San Mateo County PPE Scandal.

The Five Supervisors of San Mateo County don’t want the residents/voters to know the Truth about the More than $10M of PPE purchased with Federal Grants FEMA according to James Brown President of the Wine Country Marines of Sonoma.

On January 13, 2022 Mike Callagy County Manager and Supervisor David Canepa, Candidate for Congress, both high ranking San Mateo County Government Officials told ABC 7 News Investigative Reporter/Journalist Dan Noyes who broke the story that they didn’t know anything about the More than $10,000,000.00 of PPE that was moved out of the SMC Event Center. They both were QUICK to identify this as a MISTAKE, and they had NO Idea how this happened, “They were calling in the Marines” and an Independent Investigation was going to be ordered to make sure this never happened again. Notice the Investigation was not meant to identify How many San Mateo County Employees knew about this and for how long.

As you probably are aware, all PPE has been moved out of Fiesta Hall and is currently stored in a fenced area between Gates 9 & 10.
The Red Cross was only able to take the 10 adjustable hospital beds (MASH type). Their storage area was not large enough to accommodate the remaining five bariatric beds nor the five “home style” hospital beds, all of which are in the outdoor storage area.
The plan is to move as much as possible into Sequoia Hall after the SaaStr Conference, to protect it from the elements. The would require the County to rent Sequoia Hall as it would be filled with PPE.
The following items would be relocated first. If any space remains, we will move the most useful of the remaining into Sequoia. Masks Gloves Beds
All remaining FMS items and empty containers Bleach

There was no written agreement between the County and Wine Country Marines that predates the January 27, 2022 agreement I produced to you.  There was no written agreement prior to January 13, 2022 at 6PM, and there is no separate Financial Agreement.  Because Mr. Brown is not a County employee, I cannot know what he meant in his blog post, but as far as we are aware, he was not referring to a written record.

The reason I asked for this document is simple, every time someone gives me more than $10,000,000 of something I like to have some kind written verification, proof, evidence etc that I in fact do have the authority to distribute this PPE which was paid for with FEMA money.

It took San Mateo County Government 90 days to say the truth.

There was no written agreement between the County and Wine Country Marines on or before January 13, 2022.

Why wasn’t San Mateo County Manager Mike Callagy placed on Administrative Leave January 13, 2022?

January 13, 2022 ABC 7 Investigative Reporter Dan Noyes was reporting on MORE than $10M of PPE outside and unprotected from the elements and theft. He reported a Convoy of Garbage Trucks removing PPE within the last 2 months from the site. Here are some questions he asked Mike Callagy on January 13, 2022.

Mike Callagy is San Mateo County Manager.

DAN NOYES: “Can you give me an idea of the amount of money we’re talking?”

MIKE CALLAGY: “I don’t know. There’s a lot of PPE out there.”

DAN NOYES: “Is it safe to say over a million?”

MIKE CALLAGY: “I would say, oh yeah, I would say over, over a million.”

DAN NOYES: “Is it multiple millions or-“

MIKE CALLAGY: “I don’t know. But it’s, it’s, it’s, there’s a lot of PPE out there.”

San Mateo County Supervisors, What was it?

San Mateo County Manager Mike Callagy

On January 13, 2022 ABC 7 Investigative Reporter Dan Noyes reported MORE than $10,000,000 of PPE was ordered moved outside the San Mateo County Event Center and there was some minor damage to the Cardboard Boxes. That same day He asked the County Manager Mike Callagy what the value of the PPE was? Mike Callagy responded “I don’t know.”

The next day Mike Callagy issued a Press Release that got published all over the internet that stated approximately $7.7M of SURPLUS PPE.

Mike Callagy went from “I don’t know” to a $3,000,000.00 difference in less than 24 hours.

That number has since been reduced in the media to $7,000,000.00

I thought it would be a Great Idea if the 5 Supervisors did their job and Verify the EXACT Dollar amount of PPE that was purchased with Taxpayer money. Not one of them liked that idea.

Here is a list of some questions I thought they might want to get the answers too. They had NO Interest.

Remove Item 12 from the Agenda January 25, 2022
What is the current Inventory of the PPE at SMCCC?
What was the actual cost of all the PPE stored at SMCCC?
Who ordered the PPE moved outside of the SMCCC? What date?
Who ordered the CONVOY of Garbage trucks to remove PPE from SMCCC? Date?
What is Wine Country Marines experience in distributing PPE items in this volume?
What has been Wine Country Marines largest distribution to date?
What other organizations were considered to distribute this PPE?
Why is there no mention of Distributing this PPE to San Mateo County Only?
Why wasn’t this PPE distributed when SMC first received it?
What made James Brown think the PPE was already donated to WCM?
Who in San Mateo County made him think that?

On January 25, 2022 at the Board of Supervisors Meeting there were only 2 Public Comments on Agenda Item 12. I will publish the Video of that meeting as soon as Mike Callagy allows it on the San Mateo County Website, as of 1/29/2022 @ 7:00 AM it’s not available.

I’ve been waiting to be able to review the January 25, 2022 meeting to specifically report on the Agenda 12 Item. I wanted to make sure I had the Supervisor David Canepa remarks correct before I report them to the public. The Governments Video is Not posted on SMC Website or the Youtube Channel as on noon today. The person who is responsible for that is the Clerk of the Board which just happens to be Mike Callagy.

The reason I asked this question is that Former President of the Board of Supervisors and current Candidate for Congress David Canepa refused to ask it at the January 25, 2022 BOS meeting Agenda Item 12. Now to be fair to David Canepa Not one of the Supervisors asked that question.

As of this moment 29 hours later Mike Callagy has not responded.

David Canepa if not Mike Callagy, than Who? It’s a simple question. SMC $10M PPE

Who ordered San Mateo County Event Center CEO Dana Stoehr to move the more than $10,000,000.00 of PPE from inside a building to outside?

DANA STOEHR: “It’s, it was fully taken care of exactly the way it should have been.”

On January 13, 2022 San Mateo County Manager Mike Callagy told ABC 7 Investigative Reporter Dan Noyes

He didn’t know all that PPE was sitting out, exposed to the elements for months.

“It clearly is a mistake by the county and ultimately, I’m responsible for the county. So, you know, I take full responsibility for it, San Mateo County Manager Mike Callagy said.

Callagy says he learned Friday that event center staff moved all that PPE outside to accommodate the Software as a Service annual conference September 27-29. He doesn’t know why the supplies were not moved back inside, but he is hiring an independent investigator to look into it and calling in the Marines. Why would anybody call in the Marines?

If Mike Callagy didn’t order it moved outside, Who DID? That is the question that needs to be answered.

Mike Callagy is not only San Mateo County Manager, he is also San Mateo County Purchasing Agent, as well as the Clerk to the Board of Supervisors which has prepared the Agenda Item 12 on January 25, 2022. That seems like a Conflict of Interest.

The BOS should ask Dana Stoehr who ordered the PPE moved in the first place. Simple question and good place to start. Also they could invite James Brown of the West Coast Solution Inc. of San Carlos and President of the Wine Country Marines to attend the Zoom Meeting tomorrow. That would answer some other simple questions, regarding the Generous Donations that WCM already received from SMCDEM.

James Brown was given $10M of Great Condition PPE. The question remains by WHO? and Why?

Before any more crimes are committed, I recommend the San Mateo County Supervisors contact James Brown, let him know you are sorry for the mix up, that whoever gave him the $10,000,000 of PPE did not have the authority to do so. Offer him $10,000 for his time and thank him for volunteering in the first place. San Mateo County should be distributing this PPE it’s in Geat Condition. Get it to the people in San Mateo County.

“We are working hard on getting this into the hands of organizations and groups that need it. Fortunately most of it is in Great condition, vacuum sealed in plastic and only the outer card board was damaged in many cases. Also there was quite a bit stored indoors.

Why James Brown? isn’t there one employee in San Mateo County who has the capability and skill set to distribute the $9,000,000 of PPE that is in GREAT CONDITION according to him. It should be distributed to San Mateo County period.

If it’s in great condition today January 20, 2022 just think it must have been in great or perfect condition from the time SMC took possession of it, which to this still remains unknown.

When did SMC get this $10M of PPE?

Was it one shipment? what dates? Who signed for it?

Why didn’t SMC distribute it right after they got it?

Why doesn’t San Mateo County distribute it today?

It was No Mistake that this $10M PPE was left outside, It was ordered to be moved outside, part of the plan.

“Wine Country Marines” James Brown mentions “Money Laundering”

I see “$10M CASH” of “federal taxpayer dollar purchased productions” I don’t see a big mess, I don’t see “Surplus”

Money Laundering was the first thought that came to my mind, when I read and watched ABC 7 News report.

This is from ABC 7 Investigative Reporter Dan Noyes who first reported this Thursday January 13, 2022 at 6:12 P.M.

“We don’t want anybody to take this and put it on eBay because that’s in essence money laundering, you’re taking federal taxpayer dollar purchased productions and you’re turning it into cash for you,” Brown said, continuing, “We’re not going to allow that, but what we do want to do is get this into the hands of any organization that serves the community. If you’re out there serving the homeless or doing a food kitchen or a shelter, if you’re treating patients, any of that.”

Who in San Mateo County Government gave James Brown the $10,000,000 of PPE aka federal taxpayer dollar purchased productions?

So James Brown (whoever he is) announced San Mateo County Graciously Donated to the (Wine Country Marines) whoever they are the $10,000,000.00 of PPE. 12 minutes before Dan Noyes reported the story.
