This is no surprise under the leadership of City Manager Bob Nesbit and Deputy City Manager Matthew Chidester. It turns out former Chief of Police and Sheriff Captain Saul Lopez has not been on the job for the last 4 months. The announcement that Captain Andy Armando is now the Police Chief of Half Moon Bay just recently was reported by the HMBR.

A simple google search of Lt. Andrew Armando would have produced some of the articles San Mateo County News.com wrote about him committing crimes against retired San Mateo County Sheriff Deputy Juan P. Lopez.
“Detective Armando Perjuriously alleged that Mr. Lopez placed a telephone call to the Contraband Cell Phone in Order to Obtain a Search Warrant.” Detective Armando made that call himself.

In my opinion San Mateo County Sheriff Deputy John Baba did NOTHING WRONG in the Homicide of Sandra Lee Harmon in Half Moon Bay, San Mateo County, California on May 5, 2020.
U.S. District Court Judge Vince Chhabria dismissed a claim against Deputy John Baba.
Judge Vince Chhabria also denied motions to dismiss from lawsuit the City of Half Moon Bay and San Mateo County.
Jan. 19, 2022 Judge Vince Chhabria wrote that it was plausible to believe Deputy David Dominguez, one of two officers to shoot the 56-year-old woman suffering from mental health issues, acted “with a purpose to harm unrelated to a legitimate law enforcement objective.” The judge noted that video evidence established that Dominguez shot Harmon in the back, while her hands were raised over her head, and that that shot was fatal. It should be noted the Video the Judge is referring to was produced by the San Mateo County Government at the highest level. It starred Sheriff Carlos G. Bolanos which was strange. He never mentioned Sandra Lee Harmon was shot in the back while her hands were above her head.
It’s been 19 months since Sandra Lee Harmon R.I.P. was executed by San Mateo County Sheriff Deputy David Dominguez on May 5, 2020 in a parking lot located at 845 Main Street, Half Moon Bay, San Mateo County.
The San Mateo County Government provided a Critical Incident Video about 40 days after the Homicide. This video was created by San Mateo County District Attorney Inspector Jordan Boyd who labeled it as “unaltered” when if fact it had been altered. The Video shows Sandra Lee Harmon being shot at while unarmed and hands above her head with her back towards Deputy Dominguez. No labeling saying Deputy fired at unarmed woman. Fact Ms. Harmon was shot in the back three times all fatal.
If the County, the District Attorney, and the Sheriff of San Mateo County had determined in their investigation that Dominguez acted properly, they would never have altered the video and attempted to present it as unaltered; they would have just been honest. And there simply is no justification in any reasonable investigation to fail even to request records pertaining to Dominguez’ body cam. If Dominguez had acted with a true police objective there would be no need for the false reports, the underhanded editing of the video, nor the fear that Dominguez’ camera may hold relevant evidence.
It is Illegal to file a False Police report.

The comments were made/heard/recorded on the Public Access Telephone Line 1-206-279-9591 Code 631595. The comments were made after the short 5 minute hearing was completed and Court Clerk Katrina Bihl left the phone line active instead of muting it which she has claimed under the penalty of perjury a PC115(a) Felony, that she did mute it.

Sandra Lee Harmon R.I.P. was killed May 5, 2020 at 845 Main Street, Half Moon Bay, California. She was killed by San Mateo County Sheriff Deputy David Dominguez, who fired 11 hollow point bullets at her at close range. San Mateo County Sheriff’s Office, and the District Attorney’s Office claim the Body Worn Camera that was working perfectly just minutes before the Homicide was turned off by Deputy Dominguez.
The City of Half Moon Bay and the San Mateo County Sheriff’s Office have made NO CORRECTIONS since Yanira Serrano Garcia was killed on June 3, 2014 by San Mateo County Sheriff Deputy Trieu.
Both Sheriff Deputies responded alone, with NO PLAN. Both Homicides had Evidence Tampering. Yanira was shot and killed within 20 seconds of Deputy Trieu exiting his vehicle.
How hard would it be for the City of Half Moon Bay and the Sheriff’s Office to change the procedure that would stop Deputies from going by themselves. DO NOT go to the scene ALONE, Have a Plan.

San Mateo County President of the Board of Supervisors David Canepa aka “Showboater” knows a great opportunity to Fund Raise when he sees one. Today he is holding his official Kickoff Campaign for Congress. He might as well, he has done nothing to make San Mateo County Safer or to Eliminate Corruption in San Mateo County that I am aware of.
Most recently in the (retired) San Mateo County Sheriff Deputy Juan Pablo Lopez criminal case which has been going on for 7 years, Superior Court Judge Joseph Scott, Court Clerk Katrina Bihl, and Court Reporter Jocelyne Fakouri, Conspired to commit a crime, then did commit the crime of PC115A filing a False Instrument with the court which by itself is a Felony. All three made false statements under the penalty of Perjury. David Canepa thinks that is cool. I don’t.
A reasonable person would think the President of the Board of Supervisors would be Interested in making San Mateo County Safer for the ordinary resident, Nobody is Above the law, etc. Not David Canepa. Over the the last 7 years I have reported the Illegal conduct against Sheriff Deputy Juan P. Lopez, by multiple San Mateo County Employees, I can’t recall a single time that David Canepa showed any interest.
When Chinedu V. Okobi R.I.P. San Mateo County’s George Floyd, was killed by SIX San Mateo County Sheriff Employees on October 3, 2018, Sheriff Carlos G. Bolanos and his Public Information Officer Immediately issued two False Press Releases both omitting the sixth very involved CSO Joseph Gonzales. David Canepa approved of that behavior.
I took the above video, I drove up from Monterey County to attend that meeting I had every intention of speaking on behalf of Chinedu V. Okobi and his family. I sat in the front row next to SMCSO Deputy Heintz Puschendorf the entire meeting, after listening to all of the speakers and watching Supervisor David Canepa refusing to pay any attention to all of the speakers, He wouldn’t even look at them, I chose not to speak.

Is David Silberman Nuts, No, simply dishonest and his job is to protect the San Mateo County Sheriff’s Office. Of course there is a DISPUTE, there is NO EVIDENCE provided to prove when Deputy Dominguez turned his Body Worn Camera on and off.
That’s why the AXON LOG RECORDS have not been made public, they will provide the Factual Evidence.
This is just one of the many examples of why I say San Mateo County Counsel Attorney David Silberman should be Fired.

Sheriff Carlos G. Bolanos informed San Mateo County that SMCSO Deputy David Dominguez’s Body Worn Camera was turned off at the time he fired 11 shots killing Sandra Lee Harman.
Has Sheriff Carlos G. Bolanos ever lied to the public before, Yes of course he has, Everybody and their mother knows that.
Very few Citizens have taken the time to Investigate and ask What is the TRUTH about the Homicide by Sheriff Employees of Sandra Lee Harman.

You would think these three would be the first to RELEASE the AXON LOG RECORDS. They’re NOT.
I recommended the Half Moon Bay City Council, City Managers and the City Attorney sue Sheriff Carlos G. Bolanos and his attorney San Mateo County Counsel Attorney David Silberman, for their refusal to provide the AXON LOG RECORDS to the Public. They are the only two people standing in the way of releasing the AXON LOG RECORDS which are bought and paid for by the Taxpayers of San Mateo County. They also contain the data that would confirm the Government’s Story that San Mateo County Sheriff Deputy Dominguez’s Body Worn Camera was in fact turned off when he fired 11 shots at Sandra Lee Harmon on May 5, 2020 in Half Moon Bay. HMB chose not to file the lawsuit.
What do you do when the Government refuses to do their job?
The residents of San Mateo County are responsible for the behavior of their Government, Elected Officials and Appointed Staff.
