Andrew Boone had made a public comment supporting higher wages in San Mateo County specifically the unincorporated area. During Public Comment there is No Response, it’s simply 2 minutes of saying whatever you feel is important. San Mateo County Counsel John Beiers couldn’t help himself he just had to give a response. He has a habit of doing that whenever he feels like it. Andrew Boone called back and called John Beiers a Liar and offered the Supervisors evidence to back up his claim. After that statement I waited for John Beiers or the Supervisors to express Outrage that a Citizen would call their Legal Counsel a Liar in a Public Meeting, Silence was the response.
San Mateo County Government doesn’t think notifying the 771,000 residents of this sudden departure/void of leadership of this very powerful position in the middle of a pandemic, is Newsworthy. Not a word mentioned anywhere on the County Website. No Press Release from Michelle Durand SMC’s Chief Communications Officer.

San Mateo County News.com asked County Manager Mike Callagy if he would like to comment on Stormy Madduxs’ departure, his response was non- responsive.
Why would the Government hide this Leadership Change?
Foster City Residents who took the time and money to provide True Citizen Oversight by Recalling Councilman Herb Perez who now is permanently labeled as RECALLED. They find themselves stepping up and doing it again with calling for City Manager Moneda to be labeled as FIRED from Foster City. A City Manager is appointed and the public knows very little about what he/she does or what authority they have. This case is pretty simple Mr. Moneda is Obstructing a very simple audit that involves the man who gave him his job.

I just finished watching the recording of the last city council meeting. Here are a few comments.
There were no known issues with the city’s finances before FC-Watchdog discovered these sponsorship non-payments. We found these non-payments by accident while validating sponsorship claims by Mr. Perez. Since we stumbled upon this mistake, how are we confident that this is the only problem? Gold Medal was a sponsor for the Summer Concerts 2019, but I do not see this information mentioned anywhere. No invoice has been sent to them. What else are we missing? Why are we seeking direction from internal staff, the same people who have put us in this mess.
2. Mr. Moneda’s claims that sponsorship non-payments occurred only last year is not true. It has been happening since 2014. The following are unpaid dues by year. (ref: Document 1)
2014 – $1,000
2015 – $1,000
2017 – $9,500
2018 – $5,000
2019 – $4,000
3. Last year Mr. Moneda wrote a letter to Mr. Perez thanking him for his donation of $74,845.36. I was surprised when Mr. Moneda said he was not aware of the non-payment until September because the letter was written in June.
4. Mr. Moneda mentioned that residents conducted their own audits and came up with different figures without providing the rationale behind it. That is not true. I have sent numerous emails to the city attorney, mayor, vice mayor with details and supporting documents. On January 10th, Stacy Jiminez and I requested a meeting with director Jennifer Liu and Mr. Moneda, seeking clarifications on sponsorship solicitation, billing/invoicing, payment collection, and cash application. Mr. Moneda agreed, and the meeting was set up, but he canceled it the next day and never rescheduled. The email exchange is attached herewith.
Dear Council, There is a $17,000+ debt in sponsorship that has not been cleared up to date and the City Manager is now about to quit. How can we be able to have a fair audit if the person who can provide answers refuse to answer emails until he is gone? This behavior should not be allowed and the City Manager needs to be fired immediately.This needs to be on his record instead of being allowed to be dodgy on a matter that shows clear favoritism to a council member who has been recalled. His letter commending Gold Medal of their sponsorships but no email exists for other businesses alongside discrepancies in sponsorships by Gold Medal & Herb Perez all point a finger at shady practices. If it’s not shady, then an audit will show that. An immediate audit is needed before Moneda leaves or ask him to step down effective immediately.
I request again for an independent audit on unpaid city sponsorship obligations to be conducted in a timely manner so the breakdowns in city officials’ oversight can be rooted out, fixed, and prevented in future cases.

There has been a complete lack of transparency regarding sponsorship money owed to the city by Gold Medal, and dishonesty surrounding the issue. Please do not cite cost as an impediment to an independent audit. Most residents are aware that Council is prepared to spend $35 to $40 Million on a new Rec Center. In my opinion, money spent on ensuring fiscal integrity is far more important. With tonight’s official removal of Recalled Councilmember Herbert Perez, it is time to usher in a new phase in Foster City government – one that is characterized by Transparency.
All courts in the State of California are closed and cases are delayed for 60 days. Better late then never, this was a no-brainer. San Mateo County Supervisors might take this time and finally secure the 400 County Center Building as they should have years ago. People entering the building without going through the metal detectors every single day.

As you can see this is not his Booking Photo, for some unknown reason Sheriff Carlos G. Bolanos and Rosemerry Blankswade the Sheriff’s Office Public Information Officer have refused to provide it or even respond to my several requests.
On October 1, 2019 San Mateo County News.com was the first News & Information Service to report his arrest September 14, 2019 by the Redwood City Police Department at 11:30 PM near the DSA Building on Broadway Ave. He crashed a vehicle into a tree with a RWCPD Officer right behind him. He was to belligerent to qualify for First Chance in Burlingame but RWCPD did him a Big Favor by taking him there anyway. Easier to hide the arrest if he was accepted there. The Staff refused to accept him and RWCPD drove him to Maguire Jail in Redwood City where he was supposedly BOOKED for DUI and Refusing both Blood and Breath Tests, which is a loss of Drivers License for those who don’t matter.
Sheriff Sergeant Luis Dejesus Aquino retained Attorney Josh Bentley (AKA The Fixer) before any criminal charges were filed. That is always the best way to do it.
Sergeant Aquino did not appear at his last Court Date and most likely he will not appear at the next one.
I sent this story to all the San Mateo County Newspapers, The only paper to publish a story was the Palo Alto Daily Post October 25, 2019 24 days later.
Corruption in San Mateo County is nothing new, I think most residents know it exists and they are just thankful it hasn’t affected them personally. They don’t think there is anything they can do about it. So they remain Silent and allow it, this case is a perfect example.

Why would Sheriff Carlos G. Bolanos think he doesn’t have to release the Booking Photo?
I would like to personally thank Him/Her for doing their job and honoring the Oath they took. Since 1998 I have known that crimes are being committed in San Mateo County Courtrooms in front of Sheriff Deputies who are sworn officers. They have a Duty to protect the Public.
This for the moment unknown Sheriff Deputy did the right thing. He/She informed Hon. Judge Lisa Novak that he had personally viewed the Video that Sheriff Sergeant Michael Edward Otte just testified to under oath & the penalty of Perjury that he never took with his personal cellphone. At the June 20, 2017 Judges Meeting, she informed the judges in attendance that She had made a finding that SMCSO Sergeant Michael E. Otte Perjured Himself in her courtroom. You would think that is Newsworthy not in San Mateo County.
Former Sheriff Sergeant Otte has quietly moved on and he has Invoked his 5th amendment rights.
Who in SMC knew about this Sheriff Carlos G. Bolanos, District Attorney Steve Wagstaffe, County Counsel John Beiers and Deputy Counsel David Silberman? Several Judges,
You would have thought the Government would have cut this case loose after this but that is not how it works in San Mateo County.

January 7, 2020 San Mateo County Counsel filed a document with the Superior Court claiming the San Mateo County District Attorney Inspectors William Massey and John Warren are the subjects of an Internal Investigation which just recently commenced, is ongoing and will not be completed until the former Sheriff Deputy Juan P. Lopez criminal trial is completed.
Former Sheriff Deputy Juan P. Lopez’s criminal case has been going for more than 5 yrs.
It is a Penal Code 115A Felony to file a False Instrument (written document) with the court.
San Mateo County Counsel than asked the court to SEAL their Document. January 9, 2020
As you may know by now, yesterday the court ordered the Citizen’s Complaint and any information related to it including the DA’s internal investigation, sealed from disclosure as a confidential record. Therefore, the County is not at liberty to discuss the investigation or answer any questions about it because to do so would violate the court order.

The Commission on Judicial Performance, established in 1960, is the independent state agency responsible for investigating complaints of judicial misconduct and judicial incapacity and for disciplining judges, pursuant to article VI, section 18 of the California Constitution.
Somebody filed a complaint against Judge Novak because she notified all the Judges present at the June 20, 2017 Judges Meeting, She had made a finding that SMCSO Sergeant Michael E. Otte Perjured Himself in her courtroom.
The person or persons who filed the complaint was not concerned at all by the fact that a SMC Sheriff Sergeant would lie under oath in her court, the person and the CJP was only concerned that she informed all the Judges who attended.
She noted the close relationship between the Sheriffs Office and the Court and cited the need to have an unqualified trust relationship with this partner.
Lets look at this unqualified trust relationship with the Sheriff’s Office under the leadership of Carlos G. Bolanos.

San Mateo County Sheriff Sergeant Lou Aquino DUI arrested by RWCPD September 14, 2019 Sheriff Bolanos refuses to release the Booking Photo. Why?
San Mateo County former Sheriff Deputy Juan P. Lopez criminal case going for more than 5 years with the sole purpose to cause harm to him mentally and financially. The public might recall the big Press Conference claiming Nobody is above the law in San Mateo County and Charging Deputy Lopez with Smuggling a Cellphone and Drugs to a Hells Angel member in Jail. Sheriff Carlos Bolanos knew there was No Evidence to support those charges.
These are just three current examples unqualified trust relationship with the Sheriff’s Office under the leadership of Sheriff Carlos G. Bolanos.
An older example when Carlos G. Bolanos was Undersheriff 2010 the Brave Female Deputy reporting the 46 San Mateo County Sheriff Male Employees receiving and sharing Porn and Rape Video on County Computers.
It is my experience that Judges in San Mateo County have allowed Sheriff Employees and District Attorney Employees and County Counsel Employees to lie/file false instruments and give False Testimony on a daily basis, this is the Norm it shouldn’t be.
I say you can’t possibly manage what you don’t measure.
Lets find out exactly what happened after Hon. Judge Lisa Novak made a finding that SMCSO Sergeant Michael E. Otte Perjured Himself in her courtroom.
On January 4 and 5, 2017, Hon. Judge Lisa Novak heard a motion to dismiss in People v. Rachel Quintana (No. 16-SM-001677) San Mateo County Sheriff Sergeant Michael E. Otte testified under oath that he did not take a video of the arrest on his cellphone. Another SMCSO Deputy NICHOLAS P. Kostielney on February 2, 2016 Filed a supplemental report after the arrest Kostielney stated that “no cellular telephones possessed any video footage of the incident.” The arrest date was August 28, 2015 so that gave Kostielney 5 months to make that statement. Filing a false police report is a crime.
As it would turn out a person at the arrest took out his cellphone and videoed Sgt. Otte videoing the arrest. Also Judge Novak’s Bailiff came up to her and reported that he had viewed the video Sgt. Otte just lied about under oath. Good Job to the bailiff.
January 20, 2017 at a Judges Meeting, Judge Lisa Novak informed the Court’s Judges that she had made a finding that SMCSO Sergeant Michael E. Otte Perjured Himself.
How many Judges attended the Judge’s Meeting and have known from that moment on that at least two San Mateo County Sheriff Employees committed perjury and did not make sure that the District Attorney’s Office Prosecute them. How many Attorneys at San Mateo County Counsel’s Office know this information. Finally how Supervisors of SMC and their staff know this information.
The D.A.’s office does in fact charge some people with perjury, 4 witnesses in the Sunny Day Murder trials as an example.
Also this relationship that Judge Novak shared should be broken up.

Judge are the safety net for the public, The public trust is at stake here they are counting on the judges to no allow Prosecutorial Misconduct, or Law Enforcement Misconduct or Misconduct by County Counsel. Why didn’t Judge Lisa Novak have Sheriff Sergeant Otte come back to court and explain why he used his cellphone to video an arrest in the first place and why did he just lie under oath in her court?
When San Mateo County Sheriff Sergeants, Deputies lie under oath in Courts the Jury tends to believe them as they should.
