Former San Mateo County Sheriff Deputy Juan P. Lopez is in court today January 12, 2022 at 9:30 A.M. in Courtroom 2G. The Judge hearing the Motion is Hon. Judge Joseph Scott.

You will recall that Defense Attorney Tony Serra respectfully asked Judge Scott to recuse himself for Bias. He hired a law firm in Riverside and declined.

San Mateo County Counsel Attorney Joseph Charles is representing SMC District Attorney Steve Wagstaffe who has been doing everything possible to not have to Testify underoath in this case.

The six charges that are in court today over 7 years after District Attorney Steve Wafstaffe gave a News Press Release in front of Television crew to announce that Sheriff Deputy Juan P. Lopez was Arrested and Charged with Smuggling a Cellphone and Drugs into the Maguire Jail and gave them to a Hells Angel Gang Member. That NEVER Happened.

On that day standing in front of those News cameras, District Attorney Steve Wagstaffe, William Massey, John Warren, Jordan Boyd, Sheriff Carlos G. Bolanos, Sgt. Jason Peardon, Lt. Andrew Armando, San Mateo County Counsel all knew or should have known those charges were 100% FALSE.

Now today in court the remaining 6 charges and the ONLY charges that DDA Kimberly Perrotti want the jury to hear or know about is Mortgage, Insurance and Election Fraud.

Did Sheriff Deputy Juan P. Lopez vote from Both of his residences? Nope only Redwood City, where his car was broken into. That is where Jordan Boyd knew he lived.

Remember in 2014 Sheriff Deputy Juan Pablo Lopez reported to the San Mateo County Sheriff Office that his car was broken into in the garage area of his Redwood City Condo. When he was asked by the Deputy who took the report, do you have any idea who might have done this?

Sheriff Deputy Juan P. Lopez responded, “The San Mateo County Sheriff’s Office Gang Task Force.”

Has the SMCDA’s Office ever asked the Gang Task Force to break into cars? Ask Jamie Draper.

I am 100% in favor of the San Mateo County District Attorney’s Office and the Sheriff’s Office making sure that their employees are honest. That they would NEVER file a False Police Report, or Affidavit for a Search Warrant, or check the owner occupied box on a Mortgage Refinance Application, or spend the Insurance settlement Check received for damage in the Kitchen on something else. You want to make sure you employees are the right Moral Character like the 45 mentioned in the Gross Misconduct in the San Mateo County Sheriff’s Office Document.

Has SMCDA Inspector Jordan Boyd started his own investigation of any of the 45 men named. There is a pretty good chance he would find some Mortgage and Insurance Fraud cases in that group.

Yesterday December 13, 2021 in Courtroom 2G Hon. Judge Joseph Scott the San Mateo County Superior Court Judge who refused to RECUSE himself for bias comments he made on July 27, 2021 about x Sheriff Deputy Juan P. Lopez criminal case NF433910A. The comments were made/heard/recorded on the Public Access Telephone Line 1-206-279-9591 Code 631595. The comments were made after the short 5 minute hearing was completed and Court Clerk Katrina Bihl left the phone line active instead of muting it which she has claimed under the penalty of perjury a PC115(a) Felony, that she did mute it.

On November 22, 2021 Superior Court of California San Mateo County Presiding Judge Leland Davis III discontinued the Public Access Telephone Lines. He now invites the Public to attend in Person during a PANDEMIC.

John Warren looks like a fun guy, why wouldn’t San Mateo County Counsel Attorney Joseph Charles or the Government of San Mateo County want him to Testify in the Sheriff Deputy Juan P. Lopez case?

They were Distributing Pornography and a VIOLENT RAPE VIDEO on San Mateo County Computers located in the 400 County Center Building. How many of the 45 SMCSO Employees shared that Porn with under aged girls or boys?

Ask Sheriff Carlos G. Bolanos, Sheriff Captain Christina Corpus or D.A. Steve Wagstaffe what did they do when they found out about it?

November 23, 2021 Dr. Dylan Edward O’Connor pled nolo contendere to one count of PC 288.2 a misdemeanor. Why was he Investigated at all and the 45 San Mateo County Sheriff Employees never Investigated. He lost his career, What did any of them lose? Nothing.

Dr. Dylan O’Connor’s next court appearance is February 28, 2022.

I don’t remember the exact date when I first met Therese Dyer but I do remember where it was. It was in line to enter the 400 County Center Building in Redwood City, California where we both were going to speak to the Board of Supervisors of San Mateo County during the two minute Public Comment.

I remember thinking, The Five Supervisors and their Staff should meet with Therese right away and get to the bottom of this subject matter she just reported to them, Corruption in San Mateo County, specifically in the District Attorney’s Office, The Courts, The Investigators etc. Most reasonable thinking residents would want the Supervisors to look into this to find out if her statements were true and accurate, and if they were too FIX IT.

I knew Therese was a Veteran, and had served on the San Mateo County Grand Jury.

It was at that BOS Meeting that I thought a simple fix would be for the Supervisors to set up a Public Data Base where all Notifications of wrong doing by San Mateo County Employees/Elected Officials could be filed. As anyone who has ever taken the time and energy to go to a BOS Meeting on a Tuesday morning at 9:00 AM to have the opportunity to Inform the Supervisors of Criminal behavior or other serious subjects knows, 2 minutes goes by pretty fast, and you might be a little nervous. Most likely you can not come close to saying everything you want to say.

I remember being so nervous before I made Public Comment to the Supervisors of SMC, reporting Corruption of some Law Enforcement Employees, and every time I spoke the Supervisors would say “Thank You, Mr. Stogner for your comments.” I became more comfortable once I realized that they couldn’t care less about the Corruption.

A Public Data Base however would allow you to state everything, Names, dates, allegations etc. The other benefit is that information would be Public.

I can say this about Therese Dyer, for the last 20 years that I am aware of, She has been doing her very best to inform the Residents of San Mateo County of the Corruption in the Government.

Last Thursday April 1, 2021 retired San Mateo County Sheriff Deputy Juan P. Lopez’s case was moved from Courtroom 2H to 2 G just 10 minutes before it was to be heard. Judge Leland Davis III informed everyone that Hon. Judge Joseph Scott would not be there based on a Medical Emergency. That in itself is a pretty big deal one that would be on the front page of every Newspaper in San Mateo County even if it didn’t have anything to do with Deputy Sheriff Juan P. Lopez 6.5 year criminal case.

I hope the Medical Emergency has passed and everyone is ok, I have no idea who had the M.E. and Judge Davis III did not go into any detail.

What was to be heard last Thursday was a Motion to Quash a Subpoena involving San Mateo County District Attorney Steve Wagstaffe. Judge Scott had spent several hours getting up to speed on this issue.

For those who have been following the Deputy Juan P. Lopez story you will remember it began back in 2013 with SMCSO Lt. Armando, Sgt. Jason Peardon, and SMCDA Inspector Supervisor William Massey.

He was charged with Smuggling a Cellphone and Drugs to Hells Angels Gang Member in Maguire Jail. Embezzlement of Campaign Funds ($400K). What ever happened to those very public charges?

Defense attorneys for Juan Lopez are Tony Serra and Maria Belyi of San Francisco.

San Mateo County District Attorney Inspector Jordan Boyd is a Brady Officer.

SMCDA Inspector Jordan Boyd is the lead investigator in the x Sheriff Deputy Juan P. Lopez NF433910 case which is in court this morning after 6.5 years.

A Brady Officer is someone who is dishonest. The hope and goal is to have honest people in Law Enforcement everybody wants that.

In August 2014 Jordan Boyd asked Deputy Juan P. Lopez to provide him with his California Drivers License, as soon as Juan complied and gave Jordan the license he informed Juan that it was Suspended out of the Los Angeles area, he kept it and then he and others followed Juan to his car to make sure he did not drive home. Juan Lopez did not drive for the next 3 or 4 months. COLLATERAL CONSEQUENCES

A reasonable person would ask How did Jordan Boyd know about Juan P. Lopez’s CDL without looking at a computer database? How many other CDL’s has Jordan Boyd removed from Law Enforcement Officers. District Attorney Steve Wagstaffe informed me that his office does not handle any DMV issues.

SMCDA Inspector Jordan Boyd has admitted under oath that he started his own Investigation of Juan P. Lopez. Why?

A reasonable person would ask, In Jordan Boyd’s entire career how many criminal investigations has he just started on his own? He would have known that his Supervisor William Massey also a Brady Officer based simply on his own actions causing COLLATERAL CONSEQUENCES when he twice tried to get Juan’s girlfriend fired. That’s really not what a high ranking Law Enforcement Officer is supposed to do. That is Dishonest.

The normal way is somebody would have filed a criminal complaint with a Law Enforcement Agency, that agency would decide if it should be referred to the District Attorney’s Office for prosecution, If the D.A.’s office thought it should be investigated they would assign it to Jordan Boyd or someone in his position.

That did not happen in the Juan P. Lopez case.

San Mateo County Deputy District Attorney Kimberly Perrotti filed a 24 page Motion in Limine last week. I was struck by item 4, EXCLUDE REFERENCE TO COLLATERAL CONSEQUENCES EXPERIENCED BY DEFENDANT AS A RESULT OF THE INVESTIGATION, EXECUTION OF SEARCH WARRANTS, ARREST, AND SUBSEQUENT COURT PROCEEDINGS.

The people request exclusion of any collateral consequences defendant has experienced as a result of the investigation, excution of search warrants, arrest, and subsequent court proceedings in this case. This would include but is not limited to, any employment or employability consequences; embarrassment or shame, or any other effects resulting from members of the community learning of the investigation and prosecution. Evidence of or reference to these topics is irrelevant under Evidence code 350 and should be excluded.

When you read the word defendant replace it with Sheriff Deputy Juan P. Lopez.

I’ve always wondered how a person who has sworn an Oath to enforce the law could do just the opposite. This is not the first DDA who has continued to produce a False case in San Mateo County. I’ve written about DDA Melissa McKowen several times in the past.

San Mateo County Deputy District Attorney Kimberly Perrotti also doesn’t want the Jury to hear the words Prosecutorial Misconduct, I don’t blame her for that this case is FULL of Prosecutorial Misconduct. You wouldn’t want the Jury to be aware of it if your goal continue to cause harm.

I have had the privilege of serving on a jury in San Mateo County, I was the jury foreperson in a trial where the District Attorney charged a young Marine with a DUI case. The DDA knew she had NO EVIDENCE to prove her case but that didn’t stop her and it made No impact on her when the young Marine was found Not Guilty. I offered to meet with the DDA if she wished to find out why she lost that case. She had No interest in learning where she missed.

From that day on I always wondered how many other cases in San Mateo County are defendants Falsely Charged?
