San Mateo County News.com confirmed yesterday that this new policy was authorized by Court Executive Officer, Neal Taniguchi. Why? Is the Pandemic over?

Summary: On August 2, 2021, Sheriff’s Office Detectives started investigating a case involving an 11-year-old child who was sexually assaulted on 3 different occasions by a family friend. He was identified as suspect Michael Banister from El Granada, CA. The sexual assaults took place near his residence while he was babysitting the child.

On August 31, 2021, Detectives obtained a $500,000 arrest warrant for Banister for the above sexual assault charges. Shortly after the warrant was issued, Bannister was placed under arrest by Deputies from the Coastside Patrol Bureau without incident. Banister has a lengthy criminal history from Oregon and had recently moved to El Granada within the past 2 years.

San Mateo County Sheriff Election June 2022 is going to be exciting.

Mark Melville has folded, he recently contacted San Mateo County News.com, to inform me that he will not be a candidate in the 2022 election. I wish him all the best, I remember when I first met him in Foster City, and I said the same thing I said to Sheriff Deputy Juan Pablo Lopez, when I first met him and he first announced he was going to run against Sheriff Greg Munks in 2014. I said “You are either very Brave or Very Naive.”

Now that that has been settled it makes room for another candidate and possibly more for the Election 2022. Candidates filing window is February 14, 2022-March 7, 2022.

At this moment there are 2 Candidates for Sheriff, both of them thought it would be great idea to Investigate the Sheriff Activities League (SAL) Embezzlement and Money Laundering Criminal Investigation. For a reasonable thinking person that would be a RED FLAG, non-starter, It would be known as a Conflict of Interest in most circles.

I look forward to see how things shake out. That leaves 7 months for the Residents to ask the questions they have for the Candidates, That is plenty of time.

Sheriff detained in Las Vegas brothel raid

San Mateo County Sheriff Greg Munks Tuesday afternoon apologized for his “lack of judgment” following his and Undersheriff Carlos Bolanos’ brief detainment at a Las Vegas brothel Saturday night during a prostitution sting by local and federal authorities.

Munks, who was sworn in as sheriff of San Mateo County on Jan. 8, read a brief statement but declined to take questions.

“I believed I was going to a legitimate business,” Munks said. “It was not,” he said.

Munks said he and Bolanos had been in Las Vegas over the weekend to participate in a law enforcement run, the Baker to Vegas Relay.

During a series of raids Saturday night and early Sunday dubbed “Operation Dollhouse,” Munks and Bolanos were detained but were not among the six people — five men and one woman — arrested by police at a brothel about two miles west of Las Vegas strip, Las Vegas police spokesman Bill Cassell said this afternoon.

The arrests at the brothel where Munks and Bolanos were found took place at about 9:30 p.m. Saturday, Cassell said. Approximately 3,500 Ecstasy tabs and about $25,000 in cash was seized at the brothel, Cassell added.

Cassell said officers did come into contact with both Munks and Bolanos inside one of the residences at the brothel. “All of the customers were simply identified and released,” Cassell said.

“I want to apologize to my family, the sheriff’s office and its fine men and women, and to the people of San Mateo County for my lack of judgment and the undue attention and embarrassment this incident has caused,” Munks stated.

Munks said that he and Bolanos fully cooperated with the investigation, though he noted that Bolanos “was outside when the authorities arrived.”

“I would not, nor did I, break any laws,” Munks said. “Neither did the Undersheriff.”

Cassell stressed that Munks and Bolanos “received no special treatment because of their status in law enforcement.”

No charges have been filed against Munks or Bolanos.

Cassell declined to specify the exact location of the brothel where Munks and Bolanos were found, but said it is located two miles west of the strip in a mixed residential and light-industrial area in the south-central part of the city, according to Cassell.

The raid was part of a series of raids at nine Las Vegas brothels Saturday night and early Sunday morning, according to Cassell.

The operation capped a two-year investigation conducted by Las Vegas police, the FBI, the IRS criminal investigation division and the Immigration and Customs Enforcement Bureau, Cassell said.

Over the weekend, a total of seven people were arrested on prostitution and drug-related charges and 25 prostitutes were taken into custody, Cassell said. An ongoing investigation will attempt to determine whether any of those arrested were involved in illegal human trafficking, he added.

According to Cassell, additional suspects are still being sought by authorities on federal prostitution charges.

It’s time San Mateo County residents are honest about sex crimes against children especially those living in areas where the Sheriff’s Office is the Law Enforcement Agency.

In 2007 the Sheriff’s Office discovered that the two assigned detectives were not funded. They were then eliminated from the budget. Further, in April 2007 to fund the Jail Planning Lieutenant; the Sheriff combined the duties of the SHOP sergeant with the general crimes sergeant. Therefore, in April 2007, the Sheriff’s Office eliminated funding for the dedicated sexual offense enforcement unit within the investigations division resulting in case coverage of one sergeant (25% time), one detective (50% time) and two other detectives (25% total time). This represents a 75% reduction from four dedicated Full-Time-Equivalents (FTEs) to one FTE shared among four persons, as well as the elimination of county-wide coordination among cities. The Sheriff’s Office budget approved by the BOS shows the following appropriations for SHOP:

This is the Nine Year Rape/Sexual Assault Investigation by San Mateo County Sheriff Office if you believe Sheriff Carlos G. Bolanos and Public Information Officer Rosemerry Blankswade.

The Sheriff’s Office had been building the case since 2013 when the first victim in the county came forward. Sheriff’s Office spokeswoman Rosemerry Blankswade said the initial reports were “unfortunately vague or didn’t include a lot of detail.” And it wasn’t until a case linked to Freeman surfaced in a neighboring jurisdiction, coupled with a witness identifying Freeman, that the San Mateo County investigation was reinvigorated.

The Sheriff’s Office claim is that they had no idea who he was until January 2021.

Here is why that statement is Impossible to be true.

On April 3, 2014 at 11:25 AM San Mateo County Sheriff Sergeant Ceferino Gonzales served Kaylan Charles Freeman with a Temporary Restraining Order and Notice to Appear in San Mateo County Superior Court on April 17, 2014 in Honorable Judge Joseph Scott’s Courtroom. He was served at the same El Granada residence that he was recently arrested at.

That means Kaylan Freeman was properly served by a SMCSO Sergeant 15 days before the Hearing date.

SMCSO Sergeant C. Gonzales signed the Proof of Service on April 18, 2014 one day after the Hearing was removed from Calendar reason NO PROOF OF SERVICE FILED.

Proof of Service is a very important part of the Legal Process. It not rocket science the server must by at least 18 years old, the person being served must be served at least 5 days before the hearing date, and Proof of Service must be filed with the Court before the Hearing date in order to proceed.

Why did SMCSO Sergeant Gonzales sign the POS the day after the Hearing date?

Why did SMCSO Sergeant Gonzales file it with the Court 5 days after he signed it?

How many San Mateo County young girls and young women have been Raped and or Sexually Assaulted since 2012 because of the Sheriff’s Office reckless regard for their safety.

Kaylan Charles Freeman is in SMC Jail on $5,250,000.00 Bail.

Attorney General Rob Bonta should add this to his long list of things to do.
