San Mateo County Voters can elect Mark Melville as Sheriff in 2022 and several things will change for the better the first day he is in office. These two gentleman will be removed from involvement of the Sheriff’s Office.
He has promised to release the Axon Log Records involving the May 5, 2020 Homicide by Law Enforcement of Sandra Lee Harmon. Currently there is only one person who is obstructing those records being made public. That person is San Mateo Counsel Attorney David Silberman. Why are those records important, Sheriff Carlos G. Bolanos told the world that Sheriff Deputy David Dominguez did Not turn on his Body Worn Camera, He is the Deputy who fired 11 shots at Ms. Harmon including while she was unarmed with her hands above her head with her back towards the deputy. Ms. Harmon received 3 FATAL SHOTS to her back. Has Sheriff Carlos Bolanos ever lied to the residents of San Mateo County before of course he has too many times to mention here. The release of the Axon Log Records would VERIFY Sheriff Bolanos’ statement “Sheriff Deputy David Dominguez did Not turn on his Body Worn Camera” Who would object to that except David Silberman, Why?
I recently asked Candidate Mark Melville for San Mateo County Sheriff 2022, When he is elected Sheriff will he be replacing David Silberman as the attorney for the Sheriff’s Office? His short answer was Absolutely.
Michael, My short answer to your question is, absolutely. I know County Counsel is in place to “Protect” the County. I don’t believe the Sheriff’s Office is being well represented by Mr. Silberman. But then again, I have no idea what information he is being fed by Sheriff Bolanos. I believe in 100% transparency. If you are telling the truth, there is nothing to hide. You owe it to all the constituents of the County to properly identify the situation / incident and you tell everyone what it is you are going to do to rectify it. I can not think of a more impactful vote then the next Election for Sheriff of San Mateo County 2022.
You put in one good human being at the top and everything changes. Imagine that.
The City Manager is responsible for the Police Departments behavior. She is also responsible for the Agenda Items on council meetings and when Public Comment takes place during the meetings etc. Most cities in San Mateo County have the Public Comment at the beginning of the meeting and the time allowed to speak is in some cities is 3 minutes. There is a Zoom link for the meeting and that is published on the City Website for everyone interested to use. At the time of the meeting the Concerned Citizens simply go to that Zoom link and they are in the meeting.
Shawnna Maltbie likes to have a little more control on the Concerned Citizens speaking their minds. She makes them register in advance for a Public Meeting including giving your home address? That’s got to give most people that welcoming feeling, that Government really wants to listen to you. Also she likes the Public Comment to be at the END of the council meetings, that really helps in having fewer comments to have to listen to. Council meetings last for hours. April 26, 2021 for example had over 130 Concerned Citizens who pre registered to speak about Roger Allen’s Homicide.
Government (I mean Shawnna) does not like the public to criticize how things are going or to ask the obvious questions. Like why 4 Daly City Police Officers were at a disabled truck with a flat tire in the first place.

Barbara Bonilla was the Executive Director of San Mateo County Sheriff Activities League. She was employed by the San Mateo County Sheriff’s Office. She was Sheriff Carlos G. Bolanos’s Campaign Manager for Sheriff 2018. She was President of California PAL, and high ranking member of National PAL association.
She was investigated for Embezzlement and Money Laundering.
She is being Prosecuted by the Attorney Generals Office, who has said very little publicly about the case.
Roger Allen a 44 year old Black man was killed by somebody with a gun on April 7, 2021 while he was sitting in the passenger seat of a disabled truck in a residential neighborhood in Daly City. That was 20 days ago. Last night the Daly City Government held a zoom meeting for the first time for the Outraged public to speak about it. I don’t know the exact number of participants on that zoom meeting but it was well over 125.
Daly City Manager Shawnna Maltbie attended but remained silent, Assistant City Manager Stephen Stolte Hosted the meeting also silent.
I mentioned the Outraged public, I did not mention the Outraged Elected Officials and Staff who are responsible for the behavior of the Daly City Police Department and its officers. The reason I didn’t mention them is because not one of them is Outraged with the killing of a Black man who committed no crime and was killed while sitting in a parked truck.
The demands were pretty consistent “What are the names of the four Daly City Police Officers Involved in the Homicide of Roger Allen?” Who could provide that information? Shawnna Maltbie, Stephen Stolte and Patrick Hensley that’s who. Why wouldn’t those three Employees want what the public wants?
The four Unnamed DCPD Officers idea comes from San Mateo County District Attorney Steve Wagstaffe and DCPD Chief Patrick Hensley vague and unbelievable description of what supposedly happened and how Roger Allen ended up dead at the scene.
That was until last night when Talika Fletcher, Roger Allen’s sister mentioned the other police agency officers being protected. What other Police Agency Officers? Is that even a possibility in San Mateo County? Of course it is.
Talika Fletcher and her Aunt Zipora Wright both stated that Talika is being STALKED and Harassed by Law Enforcement. They are in Mourning and must be protected by the Citizens not Law Enforcement.
How is this possible in San Mateo County, the answer is Simple, “Those Who Matter” run the Government. They control criminal Investigations, have the ability to falsely criminally charge Those Who Don’t matter like x San Mateo County Sheriff Deputy Juan P. Lopez for the sole purpose of financially destroying him.
What we saw last night was NOT ONE of the people with the Authority and Power to solve, did so. They must be removed in order for San Mateo County to finally get on the right track. Elect Good Human beings is my recommendation.

It’s been 18 days since Roger Allen a Black man was killed by Daly City Police Officers while sitting in the passenger seat of a disabled truck (flat tire) that nobody called the police for.
At this time in America’s History you would expect at least one of Daly City Elected Officials to make a public comment on this Homicide by DCPD Officers and THAT ONE would be Glenn Sylvester a 33 year Police Officer who has trained Police Officers. Did he ever train Officers to reach inside a vehicle to wrestle a gun from a subject’s hands?
To say the facts are limited is an Understatement. The only thing we do know is that Roger Allen R.I.P is dead and Daly City Police Chief Patrick Hensley refuses to identify the 4 Involved officers. Roger Allen died less than 8 miles from where Chinedu V. Okobi was killed by 6 San Mateo County Sheriff Employees, A Sergeant, 4 Deputies and a CSO who sprayed O.C. spray into Okobi’s face at close range after he was tased 7 times struck with extended baton, body slammed to the ground from behind and dog-piled by the group where he was handcuffed and stopped breathing. Not one of the Sheriff Employees checked his pulse or provided life saving measures for the next 9 minutes. They wanted to make sure he was dead before the AMR staff got to him. Mission accomplished.
In San Mateo County Nobody is above the Law except “Those Who Matter.”
I would suggest that Councilman Glenn Sylvester rethink why he is on the Daly City Council.
I don’t recall him ever saying one word about Chinedu Okobi’s Homicide. Chinedu Okobi was killed for “Walking While Black in Millbrae.” No running in and out of traffic, No immediately assaulting the deputy as Sheriff Bolanos claimed. just a large Black man walking on a sidewalk in San Mateo County.
Roger Allen was killed in Daly City for “Sitting in the passenger seat While Black.”

Shanna is married to Jeff Maltbie who happens to be the City of San Carlos Manager, Jeff is the son of John Maltbie who was San Mateo County Manager for many years and has personally benefited by being a member of the “Those Who Matter” team. Everyone remembers the April 1993 Prostitution Sting Operation where Sheriff Deputy Trisha Sanchez was the Decoy. District Attorney Jame P. Fox years later when asked why didn’t you prosecute Maltbie he said “That case never crossed my desk.”If there is another family that is more involved in running the government of San Mateo County I’d like to know it. Shanna Maltbie is the City Manager of Daly City, which means she runs Daly City, she has influence on who is hired and fired like Police Chief Patrick Hensley. She easily could instruct Chief Hensley to identify the four Daly City Police Officers who were involved in the Homicide of Roger Allen on April 7, 2021 who was shot and killed while sitting in the passenger seat of a disabled truck (flat tire) on a residential street. According to the very limited (almost No Information) provided by Police Chief Patrick Hensley and District Attorney Steve Wagstaffe the Daly City Police made contact with the disabled truck at 1:55 PM and Roger Allen R.I.P. was transported by ambulance from the crime scene at 2:11 PM. That’s Fast, as a matter of fact that might be a San Mateo County Record for AMR if it was AMR. During this 16 minutes a lot of things happened that make a reasonable concerned citizen want answers to. Why were 4 DCPD Officers called to a truck with a flat tire? What are the names of the 4 DCPD Officers Involved? What training policy teaches DCPD Officers to reach inside a parked vehicle and wrestle with a Large Black Man who allegedly was wielding a Fake gun. What is DCPD Policy on shooting into a vehicle when there are other passengers inside? What time were the two shoots fired into the occupied vehicle? What time was AMR requested? What time did AMR arrive on scene? Did AMR treat one of the Police Officers at the Scene? How many minutes did AMR provide life saving measures (Chest Compressions) on Roger Allen before transporting his body? How many minutes did DCPD Officers provide Life saving measures to Roger Allen? What time did that occur?
These are just some of the Question the public now has because of Daly City’s behavior. This could be a very long meeting caused by the Elected Officials and Staff.
Just because somebody says something is true, doesn’t mean that it is.

October 3, 2018 San Mateo County’s own George Floyd was Chinedu V. Okobi he was killed by SIX San Mateo County Sheriff Employees on El Camino Real in Millbrae. Within hours Sheriff Carlos G. Bolanos issued a partial list of those involved, he left out one of the most important person the CSO who sprayed O.C. in Chinedu okobi’s face after he had been tased 7 times, struck with extended baton and dog piled by the group.

Yesterday in Columbus Ohio, a 16 year old girl was shot and killed by a Police Officer responding to 2 911 calls. The Interim Police Chief has already released the name of the Officer who shot and killed the teenager, He has also released the Body Worn Camera Videos. Congratulations to Columbus Ohio.

As the sheriff of San Mateo County, I am dedicated to protecting public safety and the privacy of our residents. In response to a recent opinion article on automated license plate reader (ALPR) technology, I wanted to provide our county’s residents with the facts about the technology and how the data is used, shared and retained by law enforcement.California law enforcement agencies are required to have and post ALPR usage and privacy policies to ensure that the collection, use, maintenance, sharing and dissemination of the information is consistent with respect for individuals’ privacy and civil liberties.Law enforcement agencies use ALPR technology to automate manual processes that help identify stolen vehicles, vehicles used by wanted suspects, vehicles used by registered sex offenders, locating missing persons and, more importantly, to investigate criminal activity more efficiently. ALPR technology takes photos of license plates in public view and runs the scanned images through a list of plates sought by law enforcement. The system collects the photo of the vehicle, license plate number and the location data. The system does not collect personal identifying information, such as birth dates, names or criminal history. My office’s ALPR data is retained for a maximum of one year unless the information is from an ALPR that has been deployed within an area wherein the local government has requested a shorter retention period.Our data is not shared with unvetted third-party organizations. Only law enforcement personnel with a need and right to know the information may have access to the data. On the topic of ALPR data sharing and immigration enforcement, we do not share any ALPR data with “ICE to track undocumented immigrants, who have committed no offense other than trying to make a life for themselves in California without documentation,” as stated in the guest perspective “Why license plate privacy matters” authored by state Sen. Scott Wiener, D-San Francisco, in the April 7 edition of the Daily Journal. ALPR databases in California may not be accessed for the sole purpose of immigration enforcement as required by the California Values Act. Misuse of data by law enforcement personnel may be cause for administrative, civil and criminal penalties. Currently, Senate Bill 210 seeks to limit the retention of ALPR records to 24 hours. This would not improve privacy, but it would limit our ability to investigate violent crimes, serial criminal activity and any other crime that takes more than 24 hours to identify suspects, locate witnesses and locate victims. If the bill were passed into law, it would reduce or eliminate our ability to solve some of our most serious criminal offenses. In one example of the use of ALPR data, a suspect in Daly City exposed himself as he attempted to grab a 12-year-old female victim, who was fortunately able to escape the assault. The victim provided Daly City Police Department with a description of the suspect and his vehicle. After reviewing thousands of ALPR images, they found a match. The system was then used to locate the vehicle in San Francisco. The suspect was ultimately arrested in San Francisco for the assault on the child and for being in violation his sex offender registration. Under SB 210, the evidence that led to the identification and arrest of the suspect would have been destroyed before investigators had the opportunity to review the images.In another example, a robbery occurred at a shopping center in the city of San Mateo and witnesses provided San Mateo Police Department with the suspects’ license plate number. The car was registered in Madera, California. Historical ALPR records provided information that the vehicle had been parked multiple times in Redwood City at the same location. Redwood City police responded to the vehicle’s historical parking location and found the car with the suspects inside. San Mateo police transported the victim to the location in Redwood City, where the suspects were positively identified, and the stolen property was recovered. Historical ALPR data quickly located suspects that had no fear of harming the public and brought them to justice. Under SB 210, the historical ALPR data would have been destroyed and law enforcement would have been looking for suspects 150 miles away.I am deeply committed to public safety and the protection of privacy. I want the public to know that historical ALPR data helps us to focus our limited resources to solve crimes and save lives. Some Residents of San Mateo County know that Carlos G. Bolanos was illegally appointed to the position of Sheriff on July 12, 2016 by the Supervisors of San Mateo County. It was not on the Agenda , Supervisor Don Horsley who was asked to recuse himself from that issue because his son is employed by the Sheriff’s Office lead the appointment through.
It’s telling that Sheriff Bolanos uses a minor female sexual assault victim as an example of why ALPR are great.
In one example of the use of ALPR data, a suspect in Daly City exposed himself as he attempted to grab a 12-year-old female victim, who was fortunately able to escape the assault. When on April 21, 2007 Carlos Bolanos was Detained in Las Vegas during the FBI Sting “Operation Dollhouse” He was caught inside the single family residence located at 3474 Eldon Street where a minor female was the victim of Human Trafficking of Sex Slaves.
This should come as no surprise to any reasonable thinking resident of San Mateo County.
“His identification was unknown until January 2021 when detectives received a break in the case from a witness who identified the suspect as 30-year-old Kaylan Freeman from the San Mateo County Coast.”
That is a False Statement, Just ask San Mateo County Sheriff Sergeant Gonzales, The San Mateo County Sheriff’s Office knew who Kaylan Freeman was since March 2014.
The real question is, What was the Sheriff’s Office really doing since 2012?
Sheriff’s Office eliminated SHOP and all dedicated, sexual-offense investigators with a 75% reduction in staffing in 2007 right after Operation Dollhouse the FBI Sting Operation.
What happens when San Mateo County Sheriff Carlos G. Bolanos lies to the public? Nothing.
