Here we are today August 19, 2022 San Mateo County, California
My questions for Mark Simon and the Advertising Business he writes for.
The Batmobile case Abuse of Power, Abuse of Authority of Law Enforcement case that has more than 5M views, The case where the public is asking for San Mateo County Sheriff Carlos G. Bolanos to RESIGN, be criminally Charged and lose his PENSION. That case which has a court hearing this morning at 9:00 AM in Courtroom 8B. 22-SF-008723-A | The People of the State of California vs. MARK RACOP
Did Mark Simon or the San Mateo Daily Journal make a public statement on San Mateo County Government actions against a small business owner in Indiana named Mark Racop who happens to be the only person who is licensed to make the 1966 Batmobile Replica? One more fact about Mr. Racop, He is a Minister.
Mark Racop and one of his products.
“Riddle me this”
Did Mark Simon or the SMDJ write an article about this story at all?
Did Mark Simon or the SMDJ call Mark Racop either for an interview or to offer support?
Did Mark Simon or the SMDJ request permission of the Court to attend this mornings hearing?
Will Mark Simon or the SMDJ attend Mark Racop’s Court Hearing today as a concerned citizen?
On October 29, 2020 Mark Simon wrote this about Rishi Kumar Candidate for Congress.
A FEW NOTES: Perhaps the goofiest campaign is being run by Saratoga Councilman Democrat Rishi Kumar, who is challenging incumbent Congresswoman Anna Eshoo. If long, rambling, boastful and offensive rhetoric is your thing, look at one of the verbose hit pieces produced by Kumar. My favorite claim is that he reduced crime in Saratoga, which raises so many questions it’s hard to know where to start. Is Rishi Kumar Batman?
I can tell you from my personal experience with Mark Simon, he is an arrogant BULLY, he likes to bully Victims.
Rishi Kumar
Rishi Kumar has personally called and spoke to Mark Racop.
Rishi Kumar has called for San Mateo County Sheriff Carlos G. Bolanos to be FIRED.
Rishi Kumar “Free the man’s assets at the soonest opportunity.”
Rishi Kumar plans to be at this mornings Court Hearing for Mark Racop to show his support.
Isn’t funny how the Bully writes about Batman 2 years ago and today the Batmobile case is Shinning a light on San Mateo County’s Corruption and Organized Crime.
Shawnna Maltbie the City Manager of Daly City is responsible for the behavior of the Daly City Police Department. Munir Edais’ R.I.P. Father has asked Shawnna Maltbie for a Special Public Meeting to see if the Daly City Police Department followed their own Death Investigations Policy.
Daly City Police Department Death Investigations Policy
344.2.3 Death Cases Death investigations require specific investigation methods depending on circumstances and should be handled in accordance with the Death Investigations Policy. The handling officer should notify and apprise a supervisor of the circumstances surrounding the incident to determine how to proceed. The following cases shall be appropriately investigated and documented using the approved report: (a) Sudden or accidental deaths. (b) Suicides. (c) Homicide or suspected homicide
Eman Edais (new wife of 6 months) placed a 911 call to San Mateo County Dispatch at 1:59 AM on January 21, 2020.
Lorena Reyes the first Daly City Police Officer #2135 to respond to the scene. January 21, 2020 This is from her report. They have no children in common but she is 5 months pregnant with his child.
Eman Edais stated in the last two days they were arguing about an issue she did not want to disclose. She said he was sad and upset about the relationship.
I asked Eman Edais several times what was the issue they had; however, Eman said she did not want to talk about it because “His family will hate her.”
Eman repeatedly continued to say his death was “her fault,” but did not disclose why.
She told me there was a camera in bedroom #2 that was motion detection, however, Munir Mustafa Edais only had access to the application.
Eman also told me Munir Mustafa Edais was a police officer for Los Gatos Police Department.
At approximately 0247 = 2:47 AM I requested the San Mateo County Coroner’s Office be paged to my cell phone. Deputy Coroner Holly Benedict #15 called me and I advised her of the details to this case.
Daly City Police Officer Lorena Reyes had solved this Supicious Death Investigation in less than 45 minutes. That has to be some kind of record for San Mateo County Law Enforcement. She never secured the scene, didn’t remove Eman Edais from the apartment.
Any reasonable person would support the Public Audit of the Daly City Police Department, Lets see what the Daly City Government does.
On January 14, 2022 I published my first article about the More than $10M of PPE that was left outside unprotected at the San Mateo County Event Center I included a link to ABC7 News I-Team Investigative Reporter Dan Noyes excellent coverage and Breaking Story that included Interviews with Mike Callagy and Supervisor David Canepa who were quick to call this a Mistake. I said “This was not a Mistake”
A reasonable person might ask what would make me say that?
It’s really quite simple, I have been reporting on Organized Crime, Corruption, Money Laundering, Embezzlement in San Mateo County Government and the Courts for 22 years.
Again I say Thank You, Dan Noyes for bringing this very Important story to the San Mateo County Residents.
I was the first reporter to report that San Mateo County Risk Manager Scott Johnson had declared on NOVEMBER 10, 2022 that he had personally inspected the PPE outside the SMCEC and in his opinion it was a TOTAL LOSS. That is 64 days before Mike Callagy and David Canepa said it was a MISTAKE.
September 27, 2021 e-mail informing San Mateo County Government that the PPE is now OUTSIDE. That is 108 days before Mike Callagy and David Canepa said it was a MISTAKE.
From: Steve Perich sperich@smcec.co Sent: Monday, September 27, 2021 3:49 PM To: Iliana Rodriguez IRodriguez@smcgov.orgCc: Dana Stoehr dstoehr@smcec.co; Avinesh Pal apal@smcec.co Subject: PPE Update Hi Iliana, As you probably are aware, all PPE has been moved out of Fiesta Hall and is currently stored in a fenced area between Gates 9 & 10. The Red Cross was only able to take the 10 adjustable hospital beds (MASH type). Their storage area was not large enough to accommodate the remaining five bariatric beds nor the five “home style” hospital beds, all of which are in the outdoor storage area. The plan is to move as much as possible into Sequoia Hall after the SaaStr Conference, to protect it from the elements. The would require the County to rent Sequoia Hall as it would be filled with PPE. The following items would be relocated first. If any space remains, we will move the most useful of the remaining into Sequoia. Masks Gloves Beds All remaining FMS items and empty containers Bleach
Please let me know if you are in agreement with the above.

$23.5 Million is an update, I’ll give you that. 1:37:18 mark
Agenda Item #5 Update on Event Center Surplus Safety Equipment
This was the title for Agenda Item 5 of the March 22, 2022 Board of Supervisors Meeting. That might explain why there was only ONE public comment on this topic.
The person that put this on the Agenda was San Mateo County Manager Mike Callagy, with the approval of County Counsel.
I would say this was more of a regurgitation of the same story that Mr. Callagy has been promoting since January 13, 2022, when he told ABC 7 I-Team Investigative Reporter Dan Noyes that he knew nothing about it.
In San Mateo County Manager Mike Callagy’s Presentation he fails to mention these three, that I reported on the day before in the above article.
Deputy County Manager Iliana Rodriguez, San Mateo County Chief Financial Officer Roberto Manchia, Department of Emergency Management Director Daniel Belville.
County Manager to the Board of Supervisors March 22, 2022 “I think the Important thing is that we are TRANSPARENT. We own up to it, and we learn from it”
I personally think the Important thing is tell the truth from the Get Go.
Let me give a simple example, On January 13, 2022 SMC County Manager Mike Callagy never mentions James Brown or the Wine Country Marines a 501-C in Sonoma. He did say “We brought in the Marines.”
He doesn’t mention Iliana Rodriquez of his office has been vetting James Brown and WCM since December 2021.
Mike Callagy, Don Horsley, David Canepa, Carole Groom, Warren Slocom and Dave Pine. You are NOT TRANSPARENT.
Red Flag 1:39:00 mark, “The other goods were eventually moved outside for temporary storage and were regrettably ah remained there during the significant storms last fall LEADING TO THE INDEPENDENT INVESTIGATION.” What do you know about this Independent Investigation so far? What is the scope of this Investigation? Is the Investigation about the significant storms? Why was there an update without having this Investigator make a presentation at the BOS meeting?
Red Flag 1:39:11 mark, “We’ve been lucky enough throughout this AFTER ACTION to really partner with Wine Country Marines to continue to work on distributing these surplus equipment. Everybody knows what an AFTER ACTION is, Right?
The residents of San Mateo County remember what the Foster City Gang of 3 did to their City Manager.
Foster City Manager Peter Prinejad was FIRED for ZERO reason. The residents of Los Altos Hills are the winners in that case they now have a Great City Manager.
Dear Hon. Judge Leland Davis III on November 22, 2021, You cancelled the Public Telephone Access to the San Mateo County Courts. I’m asking you to reverse that decision.
Public Access Policy Updated 11/22/21 – The listen-only public access lines are no longer in effect; proceedings are open to the public to attend in person.
As you can see by the Alert issued today, It would be safer for the Public to listen on the phone.
COVID ALERT FOR
SAN MATEO COUNTY, CALIFORNIA
RISK INCREASED
on 12/23/2021Note that risk is reduced for those who are vaccinated.
It’s no Secret that the San Mateo Daily Journal and District Attorney Steve Wagstaffe want Sheriff Carlos G. Bolanos to be Re-Elected in the next election.
SMDJ knows this is not quiet the truth, Bolanos — appointed in 2016, Somebody removed this News Release from the Governments website before the July 12, 2016 Board of Supervisor Meeting, John Maltbie was the Clerk to the Supervisors and John Beiers San Mateo County Counsel would have word crafted and final approval of the agenda item. Who removed Michelle Durand’s press release, and Who word crafted the agenda Item. Remember Don Horsley and Carole Groom were asked to RECUSE themselves. They didn’t.
Bolanos — appointed in 2016, elected in 2018 and now running for reelection — said he also routinely receives outlandish emails and communications from people which he said he’s learned to ignore.
Now vindicated, Bolanos said he’s thankful the DA’s office investigated the case and hopes the public will be less inclined to believe such allegations in the future.
“I’m glad the District Attorney’s Office investigated it and determined that there was absolutely no merit to me being involved with that organization,” Bolanos said. “Hopefully people learn from this and recognize that just because somebody says something and tweets something it may not be true. People should do some critical thinking before they assume something.”
This sounded familiar,
“just because somebody says something and tweets something it may not be true.“
I’ve been saying this for just over 20 years, “Just because somebody says something is true, doesn’t mean that it is.” I can’t take credit for the statement I first heard it in court by a very popular San Carlos Attorney named Jeff Cost. He credited it to his father.
The SMDJ in 2018 Endorsed Carlos G. Bolanos for Sheriff which is fine, but they also printed a False statement about Him being “OUTSIDE the entire time.” Operation Dollhouse, FBI Sting Las Vegas Nevada, April 21, 2007.
Everybody and their Mother knows that is a Lie.
Here is the entire SMDJ article from December 15, 2021
San Mateo County District Attorney’s Office solves mystery over Oath Keeper account Belmont resident responsible for creating memberships for sheriff, police chief to far-right group By Sierra Lopez Daily Journal staff 3 hrs ago Carlos Bolanos A Belmont resident was responsible for registering Sheriff Carlos Bolanos and former Belmont Police Chief Dan DeSmidt with a far-right anti-government organization as a reminder of their oath to the Constitution, an investigation by the San Mateo County District Attorney’s Office found.“ Anybody who knows me knows I’m not of the persuasion that would join an organization like that. They knew it was a joke but unfortunately, it got taken seriously and it wasn’t funny anymore,” Bolanos said. In October, allegations that Bolanos was affiliated with the Oath Keepers, a national right-wing militia group, were first made online after his email was discovered in a leaked database published and stored by the anti-secrecy organization Distribution Denial of Secrets. At the time, Bolanos denied being a member of the organization and asserted that someone else must have registered him, though he was unsure of who would have done so. Bolanos said a news organization discovered that a third party likely registered him with the organization and he immediately turned that information over to the DA’s office.Additional information was also shared with the office from the San Mateo County Counsel’s Office, Bill Massey, chief investigator with the DA’s office, said. The department did not go through the leaked database but Massey said they did reach out to the Oath Keepers, which was unresponsive. What their investigation did find was that a Belmont resident registered Bolanos and DeSmidt with the organization in 2017. The Belmont Police Department was also made aware of the incident back in 2017, but declined to pursue the case at the time because they were familiar with the individual’s behavior, Massey said.“Without going into detail, he’s a very outspoken individual. He has some views that may not be mainstream so he’s known in the city of Belmont,” Massey said about the person who created the accounts for the officials. When questioned, Massey said the individual confessed to registering the public officials with the organization with the intent of reminding them of their oath to the U.S. Constitution. Massey said they verified the individual was responsible for the accounts by reviewing packages from the Oath Keepers which were addressed to Bolanos and DeSmidt but sent to the Belmont resident’s home.Massey said the DA’s office was investigating the issue of impersonation and identity theft of Bolanos given that the Sheriff’s Office couldn’t investigate a case in which the sheriff is the victim. Under Penal Code 528.5, the individual could have been charged with a misdemeanor for impersonating an individual online without permission with the intent of harming, intimidating, threatening or defrauding another person. But the DA’s office opted to not file charges because they could not verify that the individual’s actions were done maliciously. Additionally, the investigation fell outside a one-year statute of limitation embedded in the penal code because the Belmont Police Department was aware of the issue around 2017, triggering the statute countdown.Bolanos — appointed in 2016, elected in 2018 and now running for reelection — said he also routinely receives outlandish emails and communications from people which he said he’s learned to ignore. Now vindicated, Bolanos said he’s thankful the DA’s office investigated the case and hopes the public will be less inclined to believe such allegations in the future.“I’m glad the District Attorney’s Office investigated it and determined that there was absolutely no merit to me being involved with that organization,” Bolanos said. “Hopefully people learn from this and recognize that just because somebody says something and tweets something it may not be true. Here is a simple question for Reporter Sierra Lopez, What is the name of the Belmont Resident?
Pretty cool to Solve a Mystery with an Unnamed and Uncharged Belmont Resident.
UPDATED NOVEMBER 22, 2021 Public Access Policy to Superior Court of California San Mateo County.
The listen-only public access lines are no longer in effect; proceedings are open to the public to attend in person.
Updated 11/22/21 – The listen-only public access lines are no longer in effect; proceedings are open to the public to attend in person.
San Mateo County Superior Court is committed to continuing public access to court proceedings during and after the pandemic emergency. Due to COVID-19 and public health concerns, the Court has shifted to convene some court proceedings remotely in order to eliminate the need for individuals to attend hearings in person. This is to reduce the number of visits by the public to the courthouses, thereby minimizing potential infection of the public and staff.
At this time, members of the public may attend a court proceeding in person. The Court is committed to maintaining a safe workplace for our staff and the public. Each courtroom can accommodate a different number of seats in the audience. You will need to check-in with the bailiff when you enter the courtroom. The bailiff will inform you as to whether or not there is an available seat, or if capacity has been reached. If capacity has been reached, you may remain outside the courtroom until someone leaves. Face coverings are required at all times inside the courthouse.
Zoom may not be used for public access without the approval of the judicial officer.
San Mateo County News.com first reported this Important Change in Policy on November 24, 2021.
I don’t remember the exact date when I first met Therese Dyer but I do remember where it was. It was in line to enter the 400 County Center Building in Redwood City, California where we both were going to speak to the Board of Supervisors of San Mateo County during the two minute Public Comment.
I remember thinking, The Five Supervisors and their Staff should meet with Therese right away and get to the bottom of this subject matter she just reported to them, Corruption in San Mateo County, specifically in the District Attorney’s Office, The Courts, The Investigators etc. Most reasonable thinking residents would want the Supervisors to look into this to find out if her statements were true and accurate, and if they were too FIX IT.
I knew Therese was a Veteran, and had served on the San Mateo County Grand Jury.
It was at that BOS Meeting that I thought a simple fix would be for the Supervisors to set up a Public Data Base where all Notifications of wrong doing by San Mateo County Employees/Elected Officials could be filed. As anyone who has ever taken the time and energy to go to a BOS Meeting on a Tuesday morning at 9:00 AM to have the opportunity to Inform the Supervisors of Criminal behavior or other serious subjects knows, 2 minutes goes by pretty fast, and you might be a little nervous. Most likely you can not come close to saying everything you want to say.
I remember being so nervous before I made Public Comment to the Supervisors of SMC, reporting Corruption of some Law Enforcement Employees, and every time I spoke the Supervisors would say “Thank You, Mr. Stogner for your comments.” I became more comfortable once I realized that they couldn’t care less about the Corruption.
A Public Data Base however would allow you to state everything, Names, dates, allegations etc. The other benefit is that information would be Public.
I can say this about Therese Dyer, for the last 20 years that I am aware of, She has been doing her very best to inform the Residents of San Mateo County of the Corruption in the Government.
San Mateo County President of the Board of Supervisors David Canepa aka “Showboater” knows a great opportunity to Fund Raise when he sees one. Today he is holding his official Kickoff Campaign for Congress. He might as well, he has done nothing to make San Mateo County Safer or to Eliminate Corruption in San Mateo County that I am aware of.
Most recently in the (retired) San Mateo County Sheriff Deputy Juan Pablo Lopez criminal case which has been going on for 7 years, Superior Court Judge Joseph Scott, Court Clerk Katrina Bihl, and Court Reporter Jocelyne Fakouri, Conspired to commit a crime, then did commit the crime of PC115A filing a False Instrument with the court which by itself is a Felony. All three made false statements under the penalty of Perjury. David Canepa thinks that is cool. I don’t.
A reasonable person would think the President of the Board of Supervisors would be Interested in making San Mateo County Safer for the ordinary resident, Nobody is Above the law, etc. Not David Canepa. Over the the last 7 years I have reported the Illegal conduct against Sheriff Deputy Juan P. Lopez, by multiple San Mateo County Employees, I can’t recall a single time that David Canepa showed any interest.
When Chinedu V. Okobi R.I.P. San Mateo County’s George Floyd, was killed by SIX San Mateo County Sheriff Employees on October 3, 2018, Sheriff Carlos G. Bolanos and his Public Information Officer Immediately issued two False Press Releases both omitting the sixth very involved CSO Joseph Gonzales. David Canepa approved of that behavior.
I took the above video, I drove up from Monterey County to attend that meeting I had every intention of speaking on behalf of Chinedu V. Okobi and his family. I sat in the front row next to SMCSO Deputy Heintz Puschendorf the entire meeting, after listening to all of the speakers and watching Supervisor David Canepa refusing to pay any attention to all of the speakers, He wouldn’t even look at them, I chose not to speak.
San Mateo County Sheriff’s Activities League Embezzlement and Money Laundering Investigation Sheriff Carlos G. Bolanos, SMCSO Captain Christina Corpus and SMCSO ret. Captain Jeffrey C. Kearnan and Supervisor President David Canepa all thought it was a Great Idea for the Sheriff’s Office to Investigate Itself. A reasonable person would know that is NUTS.
Congresswoman Jackie Speier announced this week she will not run for re-election.
In 2008 she demanded the Board of Supervisors Investigate the April 21, 2007, FBI Sting called Operation Dollhouse where Under Sheriff Carlos G. Bolanos was Caught and Detained Inside a single family residence located at 3474 Eldon Street, Las Vegas, Nevada at 9:30 PM. To this day 14 years later nobody has asked Carlos G. Bolanos why he entered that disgusting smelling home.
It was either to have sex with Human Trafficked Sex Slaves including a minor or a more logical reason is it was a Drug Deal of 3,500 Ecstasy Tablets for $25,000 Cash.
San Mateo County President of the Board of Supervisors David Canepa has never wanted to know the answer and he has been fine with now Sheriff Carlos G. Bolanos lying about it for 14 years.
I think Supervisor President David Canepa should resign from the Board effective today so that he and his TEAM can devote FULL TIME and effort into something he is really passionate about, which is Fund Raising and promoting himself. I wish him the best.
For the last 20 years I have been a Private Victim’s Advocate in San Mateo County, California, with the simple goal of Eliminating Corruption in the Courts. Over the years I have learned it is not just the Courts but the entire Government Structure.
The Five Supervisors of San Mateo County are the problem in my opinion. They refuse to Supervise, It’s that simple.
Back to those two letters “UN” It came to my attention that a very popular San Carlos Attorney prepared an Order after Hearing of a Family Law Matter which happens all the time. One of the two parties prepares this document which reflects what occurred in court and it becomes the Order after the Judge signs it. Normally it is provided to the other party before it is filed with the Court to verify this is an accurate description of what was Ordered by the Judge. That did not happen in this case, and the very popular Attorney omitted those two letters “UN” from the order.
This seems like no big deal right? A reasonable person would think this would be an easy fix once the Attorney and the Judge are notified that “UN” was removed from the Order. The Court Transcripts verified the order was for Unsupervised Visits. That is not the case in San Mateo County.
The order that was supposed to be for UNSUPERVISED Visits, became an order for SUPERVISED VISITS.
That is a BIG difference, and it was done deliberately.
That is why I do what I do today.
Has anything changed in the San Mateo County Courts in the last 20 years? No not really.
It’s pretty exciting when a Superior Court Judge, the Court Clerk and the Court Reporter, conspire to commit a crime and then file a False Instrument with the court. None of the Seven Print advertising Businesses have thought this information might be valuable to the 760,000 San Mateo County Residents.
