I’m just going to talk about Bullet Point 1 and 4
#1 The first deputy turned off his body camera in violation of San Mateo County Sheriff’s Office policy.
The City was asked to Identify the Deputy so the public would know who the City was talking about. They chose not to.
Just because somebody says something is true, doesn’t mean that it is.
Sheriff Carlos G. Bolanos and District Attorney Steve Wagstaffe have told the world that Sheriff Deputy Dominguez turned off his Body Worn Camera BWC. To this day that is all that it is. The WORD of the Sheriff and District Attorney. There is NO EVIDENCE provided (AXON LOG RECORDS) to prove that statement to be TRUE. As a matter of Fact, the San Mateo County Counsel has done everything possible to make sure the AXON LOG RECORDS do not get released to the PUBLIC. Just ask John Ullom.
#4 Although the Deputies have said that they fired at Ms. Harmon form some distance away from her, certain pistol shell casing were found very near Ms. Harmon’s body. In addition there were inconsistencies in the location of casings recovered at the scene.
You wouldn’t know from reading Bullet point #4 that the subject was Tampering with Evidence at a Crime Scene. Specifically the moving of and placing 3 Pistol Shell Casings from one location to another.
This Tampering with Evidence at a Crime scene is kind of a Big Deal.
The 3 Pistol Shell Casings caused 2 Bullet Holes that was never mentioned in the Official reports. This alone changes the ENTIRE OFFICIAL REPORT.
Sandra L. Harmon was shot 8 times 3 fatal shots to the Back on May 5, 2020 in Half Moon Bay, California. The world was told it was a shoot-out and Harmon Fired First, End of Sad and Tragic Story. Then came the CITIZENS.
This is Not breaking News, If you are one of the 760,000 residents of San Mateo County you can ask any of your local Newspaper Editors who have known about this since September 15, 2020 why they chose to Not report it. So that makes the Sheriff, District Attorney, County Counsel, and Newspapers not mentioning Sheriff Deputy Domingues fired first.
Think about that for a minute.
I recommend that the Eblovi Family of Half Moon Bay, California get a Citizen Award from the San Mateo County Board of Supervisors. They presented their Investigation Presentation to the Public on a ZOOM meeting held by the City of Half Moon Bay on September 15, 2020. That meeting is still not available on the City Website Why? (City Managers Bob Nesbit and Matthew Chidester) but it is in this article.
I have been recommending for years that Law Enforcement provide the Unedited Body Worn Camera, and MAV Dash Camera Video and Audio within the first 24 Hours. It turns out Sheriff Bolanos does release it, the question is to whom?

The same company that manufactures the devices Law Enforcement uses, Tasers, BWC, MAV Video and Remote Microphone etc.

Involved Deputy John Baba – BWC Analysis
On May 6, 2020 I received an Email via Evidence.com sent by San Mateo County Sheriff’s Office Sergeant Jon Sebring granting me access to the uploaded Body Worn Camera (BWC) and Mobile Audio Video (MAV) footage from the Officer Involved Critical Incident (OICI) on May 5, 2020 in the City of Half Moon Bay.
I located the file for the BWC footage for Involved Deputy John Baba, which I downloaded from Evidence.com. From prior experience and in speaking with Sergeant Sebring, I know that the San Mateo County Sheriff’s Office currently utilizes the Axon 2 Body Worn Camera (BWC) which records video at 29.98 fps. I uploaded this video file into a video processing software known as VideoMach version 5.15.1 where I was able to mark the “in” and “out” points of the portion of the video which specifically covered the entirety of the incident and was able to remove the non- pertinent portions without altering the original video. I then added overlays which included a timer in the upper left of the video frame, the title “Deputy John Baba – BWC” at the top center of the video frame and absolute frame numbers (AFNs) in the upper right corner of the video frame. Each of these overlays were placed in positions to not interfere with the activity occurring in each video frame. I then finalized the video and saved this new version under the file name “Baba BWC with AFN and timecode”. I also utilized VideoMach to decompile the finished video into 17,619 individual frames to be utilized in this report.
So there are a couple of Questions here, Who’s is the Author of this report? I have asked San Mateo County District Attorney Senior Inspector Rick Decker that exact question yesterday, He is getting back to me.
The second Question is Why is the Sheriff’s Office providing this data in less than 24 hours to somebody who has the Authority to Edit and add CAPTIONS to promote a False Story.
The third Question, Since the District Attorney’s Office was Investigating this Homicide case, shouldn’t they have controlled the Data?
Since the City of Half Moon Bay Special Meeting September 15, 2020, after hearing the Eblovi Presentation by 3 speakers at the 27:30 mark, every person attending that meeting especially the City Managers, City Attorney, the Five Councilmembers, and SMC District Attorney all knew the evidence provided showed 3 shell casings were deliberately moved, That’s Evidence Tampering, 2 bullet strikes in a location that only the Eblovi Investigators even bothered to look.
Sheriff Deputy Dominguez fired First was the conclusion of the Eblovi Investigation. Everyone in that meeting knew it at that moment. I was shocked I had been working on the Sandra L. Harmon case since May 5, 2020 I never saw those 3 shell casings before even though they were right there. I have gone back and reviewed several videos and photos provided by the Sheriff’s Office and District Attorney’s Office, and I can confirm the 3 shells can be seen behind Sandra L. Harmon as she is being fired at while she was Unarmed which means they were Fired Firstjust like the Eblovi Investion reported.
That means the entire story provided to the public is False.
The San Mateo Daily Journal did not include the City of Half Moon Bay Special Meeting held on September 15, 2020 by ZOOM.
In this video you will see the the first 3 public speakers presenting the Oblovi Investigation at the 27:15 mark clearly providing evidence that came from the SMC Sheriff’s Office and the District Attorney’s Office, it shows Tampering with Evidence 3 shell casings. a Bullet found in the side of a building, They say Sheriff Deputy Dominguez fired three shots at Sandra Harmon FIRST.
District Attorney Steve Wagstaffe does not address the Tampering with Evidence issue, the bullet found that none of the SMC Crime Scene staff found. or that Deputy Dominguez fired First. He simple deflected and said shell casing get moved around kicked etc all the time.
The San Mateo Daily Journal did not mention that fact. I am thankful the SMDJ has finally produced a story where the public can make comments on they used to have a Community Forum for the residents to communicate with each other.
The AXON Log Records have all the data the public needs, you don’t need to rely on Sheriff Bolanos to say something on a video. To this day and for the last 5 months we only have Words and Captions that Sheriff Deputy turned off his Body Worn Camera. The AXON Log Records have been requested multiple times by HMB Resident John Ullom, and myself. The San Mateo County Counsel and the D.A.’s is refusing to provide them even though Steve Wagstaffe told the Council he has No Objection. The FIVE HMB City Council Members should have the City Attorney make the request of Sheriff Carlos G. Bolanos personally. Forget the SMC Counsel. This investigation is a closed matter as far as the District Attorney Office is concerned.
Update: July 24, 2020 San Mateo County has had 3 COVID-19 Deaths and as of this morning the County is reporting only 5 ICU Beds and Staff available. That number has been 13 up until July 21, 2020. 20% Availability of 67 = 13 on the bar graph below you will see on the far right the GRAY color is supposed to show how many ICU Beds and Staff are available, for the first time it is BLANK.
In a SMDJ article this morning titled “Keeping closures at bay in San Mateo County.”
Mr. Callagy says: “Dr. Morrow does believe that we’re in a pretty good position here that doesn’t warrant the type of measure of closing more businesses down.”
I don’t know where Mr. Callagy got his information about Dr. Scott Morrow’s Belief’s but I do know This is exactly what Dr. Scott Morrow said. Nowhere in this statement does he mention “PRETTY GOOD POSITION.” He said “We don’t have the resources to do case-control studies given the enormous burden on all the staff at the health department at this time.” “No gatherings outside of immediate households, use facial coverings extensively, and social distancing.”
It’s a shame the SMDJ which has 84,000 readers just promoted the PGP statement. This is a PANDEMIC.

Please read or reread my previous statements below to get a better understanding of where we find ourselves today and actions you can take to protect yourselves and your family.
Why is the virus spreading here at it’s current higher level now? I don’t know exactly, but it appears to me that there are 3 major factors. In order to understand what’s going on completely with transmission risks, we would need to do case-control studies. We don’t have the resources to do case-control studies given the enormous burden on all the staff at the health department at this time, but we can take some educated guesses based on patterns that we are seeing here.
The virus appears remarkably, even surprisingly, transmissible. At pretty much every point over the last 6+ months, I’ve been surprised, and impressed, at how capable this virus is at moving itself between people. It spreads in households like wildfire and it spreads in other indoor environments too. It seems to be everywhere we look. I know this is hard, we’re all exhausted and frustrated by having to take precautions, but the implication of this fact is that you can’t let your guard down, or be careless, even once, especially if you are at high risk.
Fundamental structural failures of the US economy are being laid bare by the pandemic. These structural issues seem to be a major cause of the transmission we’re now seeing, at least in San Mateo County. Many elements of the US economy can be viewed as illogical, even immoral in my opinion, in that so many people are forced to live lives of economic desperation, live pay check to pay check, are not paid a living wage, live with no workplace safety nets, like healthcare, like paid sick leave, or other wage protection programs. While these structural issues are illogical in good times, they are downright inexplicable in times of a pandemic. These structural problems are at such a massive scale, they can not be ignored. A majority of people we are seeing infected now are front line workers (people who allow the rest of us to eat, and have electricity, and have our garbage picked up, etc), live in crowded multigenerational conditions, live with lack of trust in, and in fact have downright fear of, government. Remember to stem the spread of this very transmissible virus, people who are infected need to be separated from others (isolation and quarantine), not go out in public, and not go to work while they are infectious. Try getting compliance with isolation and quarantine when the infected person is the breadwinner for the family and the family will be out on the street if they don’t go to work. And when they go to work they will, perhaps, interact at that job with you. There is not enough enforcement capacity in the world to stop this from happening. The implication of this is that the current business focused restrictions will do little to stem the spread of the virus when the spread is exacerbated by these conditions. This requires rapid policy and systems changes at every level of both public and private sectors, from the feds on down, and from the largest corporations to the smallest business. We need to see much more work in this area, and we need to have less reliance on business sector closures and restrictions, beyond getting businesses to do the basic transmission control measures. Failure to fix some of these issues will prolong our collective pain.
Complacency is the other majority factor enabling spread. This is either born of belief systems (this is all a hoax, this isn’t that bad for me, let’s go to a party and get infected), or born of just not paying attention. Many, many of our infections are related to fairly small gatherings of family and friends. Birthday parties, picnics, eating at restaurants with mixed households, etc, without the basic precautions being taken. Most of these gatherings are innocent, no doubt, not intending to spread the virus, but they do spread it, and with far reaching implications. Please note, your seemingly innocuous get togethers are driving the spread and are a major reason why you can’t go to a restaurant, why you can’t go to the gym, why you can’t go get your hair cut, why kids can’t go to school. Until, or unless more people get this fact, we will continue to be stuck in the situation we are in. To get out of this situation depends on all of us. Our collective best course of action: No gatherings outside of immediate households, use facial coverings extensively, and social distancing.

Kevin Mullin did not attend or make a public comment at any of the many meetings the Board of Supervisors made available to the public to discuss, Excessive Use of Tasers, Excessive Use of Force, Failure to provide Medical Aid after killing Chinedu Okobi. He did not attend any of the many Concerned Citizens gatherings at the killing site in Millbrae/San Bruno.
Chinedu V. Okobi and George Floyd were both killed by Law Enforcement. Both of the Deaths were ruled a Homicide by the local Coroner. The Four Officers responsible for George Floyd’s Homicide were fired and Criminally Charged. The Six San Mateo County Sheriff Employees who are responsible for Chinedu Okobi’s Homicide are all working and None of them have been criminally charged with anything.
Here is Kevin’s PR piece on voting. You will notice he can’t even mention George Floyd’s Name. “most recently the murder of an unarmed black man by law enforcement.” That could be Hundreds of young Black/Brown Men around America.
I can say this as a Private Victim’s Advocate in San Mateo County for the last 22 years Kevin Mullin is the norm for Elected Officials in SMC.
I know of only one San Mateo County Elected Official that Publicly Questioned, was Chinedu V. Okobi Murdered. That should have been the Obvious question every single elected official should want the answer to.
Sabrina Brennan was that Elected Official. She attended meetings and gatherings.

America is confronting an unprecedented “trifecta” that is dominating our daily headlines: A COVID-19 pandemic, a deep recession and most recently the murder of an unarmed black man by law enforcement, illustrative of systemic racism and injustice that has spawned a season of multiracial protests and calls for needed social change. Yet, while the nation is reeling from these crises, duplicitous messaging is being deployed by the occupant of the Oval Office to actively undermine the results of this November’s election: that voting by mail can’t be trusted, that widespread voter fraud exists, and that mail balloting is designed specifically to elect his opponent: FALSE.
Since 2000, more than 250 million votes have been cast via mailed ballots, in all 50 states, according to the Vote at Home Institute with only a handful of fraudulent votes cast. Election law expert and U.C. Irvine professor Richard L. Hasen notes, it is still more likely for an American to be struck by lightning than to commit mail-voting fraud. In addition, there is no evidence to suggest that voting by mail benefits any particular political party.
San Mateo County has shown that voting-by-mail works. My legislation to make San Mateo County an all-mail ballot pilot county demonstrated that the participating electorate more closely resembles the public at large in terms of its diversity and representation, with young people, and voters of color in particular more likely to cast ballots. Thanks to my colleague, Assemblyman Marc Berman’s legislation recently signed into law, this November’s election in California will be an all-mailed-ballot election. Every voter automatically will receive a ballot, postage paid, with community-level “vote centers” as back-up. Voting by mail is the most efficient and effective way to conduct an inclusive and participatory election.
So-called “red and blue” states alike have employed voting-by-mail, but the way states have approached elections administration varies greatly. Elections are fundamentally state and locally administered, and recent examples of mismanagement during primary elections in Wisconsin and Georgia remind us of the challenges facing election administrators across the country. This is a highly charged political atmosphere with huge stakes on the line.
There is a growing recognition that the pandemic must force changes in how elections work, and better ensure more participation moving forward. Attempts to help fund elections with federal dollars have fallen woefully short of what is needed to ensure free and fair elections across America. Since the Bush-Gore contested election in 2000, the efficacy of voting mechanisms and machinery have taken center stage. More recently, we are seeing a coordinated misinformation campaign to attack the integrity of, and undermine the public’s faith in, our elections. False narratives abound, and voter suppression, which disproportionally disenfranchises communities of color, is real and we all suffer the consequences as a result.
While voting-by-mail works, it is not perfect. Signature-matching issues have led to ballots not being counted, a concern that is actively being addressed in California. One other legitimate drawback to voting at home is the time it takes local elections’ officials to count waves of mail ballots and certify the election. The current administration is preemptively trying to undermine faith in the eventual vote count and may try to exploit delays in vote tabulation to question the legitimacy of results, triggering a constitutional crisis. While the long wait for vote-by-mail results is not ideal, it’s in the interest of every vote being counted, which is fundamental to our democracy.
During this tense time when we need leaders who can calm, heal, and build faith, the president has used this period to further divide people and incite violence, all while callously attacking the basic underpinnings of our democracy, like faith in and respect for the work of journalists — essentially a broadside on the First Amendment. The work of journalists and the social media platforms themselves have never been more important in fact checking false claims and advertisements with false information.
Vote as if democracy itself, and its pillars like a free press, the rule of law, and free and fair elections, including the right of every citizen to vote, is on the ballot. Because it is.

The VOTE BY MAIL act is innocuous to the degree that it reiterates voting by mail procedures. We have used absentee ballots for many years. What is NOT innocuous is the removal of polling places from communities of color. Though Mindy Romero and other experts have declined to state it clearly, the added travel distance to some of these community residents results in a veritable “poll tax ” and leads to further disenfranchisement, . Subjective signature disqualification also creates opportunity for disenfranchisement and was predicted by election experts
The bill originally emanated from the ” Colorado Model ” of elections and was promulgated by Colorado based vendor DOMINION The act is notorious not for what it mandates but what it ignores. The fact there is ZERO mention of the software used to tabulate the votes creates a severe point of misdirection to the layperson voter. This is unfortunate as the authors of the bill positioned it as a security measure when this is not the case. The authors were briefed extensively but chose to omit the work of the open source software security experts.
Half Moon Bay Beaches will open 9:00 AM July 6, 2020
July 2 UPDATE – City and State Beaches & Parking Lots in HMB to be Closed for 4th of July Weekend
This updates the previous news release on beach closures. All beaches within the City will be closed Friday – Sunday due to COVID-19 risk. This now includes Half Moon Bay State Beach. These are complete closures and apply to all residents and visitors.
July 2, 2020 – As a temporary public health safety measure to reduce the density of visitors over the 4th of July holiday weekend, all beaches and their parking areas in Half Moon Bay will be closed to everyone, for the weekend. Additionally, a portion of the Coastal Trail between Seymour Bridge and Kelly Avenue will be closed for that same period.
This update of the City’s previous notice of beach closures (below) now includes that beach access for Half Moon Bay State Beach (Francis Campground/Kelly Avenue, Venice Boulevard, and Young Avenue) will be closed as well. Yesterday, we announced the State Beach parking areas will be closed and that all access points to City beaches and their parking lots will also be closed. With today’s addition of access points to the State Beach, these are now full and complete closures of the beaches, and a section of the Coastal Trail, to all residents and visitors.
The closure begins at sunrise on Friday, July 3, and ends at 9:00 AM on Monday, July 6.
The order to close City beaches, parking lots, and a portion of the Coastal Trail was signed by the City Manager under his authority based on the City’s emergency declaration.
This action is being taken to help prevent the spread of the COVID-19 virus. Spread of the virus is greatly intensified when large crowds gather, especially if face covering and social distancing regulations are not followed.
San Mateo County Sheriff’s Deputies will be present at closed beaches and coastal trail sections to enforce applicable local ordinances and state laws. City staff will be at beach entrance points to advise visitors of the closures. Changeable electronic message boards will be placed on various roadways to notify motorists of the closures.
San Mateo County Sheriff Carlos G. Bolanos released a Public Relations Video 45 days after Sandra Harmon was killed by Deputies. The original claim made by Sheriff Balanos was She shot first, Newspapers reported a Shootout which requires bullets going both ways. It would be so simple to prove that release Deputy Dominguez’s Body worn video, his MAV audio from the Dashcam which was right there at the scene. It would have recorded the single or double shot allegedly fired from the shotgun that we see on the ground. That would also answer the question How & When did the Shotgun get on the ground. Did she start the shootout and then lay it down only to be shot at while her hands were in the air?
Sheriff Bolanos tells us that things moved so quickly that Deputy Dominguez was unable to activate his Body Worn Video. That’s unfortunate because that would have confirmed Bolanos’s Story.
Deputy Dominguez Body Worn Video was working just fine from the 3:30-6:29 mark. Sheriff Bolanos claims it wasn’t on less then a minute later. So to recap The Sheriff Office has had 45 days to edited and create a shot fired or shootout as they told the residents of San Mateo County.
Instead they provide a video showing NO Shots Fired by Sandra Harmon and show Deputies firing at an unarmed woman with her hands up.
So far this is OK with the 750,000 residents of San Mateo County
What would you do if you were unarmed hands above your head and Deputies are firing at you from close range? I think a reasonable person would try to defend herself even if the shotgun was not loaded. What choice did she have? Follow more legal orders while they reload?

A reasonable person would ask why the Six Sheriff Employees were not arrested and charged? In George Floyd’s Homicide all Officers were fired and criminally charged.
I’m not surprised the residents of San Mateo County don’t know this information, Reporter Anna Schuessler sat in front of me at the press conference and heard as we all did it was a Homicide. May 14, 2020 Mark Simon wrote an article titled “An unusual Harbor District Meeting” the typical Victim Shaming piece which is something he is quite skilled at. This article is about a SMCHD meeting that took place 29 days prior to his article. He has joined Congresswoman Jackie Speiers Daughter Stephanie Sierra of ABC 7/KGO in the Victim Shaming plan of attack. Also on the TEAM is Supervisor Don Horsley, Assemblyman Kevin Mullin (Mark Simon’s partner) I can’t wait to discover who is the Captain of this TEAM and who is responsible for forming it.
I would suggest Mark Simon consider the May 26, 2015 as an unusual meeting it was very exciting and I know he attended I just don’t know why?At the time he worked for SamTrans.
