Happy San Mateo County Day.

By Michael G. Stogner

SMC Supervisor President David Canepa

For the last 20 years Iv’e been asking the Supervisors to Make San Mateo County Safer. Make sure the Sheriff and PIO issue honest and accurate Press/News Releases when an In Custody Homicide by Law Enforcement happens. October 3, 2018, Chinedu V. Okobi and May 5, 2020 Sandra Lee Harmon are just two recent examples. When Sheriff Carlos G. Bolanos lies about a Critical Incident and more specifically about the person, the human being killed by Law Enforcement, I think that is a bad thing. President David Canepa doesn’t.

Last month on April 7, 2021 Roger Allen was killed by somebody in Daly City that we know for sure. The Daly City Police Department put out an alert. Here is what it said:

·**POLICE ACTIVITY** on the 700 block of Niantic Avenue near Westlake Avenue. Please avoid the area. There is NO threat to the public. We will provide an update later. Thank you.

No mention that Roger Allen was shot and killed, and the entire incident from start to finish meaning his body was transported by ambulance from the Crime Scene in 16 minutes, according to DCPD and SMCDA. That’s Fast.

At the April 20, 2021 Board of Supervisor meeting during public comment at the 8 minute mark in the video of the meeting I asked the entire Board to make a public Statement supporting the Release of Names of the Daly City Police Officers involved and to Support Transparency. They all chose Not to do that.

Video of BOS Meeting 4/20/2021

This is whats Important to President David Canepa and the Supervisors of San Mateo County, Todays meeting.

Presentation of a proclamation designating May 12, 2021 as Happy San Mateo County Day, marking the 165th birthday of the County.

Daly City Press Release, Where is it?

By Michael G. Stogner

Daly City, San Mateo County is the perfect example of the Corruption that plagues the entire County.

On April 7, 2021 Roger Allen a Black man was shot and killed by somebody while he was sitting in the passenger seat of a disabled truck with a flat tire. That we know, and that is about all we know for now.

That was 25 days ago. Here are two examples from well established print and T.V. Media

Daly City officials changed course Thursday and identified four officers at the scene of the fatal police shooting of Roger Allen, after facing backlash for initially refusing to release the names.

Daly City on Thursday released the names of four officers involved in the fatal shooting of a 44-year-old San Francisco man earlier this month.

What I am asking is How was this information made public and by Who?

Daly City Mayor Juslyn Manalo

On April 26, 2021 Mayor Juslyn Manalo promised a Press Release naming the 4 Officers would occur on Wednesday. That did not happen.

A Press/News Release is pretty simple and straight forward, Date, Agency and person responsible for the statement. It would be on the Daily City Website somewhere, If it came from Police Chief Patrick Hensley you would expect to find it on the DCPD Website. It’s not. If Shawnna Maltbie the City Manager or Mayor Juslyn Manalo produced it, you would expect it to be on the City’s Website with their name on it. It’s not.

San Mateo County Residents were put on notice on April 25, 2007 by San Mateo County District Attorney James P. Fox R.I.P. and Chief Deputy District Attorney Steve Wagstaffe. Those Who Matter, Modern Media efforts to make a story out of a non story, It will be Yesterday’s News and Irrelevant by tomorrow.

Think about that for a moment, Where do you get your information about San Mateo County?

Bay City News once wrote former “Sheriff Deputy Juan P. Lopez Embezzled $400,000” from his campaign funds. When asked where did the reporter get that number, he said he didn’t recall.

The point I’m making is San Mateo County Elected Officials and Staff provide the information to a supportive News Business, Like Bay City News or a local TV station. They don’t ask any questions they simply make public the story SMC Government wants you to know.

Where is the Press Release that Mayor Juslyn Manalo promised?

Daly City April 14, 2021 Press Release

“The City understands that the incident has raised questions in our community.”

The above Press Release demonstrates that the Elected Officials and Staff of Daly City know how to produce a Press Release.

Why has it never been on the Daly City Website or anywhere for that matter?

Update April 28 & 29 now on website : All Press Releases from Daly City

David Canepa and Bill Silverfarb no response to simple question.

By Michael G. Stogner

Daly City Manager Shawnna Maltbie remains silent. It’s been 24 days since somebody from her Police Department killed Roger Allen. Each City in San Mateo County is responsible for the behavior of their Police Department. I now know that Mayor Juslyn Manalo has no authority over her Police Chief Patrick Hensley because she said several times in the April 26, 2021 Zoom meeting that she had asked the Chief for those names. She never said what his response was, she also said the names would be release Wednesday the 28th but that did not happen. So that leaves City Manager Shawnna Maltbie this is exactly why you have a City Manager in the first place, One person who is Responsible for the Police Department besides the Police Chief. Dave and Bill could have answered my e-mail in a minute they both know the answer they chose not to.

The Maltbie Family is San Mateo County Government which is “Those Who Matter.” Can anyone else think of one family that has four members involved in SMC Government, Jeff Maltbie son of John Maltbie is the City Manager of San Carlos, Shawnna Maltbie married to Jeff Maltbie, and Jayme Ackemann daughter of John Maltbie was a SamTrans Official during the Fraud non Investigation by the SMCDA’s Office. From her Twitter account: I said it. And I meant it. Writer RWC Climate Magazine:

Any reasonable person would know that Shawnna Maltbie should have disclosed the names of the four Daly City Police Officers Involved in the Homicide of Roger Allen within 24 hours of April 7, 2021.

Any reasonable person would know that Shawnna Maltbie should have FIRED Daly City Police Chief Patrick Hensley within 24 hours of this Homicide.

I can just imagine the conversations between the four Maltbie Family members. How do we control the message and the public. In other words Maltbie 101 how to run a Government.https://sanmateocountynews.com/2021/04/30/daly-city-swat-officers-heroes-according-to-steve-wagstaffe-lets-review-the-facts/

Small World Those Who Matter.
John Maltbie and Bill Silverfarb

I sent this e-mail to the President of the Board of Supervisors and one of his top aides for two reasons.

David Canepa used to be the Mayor of Daly City and he would certainly know the answer.

Bill Silverfarb use to be a former newspaper reporter and editor who works in county government now. Worked for the San Mateo Daily Journal for 17 years and if he didn’t know the answer I was sure he could find out that answer in no time.

Michael Stogner <michaelgstogner@yahoo.com>To:Dave Canepa, Bill Silverfarb Fri, Apr 23 at 6:15 PM

Hello Dave and Bill,
I know you two would know the answer to this question. Steve Wagstaffe has told me the Police Chief of Daly City could identify the 4 Police Officers involved in the death of Roger Allen on April 7, 2021. Of course naming them doesn’t mean that any wrong doing or crime has been committed. As you know it’s been 17 days and the Police Chief has chosen his behavior.

I’m just curious does City Manager Shawnna Maltbie have the sole authority to fire Patrick Hensley?

Does the Mayor have that sole authority or does the City Council have that Authority?

Thank You
Michael G. Stogner

Daly City releases names of the 4 Officers. 23 days after Homicide of Roger Allen.

By Michael G. Stogner

Mayor Juslyn Manalo promised the April 26, 2021 ZOOM Meeting with over 130 participants the names of the 4 Police Officers Involved in the Homicide of Roger Allen would be released on Wednesday through a Press Release. That did NOT Happen. As a matter of fact the names have not been released per a Press Release period. Somebody sent a scoop to a news media favorite.

Mayor Juslyn Manalo

Who from Daly City released these names that Police Chief Patrick Hensley knew on April 7, 2021.

It wasn’t City Manager Shawnna Maltbie.

It wasn’t Assistant Manager Stephen Stolte.

It wasn’t Mayor Juslyn Manalo

Here are the names:

Lt. Michael Brennan Investigation Commander was a Swat Team Leader in 2012-2017.

Nicholas McCarthy

Cameron Newton

Rosa Brenes

Now today 23 days after the Homicide of Roger Allen by DCPD Officers we now have a Ruger instead of a Glock. And now it is a BB gun instead of a FAKE gun, whatever that is.

Ruger vs. Glock is a Big Deal.

Remember from start to finish was 16 minutes according to Hensley and Wagstaffe. When I say finish I mean in the ambulance and it left the crime scene.

What was Lt. Michael Brennan Investigation Commander doing at a disabled truck with a flat tire “we are here to assist you” incident?

Who released the names? Why wasn’t that done on day one, and why wasn’t it done on the ZOOM Meeting.

Who controls the data?

Who controls the narrative?

Daly City Managers and Police Chief must be removed. Roger Allen Homicide by Police.

By Michael G. Stogner

Shawnna Maltbie

Roger Allen a 44 year old Black man was killed by somebody with a gun on April 7, 2021 while he was sitting in the passenger seat of a disabled truck in a residential neighborhood in Daly City. That was 20 days ago. Last night the Daly City Government held a zoom meeting for the first time for the Outraged public to speak about it. I don’t know the exact number of participants on that zoom meeting but it was well over 125.

Daly City Manager Shawnna Maltbie attended but remained silent, Assistant City Manager Stephen Stolte Hosted the meeting also silent.

I mentioned the Outraged public, I did not mention the Outraged Elected Officials and Staff who are responsible for the behavior of the Daly City Police Department and its officers. The reason I didn’t mention them is because not one of them is Outraged with the killing of a Black man who committed no crime and was killed while sitting in a parked truck.

The demands were pretty consistent “What are the names of the four Daly City Police Officers Involved in the Homicide of Roger Allen?” Who could provide that information? Shawnna Maltbie, Stephen Stolte and Patrick Hensley that’s who. Why wouldn’t those three Employees want what the public wants?

The four Unnamed DCPD Officers idea comes from San Mateo County District Attorney Steve Wagstaffe and DCPD Chief Patrick Hensley vague and unbelievable description of what supposedly happened and how Roger Allen ended up dead at the scene.

That was until last night when Talika Fletcher, Roger Allen’s sister mentioned the other police agency officers being protected. What other Police Agency Officers? Is that even a possibility in San Mateo County? Of course it is.

Talika Fletcher and her Aunt Zipora Wright both stated that Talika is being STALKED and Harassed by Law Enforcement. They are in Mourning and must be protected by the Citizens not Law Enforcement.

How is this possible in San Mateo County, the answer is Simple, “Those Who Matter” run the Government. They control criminal Investigations, have the ability to falsely criminally charge Those Who Don’t matter like x San Mateo County Sheriff Deputy Juan P. Lopez for the sole purpose of financially destroying him.

What we saw last night was NOT ONE of the people with the Authority and Power to solve, did so. They must be removed in order for San Mateo County to finally get on the right track. Elect Good Human beings is my recommendation.

Those Who Matter

Thank You to all the Concerned Citizens who took the time to be on the Zoom Meeting last night.

Daly City Police, Stop Minor Traffic Violation Stops, Flat Tire, Tail Light, Expired Tags etc. Roger Allen R.I.P. would be alive today.

By Michael G. Stogner

Shawnna M. Maltbie

City Manager Shawnna Maltbie and Police Chief Patrick Hensley just THINK about that for a few minutes. What would have happened if your four Police Officers didn’t find themselves at a disabled truck with a Flat Tire on April 7, 2021 in a residential neighborhood at 1:55 PM.

Roger Allen would be alive today and hundreds of people would not be protesting and saying Roger Allen’s name along with Shawnna Maltbie’s name.

Roger Allen was not the driver of the parked vehicle, has was sitting in the front passenger seat, when he was shot and killed by one of the FOUR UNNAMED Daly City POLICE OFFICERS.

All San Mateo County Elected Officials and Staff are silent on Roger Allen’s Homicide, Why? The same thing happened with Chinedu V. Okobi’s Homicide in Millbrae by Six San Mateo County Sheriff Employees October 3, 2018. I say Chinedu V. Okobi was SMC’s George Floyd and Sgt David Weidner was SMC’s Derek Chauvin.

Daly City Elected Officials and Staff have chosen to NOT identify the four Involved Police Officers for some unknown reason. District Attorney Steve Wagstaffe said it’s up to Police Chief Patrick Hensley.

“Making the City of Daly City a safe place to live, work and play.”

The members of our department are highly trained and dedicated to serving our community by maintaining an active and progressive partnership with the citizens, schools and businesses of the City of Daly City.

The City understands that the incident has raised questions in our community.

Daly City is committed to transparency and will provide updates to the community as additional details become available.

If those statements were TRUE, the public would have known the names of the four Daly City Police Officers 20 days ago.

To show the public just how important their concerns and questions about the Homicide of a Black man sitting in the passenger seat of a disabled truck in afternoon. Tomorrow night Daly City Council Meeting will have Public Comment available as Agenda Item 13. That should put it far enough back to eliminate the majority of the public who had something to say.

I recommend City Manager Shawnna Maltbie call a Special Meeting to handle all of the public comments.

Start it a 6 PM give the speakers 3 minutes not the normal 2 minutes.

Why both privacy and public safety matter with license plate reader data.

Sheriff Carlos G. Bolanos

Carlos Bolanos

As the sheriff of San Mateo County, I am dedicated to protecting public safety and the privacy of our residents. In response to a recent opinion article on automated license plate reader (ALPR) technology, I wanted to provide our county’s residents with the facts about the technology and how the data is used, shared and retained by law enforcement.California law enforcement agencies are required to have and post ALPR usage and privacy policies to ensure that the collection, use, maintenance, sharing and dissemination of the information is consistent with respect for individuals’ privacy and civil liberties.Law enforcement agencies use ALPR technology to automate manual processes that help identify stolen vehicles, vehicles used by wanted suspects, vehicles used by registered sex offenders, locating missing persons and, more importantly, to investigate criminal activity more efficiently. ALPR technology takes photos of license plates in public view and runs the scanned images through a list of plates sought by law enforcement. The system collects the photo of the vehicle, license plate number and the location data. The system does not collect personal identifying information, such as birth dates, names or criminal history. My office’s ALPR data is retained for a maximum of one year unless the information is from an ALPR that has been deployed within an area wherein the local government has requested a shorter retention period. Our data is not shared with unvetted third-party organizations. Only law enforcement personnel with a need and right to know the information may have access to the data. On the topic of ALPR data sharing and immigration enforcement, we do not share any ALPR data with “ICE to track undocumented immigrants, who have committed no offense other than trying to make a life for themselves in California without documentation,” as stated in the guest perspective “Why license plate privacy matters” authored by state Sen. Scott Wiener, D-San Francisco, in the April 7 edition of the Daily Journal. ALPR databases in California may not be accessed for the sole purpose of immigration enforcement as required by the California Values Act. Misuse of data by law enforcement personnel may be cause for administrative, civil and criminal penalties. Currently, Senate Bill 210 seeks to limit the retention of ALPR records to 24 hours. This would not improve privacy, but it would limit our ability to investigate violent crimes, serial criminal activity and any other crime that takes more than 24 hours to identify suspects, locate witnesses and locate victims. If the bill were passed into law, it would reduce or eliminate our ability to solve some of our most serious criminal offenses. In one example of the use of ALPR data, a suspect in Daly City exposed himself as he attempted to grab a 12-year-old female victim, who was fortunately able to escape the assault. The victim provided Daly City Police Department with a description of the suspect and his vehicle. After reviewing thousands of ALPR images, they found a match. The system was then used to locate the vehicle in San Francisco. The suspect was ultimately arrested in San Francisco for the assault on the child and for being in violation his sex offender registration. Under SB 210, the evidence that led to the identification and arrest of the suspect would have been destroyed before investigators had the opportunity to review the images. In another example, a robbery occurred at a shopping center in the city of San Mateo and witnesses provided San Mateo Police Department with the suspects’ license plate number. The car was registered in Madera, California. Historical ALPR records provided information that the vehicle had been parked multiple times in Redwood City at the same location. Redwood City police responded to the vehicle’s historical parking location and found the car with the suspects inside. San Mateo police transported the victim to the location in Redwood City, where the suspects were positively identified, and the stolen property was recovered. Historical ALPR data quickly located suspects that had no fear of harming the public and brought them to justice. Under SB 210, the historical ALPR data would have been destroyed and law enforcement would have been looking for suspects 150 miles away.I am deeply committed to public safety and the protection of privacy. I want the public to know that historical ALPR data helps us to focus our limited resources to solve crimes and save lives. I also wanted to clear up any misunderstanding regarding how we use this invaluable law enforcement tool in our community, while protecting privacy. Please visit our website to learn more about our ALPR policy and how we serve our community with pride, commitment, integrity, compassion and innovation.Carlos Bolanos is the San Mateo County sheriff.

Sheriff Carlos G. Bolanos’ Opinion Piece above was sent to the San Mateo Daily Journal he chose not to publish it on the Sherif’s Office Website.

SMCSO Website

Some Residents of San Mateo County know that Carlos G. Bolanos was illegally appointed to the position of Sheriff on July 12, 2016 by the Supervisors of San Mateo County. It was not on the Agenda , Supervisor Don Horsley who was asked to recuse himself from that issue because his son is employed by the Sheriff’s Office lead the appointment through.

It’s telling that Sheriff Bolanos uses a minor female sexual assault victim as an example of why ALPR are great.

In one example of the use of ALPR data, a suspect in Daly City exposed himself as he attempted to grab a 12-year-old female victim, who was fortunately able to escape the assault. When on April 21, 2007 Carlos Bolanos was Detained in Las Vegas during the FBI Sting “Operation Dollhouse” He was caught inside the single family residence located at 3474 Eldon Street where a minor female was the victim of Human Trafficking of Sex Slaves.

When Mark Melville becomes SMC Sheriff in 2022.

I asked the only Candidate for San Mateo County Sheriff in the 2022 Election a direct question about the Axon Log Records that Sheriff Carlos G. Bolanos is refusing to make public in the Sandra L. Harmon Homicide of May 5, 2020 in Half Moon Bay.

San Mateo County’s John Ullom. Thank You

By Michael G. Stogner

I’m sure most of the 760,000 San Mateo County Residents don’t know who John Ullom is or haven’t heard anything about him. If you have read anything about him by Mark Simon, Jon Mays Editor, or Jerry Lee Owner of the San Mateo Daily Journal. You might ask What did John Ullom do to them to cause such a dislike?

John Ullom is Good Human Being an American, He is the guy you want as your neighbor. San Mateo County Supervisors should give him the Citizen of the Decade Award if there is one. They won’t of course.

Sandra Lee Harmon was Killed by San Mateo County Sheriff Deputies on May 5, 2020 at 845 Main Street, Half Moon Bay California. She was shot at 14 times, her body was struck 8 times, 3 of the 8 shots were fatal, all 3 fatal shots were in her back. Ms. Harmon was shot at while her hands were above her head and her back was towards Deputy Dominguez. The unloaded shotgun was on the ground in plain view at that moment.

San Mateo County District Attorney Steve Wagstaffe attended the HMBCC Special Meeting held September 15, 2020. He stated several times that 11 shots were fired and 11 spent shell casings were recovered.

That’s Simply Impossible. 14 Spent Shell Casings were Recovered.

This is where my favorite saying applies: Just because somebody says something is true doesn’t mean that it is.

Here is just one small example of what John Ullom has done as a CITIZEN.

Sandra Harmon Was Fatally Shot In Her Back While Her Hands Were Above Her Head And The good Old Boys Cover Up

Our District Attorney, Mr. Wagstaffe has offered a “guess” as to how Sandra Harmon received three fatal shots in her back.: —  https://youtu.be/Vmij2TSFfR4

Mr. Wagstaffe’s “guess” is that Sandra was shot during the third volley of shots. Deputy Dominguez testified he thought he shot her during the second volley. Wagstaff ignores the Deputy’s testimony and the video obtained from another Deputy’s body cam.

In this short clip, you will see Sandra Harmon’s hands above her head and her back to the Deputy who is firing at her. You will see her gun hit the ground. The Deputy who shot her testified that was one of the reasons he thought he had shot Sandra Harmon during the second volley. You will also see at least one shot was fired after Sandra Harmon dropped her shotgun: — https://youtu.be/TT6zIH4PAYg

Here is the video that shows when Mr. Wagstaff “guesses” Sandra Harmon was fatally shot in the back by SMCSO Deputies. Warning, very disturbing: — https://youtu.be/lsk2oORWVH0

Question for SMC Coroner, Mr. Foucrault, do the entry wounds in Sandra Harmon’s back indicate anything about the trajectory of the bullets that hit her? Does the evidence show a near perpendicular trajectory as would be expected if Deputy Dominguez’s testimony is correct?  Or was the angle of entry shallow as would be the case if Mr. Wagstaffe’s “guess” was correct? Do the wounds have abrasion collars that indicate the angle of entry? — https://what-when-how.com/forensic-sciences/evaluation-of-gunshot-wounds/

The body cam video from the Deputy who shot at Sandra Harmon while her hands were in the air and her back to him, is missing. The logs from his body cam are being withheld. No effort to understand how Sandra came to be shot in her back has been undertaken. This is WRONG. Sandra Harmon’s life mattered. And so do the lives of her family who deserve to know the truth.

At everybody on the BCC list. Nobody in charge, other than the City Council of Half Moon Bay, gives a damn about how Sandra Harmon came to be fatally shot in her back while her hands were above her head.  The press is not going to investigate. The ACLU isn’t interested. BLM folks aren’t going to protest. The only hope of the truth being told…..is us.

John Ullom

Fatal shots in the back provoked the LA Coroner to ask for an independent analysis in the interests of transparency.

We do things differently here in San Mateo County.

If you see John Ullom tell him Thank You.
