After it became Public Information that one of San Mateo County Prosecutors had tested Positive for COVID-19 as did her husband. Defense Attorney Chuck Smith who had been in the same Courtroom with the Infected Prosecutor said he was informed FIVE days after the fact. I asked District Attorney Steve Wagstaffe if the County was taking the Temperature of everyone before being allowed to enter the 400 County Center Building in Redwood City. The answer was NO.
COVID-19 is a PANDEMIC-NO TREATMENT-NO CURE-NO VACCINE and very few TESTS.
L.A. Before being allowed to enter a SWAP MEET.
You might ask who is in the 400 County Center Building?
Office of Emergency Services, San Mateo County Manager, San Mateo County Board of Supervisors, All of the Courts, San Mateo County Sheriff’s Office, San Mateo County District Attorney’s Office with over 200 employees, San Mateo County Counsel, all the Judges, but also all the essential workers & CITIZENS who are there for JURY DUTY.
Lets have the safety standards at least be equal to a Swap Meet.
Close the 400 County Center Building until you can assure the Public Safety.
Sheriff Carlos G. Bolanos continues to hide information from the public about ‘Those Who Matter” When he finally does disclose what he is forced to, and he Misleads the Public, as he did with Operation Dollhouse, calling it a massage parlor mistake when it was Human Trafficked Sex Slaves including a minor. Or when he interfered with a criminal investigation involving his son at the Pioneer Saloon in Woodside.
You would not know from this Press Release that Embezzlement of Sheriff Activities League monies stolen from the children of the County was the subject. There has been no arrest, no booking photos, no nothing coming from Sheriff Bolanos on his own. So 59 days after the fact he issues this vague misinformation piece.
A reasonable person would know the Attorney General would not investigate Irregularities. A Sheriff Employee would not resign for Irregularities.
Supervisor Don Horsley has already discussed and shared his thoughts, his personal opinions with Congresswoman Jackie Speiers daughter Stephanie Sierra. She is a reporter for ABC 7 KGO May 8, 2020. She somehow got interested in a meeting that took place 3 weeks earlier. Why? She also Interviewed Kevin Mullin. Why?
Don Horsley has placed this Vague subject on Tuesday’s agenda, I’ve asked him to explain what his wishes to accomplish, He has not responded.
BOARD OF SUPERVISORS MAY 19, 2020
AGENDA ITEM 5
Discuss and/or Act on concerns regarding Harbor Board of Commissioners and request for updated Municipal Service Review on San Mateo County Harbor District by San Mateo Local Agency Formation Commission (LAFCo).
Sponsors: Don Horsley
Don Horsley wants to Discuss his concerns regarding Harbor Board of Commissioners. Which ones?
A Republican up until Nov 15, 2019, Virginia Chang Kiraly changed her voter registration from Republican to Democrat in preparation for upcoming campaign/s. That is the exact same thing Jerry Hill did. Virginia Kiraly who recently Victim Shamed S.B. “Stop Lying Sabrina” She couldn’t possibly be talking about the Pornographic Photos sent to Sabrina.
Democrat Sabrina Brennan a victim of Sexual Harassment by another Harbor Commissioner. The Harbor District dealt with that, like San Mateo County does with all of their Pornographic Passing and Child Molesting friends. They hire an Attorney (First Red Flag) to do an Independent Investigation which translates to results favoring those who paid for it.
Supervisor Don Horsley, a former school teacher and Sheriff of SMC wants Commissioner Sabrina Brennan to stop mentioning Pornographic Photos and Sexual Harrassment at the Harbor District Meetings. WHY?
The answer is simple Supervisor Don Horsley Supports it. He wants VICTIMS to Shut UP.
Supervisor Horsley has been interfering with the Harbor Districts business for years. May 26, 2015 Meeting is a perfect example.
Let the Commissioners solve this, Sabrina Brennan the victim has every right to mention this at every single meeting if she wants to. Perhaps at the Public Comment section just like the BOS meetings where serious subjects are made public and the Supervisors simply ignore them.
As a Private Victims Advocate for the last 22 years in San Mateo County I find the way to get a victim to stop talking about a subject is to deal with it Honestly in the first place. Victim Shaming, and telling the Victim to Shut up is a guarantee that you will hear about it at Every Single Meeting.
“I will continue bringing up my harassment at these meetings,” she said. “I won’t be silenced.” Sabrina Brennan.
If you would like to make a Public Comment to the Supervisors on this item you can send it by e-mail. It will be read into the record.
Tell that to the Family and loved ones of Sandra Lee Harmon R.I.P. Killed less than 8 hours later.
San Mateo County Sheriff Carlos G. Bolanos is reading a prepared speech for the Supervisors to get them to approve a no bid contract with Axon Enterprises Inc. The same company that supplied the equipment on October 3, 2018 the day Chinedu Okobi was killed by SIX Sheriff Employees. San Mateo County Deputy Coroner Heather Diaz ruled his death was a Homicide.
The short list of who knows it was a Homicide is Supervisors Carole Groom, Don Horsley, Warren Slocum, Dave Pine and David Canepa, County Manager Mike Callagy, County Counsel John Beiers, Deputy Counsel David Silberman, and most all of the 800 Sheriff Deputies, and the District Attorney’s Office entire management staff with John Warren, Jamie Draper at the top.
You will see Supervisor President Warren Slocum describe Chinedu Okobi’s Homicide as “Following the Unfortunate Incident a couple of years ago” at the 4:08:10 mark. He is responding to my public comment.
I think that most reasonable residents of San Mateo County would agree that a Homicide by Six Sheriff Employees is more than Unfortunate. Unfortunate is if someone took your parking spot.
Agenda Item #9 starts at 3:38:00 Waiving competitive bid $922,110.83 Axon Enterprise Inc. Sheriff Bolanos describes PERT TEAM, Less Lethal Measures etc.
Sandra Lee Harmon 56, a Mother and Wife was killed by San Mateo County Sheriff Deputies less than 8 hours later at 845 Main Street, Half Moon Bay California.
San Mateo County Release the Videos, Audios Today. Identity the Deputies involved. It’s been 7 days since she was killed.
At 3:52:22 My public comment was read by Suki into the public record.

Dear Supervisors, I recommend you Not approve this contract until AXON and Sheriff Bolanos explain how this happened. Until AXON can explain why the MAV videos from Sheriff Patrol cars failed to download on October 3, 2018 according to Statement by #80205 Jamie Draper 10/23/2018
“Sheriff Office IT Technician Johnson Hang responded to the scene and was able to allow me to view the videos on the small in car display from each of the vehicles still at the scene and was able to retrieve the videos from the vehicles driven by Deputy Lorenzatti and Deputy Watt without issue. Hang was unable to retrieve the videos from the vehicles driven by Deputy Wang and Sergeant Weidner at the scene.” Axon can also explain why all Interviews recorded (using an AXON product) conducted by Menlo Park Police Officer Joshua Russell failed to download that same day October 3, 2018 at the same crime scene.
Thank You Michael G. Stogner
No need to read below just for reference. Joshua Russell MPPD 10/16/2018My interviews conducted during this investigation were recorded using my VieVu digital video recorder. When I returned to the police station at the end of my shift I attempted to download the recorder but encountered problems with the recorder’s connection to my desktop computer. When I returned to work on 10-16-2018 I again attempted to download the recorder, and only five video recordings from 10-03- 2018 were downloaded, all of which were from contacts made prior to my involvement in this investigation. I have contacted the information technology specialists employed by the City of Menlo Park for assistance in locating the missing videos. I will update this case with a supplemental report if or when the videos are recovered. As of 10-31-2018 the videos I recorded during the course of this investigation have not been recovered. The technology department of the City of Menlo Park has attempted to locate the videos and have been in contact with the body-camera company, Vie-Vu, as part of their efforts to see if the videos could have been lost either on the device or during the download process. Vie-Vu has stated that because recordings from earlier in the day downloaded correctly, there appears not to be a problem with the camera. All videos downloaded by all Menlo Park Vie-Vu cameras for the date of 10-03-2018 have been checked, and none of the downloads are of my interviews in this case.
May 5, 2020, The San Mateo County Board of Supervisors Meeting.
Andrew Boone had made a public comment supporting higher wages in San Mateo County specifically the unincorporated area. During Public Comment there is No Response, it’s simply 2 minutes of saying whatever you feel is important. San Mateo County Counsel John Beiers couldn’t help himself he just had to give a response. He has a habit of doing that whenever he feels like it. Andrew Boone called back and called John Beiers a Liar and offered the Supervisors evidence to back up his claim. After that statement I waited for John Beiers or the Supervisors to express Outrage that a Citizen would call their Legal Counsel a Liar in a Public Meeting, Silence was the response.
San Mateo County Government doesn’t think notifying the 771,000 residents of this sudden departure/void of leadership of this very powerful position in the middle of a pandemic, is Newsworthy. Not a word mentioned anywhere on the County Website. No Press Release from Michelle Durand SMC’s Chief Communications Officer.

San Mateo County News.com asked County Manager Mike Callagy if he would like to comment on Stormy Madduxs’ departure, his response was non- responsive.
Why would the Government hide this Leadership Change?
Foster City Residents who took the time and money to provide True Citizen Oversight by Recalling Councilman Herb Perez who now is permanently labeled as RECALLED. They find themselves stepping up and doing it again with calling for City Manager Moneda to be labeled as FIRED from Foster City. A City Manager is appointed and the public knows very little about what he/she does or what authority they have. This case is pretty simple Mr. Moneda is Obstructing a very simple audit that involves the man who gave him his job.
April 13, 2020 5:00 PM
Foster City Council held a Closed Door Meeting last night about City Manager Moneda employment status. You will recall he turned in his resignation right after the Herb Perez Recall Election Results were certified by Mark Church San Mateo County Elections Officer.
CLOSED SESSION 4.1. Public Employee Appointment (Government Code §54957)
Title: City Manager
Public Comment e-mails.
Subject: Council Meeting – 4/6
I just finished watching the recording of the last city council meeting. Here are a few comments.
There were no known issues with the city’s finances before FC-Watchdog discovered these sponsorship non-payments. We found these non-payments by accident while validating sponsorship claims by Mr. Perez. Since we stumbled upon this mistake, how are we confident that this is the only problem? Gold Medal was a sponsor for the Summer Concerts 2019, but I do not see this information mentioned anywhere. No invoice has been sent to them. What else are we missing? Why are we seeking direction from internal staff, the same people who have put us in this mess.
2. Mr. Moneda’s claims that sponsorship non-payments occurred only last year is not true. It has been happening since 2014. The following are unpaid dues by year. (ref: Document 1)
2014 – $1,000
2015 – $1,000
2017 – $9,500
2018 – $5,000
2019 – $4,000
3. Last year Mr. Moneda wrote a letter to Mr. Perez thanking him for his donation of $74,845.36. I was surprised when Mr. Moneda said he was not aware of the non-payment until September because the letter was written in June.
4. Mr. Moneda mentioned that residents conducted their own audits and came up with different figures without providing the rationale behind it. That is not true. I have sent numerous emails to the city attorney, mayor, vice mayor with details and supporting documents. On January 10th, Stacy Jiminez and I requested a meeting with director Jennifer Liu and Mr. Moneda, seeking clarifications on sponsorship solicitation, billing/invoicing, payment collection, and cash application. Mr. Moneda agreed, and the meeting was set up, but he canceled it the next day and never rescheduled. The email exchange is attached herewith.
Dear Council, There is a $17,000+ debt in sponsorship that has not been cleared up to date and the City Manager is now about to quit. How can we be able to have a fair audit if the person who can provide answers refuse to answer emails until he is gone? This behavior should not be allowed and the City Manager needs to be fired immediately. This needs to be on his record instead of being allowed to be dodgy on a matter that shows clear favoritism to a council member who has been recalled. His letter commending Gold Medal of their sponsorships but no email exists for other businesses alongside discrepancies in sponsorships by Gold Medal & Herb Perez all point a finger at shady practices. If it’s not shady, then an audit will show that. An immediate audit is needed before Moneda leaves or ask him to step down effective immediately.
I request again for an independent audit on unpaid city sponsorship obligations to be conducted in a timely manner so the breakdowns in city officials’ oversight can be rooted out, fixed, and prevented in future cases.
Date: April 13, 2020 at 5:59:22 PM PDT To: email@example.com Subject:Jeff Moneda
Dear City Council, I’d like to voice my opinion that you release city manager, Jeff Moneda from your current role immediately. He has been dishonest numerous times during the last city council meeting and the lack of transparency regarding the money owed by Gold Medal has been frustrating. We would like the people working for the city to help our city and not to abuse the power. Sincerely, Regards,
Date: April 13, 2020 at 5:29:26 PM PDT To: firstname.lastname@example.org, email@example.com
Dear City Council,
I would like to urge you all to release city manager Moneda from his responsibilities immediately. There has been a complete lack of transparency regarding sponsorship money owed to the city by Gold Medal, and dishonesty surrounding the issue. He lied 3 times at the last city council meeting and refuses to meet with residents to clarify the issue as directed by council motion. This type of abuse of power should not be tolerated and a clear message should be sent.
This e-mail sets the stage for the April 13, 2020 Meeting.
Date: Mon, Apr 6, 2020 at 5:42 PM Subject: Agenda Item: 6.2 – Council Meeting 4/6/2020 To: <firstname.lastname@example.org>
Regarding: “6.2. A Resolution of the City Council of the City of Foster City Authorizing the Issuance of a Requests for Proposals for an Operational Assessment of the Parks and Recreation Department” Dear Council:On Jan. 13, 2020, Mayor Mahanpour wrote: “Through that review, it has become apparent that the billing and accounting practices in Parks and Recreation are deficient … In my opinion, the council should look into bringing in an independent third-party consultant to audit the processes, procedures and practices of the Parks and Recreation Department since their records have evidently not been kept in a best practices manner.” Why has the independent audit been reduced to an operational assessment? Please do not cite cost as an impediment to an independent audit. Most residents are aware that Council is prepared to spend $35 to $40 Million on a new Rec Center. In my opinion, money spent on ensuring fiscal integrity is far more important. With tonight’s official removal of Recalled Councilmember Herbert Perez, it is time to usher in a new phase in Foster City government – one that is characterized by Transparency.
All courts in the State of California are closed and cases are delayed for 60 days. Better late then never, this was a no-brainer. San Mateo County Supervisors might take this time and finally secure the 400 County Center Building as they should have years ago. People entering the building without going through the metal detectors every single day.
Chief Justice Tani G. Cantil-Sakauye said in her order that court facilities were “ill-equipped to effectively allow the social distancing and other public health requirements” that have been imposed across California to prevent the spread of the novel coronavirus.
March 2, 2020 Court date results next court date is April 6, 2020.
As you can see this is not his Booking Photo, for some unknown reason Sheriff Carlos G. Bolanos and Rosemerry Blankswade the Sheriff’s Office Public Information Officer have refused to provide it or even respond to my several requests.
On October 1, 2019 San Mateo County News.com was the first News & Information Service to report his arrest September 14, 2019 by the Redwood City Police Department at 11:30 PM near the DSA Building on Broadway Ave. He crashed a vehicle into a tree with a RWCPD Officer right behind him. He was to belligerent to qualify for First Chance in Burlingame but RWCPD did him a Big Favor by taking him there anyway. Easier to hide the arrest if he was accepted there. The Staff refused to accept him and RWCPD drove him to Maguire Jail in Redwood City where he was supposedly BOOKED for DUI and Refusing both Blood and Breath Tests, which is a loss of Drivers License for those who don’t matter.
Sheriff Sergeant Luis Dejesus Aquino retained Attorney Josh Bentley (AKA The Fixer) before any criminal charges were filed. That is always the best way to do it.
Sergeant Aquino did not appear at his last Court Date and most likely he will not appear at the next one.
I sent this story to all the San Mateo County Newspapers, The only paper to publish a story was the Palo Alto Daily Post October 25, 2019 24 days later.
Corruption in San Mateo County is nothing new, I think most residents know it exists and they are just thankful it hasn’t affected them personally. They don’t think there is anything they can do about it. So they remain Silent and allow it, this case is a perfect example.
Sheriff Carlos G. Bolanos
Why would Sheriff Carlos G. Bolanos think he doesn’t have to release the Booking Photo?
I would like to personally thank Him/Her for doing their job and honoring the Oath they took. Since 1998 I have known that crimes are being committed in San Mateo County Courtrooms in front of Sheriff Deputies who are sworn officers. They have a Duty to protect the Public.
This for the moment unknown Sheriff Deputy did the right thing. He/She informed Hon. Judge Lisa Novak that he had personally viewed the Video that Sheriff Sergeant Michael Edward Otte just testified to under oath & the penalty of Perjury that he never took with his personal cellphone. At the June 20, 2017 Judges Meeting, she informed the judges in attendance that She had made a finding that SMCSO Sergeant Michael E. Otte Perjured Himself in her courtroom. You would think that is Newsworthy not in San Mateo County.
Former Sheriff Sergeant Otte has quietly moved on and he has Invoked his 5th amendment rights.
Who in SMC knew about this Sheriff Carlos G. Bolanos, District Attorney Steve Wagstaffe, County Counsel John Beiers and Deputy Counsel David Silberman? Several Judges,
You would have thought the Government would have cut this case loose after this but that is not how it works in San Mateo County.
16-SM-001677-A | The People of the State of California vs. Rachel Amanda Quintana
Think about that this for a moment, you are a woman who lives in Half Moon Bay, you have 2 brothers who recently had interactions with SMCSO who provide law enforcement services there. You take the time to personally go to the Substation and report your concerns about those interactions. A short time later YOU are arrested at your home, Sgt. Otte is videoing it on his cellphone. You are in the court system for 4 years. San Mateo County Counsel is going to inflict as much personal pain and suffering on you as possible.
