The Axon Log Records, Execution or Good Shoot?

By Michael G. Stogner

SMC Sheriff Elect Christina Corpus

The Importance of Releasing the Axon Log Records in the Sandra Lee Harmon Homicide by San Mateo County Sheriff Employees in Half Moon Bay on May 5, 2020 is paramount.

The data will prove either a Shootout started by Sandra Lee Harmon occurred or an Execution by the San Mateo County Sheriff’s Office, a conspiracy to fabricate a False Story about the events of that night.

I was not aware until after the election that Candidate Christina Corpus had even made any reference to the Axon Log Records being released if she were Sheriff.

Here is her statement from her Campaign Platform: Transparency is one of my core values, and I would have publicly released the Axon log records in the Sandra Harmon case if I was Sheriff.

What I have been asking San Mateo County Sheriff Elect Christina Corpus for 3 days now is, Will YOU release the Axon Log Records in the Sandra Lee Harmon R.I.P. Homicide case your first day in office?

Here is a perfect example of a crystal clear statement by Deputy Mark Melville on Releasing the Axon Log Records in the Sandra Lee Harmon case.

I can assure you unequivalently, I will release said records…..There is absolutely no reason not to release the records….Transparency…!!!!

For some reason Christina Corpus is not willing to say that. If you know her, supported her, voted for her, contact her and encourage her to make a Public Statement.

Melville, Corpus and Bolanos for San Mateo County Sheriff 2022.

By Michael G. Stogner

Now there are three individuals who have stated their intention to run for Sheriff of San Mateo County in 2022.

Mark Melville ran against Carlos G. Bolanos in 2018 and received 52,996 total votes. He has always said he will be running in 2022.

SMCSO Captain Christina Corpus has now announced her intention.

Sheriff Carlos G. Bolanos has already held a fundraiser in Millbrae last month.

Now if San Mateo County Residents can find a candidate to run for District Attorney against Steve Wagstaffe that would be a step in the right direction.

Daly City Council approves Body Worn Camera after Roger Allen Homicide.

By Michael G. Stogner

Daly City Special Meeting May 5, 2021

If you ever want to know what the intention was, just look at the results. Public Comment is at 29:30 mark and Closed at the 30:12 mark Zero Public Comment. The Public did not know about this meeting, Why?

I recently wrote an article about a Daly City resident named David khan who claimed that the Daly City Police Department removed $80,000 Cash and some Gold coins from his residence. He even asked the Police Department to return it. I mentioned this case alone would be reason enough for Daly City Police to have Body Worn Cameras.

SMCN.com Article

I was surprised by the questions the City Council members were asking about how the Axon Body Worn Cameras and the Dash Cameras and Audio systems worked, and data storage etc. The reason I was surprised is they sounded like this was the first time they ever thought about it or discussed it.

I recommend City Manager Shawnna Maltbie have a Axon Representative attend a Public Zoom meeting where he/she can explain why the Body Worn Camera of Menlo Park Police Officer Joshua Russell who interviewed several witnesses in the Chinedu V. Okobi Homicide, Failed to download those interviews he tried twice, all interviews were lost. That’s a Bad Thing.

I recommend City Manager Shawnna Maltbie have San Mateo County District Attorney Inspector Jordan Boyd attend a Public Zoom meeting to explain the Editing, and Caption abilities that he is skilled at and what software capabilities exist, Blurring, deleting etc. He received a copy of the Body Warn Camera Video of the Sandra Lee Harmon Homicide Video within 24 hours. He never asked for the BWC Video of San Mateo County Sheriff Deputy Dominguez, the Deputy who fired at least 11 shots at her himself. She was shot 8 times 3 fatal shots in her back. Deputy Dominguez fired at her while she was unarmed, hands above her head and her back was facing him.

I recommend City Manager Shawnna Maltbie have San Mateo County Counsel Attorney David Silberman attend a Public Zoom meeting to explain why he is Obstructing the Axon Log Records being released in the Sandra Lee Harmon Homicide. You would think that an attorney employed by the public would want the Truth to be made Public. The Government has simply said the Deputy did not turn on his BWC. HMB City Council wanted the Axon Log Records made public, The City Staff did Not.

The Axon Log Records would prove the Governments Story, David Silberman, Carlos G. Bolanos, and Steve Wagstaffe don’t want it released.

The Axon Log Records are paid for by the Public, they are the Public’s record. Not David Silberman’s

San Mateo County Candidate for Sheriff 2022, Mark Melville has stated he will release the Axon Log Record the first day he is Sheriff.

After watching this Special Meeting I am making the recommendation that all Daly City Elected Officials and Staff be replaced. Here is why when you allow your Police Department to work in the shadows you can only do that if there is Transparency and Honesty I don’t mean Talking about it I mean doing it showing the public you can be trusted.

Roger Allen Homicide is a recent example. Who was the first Officer on the scene? Why was she/he there? How did the next 3 Officers get there and when? Who reached into the parked vehicle? Who trained your Officers to do that? Who is the Officer that fired her/his weapon into the vehicle with occupants in it?

Since none of these questions have been answered or even been asked by the Daly City government, I say replace them.

This reminds me of 2010 I was contacted by a very Brave Female San Mateo County Sheriff Deputy she sent me a report titled. Gross Misconduct at the San Mateo County Sheriff’s Department. It was a report of 45 male SMCSO Employees sharing Porn and a violent Rape Video on the County Computers at the 400 County Center Building.

“Mr. Stogner I have sent this letter to you because you are the only person who has shown the courage to stand up to a corrupt county government.”

That was the first sentence.

San Mateo County Residents have got to elect good human beings that all. Never mind if they have ever been elected before. The less endorsements fro elected officials the better.

I’ll give one example Daly City Police Chief Patrick Hensley at the 28:52 mark says: “We do not have that funding in our budget.” He’s talking about $270,000 per year.

I would say to him, Chief that is the wrong answer, and thank you for your service. Shawnna Maltbie should be interviewing for a new Police Chief if she hasn’t already started.

Make San Mateo County Safer, get all law Enforcement on the same page and make sure it is the right page.

San Carlos New Police Chief SMCSO Captain Kristina Bell. Why?

By Michael G. Stogner

Why would the City Manager Jeff Maltbie and the City Council think this is a good choice to lead the law enforcement of San Carlos by its vendor the San Mateo County Sheriff’s Office. They all know or should have known about the Special Treatment she received by the Redwood City Police Department when it received a 911 call for Domestic Violence at her Redwood City residence. No Arrest, No gun removed, No Police Report.

Any one of the City Leaders could have simply Googled her name Lt. Kristina Bell D.V. 911 and found out about that.

What is her position on Sheriff Carlos G. Bolanos releasing the AXON LOG RECORDS in the Half Moon Bay Homicide by Sheriff Deputies of Sandra Lee Harmon on May 5, 2020. The Sheriff’s Office said there was a Shoot Out and Ms. Harmon fired first, There is no Evidence of that, There is Evidence of three Spent Shell casings being moved at the crime scene.

What was her position on the Sheriff’s Office issuing 2 False News Releases on October 3, 2018 on the Homicide of Chinedu V. Okobi by Sheriff Deputies and one Sheriff Employee.

What is her position on the Sheriff’s Office issuing a News Release December 4, 2020 stating: On Friday, December 4, 2020, Bonilla was booked into the San Mateo County Jail on 7 counts of Grand Theft. Bail was set at $70,000. Checking with the Court Clerk on December 8, 2020 no record of her being arrested or in San Mateo County Jail on December 4, 2020. The DOJ Investigation was for Embezzlement and Laundering how did that turn into Grand theft?

What is her position on the Sheriff’s Office NOT RELEASING the Booking photo of Barbara Bonilla former Sheriff Activities League Executive Director, Former Sheriff Employee, and 2018 Campaign Manager for Sheriff Bolanos.

Why would Jeff Maltbie think this is a good fit for San Carlos?

May 28, 2018 Article D.V Lt Kristina Bell

I think think everyone understands the game of getting ahead in America. Get on the Special Elite TEAM, become one of “Those Who Matter” Special Treatment on a 911 Domestic Violence Call is about is about as Elite as you can get. San Mateo County Domestic Violence Protocol was Violated on that call. Many on the Those Who Matter team knew about it and kept their mouths shut.

Is this who the residents of San Carlos want to be in charge of their Law Enforcement Services?

Another False News Release by SMC Sheriff Carlos G. Bolanos.

By Michael G. Stogner

Sheriff Carlos G. Bolanos

A reasonable person in San Mateo County would know by now not to believe anything Sheriff Carlos G. Bolanos or his Public Information Officers publish or provide to the public.

The News Releases dated October 3, 2018 involving the Homicide by Deputies of Chinedu V. Okobi is just one example.

The Recent Homicide by Deputies of Sandra Lee Harmon May 5, 2020 Half Moon Bay is another.

Now we have a News release issued December 4, 2020 by the San Mateo County Sheriff’s Office about Barbara Bonilla being arrested on December 4, 2020. On Friday, December 4, 2020, Bonilla was booked into the San Mateo County Jail on 7 counts of Grand Theft. Bail was set at $70,000. That is a Baldface Lie. If that was a TRUE statement there would be a Booking Photo dated December 4, 2020. Its that simple.

SMC Sheriff News Release 12/4/2020

You’ll notice there is No Booking Photo provided by the Sheriff’s Office, Why? Did any of the other print media request the Booking Photo of Barbara Bonilla? I have.

From the News Release: “SAL is a non-profit organization affiliated with the San Mateo County Sheriff’s Office.” That is an understatement, Sheriff Activities League (SAL) is a Division of San Mateo County Sheriff’s Office.

From the News Release: “The investigation determined that approximately $25,000 was missing.

Did the State of California Department of Justice (DOJ) Investigate the Sheriff Activities League Executive Director and others for 10 months for approximately $25,000 of MISSING money. The Investigation was for Embezzlement and Laundering not Missing money. Why did the Investigation take 10 months if it was only $25,000?

I would like to see what the DOJ says the total amount is, not what Sheriff Carlos G. Bolanos says.

Why was Barbara Bonilla not arrested on April 2, 2020 as the DOJ expected?

Law Enforcement Reform Nathan Ballard Arrested.

By Michael G. Stogner

Why is the Public just now hearing about this arrest that occurred on October 20, 2020 by Napa County Sheriff Office?

Does CPS have the Children?

Was the Child who was allegedly the victim of Attempted Murder a boy or girl?

Why did it take the Napa County Sheriff Office two days to arrest Nathan Ballard?

Did the Napa Sheriff Office make the Arrest Information available in the public daily Log Records?

A major part of Law Enforcement Reform is to have Honesty in Law Enforcement. No Special Treatment for “Those Who Matter.” Domestic Violence Charges are some of the easier cases to simply disappear in the Justice System. The best way to get rid of them is not to arrest the Special Person in the first place. San Mateo County Examples include San Mateo County Sheriff Lt. Kristina Bell Domestic Violence 911 call to the Redwood City Police Department by her partner. After several hours in the home, RWCPD made No Arrest and No Charges were filed even though the District Attorney knew about the 911 call and police response.

RWCPD 911 DV Call for SMCSO Lt. Kristina Bell

The next easiest way to get rid of the Domestic Violence Arrest is to NOT file charges even after that Special Person was arrested twice in 7 days by the Menlo Park Police Department. David Bohannon II arrested twice for D.V. by MPPD. No Charges Filed, No Court Appearance of course, No nothing.

MPPD DV Arrest David Bohannon II twice No Charges

The next easiest way to get rid of Domestic Violence Charges after a 17.5 Hour standoff with two different Swat Teams outside your Redwood City home, before the Redwood City Police arrest you unharmed. The Special Person being a retired Redwood City Police Officer, is to file the charges 30 days after the fact to give plenty of time to communicate with and let the victim see how the system really works. Charges got so diluted and case just disappeared.

James (Jim) McGee DV Swat Standoff RWC

Nate Ballard was Arrested on October 20, 2020 by the Napa County Sheriff’s Office. Most reasonable people would consider placing a pillow over a Childs face and laying with your full body weight on top of the pillow to be ATTEMPTED MURDER.

Notice the date this occurred and when the public first heard about it. October 17, 2020 and December 3, 2020. This is a good example of the Two Americas that exist in the Law Enforcement and Justice Industry in America. Also known as “Those Who Matter”

On Thursday, Napa County authorities filed two domestic violence charges against veteran political strategist Nathan Ballard, including that he tried to suffocate a child with a pillow at a local resort in October.

Officials with the Napa County Sheriff’s Department say the incident in question occurred on Oct. 17, and involved an unidentified adult victim and two minors.

According to the adult victim’s police statement, Ballard reportedly “had consumed a large amount of alcohol and some marijuana” at the resort before he charged at her and pushed her with both hands into a set of glass doors.

Ballard, a 51-year-old longtime advisor to Governor Newsom, issued a statement in response on Thursday saying, “I’ve spent my career in crisis communications fighting on behalf of the wrongfully accused, and now for the first time I really know what it feels like to be in their shoes. I will be exonerated. I love my children more than anything on earth, and we will be reunited.”

Crisis Communications is the Industry of promoting the rosiest possible fabrication in words and getting that published in as many local and national publications as possible to make sure the Reasonable Residents get completely confused and forget about the ATTEMPTED MURDER OF A CHILD.

Both the Zain Jaffer case and Nathan Ballard case involve Attempted Murder of a Child. Both Involve these men being on top of their children. Zain Jaffer was found by Police and captured on AXON Body Worn Cameras at 4 AM in his backyard completely naked on top of his 3 year son, when ordered off he refused and place his child in a leg lock around his neck. The Police saved the child’s life. Prosecutors initially charged Jaffer with attempted murder but Quickly dropped the charge.

Nathan Ballard was not caught in the act of pillow over his child’s face so there is a difference there.

Here is a PR piece about Nathan Ballard being a Rad Dad.

One way to protect Victim’s of Domestic Violence is to have this information made public ASAP.

That did not happen in the Nathan Ballard DV Arrest? Why?

Sandra L. Harmon, Andres Gaurdado both Shot in Back with Hands up.

By Michael G. Stogner

What did Sandra Lee Harmon R.I.P. and Andres Gaurdado R.I.P. have in common. They were both killed by Sheriff Deputies in their counties. Sandra was shot 3 times in the back and Andres was shot 5 times in the back all 8 shots were FATAL. Both Sandra and Andres had their Hands Up above their Heads when they were shot.

Who doesn’t want to get to the truth here? The list is long.

In San Mateo Mateo County the short list is Sheriff Carlos G. Bolanos, District Attorney Steve Wagstaffe, Coroner Robert Foucrault, County Counsel John Beiers, Charles Joseph, and David Silberman who’s daughter Sara works for the Sheriff.

The issue is simple Sheriff Carlos G. Bolanos and others want the public to believe them when they tell lies. I want to believe the highest ranking Law Enforcement Officials in San Mateo County. We all want to believe the highest ranking Law Enforcement Officials in SMC.

They told us there was a shootout, Sandra fired first, the scared for his life deputy returned fire and she died. No mention she was unarmed, she had her hands up above her head with her back to Deputy Dominguez who all by himself fired 11 shots at her. No mention that 3 of the 14 shell casings were moved (Evidence Tampering) That’s a bad thing.

They told us it’s unfortunate but the scared for his life deputy didn’t turn his AXON BODY CAMERA on at the time of the killing.

The AXON LOG RECORDS of the Sandra Lee Harmon Homicide by San Mateo County Sheriff Deputies on May 5, 2020 in Half Moon Bay belong to the Public. The Public paid for them.

Body Worn Cameras are for the Protection of both Law Enforcement Officers as well as the Public. They provide truth of what really happened that night in the parking lot behind the Pasta Moon.

San Mateo County Counsel Attorney David Silberman has a long history of representing Sheriff Carlos G. Bolanos interests. Look what he did to former Sheriff Deputy Juan P. Lopez, he protected Sgt. Jason Peardon, or for former San Mateo County Sheriff Sergeant Mike Otte who not only lied, but committed Perjury in Hon. Judge Lisa Novak Court.

David Silberman is standing in the way of the Public verifying what they already suspect. Why?

Mark Melville Sheriff Candidate for 2022 less than 2 years from now has already said several times that he will release to the public the AXON LOG RECORDS that David Silberman is so adamant the Public will never see.

The City of Half Moon Bay should sue San Mateo County for the AXON LOG RECORDS today. They should not hesitate, what the council has done so far with asking the A.G. to Investigate the Sandra Lee Harmon Homicide is Historical, and they have requested from Sheriff Carlos G. Bolanos the AXON LOG RECORDS, that Mark Melville has said he will gladly provide to them when he becomes Sheriff of San Mateo County.

Citizen David Eblovi has informed the City of Half Moon Bay that he will sue the County for the AXON LOG RECORDS if he has to. Don’t make a Citizen do the work the City should do.

After the Public gets the AXON LOG RECORDS, and if it turns out the story provided by the SMC Government is false, David Silberman should be fired.

I asked the only Candidate for San Mateo County Sheriff in the 2022 Election a direct question about the Axon Log Records that Sheriff Carlos G. Bolanos is refusing to make public in the Sandra L. Harmon Homicide of May 5, 2020 in Half Moon Bay.

Candidate Mark Melville’s answer:

Mark Melville Candidate for SMC Sheriff 2022

sjm-l-smcsheriff-0603

Retired Deputy Mark Melville is running for Sheriff of San Mateo County in 2022.

By Michael G. Stogner

In the 2018 Election Mark Melville got 52,996 votes which was 40% of the 172,168 Ballots cast. 38,140 ballots or 22% of total ballots DID NOT vote for Sheriff according to the San Mateo County Elections Office website. Most of the residents of San Mateo County don’t realize that they are responsible for the behavior and conduct of their Sheriff. The Sheriff Office employees 800 people who are trusted to provide law enforcement services throughout the County. There is ZERO Oversight of this agency.

Melville stands a much better chance to win now that he has the time to get his message out to the voters. That includes the uphill battle to counter the False information provided to the public by the print media. Example SMDJ “Although an initial news report located Bolanos in the brothel with Munks, later reports indicated he was outside the entire time. I have asked Jon Mays to provide a copy of the Later Reports he has not.

Mark Melville was very direct and specific when talking about his boss Carlos G. Bolanos. “He’s a Liar,” That would have been good information for the SMDJ to pass on to their 84,000 readers/voters of San Mateo County. They choose not to and instead said “We Believe Him.”

KQED Interview

I don’t know if Sheriff Carlos G. Bolanos has any plans to run for re-election in 2022. I do know he didn’t like to attend candidate forums with Mark Melville present.

As far a transparency goes, Sheriff Carlos G. Bolanos has refused to provide the Booking Photo of Sheriff Sergeant Lou Aquino for his September 14, 2019 DUI Arrest by the Redwood City Police Department. I asked Candidate Melville as Sheriff would he release that photo? His answer was Yes. That was refreshing, it’s pretty simple that Booking Photo is Public Information. Sheriff Carlos G. Bolanos has issued several False News Releases regarding the October 3, 2018 In-Custody Homicide of Chinedu Okobi by six Sheriff Employees. He has refused to respond to several requests regarding the False Information.

Tomorrow Saturday Jan 12, 2018 will be Deputy Mark Melville last day as a SMCSO Deputy. Now might be a great time to say Thank You to him if you see him on patrol.

Mark recently ran for Sheriff and told every single editor that Carlos Bolanos is a Liar. Had any of them published that statement he would be the Sheriff of San Mateo County today. Talk about influencing an election.
