This is the City response after tabling the Jimenez-Rarback Report last week. Three of the council members want more discussion from the public, more listening sessions. They don’t think 7 years since Yanira Serrano Garcia’s Homicide by a sole San Mateo County Sheriff Deputy with No Plan on how to handle the Non Emergency Medical 911 call by her brother Tony Serrano is enough to take corrective action. Of course it is.
The Jimenez-Harback Report called for the creation of a Chief of Police for Half Moon Bay. A position with authority that answers to the City council. That seems like a strange request since Half Moon Bay has Sheriff Captain Saul Lopez who has attended many recent Zoom meetings he is identified as the Chief of Police of Services.
Joaquin Jimenez and Harvey Rarback have discovered what many in San Mateo County Government have known for a long time. The city has absolutely No say in how Sherif Carlos G. Bolanos provides Law Enforcement/Public Safety Services.
The Sandra Lee Harmon Homicide May 5, 2020 is a perfect example. Sheriff Bolanos told the world there was a Shootout and Ms. Harmon fired first at Deputy Dominguez. Of course if that Official Statement were true nobody would blame Deputy Dominguez for returning fire causing the death of Ms. Harmon. He told his Sergeant he fired 5-6 rounds. He actually fired 11 rounds, He failed to mention he fired at her first, and also while she was unarmed with her hands above her head and her back towards him. Ms. Harmon was shot three times in the back all Fatal. He also failed to mention he did not turn on his Body Worn Camera.
The AXON LOG RECORDS keep a precise record of all devices involved in a Critical Incident, example when they were turned on/off.
Sheriff Carlos G. Bolanos and San Mateo County Counsel Attorney David Silberman are the lead opposition for making the AXON LOG RECORDS Public.
Those Records would prove the Government’s Official Statement to be true, Why won’t they release them?
The City of Half Moon Bay has requested those records and have been denied.

Missing from this filing is San Mateo County Counsel Attorney David Silberman, Why? He and the San Mateo Counsel are responsible for refusing to provide the Public with the AXON LOG RECORDS in the Sandra Lee Harmon Homicide in Half Moon Bay May 5, 2020. Also missing is San Mateo County Manager Mike Callagy, he was called twice from the crime scene that night for some reason. I’ve never seen that before.
It is because of this exact type of misbehavior by Government that HMB Council Members Harvey Rarback and Joaquin Jimenez Report on Policing and Public Safety in Half Moon Bay is on the agenda for the June 15, 2021 meeting by ZOOM. No other Elected Officials in all of San Mateo County have stood up to protect the Residents of their community like these two are doing right this minute.
Daly City Manager Shawnna Maltbie and Assistant City Manager Steven Stolte have made sure the public knows very little about what really happened. Both refused to identify the four Daly City Police officers who were finally named after Concerned Citizens continued to ask, request and even demand the names be released.
Of all people from the Elected Officials and Staff of Daly City, the City Attorney Rose Zimmerman released the names on April 29, 2021. Why the City Attorney and not the City Manager? Why 23 days after the Homicide?
What makes the Elected Officials and Staff of the largest City in San Mateo County want to behave this way, especially at this time in American History. Who did Shawnna Maltbie consult with about the secrecy plan of action to Not Inform the public of even the most basic facts involving the Homicide of Roger Allen on April 7, 2021?
Most likely her husband Jeff Maltbie the City Manager of San Carlos, and son of John Maltbie the former Manager of San Mateo County. Did they really think this information was not going to come out and be made public.
I’ve always thought if you just had good human beings in Elected Positions and Staff running the governments that would solve most of the problems. For example on the April 26, 2021 ZOOM meeting controlled by Shawnna Maltbie and Stephen Stolte the 130 Concerned Citizens all wanted the names released that night. Shawanna and Stephen didn’t. You could have replaced all of Daly City Government with any one of the 130 Concerned Citizens on that Zoom meeting and complete change would have occurred on the spot.

One of the four Daly City Police Officers was first on the scene. What is the name of this officer?
Which Officer told the occupants “We are here to assist you.”
Daly City Police Press Release says “1 shot was fired.”
SMCDA Steve Wagstaffe says “two shots were fired.” How is that possible that your Police Department and the District Attorneys Office have different number of shots fired.
What is the name of the Officer who according to the governments statement “reached into the vehicle and wrestled?”
Who trained the Officers to do that, “Reaching into a vehicle and wrestle for control of a gun?”
What is the name of the Officer/s who provided life saving measures, what were those measures, and for how many minutes were they applied?
What is the name of the ambulance provider? Is it AMR?
What time were they called to the scene? What time did they arrive? What time did they depart?
Daly City, California is no Minneapolis, or Columbus Ohio, Shawnna Maltbie is the reason why. She is the “Those Who Matter” Gatekeeper of the Information that the public and the family of Roger Allen R.I.P. deserve.
For the last 20 years Iv’e been asking the Supervisors to Make San Mateo County Safer. Make sure the Sheriff and PIO issue honest and accurate Press/News Releases when an In Custody Homicide by Law Enforcement happens. October 3, 2018, Chinedu V. Okobi and May 5, 2020 Sandra Lee Harmon are just two recent examples. When Sheriff Carlos G. Bolanos lies about a Critical Incident and more specifically about the person, the human being killed by Law Enforcement, I think that is a bad thing. President David Canepa doesn’t.
Last month on April 7, 2021 Roger Allen was killed by somebody in Daly City that we know for sure. The Daly City Police Department put out an alert. Here is what it said:
·**POLICE ACTIVITY** on the 700 block of Niantic Avenue near Westlake Avenue. Please avoid the area. There is NO threat to the public. We will provide an update later. Thank you.
No mention that Roger Allen was shot and killed, and the entire incident from start to finish meaning his body was transported by ambulance from the Crime Scene in 16 minutes, according to DCPD and SMCDA. That’s Fast.
At the April 20, 2021 Board of Supervisor meeting during public comment at the 8 minute mark in the video of the meeting I asked the entire Board to make a public Statement supporting the Release of Names of the Daly City Police Officers involved and to Support Transparency. They all chose Not to do that.
Shawnna Maltbie is the City Manager of Daly City, which is one of 20 Cities and Towns in San Mateo County, California. She is the reason Daly City Police Department doesn’t have Body Worn Cameras at least since 2019. She is the reason the names of the Four Daly City Police Officers who were involved in the Homicide of Roger Allen a Black man sitting in the passenger seat of a disabled truck 21 days ago. That’s right Shawnna Maltbie has refused to identify the Police Officers who work for her. She is also responsible for the ZOOM Meeting which took place on April 26, 2021, she was on that meeting that had over 130 members of the public including Family Members of the Deceased Roger Allen. She is responsible for placing Public Comment at the end of the Agenda instead of at the beginning that is a neat little trick to make the public suffer by waiting several hours to speak and it is the easiest way to suppress Those Who Don’t Matter the general public. She also added a residential address requirement to the register in advance trick. Why would the public who is her employer have to sign up in advance to speak at a Public Zoom meeting? It’s not like the Maltbie Family hasn’t been running the Government Meetings in San Mateo County for many years.
During the April 26, 2021 Zoom Meeting, the majority of speakers asked for the names of the Four Daly City Police Officers to be publicly identified. That is a very Low Bar to get over. There wasn’t one speaker who didn’t want that to be accomplished and they wanted it to be done NOW at that meeting.
Shawnna Maltbie wife of San Carlos City Manager Jeff Malbite who is the son of John Maltbie who was San Mateo County Manager for years. Shawnna had a different plan, She was going to allow Daly City to name those 4 DCPD Officers in a Press Release today Wednesday April 28, 2021. Why?
Those Who Matter are not bothered by the public being upset with them, they control the data, they control the media, they control who gets elected, who gets investigated, who gets criminally charged, who gets county money for special programs.
Today is different for Those Who Matter.

Name the Officers Involved in Roger Allen’s Homicide Now. Any Elected Official and Staff should be asked what their position is on releasing the names of Officers involved in Homicides of Civilians the day of the Critical Incident.
Every Elected Official and Staff member in Daly City is on the Wrong side of this one. I’m not surprised.
Roger Allen a 44 year old Black man was killed by somebody with a gun on April 7, 2021 while he was sitting in the passenger seat of a disabled truck in a residential neighborhood in Daly City. That was 20 days ago. Last night the Daly City Government held a zoom meeting for the first time for the Outraged public to speak about it. I don’t know the exact number of participants on that zoom meeting but it was well over 125.
Daly City Manager Shawnna Maltbie attended but remained silent, Assistant City Manager Stephen Stolte Hosted the meeting also silent.
I mentioned the Outraged public, I did not mention the Outraged Elected Officials and Staff who are responsible for the behavior of the Daly City Police Department and its officers. The reason I didn’t mention them is because not one of them is Outraged with the killing of a Black man who committed no crime and was killed while sitting in a parked truck.
The demands were pretty consistent “What are the names of the four Daly City Police Officers Involved in the Homicide of Roger Allen?” Who could provide that information? Shawnna Maltbie, Stephen Stolte and Patrick Hensley that’s who. Why wouldn’t those three Employees want what the public wants?
The four Unnamed DCPD Officers idea comes from San Mateo County District Attorney Steve Wagstaffe and DCPD Chief Patrick Hensley vague and unbelievable description of what supposedly happened and how Roger Allen ended up dead at the scene.
That was until last night when Talika Fletcher, Roger Allen’s sister mentioned the other police agency officers being protected. What other Police Agency Officers? Is that even a possibility in San Mateo County? Of course it is.
Talika Fletcher and her Aunt Zipora Wright both stated that Talika is being STALKED and Harassed by Law Enforcement. They are in Mourning and must be protected by the Citizens not Law Enforcement.
How is this possible in San Mateo County, the answer is Simple, “Those Who Matter” run the Government. They control criminal Investigations, have the ability to falsely criminally charge Those Who Don’t matter like x San Mateo County Sheriff Deputy Juan P. Lopez for the sole purpose of financially destroying him.
What we saw last night was NOT ONE of the people with the Authority and Power to solve, did so. They must be removed in order for San Mateo County to finally get on the right track. Elect Good Human beings is my recommendation.

Both are residents of Half Moon Bay, and they are instrumental in causing the 5 councilmenmbers to vote 5-0 in favor of requesting the Attorney General to conduct Independent Criminal Investigations into the Sandra L. Harmon Homicide, the Sheriff’s Office, and the District Attorney’s Office Investigation.

It pretty well lets the public know that the story that Sheriff Carlos G. Bolanos and District Attorney Steve Wagstaffe have been promoting that Sandra. L. Harmon R.I.P. fired her Shotgun at Deputy Dominguez first is a lie.
Now all of the San Mateo County Newspapers know that and have or should have known since September 15, 2020.
Sandra Lee Harmon was the Unarmed woman who was shot at and killed by at least one San Mateo County Sheriff Deputy on May 5, 2020 in Half Moon Bay, California. She was shot at by Sheriff Deputy David Dominguez at least 5 times while she was unarmed and had her hands above her head. It’s not clear from the video if any of his shots hit her. Sheriff Deputy John Baba also fired shots at her as she bent down at the shotgun that was on the ground. This you can see in the video Sheriff Carlos G. Bolanos released to the public 45 days after the killing.
August 24, 2020 I followed up with the San Mateo County Coroner on my request for a copy of the Official Coroners Report which will have the Manner of Death. The good news is the Report is now complete, and the Coroners Office has acknowledged my official request. The bad news is I was told that San Mateo County District Attorney Steve Wagstaffe would have to approve its release. They want to make sure it doesn’t impact any investigation by the D.A.’s Office. August 26, 2020 District Attorney has informed me the Investigation is complete and he expects to announce the results either tomorrow Friday 8/28/2020 or early next week. As soon as I get the copy I will report the results.
San Mateo County residents will remember that Sheriff Carlos G. Bolanos stated early on that there was a shoot-out, She fired her shotgun at Deputy Dominguez first as he was taking cover. Sheriff Bolanos also released a highly edited video 45 days after the killing of Sandra L. Harmon, in that video the viewer can see Ms. Harmon is Unarmed with her hands above her head while Five shots are being fired at her. Sheriff Bolanos has also explained as a matter of fact that both the Body Camera and the MAV Audio of Deputy Dominguez does not exist. Why? How is that possible? That’s two for two recording devices for the benefit of both law enforcement and the public.
Is it really true that both recordings do Not Exist?
Videos should be released ASAP to eliminate any suspicion the public might have about the San Mateo County Sheriff’s Office under the leadership of Carlos G. Bolanos.
Kevin Mullin did not attend or make a public comment at any of the many meetings the Board of Supervisors made available to the public to discuss, Excessive Use of Tasers, Excessive Use of Force, Failure to provide Medical Aid after killing Chinedu Okobi. He did not attend any of the many Concerned Citizens gatherings at the killing site in Millbrae/San Bruno.
Chinedu V. Okobi and George Floyd were both killed by Law Enforcement. Both of the Deaths were ruled a Homicide by the local Coroner. The Four Officers responsible for George Floyd’s Homicide were fired and Criminally Charged. The Six San Mateo County Sheriff Employees who are responsible for Chinedu Okobi’s Homicide are all working and None of them have been criminally charged with anything.
Here is Kevin’s PR piece on voting. You will notice he can’t even mention George Floyd’s Name. “most recently the murder of an unarmed black man by law enforcement.” That could be Hundreds of young Black/Brown Men around America.
I can say this as a Private Victim’s Advocate in San Mateo County for the last 22 years Kevin Mullin is the norm for Elected Officials in SMC.
I know of only one San Mateo County Elected Official that Publicly Questioned, was Chinedu V. Okobi Murdered. That should have been the Obvious question every single elected official should want the answer to.
Sabrina Brennan was that Elected Official. She attended meetings and gatherings.

America is confronting an unprecedented “trifecta” that is dominating our daily headlines: A COVID-19 pandemic, a deep recession and most recently the murder of an unarmed black man by law enforcement, illustrative of systemic racism and injustice that has spawned a season of multiracial protests and calls for needed social change. Yet, while the nation is reeling from these crises, duplicitous messaging is being deployed by the occupant of the Oval Office to actively undermine the results of this November’s election: that voting by mail can’t be trusted, that widespread voter fraud exists, and that mail balloting is designed specifically to elect his opponent: FALSE.
Since 2000, more than 250 million votes have been cast via mailed ballots, in all 50 states, according to the Vote at Home Institute with only a handful of fraudulent votes cast. Election law expert and U.C. Irvine professor Richard L. Hasen notes, it is still more likely for an American to be struck by lightning than to commit mail-voting fraud. In addition, there is no evidence to suggest that voting by mail benefits any particular political party.
San Mateo County has shown that voting-by-mail works. My legislation to make San Mateo County an all-mail ballot pilot county demonstrated that the participating electorate more closely resembles the public at large in terms of its diversity and representation, with young people, and voters of color in particular more likely to cast ballots. Thanks to my colleague, Assemblyman Marc Berman’s legislation recently signed into law, this November’s election in California will be an all-mailed-ballot election. Every voter automatically will receive a ballot, postage paid, with community-level “vote centers” as back-up. Voting by mail is the most efficient and effective way to conduct an inclusive and participatory election.
So-called “red and blue” states alike have employed voting-by-mail, but the way states have approached elections administration varies greatly. Elections are fundamentally state and locally administered, and recent examples of mismanagement during primary elections in Wisconsin and Georgia remind us of the challenges facing election administrators across the country. This is a highly charged political atmosphere with huge stakes on the line.
There is a growing recognition that the pandemic must force changes in how elections work, and better ensure more participation moving forward. Attempts to help fund elections with federal dollars have fallen woefully short of what is needed to ensure free and fair elections across America. Since the Bush-Gore contested election in 2000, the efficacy of voting mechanisms and machinery have taken center stage. More recently, we are seeing a coordinated misinformation campaign to attack the integrity of, and undermine the public’s faith in, our elections. False narratives abound, and voter suppression, which disproportionally disenfranchises communities of color, is real and we all suffer the consequences as a result.
While voting-by-mail works, it is not perfect. Signature-matching issues have led to ballots not being counted, a concern that is actively being addressed in California. One other legitimate drawback to voting at home is the time it takes local elections’ officials to count waves of mail ballots and certify the election. The current administration is preemptively trying to undermine faith in the eventual vote count and may try to exploit delays in vote tabulation to question the legitimacy of results, triggering a constitutional crisis. While the long wait for vote-by-mail results is not ideal, it’s in the interest of every vote being counted, which is fundamental to our democracy.
During this tense time when we need leaders who can calm, heal, and build faith, the president has used this period to further divide people and incite violence, all while callously attacking the basic underpinnings of our democracy, like faith in and respect for the work of journalists — essentially a broadside on the First Amendment. The work of journalists and the social media platforms themselves have never been more important in fact checking false claims and advertisements with false information.
Vote as if democracy itself, and its pillars like a free press, the rule of law, and free and fair elections, including the right of every citizen to vote, is on the ballot. Because it is.

The VOTE BY MAIL act is innocuous to the degree that it reiterates voting by mail procedures. We have used absentee ballots for many years. What is NOT innocuous is the removal of polling places from communities of color. Though Mindy Romero and other experts have declined to state it clearly, the added travel distance to some of these community residents results in a veritable “poll tax ” and leads to further disenfranchisement, . Subjective signature disqualification also creates opportunity for disenfranchisement and was predicted by election experts
The bill originally emanated from the ” Colorado Model ” of elections and was promulgated by Colorado based vendor DOMINION The act is notorious not for what it mandates but what it ignores. The fact there is ZERO mention of the software used to tabulate the votes creates a severe point of misdirection to the layperson voter. This is unfortunate as the authors of the bill positioned it as a security measure when this is not the case. The authors were briefed extensively but chose to omit the work of the open source software security experts.
