Daly City, San Mateo County is the perfect example of the Corruption that plagues the entire County.
On April 7, 2021 Roger Allen a Black man was shot and killed by somebody while he was sitting in the passenger seat of a disabled truck with a flat tire. That we know, and that is about all we know for now.
That was 25 days ago. Here are two examples from well established print and T.V. Media
Daly City officials changed course Thursday and identified four officers at the scene of the fatal police shooting of Roger Allen, after facing backlash for initially refusing to release the names.
Daly City on Thursday released the names of four officers involved in the fatal shooting of a 44-year-old San Francisco man earlier this month.
What I am asking is How was this information made public and by Who?
On April 26, 2021 Mayor Juslyn Manalo promised a Press Release naming the 4 Officers would occur on Wednesday. That did not happen.
A Press/News Release is pretty simple and straight forward, Date, Agency and person responsible for the statement. It would be on the Daily City Website somewhere, If it came from Police Chief Patrick Hensley you would expect to find it on the DCPD Website. It’s not. If Shawnna Maltbie the City Manager or Mayor Juslyn Manalo produced it, you would expect it to be on the City’s Website with their name on it. It’s not.
San Mateo County Residents were put on notice on April 25, 2007 by San Mateo County District Attorney James P. Fox R.I.P. and Chief Deputy District Attorney Steve Wagstaffe. Those Who Matter, Modern Media efforts to make a story out of a non story, It will be Yesterday’s News and Irrelevant by tomorrow.
Think about that for a moment, Where do you get your information about San Mateo County?
Bay City News once wrote former “Sheriff Deputy Juan P. Lopez Embezzled $400,000” from his campaign funds. When asked where did the reporter get that number, he said he didn’t recall.
The point I’m making is San Mateo County Elected Officials and Staff provide the information to a supportive News Business, Like Bay City News or a local TV station. They don’t ask any questions they simply make public the story SMC Government wants you to know.
Where is the Press Release that Mayor Juslyn Manalo promised?
Daly City Manager Shawnna Maltbie remains silent. It’s been 24 days since somebody from her Police Department killed Roger Allen. Each City in San Mateo County is responsible for the behavior of their Police Department. I now know that Mayor Juslyn Manalo has no authority over her Police Chief Patrick Hensley because she said several times in the April 26, 2021 Zoom meeting that she had asked the Chief for those names. She never said what his response was, she also said the names would be release Wednesday the 28th but that did not happen. So that leaves City Manager Shawnna Maltbie this is exactly why you have a City Manager in the first place, One person who is Responsible for the Police Department besides the Police Chief. Dave and Bill could have answered my e-mail in a minute they both know the answer they chose not to.
The Maltbie Family is San Mateo County Government which is “Those Who Matter.” Can anyone else think of one family that has four members involved in SMC Government, Jeff Maltbie son of John Maltbie is the City Manager of San Carlos, Shawnna Maltbie married to Jeff Maltbie, and Jayme Ackemann daughter of John Maltbie was a SamTrans Official during the Fraud non Investigation by the SMCDA’s Office. I sent this e-mail to the President of the Board of Supervisors and one of his top aides for two reasons.
David Canepa used to be the Mayor of Daly City and he would certainly know the answer.

Steve Wagstaffe has told me the Police Chief of Daly City could identify the 4 Police Officers involved in the death of Roger Allen on April 7, 2021. Of course naming them doesn’t mean that any wrong doing or crime has been committed. As you know it’s been 17 days and the Police Chief has chosen his behavior.

Mayor Juslyn Manalo promised the April 26, 2021 ZOOM Meeting with over 130 participants the names of the 4 Police Officers Involved in the Homicide of Roger Allen would be released on Wednesday through a Press Release. That did NOT Happen. As a matter of fact the names have not been released per a Press Release period. Somebody sent a scoop to a news media favorite.
Who from Daly City released these names that Police Chief Patrick Hensley knew on April 7, 2021.
It wasn’t City Manager Shawnna Maltbie.
It wasn’t Assistant Manager Stephen Stolte.
It wasn’t Mayor Juslyn Manalo

Now today 23 days after the Homicide of Roger Allen by DCPD Officers we now have a Ruger instead of a Glock. And now it is a BB gun instead of a FAKE gun, whatever that is.

Remember from start to finish was 16 minutes according to Hensley and Wagstaffe. When I say finish I mean in the ambulance and it left the crime scene.

Roger Allen a 44 year old Black man was killed by somebody with a gun on April 7, 2021 while he was sitting in the passenger seat of a disabled truck in a residential neighborhood in Daly City. That was 20 days ago. Last night the Daly City Government held a zoom meeting for the first time for the Outraged public to speak about it. I don’t know the exact number of participants on that zoom meeting but it was well over 125.
Daly City Manager Shawnna Maltbie attended but remained silent, Assistant City Manager Stephen Stolte Hosted the meeting also silent.
I mentioned the Outraged public, I did not mention the Outraged Elected Officials and Staff who are responsible for the behavior of the Daly City Police Department and its officers. The reason I didn’t mention them is because not one of them is Outraged with the killing of a Black man who committed no crime and was killed while sitting in a parked truck.
The demands were pretty consistent “What are the names of the four Daly City Police Officers Involved in the Homicide of Roger Allen?” Who could provide that information? Shawnna Maltbie, Stephen Stolte and Patrick Hensley that’s who. Why wouldn’t those three Employees want what the public wants?
The four Unnamed DCPD Officers idea comes from San Mateo County District Attorney Steve Wagstaffe and DCPD Chief Patrick Hensley vague and unbelievable description of what supposedly happened and how Roger Allen ended up dead at the scene.
That was until last night when Talika Fletcher, Roger Allen’s sister mentioned the other police agency officers being protected. What other Police Agency Officers? Is that even a possibility in San Mateo County? Of course it is.
Talika Fletcher and her Aunt Zipora Wright both stated that Talika is being STALKED and Harassed by Law Enforcement. They are in Mourning and must be protected by the Citizens not Law Enforcement.
How is this possible in San Mateo County, the answer is Simple, “Those Who Matter” run the Government. They control criminal Investigations, have the ability to falsely criminally charge Those Who Don’t matter like x San Mateo County Sheriff Deputy Juan P. Lopez for the sole purpose of financially destroying him.
What we saw last night was NOT ONE of the people with the Authority and Power to solve, did so. They must be removed in order for San Mateo County to finally get on the right track. Elect Good Human beings is my recommendation.

Those Who Matter are holding a public meeting to hear your comments about the 4 Unnamed Daly City Police Officers who were Involved in the killing of Roger Allen a 44 year old Black man sitting in the passenger seat of a truck with a flat tire on April 7, 2021. The official statement from Daly City Elected Officials and Staff is that the FOUR Police Officers somehow arrived at the disabled vehicle and offered assistance. The result is at least one of them shot and killed Roger Allen while he was inside the vehicle. There was a female passenger sitting in the back of the truck when the shots were fired into the vehicle. The real question for the Elected Officials and Staff is what caused FOUR Daly City Police Officers to be at that truck on April 7, 2021 in the first place.
You will remember it was the Daly City Swat TEAM that got tired of waiting at Errol Chang’s family home in Pacifica. After being on the scene for a short amount of time, the order came in to finish it. Errol who was the only person inside the small home was not a threat to anybody, the house was completely surrounded, the public was safe. Errol was killed by the DCPD Swat Team minutes later. Who gave the order?
Redwood City Police and San Mateo County Sheriff Swat Teams had a very different result when they surrounded James (Jim) McGee’s home for 17.5 hours. Nobody got a scratch the difference he was a “Those Who Matter” individual a former Redwood City Police Officer.
Yesterday the Showboater found a reporter to make the obvious statement about Body Worn Cameras.
“Make no mistake about it, every city in San Mateo County should have body cameras,” said David Canepa, who represents Daly City and other areas as president of the San Mateo County Board of Supervisors. “It’s in the best interest of the community to have the video and it’s in the best interest of the police officers.”
Body Worn Camera Videos can be edited within minutes just ask San Mateo County District Attorney Inspector Jordan Boyd. When I say edited here are just a few examples, Blurred, Captions and Deleting 2 seconds like what happened on the Chinedu V. Okobi video that was finally released to the Public 5 Months after he was killed by 6 San Mateo County Sheriff Employees. The video starts by listing the Involved Deputies it OMMITS CSO Joseph Gonzales you will see him join at 6:47 mark also note 7:02 he is at Chinedu’s head and next time you see him is 7:05 he is down by legs, what happened during those missing 3 seconds. Why was that cut out?
The real question is why did Those Who Matter Omit his name from being Involved.
Ask Showboater David Canepa President of the Board of Supervisors if he ever watched the Video. I asked all of the County Supervisors that question. Supervisor Dave Pine answered he had 3 times, He was the only one.

There is no mention that the Deputy Fired first, Fired at an unarmed woman with her hands up above her head. No Mention she was shot at 14 times, 3 of which were fatal shots in her BACK. No mention the 3 Shell Casings were moved at the Crime scene. and the Best Part is the Deputy did not turn on his Body Worn Camera. Sheriff Carlos G. Bolanos, District Attorney Steve Wagstaffe, Inspector Jordan Boyd responsible for the Editing and Captions of the Video. San Mateo County Counsel Attorney David Silberman is responsible for obstructing the public right to get to the truth. The AXON LOG RECORDS would verify the BWC of Deputy Dominguez was turned off during the Homicide. Why is David Silberman taking that position?
“Those Who Matter” San Mateo County District Attorney Steve Wagstaffe is the source for that term. I remember when I first it, I thought to myself, Steve knows something that most San Mateo County Residents don’t. he was right.
It’s Time for San Mateo County especially Daly City to get on the same page as America is changing. The minimum is to identify the officers involved. The next minimum is to have the Attorney General take over the investigation from Those Who Matter. That will never happen with Daly City’s current Elected Officials and Staff.
The Maltbie name and San Mateo County Government go back a long way. Shanna is married to Jeff Maltbie who happens to be the City of San Carlos Manager, Jeff is the son of John Maltbie who was San Mateo County Manager for many years and has personally benefited by being a member of the “Those Who Matter” team. Everyone remembers the April 1993 Prostitution Sting Operation where Sheriff Deputy Trisha Sanchez was the Decoy. District Attorney Jame P. Fox years later when asked why didn’t you prosecute Maltbie he said “That case never crossed my desk.”If there is another family that is more involved in running the government of San Mateo County I’d like to know it. Shanna Maltbie is the City Manager of Daly City, which means she runs Daly City, she has influence on who is hired and fired like Police Chief Patrick Hensley. She easily could instruct Chief Hensley to identify the four Daly City Police Officers who were involved in the Homicide of Roger Allen on April 7, 2021 who was shot and killed while sitting in the passenger seat of a disabled truck (flat tire) on a residential street. According to the very limited (almost No Information) provided by Police Chief Patrick Hensley and District Attorney Steve Wagstaffe the Daly City Police made contact with the disabled truck at 1:55 PM and Roger Allen R.I.P. was transported by ambulance from the crime scene at 2:11 PM. That’s Fast, as a matter of fact that might be a San Mateo County Record for AMR if it was AMR. During this 16 minutes a lot of things happened that make a reasonable concerned citizen want answers to. Why were 4 DCPD Officers called to a truck with a flat tire? What are the names of the 4 DCPD Officers Involved? What training policy teaches DCPD Officers to reach inside a parked vehicle and wrestle with a Large Black Man who allegedly was wielding a Fake gun. What is DCPD Policy on shooting into a vehicle when there are other passengers inside? What time were the two shoots fired into the occupied vehicle? What time was AMR requested? What time did AMR arrive on scene? Did AMR treat one of the Police Officers at the Scene? How many minutes did AMR provide life saving measures (Chest Compressions) on Roger Allen before transporting his body? How many minutes did DCPD Officers provide Life saving measures to Roger Allen? What time did that occur?
These are just some of the Question the public now has because of Daly City’s behavior. This could be a very long meeting caused by the Elected Officials and Staff.
Just because somebody says something is true, doesn’t mean that it is.

It’s been 16 days since the Homicide of Roger Allen, America is demanding change in Policing, Colin Kaepernick risked his career to stop Police Officers from killing Black and Brown people and abusing their authority. Yesterday Columbus Ohio Police released Body Worn Camera Video and the Identity of the Involved Officer within HOURS of a shooting death of a 16 year old Black girl.
Why are Daly City’s entire Elected and hired Staff on a different page then the rest of America? They can’t be racists can they? No of course not they signed and supported the Black Lives Resolution less then a year ago. If they are not racists what could it possibly be?

Supervisors David Canepa and Warren Slocum sponsored the County’s Black Lives Matter Resolution below. You will notice the Supervisors don’t mention Chinedu V. Okobi who I say is San Mateo County’s George Floyd Homicide by six Sheriff Employees. Why?

There are moments in history that we look back on as breaking points for social change. I believe that, at this moment, we are facing one of these breaking points. Our nation is in collective anguish at the murder of George Floyd and the countless other Black persons who have been the victims of police violence.
San Mateo County is not exempt from this anguish nor are we exempt from responsibility, but we have the power right now to make a change. We have heard from our community and from protestors across the nation that enough is enough. We need to take concrete steps to address this injustice. That is why I proposed and voted in favor of the San Mateo County Black Lives Matter Resolution.
Although this resolution does not yet outline any specifics, it is a commitment that will serve as the foundation for a whole new set of anti-racist policies and a re-evaluation of our current policies to root out injustice, biases, and systemic racism. These policies will not just serve to benefit members of our Black community, but all people of color, and by extension our entire County.
This resolution is also a key component of our overall work to promote equity in San Mateo County. I want to make it abundantly clear that the County of San Mateo cares deeply about creating an equitable and just community for all.But, it is not possible to have equity for all, until Black Lives Matter.

WHEREAS, the Board of Supervisors is committed to the health, safety and equitable treatment of County residents, and strive to bolster the overall wellbeing of the County by fostering the rights of people of color who have been historically disadvantaged by structural racism; and
WHEREAS, the Board of Supervisors acknowledges that over the course of the past few weeks, we have been again reminded that police brutality and general disregard for Blackpeople’s lives is prevalent within the United States as evidenced by the horrific video depicting the murder of George Floyd by a Minneapolis police officer and Rayshard Brooks by an Atlanta police officer; and

It’s been 14 days since the Homicide of Roger Allen who was shot and killed in a disabled parked truck on a residential street in your City of Daly City. You have refused to name the four Daly City Police Officers who were on the scene. You have refused to tell your Police Chief Patrick Hensley to provide the names of the Officers involved, Why?

Yesterday x Minneapolis Police Officer Derek Chauvin was found Guilty of all three charges including murder of George Floyd.
Your behavior proves that San Mateo County is NOT Minneapolis. Think about the Black Lives Matter Resolution you signed.
October 3, 2018 San Mateo County’s own George Floyd was Chinedu V. Okobi he was killed by SIX San Mateo County Sheriff Employees on El Camino Real in Millbrae. Within hours Sheriff Carlos G. Bolanos issued a partial list of those involved, he left out one of the most important person the CSO who sprayed O.C. in Chinedu okobi’s face after he had been tased 7 times, struck with extended baton and dog piled by the group.
It says Below is a list of names of San Mateo County Sheriff Office personnel who were involved in the critical incident. That is not true. CSO Joseph Gonzales is not named.
Yesterday in Columbus Ohio, a 16 year old girl was shot and killed by a Police Officer responding to 2 911 calls. The Interim Police Chief has already released the name of the Officer who shot and killed the teenager, He has also released the Body Worn Camera Videos. Congratulations to Columbus Ohio.

Release the names of the 4 Daly City Police Officers involved in the Homicide of Roger Allen today.
I say this based on my personal experience of dealing with Half Moon Bay City Manager Bob Nesbit and Deputy City Manager Matthew Chidester in trying to get to the truth of the Sandra Lee Harmon Homicide by San Mateo County Sheriff Deputies on May 5, 2020. Those two in my opinion did everything possible to obstruct that goal. I even recommended the City Council file a lawsuit against the Sheriff, District Attorney and County Counsel to release the AXON LOG RECORDS, they chose not to. Half Moon Bay City Council was very disturbed by the Homicide and wanted answers, and even went so far as to contact the Attorney General to Criminally Investigate the Sheriff, District Attorney Investigators and the Homicide. Again the City Managers intervened in the creation of the watered down wording of that letter.
One of the main differences I see between the Murder of Roger Allen and Sandra Lee Harmon is Daly City Mayor and the Council Members are fine with the Murder of another Black man in San Mateo County. Just like Millbrae was with Chinedu V. Okobi’s Homicide by six Sheriff Employees. That was not the case in Half Moon Bay ALL Council Members were very upset and they said so.
Everybody knows the names of the 4 Daly City Police Officers should have been made public on April 7, 2021 the same day Roger Allen was killed. That is Transparency. Who is responsible for the behavior of the Daly City Police Chief? If it’s not the City Manager, and it’s not the Mayor, that leaves the silent City Council.
What did San Mateo County Manager Mike Callagy (30 year Police Officer) say? Nothing
What did the Board of Supervisor’s say about Roger Allen’s Homicide by DCPD? Nothing
Mark D. Melville candidate for Sheriff of San Mateo County 2022 said “The police department should be conducting their own investigation to ensure all department directives were followed in handling said incident.” “There is no reason for the PD to withhold the names of all personnel involved in said incident.”
District Attorney Steve Wagstaffe told me,
“There are four officers involved in the Daly City shooting. It is the responsibility of the police chief to disclose the officers’ names, with the proviso that my office will disclose the names at the time of announcing the decision in the case. So at least for now that inquiry goes to Chief Patrick Hensley at DCPD.”

The unnamed Daly City Police Officer who killed Roger Allen is on paid leave. City Managers, Mayors and City Council are responsible.
The Attorney General of the State of California should by Investigating Roger Allen’s Homicide. Everybody knows that.

Why would you, Daly City Manager Shawnna Maltbie, and your entire city council be OK with the District Attorney’s Office Investigation in the death of Roger Allen? Chinedu Valentine Okobi R.I.P. is San Mateo County’s George Floyd R.I.P.
William Massey was responsible for the Investigation of Chinedu V. Okobi R.I.P. Homicide by six San Mateo County Sheriff Employees, Five deputies and one CSO. Within hours of Chinedu being murdered the Sheriff’s Office issued a False Press Release.
This false statement stayed on the Governments website for 5 months. All the News Media made sure that everyone knew a Large Blackman “Immediately Assaulted the deputy as soon as he exited his vehicle.”
William Massey knew that statement was pure fantasy, and he didn’t care.
He knew that Sandra Lee Harmon had already been shot in the back when this picture was taken. You can see her hands above her head and the shotgun on the ground several feet from her. Now to the left of the shotgun and the right of the R.V you can see a long 2×4 on the ground, you can not see in this photo but there are several others that show THREE spent shell casings that were moved (Evidence Tampering) from that location to a location that better fit the False story being fed to the public. Those three shell casings also prove that Deputy Dominguez fired first not the False story the Deputy was fired at first. William Massey was fine with that.
Ask William Massey who word crafted “After moving her arms around in an erratic manner.” Think about this a person who has dropped her gun, and has her hands up above her head and is being fired upon and struck in her back, What kind of motion of the arms would you expect when a bullet entered her back? erratic manner?
It should come as no surprise that Daly City Manager Shawnna Maltbie, the Mayor, City Council and the Police Chief couldn’t care less about the death of a Black man sitting in the passenger seat of a disabled truck (Flat Tire) when FOUR Daly City Police Officers showed up and minutes later Roger Allen was dead.
Not one of them said a word about the two Homicides by San Mateo County Law Enforcement mentioned above.
If they did care they would have demanded the names of the Police Officers be released immediately, and they would have demanded the Attorney General Investigate this Homicide, It’s that simple.
The question now for the Residents of Daly City and San Mateo County is what do You do when your City Manager in this case Shawanna Maltbie refuses to do her/his job?
