Another El Granada Man, Arrested for Lewd Acts with 11 yr old girl.

It’s time San Mateo County residents are honest about sex crimes against children especially those living in areas where the Sheriff’s Office is the Law Enforcement Agency.

From the Grand Jury Report:

Sheriff’s Office Sex Crimes Unit 

In 2007 the Sheriff’s Office discovered that the two assigned detectives were not funded. They were then eliminated from the budget. Further, in April 2007 to fund the Jail Planning Lieutenant; the Sheriff combined the duties of the SHOP sergeant with the general crimes sergeant. Therefore, in April 2007, the Sheriff’s Office eliminated funding for the dedicated sexual offense enforcement unit within the investigations division resulting in case coverage of one sergeant (25% time), one detective (50% time) and two other detectives (25% total time). This represents a 75% reduction from four dedicated Full-Time-Equivalents (FTEs) to one FTE shared among four persons, as well as the elimination of county-wide coordination among cities. The Sheriff’s Office budget approved by the BOS shows the following appropriations for SHOP:

Summary: On August 2, 2021, Sheriff’s Office Detectives started investigating a case involving an 11-year-old child who was sexually assaulted on 3 different occasions by a family friend. He was identified as suspect Michael Banister from El Granada, CA. The sexual assaults took place near his residence while he was babysitting the child.

On August 31, 2021, Detectives obtained a $500,000 arrest warrant for Banister for the above sexual assault charges. Shortly after the warrant was issued, Bannister was placed under arrest by Deputies from the Coastside Patrol Bureau without incident. Banister has a lengthy criminal history from Oregon and had recently moved to El Granada within the past 2 years.

Shawnna Maltbie the City Manager of Daly City finally issues a statement on Roger Allen’s Homicide by DCPD Officer.

Roger Allen is dead, he was killed by a Daly City Police Officer, on April 7, 2021 that is a fact.

What we don’t know is the name of the Daly City Police Officer who shot and killed him.

What we do know which is almost nothing, but is always promoted by the District Attorney’s Office and the News Media whenever a civilian is murdered by law enforcement in San Mateo County is that the officer was FEARFUL for either his/her life or their partners. If the word fearful is missing from the original Police Reports it will be mentioned by the Attorneys who meet with their clients the Police Officers within minutes of the Homicide.

Why did it take 7 days to make a statement in the first place?

Daly City claims to be committed to transparency, What is the name of the Police Officer who shot and killed Roger Allen? This officer in on paid administrative leave. Daly City Elected Officials, The Police Chief, and City Manager, Assistant City Manager all know who the officer is. Releasing the Officer’s name won’t effect any investigation, it will provide the transparency the city claims to be committed to.

Why wouldn’t Daly City Leaders ask D.A. Wagstaffe to refer this Investigation to the Attorney General’s Office?

Another question for all Daly City Elected officials and Staff. Why have you allowed your Police Department to work without Body Worn Cameras which the San Mateo County Grand Jury warned you about in 2016.

Body worn Cameras are for the benefit of Police Officers as much as they are for the public.

Minneapolis is a prefect example, Daunte Wright was murdered by a Police Officer April 11, 2021, The Police Chief released the Body Worn Video within 18 hours. The public got to see what the public servants actually did, not what they say the did. Since the release, the Police Officer who was identified right away resigned and has been arrested and charged with manslaughter. The Police Chief has resigned, and the City Manager has been FIRED. That’s all within 2 days.

Why did 4 Daly City Police Officers show up for a vehicle with a flat tire in a residential neighborhood? Who called for backup. According to the Police Chief this innocent started at 1:55 PM and according to District Attorney Steve Wagstaffe, Roger Allen was in the Ambulance and on his way at 2:11 PM. That’s 16 minutes. Which DCPD Officers provided life saving measures and for how many minutes before the Ambulance arrived?

How many minutes did EMT’s provide life saving measures after they arrived and before they loaded Roger Allen and transported him?

What time was the fatal shot fired? What time was the second shot fired?

What training of DCPD Officers teaches them to reach into a vehicle and grab a gun that is in the hands of an occupant? That’s the story that is being reported by Stave Wagstaffe.

There is No excuse for Daly City Police to not have Body Worn Cameras period. Those videos should be made public with No Edits or Captions added within 12 hours of a Critical Incident.

What makes Daly City Elected Officials and Staff think they are not going to have to answer these simple questions?

Half Moon Bay Mayor Adam Eisen fails to act after being misled by Law Enforcement.

Adam Eisen the Mayor of Half Moon Bay should have already suspended or demanded the suspension of Sheriff Deputy Dominguez, for firing 5 shots at close range at Sandra L. Harmon an unarmed civilian with her hands up above her head. May 5, 2020 She was shot 8 times 3 shots to the back were fatal. She died at the scene. Since May 5, 2020 Sheriff Carlos G. Bolanos and PIO Rosemerry Blankswade, San Mateo County District Attorney Office and San Mateo County Counsel have all misled the Mayor and the Public as to what really happened at 845 Main Street in HMB that night.

San Mateo County could use more elected officials like Mayor Lovely Warren.

Mayor Eison should have already followed the lead of ROCHESTER, N.Y Mayor Lovely Warren.

ROCHESTER, N.Y Mayor Lovely Warren suspended 7 police officers in the Daniel Reil Prude Homicide, who said she was misled for months about the circumstances of the fatal encounter.. and she was taking the action against the advice of attorneys.

September 15, 2020 the City of Half Moon Bay is having its meeting and San Mateo County District Attorney Steve Wagstaffe will be talking about his 12 page letter to Sheriff Carlos G. Bolanos where he found no crime had occurred so no charges against the two Sheriff Deputies involved.

So basically City Manager Bob Nesbit and Deputy Manager Matthew Chidester decided to meet with Steve Wagstaffe to discuss my 2 emails to Bob Nesbit recommending he contact the Attorney General or the D.O.J. to have them conduct an investigation into the Homicide by SMC Sheriff Employees of Sandra L. Harmon.

The meeting will be on Zoom and the Public is invited to ask District Attorney Steve Wagstaffe questions.

Law Enforcement said there was a Shoot Out and Sandra L. Harmon fired first. She had a Shotgun, GSR test did not confirm she fired the Shotgun. Nobody saw her fire the shotgun. Shotgun was found with two spent shells nobody smelled the shotgun. I have asked Sheriff Carlos G. Bolanos and PIO Rosemerry Blankswade how many Shotgun Pellets were recovered from the scene they have refused to answer my question.

Coroners Report Complete for Sandra Lee Harmon R.I.P.

Sandra Harmon

Sandra Lee Harmon was the Unarmed woman who was shot at and killed by at least one San Mateo County Sheriff Deputy on May 5, 2020 in Half Moon Bay, California. She was shot at by Sheriff Deputy David Dominguez at least 5 times while she was unarmed and had her hands above her head. It’s not clear from the video if any of his shots hit her. Sheriff Deputy John Baba also fired shots at her as she bent down at the shotgun that was on the ground. This you can see in the video Sheriff Carlos G. Bolanos released to the public 45 days after the killing.

August 24, 2020 I followed up with the San Mateo County Coroner on my request for a copy of the Official Coroners Report which will have the Manner of Death. The good news is the Report is now complete, and the Coroners Office has acknowledged my official request. The bad news is I was told that San Mateo County District Attorney Steve Wagstaffe would have to approve its release. They want to make sure it doesn’t impact any investigation by the D.A.’s Office. August 26, 2020 District Attorney has informed me the Investigation is complete and he expects to announce the results either tomorrow Friday 8/28/2020 or early next week. As soon as I get the copy I will report the results.

San Mateo County residents will remember that Sheriff Carlos G. Bolanos stated early on that there was a shoot-out, She fired her shotgun at Deputy Dominguez first as he was taking cover. Sheriff Bolanos also released a highly edited video 45 days after the killing of Sandra L. Harmon, in that video the viewer can see Ms. Harmon is Unarmed with her hands above her head while Five shots are being fired at her. Sheriff Bolanos has also explained as a matter of fact that both the Body Camera and the MAV Audio of Deputy Dominguez does not exist. Why? How is that possible? That’s two for two recording devices for the benefit of both law enforcement and the public.

Is it really true that both recordings do Not Exist?

Videos should be released ASAP to eliminate any suspicion the public might have about the San Mateo County Sheriff’s Office under the leadership of Carlos G. Bolanos.

San Mateo County Close the Courthouse

After it became Public Information that one of San Mateo County Prosecutors had tested Positive for COVID-19 as did her husband. Defense Attorney Chuck Smith who had been in the same Courtroom with the Infected Prosecutor said he was informed FIVE days after the fact. I asked District Attorney Steve Wagstaffe if the County was taking the Temperature of everyone before being allowed to enter the 400 County Center Building in Redwood City. The answer was NO.

COVID-19 is a PANDEMIC-NO TREATMENT-NO CURE-NO VACCINE and very few TESTS.

You might ask who is in the 400 County Center Building?

Office of Emergency Services, San Mateo County Manager, San Mateo County Board of Supervisors, All of the Courts, San Mateo County Sheriff’s Office, San Mateo County District Attorney’s Office with over 200 employees, San Mateo County Counsel, all the Judges, but also all the essential workers & CITIZENS who are there for JURY DUTY.

Lets have the safety standards at least be equal to a Swap Meet.

Close the 400 County Center Building until you can assure the Public Safety.

SMC Sheriff’s Office Finally issues Press Release on SAL Embezzlement Investigation

Sheriff Carlos G. Bolanos continues to hide information from the public about ‘Those Who Matter” When he finally does disclose what he is forced to, and he Misleads the Public, as he did with Operation Dollhouse, calling it a massage parlor mistake when it was Human Trafficked Sex Slaves including a minor. Or when he interfered with a criminal investigation involving his son at the Pioneer Saloon in Woodside.

You would not know from this Press Release that Embezzlement of Sheriff Activities League monies stolen from the children of the County was the subject. There has been no arrest, no booking photos, no nothing coming from Sheriff Bolanos on his own. So 59 days after the fact he issues this vague misinformation piece.

A reasonable person would know the Attorney General would not investigate Irregularities. A Sheriff Employee would not resign for Irregularities.

A Republican up until Nov 15, 2019, Virginia Chang Kiraly changed her voter registration from Republican to Democrat in preparation for upcoming campaign/s. That is the exact same thing Jerry Hill did. Virginia Kiraly who recently Victim Shamed S.B. “Stop Lying Sabrina” She couldn’t possibly be talking about the Pornographic Photos sent to Sabrina.

Democrat Sabrina Brennan a victim of Sexual Harassment by another Harbor Commissioner. The Harbor District dealt with that, like San Mateo County does with all of their Pornographic Passing and Child Molesting friends. They hire an Attorney (First Red Flag) to do an Independent Investigation which translates to results favoring those who paid for it.

Supervisor Don Horsley, a former school teacher and Sheriff of SMC wants Commissioner Sabrina Brennan to stop mentioning Pornographic Photos and Sexual Harrassment at the Harbor District Meetings. WHY? 

The answer is simple Supervisor Don Horsley Supports it. He wants VICTIMS to Shut UP.

Supervisor Horsley has been interfering with the Harbor Districts business for years. May 26, 2015 Meeting is a perfect example.

Let the Commissioners solve this, Sabrina Brennan the victim has every right to mention this at every single meeting if she wants to. Perhaps at the Public Comment section just like the BOS meetings where serious subjects are made public and the Supervisors simply ignore them.

As a Private Victims Advocate for the last 22 years in San Mateo County I find the way to get a victim to stop talking about a subject is to deal with it Honestly in the first place. Victim Shaming, and telling the Victim to Shut up is a guarantee that you will hear about it at Every Single Meeting.

SMC Sheriff Carlos G. Bolanos, “Best Less Lethal Tools.” Really?

San Mateo County Sheriff Carlos G. Bolanos is reading a prepared speech for the Supervisors to get them to approve a no bid contract with Axon Enterprises Inc. The same company that supplied the equipment on October 3, 2018 the day Chinedu Okobi was killed by SIX Sheriff Employees. San Mateo County Deputy Coroner Heather Diaz ruled his death was a Homicide.

The short list of who knows it was a Homicide is Supervisors Carole Groom, Don Horsley, Warren Slocum, Dave Pine and David Canepa, County Manager Mike Callagy, County Counsel John Beiers, Deputy Counsel David Silberman, and most all of the 800 Sheriff Deputies, and the District Attorney’s Office entire management staff with John Warren, Jamie Draper at the top.

You will see Supervisor President Warren Slocum describe Chinedu Okobi’s Homicide as “Following the Unfortunate Incident a couple of years ago” at the 4:08:10 mark. He is responding to my public comment.

I think that most reasonable residents of San Mateo County would agree that a Homicide by Six Sheriff Employees is more than Unfortunate. Unfortunate is if someone took your parking spot.

Sandra Lee Harmon 56, a Mother and Wife was killed by San Mateo County Sheriff Deputies less than 8 hours later at 845 Main Street, Half Moon Bay California.

San Mateo County Release the Videos, Audios Today. Identity the Deputies involved. It’s been 7 days since she was killed.

    I recommend you Not approve this contract until AXON and Sheriff Bolanos explain how this happened.
    Until AXON can explain why the MAV videos from Sheriff Patrol cars failed to download on October 3, 2018 according to Statement by #80205 Jamie Draper 10/23/2018

    “Sheriff Office IT Technician Johnson Hang responded to the scene and was able to allow me to view the videos on the small in car display from each of the vehicles still at the scene and was able to retrieve the videos from the vehicles driven by Deputy Lorenzatti and Deputy Watt without issue. Hang was unable to retrieve the videos from the vehicles driven by Deputy Wang and Sergeant Weidner at the scene.”
    Axon can also explain why all Interviews recorded (using an AXON product) conducted by Menlo Park Police Officer Joshua Russell failed to download that same day October 3, 2018 at the same crime scene.

    Joshua Russell MPPD 10/16/2018My interviews conducted during this investigation were recorded using my VieVu digital video recorder. When I returned to the police station at the end of my shift I attempted to download the recorder but encountered problems with the recorder’s connection to my desktop computer. When I returned to work on 10-16-2018 I again attempted to download the recorder, and only five video recordings from 10-03- 2018 were downloaded, all of which were from contacts made prior to my involvement in this investigation. I have contacted the information technology specialists employed by the City of Menlo Park for assistance in locating the missing videos. I will update this case with a supplemental report if or when the videos are recovered. As of 10-31-2018 the videos I recorded during the course of this investigation have not been recovered. The technology department of the City of Menlo Park has attempted to locate the videos and have been in contact with the body-camera company, Vie-Vu, as part of their efforts to see if the videos could have been lost either on the device or during the download process. Vie-Vu has stated that because recordings from earlier in the day downloaded correctly, there appears not to be a problem with the camera. All videos downloaded by all Menlo Park Vie-Vu cameras for the date of 10-03-2018 have been checked, and none of the downloads are of my interviews in this case.
