one shipment? what dates? Who signed for it?

Why didn’t SMC distribute it right after they got it?

Why doesn’t San Mateo County distribute it today?

It was No Mistake that this $10M PPE was left outside, It was ordered to be moved outside, part of the plan.

FEMA & BCDC Bullying Foster City, Why?

This is a Great Question, “Why aren’t communities throughout the entire Bay Area being mandated to do this?”

The city of Foster City is confronted with upgrading sections of the levee to bring the current structure into Federal Emergency Management Agency compliance. The claim by FEMA is that a change in the sea wall or levee height is necessary to protect the ci­ty from flooding from future speculated storm surges. The correction is mandatory or the homeowners of Foster City will risk classification as being in a designated FEMA flood zone and required to pay flood insurance.

A recent guest perspective in the Daily Journal by T. Jack Foster questions the timing of this requirement. He states that Foster City’s lagoon system was designed to take care of excess water due to storm surges if they were ever to occur. Every winter the Public Works Department reduces the level of the lagoons to contain any excess rain or storm surge so the lagoon pumping system can move any excess water back into the Bay. The lagoon system was designed and well thought out to take care of any excess water incursion into the city both now and into the future.

Our levees are accredited for the 100-year flood level requirement. According to Mr. Foster’s guest perspective, the speculated rate of increase of Bay waters is calculated to be 1 inch per decade. Therefore the need to deal with concerns of water surge or sea level rise is years away if ever. So what are the real facts behind the need to comply with the very high cost to each of the citizens of Foster City for raising the levee now? What other Bayfront communities are being faced with this mandate to spend potentially $75 million or more.

Our city has withstood earthquakes when others thought we would sink into the Bay; we withstood recent high rain conditions without flooding when other nearby cities were not so lucky. My point is that Foster City is very well designed and maintained, and the lagoon systems and pumping capacities are not being taken into account by FEMA in calculating their worst-case, 100-year scenarios.

If FEMA were not enough to deal with, the Bay Conservation Development Commission, an agency created to protect the Bay, decided to get into the act. In addition to the calculation of storm surge possibilities by FEMA, BCDC has calculated that a sea rise for 2050 and 2100 will require that the city begin building a sea wall around our city now.

Interested citizens should look at the artist renderings of the solutions pending for Foster City. I think you will be appalled at the potential for this new enclosure of our city from the Bay waters. Why aren’t communities throughout the entire Bay Area being mandated to do this? Wouldn’t it make sense that the sea rise they have calculated also involve neighboring waterfront communities?

I believe there are important questions that need to be answered before we are bullied by FEMA or BCDC to meet a requirement that has little to no basis in currently collected data to support any immediate need to spend an enormous amount of money.

In 2011, as mayor, I received a letter indicating that regional governing bodies like BCDC were considering plans for the Bay Area that would significantly curtail city and county control over land use decisions in communities like ours. I saw at that time the drawings of a projected “great wall” around the entire Bay Area to protect against the anticipated sea level rise of epic proportions in a time far into the future.

It’s time the people recognize that these regional governing bodies composed of special districts, joint powers authorities, etc., lack the checks and balances of our government system and few people know who these non-elected board members are who make these broad stroked decisions. Little by little these regional boards and agencies have continued to amass power to usurp local control.

The residents of Foster City are faced with a hefty cost if we are strong-armed into moving forward with this project demanded by FEMA and now BCDC. City officials should ask more questions and provide the citizens of Foster City more answers. In particular, who funds this unfunded mandate? Should it be entirely on the backs of the residents? Should funding come from grants from the San Francisco Bay Restoration Authority whom voters gave additional property tax money to for the next 25 years to save the Bay?

The residents of Foster City need to know the answers to these questions before writing the check for something that none of us will be able to prove whether we needed to do this now or not.

The Federal Emergency Management Agency is requiring Foster City to spend $75 million to raise their levees so that the city won’t be declared a flood zone. Such a designation would make it necessary for homes in Foster City with mortgages insured by a federal agency to acquire flood insurance. I’ve seen nothing that tells me how many such homes there are, but I would venture that there are very few. I’ve also seen nothing regarding the cost of the insurance. Since Foster City has been well-protected from floods by a system that has proved itself for over 50 years, I can’t imagine that such insurance is very expensive. So raising the levees would only save a few people from paying that insurance, at the cost of $75 million from homeowners.

Flooding has been the single biggest issue impacting the infrastructure of the city since the beginning. Not because of flooding from the Bay, since the levees have been in place since 1900. Rather, the problem was that the levees helped to trap the rainwater that fell on the land. The county’s engineer was concerned enough that he suggested the fill of the land should be raised high enough that rainwater would drain directly into the Bay. Aside from the economics of this idea, it was physically impossible. The soft underlying soil would not be able to support the weight of the fill.

The solution that was finally implemented was the lagoon system, which collects the rainwater, which then pumps out to the Bay when needed during rainy seasons. The holding basin of the system can hold over an inch of rain, though the pumps work as the rain falls.

This is the system which exists in FEMA’s so-called “flood zone.” FEMA’s fear comes from a potential rise in water levels of the Bay. At its current rate of increase, about 1 inch per decade, the need to deal with this matter is years away. When we do need to deal with it, it will be at high tide only, and only in small quantities of water. This water will run into the storm drain system and into the lagoon, where the pumping system will take care of excess water. Certainly, it is possible that this system can be overwhelmed by too much water. Good notice of this will be provided as the issue evolves, and we can raise the levees at that time, with a better view of the extent of the work needed.
