San Mateo County’s John Ullom. Thank You

I’m sure most of the 760,000 San Mateo County Residents don’t know who John Ullom is or haven’t heard anything about him. If you have read anything about him by Mark Simon, Jon Mays Editor, or Jerry Lee Owner of the San Mateo Daily Journal. You might ask What did John Ullom do to them to cause such a dislike?

John Ullom is Good Human Being an American, He is the guy you want as your neighbor. San Mateo County Supervisors should give him the Citizen of the Decade Award if there is one. They won’t of course.

Sandra Lee Harmon was Killed by San Mateo County Sheriff Deputies on May 5, 2020 at 845 Main Street, Half Moon Bay California. She was shot at 14 times, her body was struck 8 times, 3 of the 8 shots were fatal, all 3 fatal shots were in her back. Ms. Harmon was shot at while her hands were above her head and her back was towards Deputy Dominguez. The unloaded shotgun was on the ground in plain view at that moment.

San Mateo County District Attorney Steve Wagstaffe attended the HMBCC Special Meeting held September 15, 2020. He stated several times that 11 shots were fired and 11 spent shell casings were recovered.

That’s Simply Impossible. 14 Spent Shell Casings were Recovered.

This is where my favorite saying applies: Just because somebody says something is true doesn’t mean that it is.

Here is just one small example of what John Ullom has done as a CITIZEN.

Sandra Harmon Was Fatally Shot In Her Back While Her Hands Were Above Her Head And The good Old Boys Cover Up

Our District Attorney, Mr. Wagstaffe has offered a “guess” as to how Sandra Harmon received three fatal shots in her back.: —  https://youtu.be/Vmij2TSFfR4

Mr. Wagstaffe’s “guess” is that Sandra was shot during the third volley of shots. Deputy Dominguez testified he thought he shot her during the second volley. Wagstaff ignores the Deputy’s testimony and the video obtained from another Deputy’s body cam. 

In this short clip, you will see Sandra Harmon’s hands above her head and her back to the Deputy who is firing at her. You will see her gun hit the ground. The Deputy who shot her testified that was one of the reasons he thought he had shot Sandra Harmon during the second volley. Question for SMC Coroner, Mr. Foucrault, do the entry wounds in Sandra Harmon’s back indicate anything about the trajectory of the bullets that hit her? Does the evidence show a near perpendicular trajectory as would be expected if Deputy Dominguez’s testimony is correct?  Or was the angle of entry shallow as would be the case if Mr. Wagstaffe’s “guess” was correct? The body cam video from the Deputy who shot at Sandra Harmon while her hands were in the air and her back to him, is missing. The logs from his body cam are being withheld. No effort to understand how Sandra came to be shot in her back has been undertaken. This is WRONG. Sandra Harmon’s life mattered. And so do the lives of her family who deserve to know the truth.

At everybody on the BCC list. Nobody in charge, other than the City Council of Half Moon Bay, gives a damn about how Sandra Harmon came to be fatally shot in her back while her hands were above her head.  The press is not going to investigate. The ACLU isn’t interested. BLM folks aren’t going to protest. The only hope of the truth being told…..is us.

COVID-19 Risk Assessment Planning Tool.

I hope this tool helps you make an informed decision on what to attend and what not to attend. As a Private Victim’s Advocate I’ve always advised that You are responsible for your own Safety and Health. I have known since February 2020 that the response or lack of response to the COVID-19 Pandemic by the Government of the United States of America has been Deliberate. Google Crimson Contagion Exercise and you will see how I came to that conclusion.

For the last Six Years I have attended almost every Court appearance in San Mateo County Superior Court for x Sheriff Deputy Juan P. Lopez. Last week I did not attend, next week Nov 16, 2020 his Jury Trial is scheduled to start. I am still assessing how safe it is to attend a Courtroom in SMC during this Pandemic. San Mateo County still to this day does NOT take temperatures of everybody before they enter the 400 County Center Building where the Courts are located. To say I’m concerned is an understatement. Also each of the limited courtrooms are limiting the access for the public to attend. Many Counties in California are using ZOOM and Youtube to provide the public access to their trials, San Mateo County is NOT one of them. Interesting you have the Scott Peterson case and Former Sheriff Deputy Juan P. Lopez cases at the same time you have all the normal cases with only a few courts and very limited space and a Pandemic.

SMC Sheriff Deputy Juan P. Lopez case. Nov. 16, 2020

If any of you have ever reported a Criminal Complaint to the Attorney General’s Office for a person other than yourself, I salute you. I have in the Sheriff Deputy Juan P. Lopez case involving Hacking of the California DMV Computer System. I can assure it is NOT EASY to do. As you can see by the title former Sheriff Deputy Lopez’s criminal case is still ongoing and next week will be the 6 year mark.

San Mateo County residents should AUDIT the Sheriff Deputy Juan P. Lopez 6 yr criminal case and Zain Jaffer less than 9 MONTH case.

Just because somebody says something is true doesn’t mean that it is.

The State of California data base for DMV was hacked by someone and I believe that someone is from San Mateo County Law Enforcement. DMV doesn’t even know about this. I think DMV should be notified and if you won’t do it I will. The same thing happened with the Federal data base.

August 4, 2014 DA Inspector Jordan Boyd demanded Deputy Juan Lopez surrender his DL, stating it was suspended, Deputy Lopez complied and was without a license until September 29, 2014. He hired an attorney who went to LA for a court appearance for him the Judge demanded that Deputy Lopez so up in person, he did and proved it was not his ticket.
Also investigate who accessed the United States Post Office data base to communicate a false statement regarding a condo Deputy Lopez owns in Redwood City, Ca. Residential to Commerical to Credit Unions which effect borrowing ability. I believe this was done by someone in San Mateo County.
Deputy Lopez is currently charged with 12 felony charges.

Chinedu V. Okobi is San Mateo County’s George Floyd.

October 19, 2020 there was a Zoom Meeting that was hosted by two Councilmembers of the Town of Portola Valley.

San Mateo County Sheriff Carlos G. Bolanos was just one of the panelists.

Most of the panelists mentioned George Floyd’s name who I think any reasonable person who watched the video of him being murdered by a Police Officer would want that to stop. But most did not mention San Mateo County’s Chinedu V. Okobi who was killed by Six San Mateo County Sheriff Employees on October 3, 2018 on El Camino Real, Millbrae/San Bruno.

Sheriff Carlos G. Bolanos mentioned George Floyd Tragedy, not Homicide by police. He then mentioned “A Tragic Incident in Millbrae. Tasers ” No mention of Chinedu V. Okobi the 36 year old Father of a daughter, A Moorehouse Graduate, minding his own business simply walking while black on the sidewalk at 1PM in the afternoon. No 911 call, No Crime committed, No Guns, No Drugs etc. He was Tased 7 times, struct with extended baton, dogpiled by Six Sheriff Employees and finally sprayed in the face with O.C. Spray by the CSO Employee who was left out of the Sheriff’s and District Attorneys Press Release.

Multiple False Statements
by Sheriff Carlos Bolanos

Sheriff Bolanos went on to say “I don’t believe that individual was killed by Taser.” That individuals name he is referring to is Chinedu V. Okobi, he can’t say it. He doesn’t mention the O.C. Spray to the face at close range after being tased 7 times, and dogpiled by Six.

Sheriff Bolanos went on to say that “AED’s are now in all Sheriff Patrol Vehicles.” I say so what, if you don’t use the AED what difference does it make how many you have. Sheriff Bolanos knows that his Six Employees didn’t provide any life saving measures for the next 8 minutes to Chinedu V. Okobi after he was handcuffed and sat up with his head slumped forward assuring his death. An AED was ONSCENE and not used.

District Attorney Steve Wagstaffe provided a highly edited and captioned video 5 months after the Homicide, which provides NO Evidence of Life Saving Measures being provided to Chinedu Okobi. When the EMT finally got to Okobi he was flatlined, they provided Chest compressions for another 8 minutes while he was handcuffed behind his back, they only took off handcuffs to put his dead body on the gurney. Sheriff Bolanos knows all of this.

Here is the Video you will notice no mention of the SIXTH Sheriff Employee. Remember “Just because somebody says something is true doesn’t mean that it is.”

What has changed since Yanira Serrano Garcia was Killed by a San Mateo County Sheriff Deputy within 20 seconds of him getting out of his patrol vehicle. After he shot and killed her he was found with the knife in his hand. That is Tampering with Evidence. That was a non emergency medical call.

Chinedu V. Okobi is San Mateo County’s George Floyd

What has changed since Six not Five San Mateo County Sheriff Employees killed Chinedu V. Okobi, No 911 call, No crime had been committed by Okobi. What happened or didn’t happen during the nine minutes after Chinedu Okobi was handcuffed and sat up on El Camino Real, Millbrae, California was a crime. The video provided by SMCDA Office on March 1, 2019 had Captions “Check his pulse” etc the reality is his pulse was Never checked by the Six not Five Sheriff Employees.

What has changed since Sandra L. Harmon was Killed by San Mateo County Sheriff Deputies May 5, 2020 on Main Street Half Moon Bay. Sheriff Carlos G. Bolanos and Steve Wagstaffe told the public there was a Shootout and Sandra Harmon fired First. During the HMBCC Special Meeting held September 15, 2020 at the 27:30 Mark the Eblovi Investigation Presentation about 9 minutes Identified 3 Spent Shell Casing and 2 Bullet holes. The three Shell casings were moved. The moving and relocating 3 shell casings and 2 Bullet holes were ignored by Wagstaffe, That is Tampering with Evidence, It also changes the Entire story that Sheriff Bolanos and Steve Wagstaffe promoted.

The Half Moon Bay City Council voted 5-0 to have The Attorney General of California to conduct an Independent Criminal Investigation in the Homicide of Sandra L. Harmon, The Sheriff’s Office, and the District Attorney’s Office Investigation. That is what changed.

Half Moon Bay asks A.G. to Conduct an Independent Criminal Investigation.

That in it’s self is Historical for any City in San Mateo County, to Question Sheriff Carlos G. Bolanos, and District Attorney Steve Wagstaffe’s Version of events in the Shooting Death a Homicide of Sandra L. Harmon on May 5, 2020 at 845 Main Street, Half Moon Bay, California.

September 28, 2020 Letter to The Honorable Xavier Becerra and Supervising Deputy Attorney General Joyce Blair.

I’m just going to talk about Bullet Point 1 and 4

#1 The first deputy turned off his body camera in violation of San Mateo County Sheriff’s Office policy.

The City was asked to Identify the Deputy so the public would know who the City was talking about. They chose not to.

Just because somebody says something is true, doesn’t mean that it is.

Sheriff Carlos G. Bolanos and District Attorney Steve Wagstaffe have told the world that Sheriff Deputy Dominguez turned off his Body Worn Camera BWC. To this day that is all that it is. The WORD of the Sheriff and District Attorney. There is NO EVIDENCE provided (AXON LOG RECORDS) to prove that statement to be TRUE. As a matter of Fact, the San Mateo County Counsel has done everything possible to make sure the AXON LOG RECORDS do not get released to the PUBLIC. Just ask John Ullom.

#4 Although the Deputies have said that they fired at Ms. Harmon form some distance away from her, certain pistol shell casing were found very near Ms. Harmon’s body. In addition there were inconsistencies in the location of casings recovered at the scene.

You wouldn’t know from reading Bullet point #4 that the subject was Tampering with Evidence at a Crime Scene. Specifically the moving of and placing 3 Pistol Shell Casings from one location to another.

This Tampering with Evidence at a Crime scene is kind of a Big Deal.

The 3 Pistol Shell Casings caused 2 Bullet Holes that was never mentioned in the Official reports. This alone changes the ENTIRE OFFICIAL REPORT.

Just because Somebody says something is true does not mean that it is.

The same is true for Captions on a Video released 40 days later.

At -9:06 you will see Deputy Dominguez Body Worn Camera working perfectly well great Resolution and Audio.

-5:11 Caption says “Deputy Dominguez Attempted contact at the Motorhome for potential witnesses.” Why is he looking for more witnesses? It goes on to say, “But instead encountered Ms. Harmon.”

-4:59 Caption: With the fast moving situation with incoming fire, Deputy Dominguez did not activate his Body Worn Camera.

The caption wording “With Incoming Fire.” Implys as fact that Sandra Harmon fired first.

“After Discharging his Service Weapon Ms. Harmon dropped the Shotgun.” That would be before Deputy Baba gets out of his car.

So Sheriff Carlos G. Bolanos his Public Information Officer and several others were involved in producing this Video in the San Mateo Daily Journal Article. Here it is.

The San Mateo Daily Journal did not include the City of Half Moon Bay Special Meeting held on September 15, 2020 by ZOOM.

In this video you will see the the first 3 public speakers presenting the Oblovi Investigation at the 27:15 mark clearly providing evidence that came from the SMC Sheriff’s Office and the District Attorney’s Office, it shows Tampering with Evidence 3 shell casings. a Bullet found in the side of a building, They say Sheriff Deputy Dominguez fired three shots at Sandra Harmon FIRST.

District Attorney Steve Wagstaffe does not address the Tampering with Evidence issue, the bullet found that none of the SMC Crime Scene staff found. or that Deputy Dominguez fired First. He simple deflected and said shell casing get moved around kicked etc all the time.

The San Mateo Daily Journal did not mention that fact. I am thankful the SMDJ has finally produced a story where the public can make comments on they used to have a Community Forum for the residents to communicate with each other.

The AXON Log Records have all the data the public needs, you don’t need to rely on Sheriff Bolanos to say something on a video. To this day and for the last 5 months we only have Words and Captions that Sheriff Deputy turned off his Body Worn Camera. The AXON Log Records have been requested multiple times by HMB Resident John Ullom, and myself. The San Mateo County Counsel and the D.A.’s is refusing to provide them even though Steve Wagstaffe told the Council he has No Objection. The FIVE HMB City Council Members should have the City Attorney make the request of Sheriff Carlos G. Bolanos personally. Forget the SMC Counsel. This investigation is a closed matter as far as the District Attorney Office is concerned.

San Mateo County District Attorney Steve Wagstaffe. “We Just Don’t Know”

District Attorney said “We Just don’t Know.”

That was his answer to Who fired first. You would expect he of all people would know EXACTLY who fired first. Sheriff Carlos G. Bolanos and PIO Rosemerry Blankswade and many others have all said Sandra L. Harmon fired her Shotgun at Deputy Dominguez first.

Just because somebody says something is true doesn’t mean that it is.

The Same is true for CAPTIONS, below photo is a perfect example. “Harmon appeared to hold her arms up.” The fact is the photo shows she is Unarmed and her hands a clearly above her Head. It goes on {appeared to extend both middle fingers at involved Deputy Baba. There is ZERO mention of the Five Shots being fired at her at this very moment.

A good question for the City Managers and Council to ask Sheriff Carlos G. Bolanos, PIO Rosemerry Blankswade, and Captain Saul Lopez is What are the names of every person involved in the Wordcrafting of the Captions in this video.

The footage from deputy Dominguez’s body camera, which was turned off in what was reportedly a moment of oversight. What does that even mean?

The AXON INC. Log records will tell the Public if and when Deputy Dominguez actually turned off his Body Worn Camera. At this moment we only have Words and Captions by Sheriff Carlos G. Bolanos, his PIO, Steve Wagstaffe etc. No Evidence

This is from the HMBR article September 16, 2020 by Vanessa Ochavillo. “There were three volleys of shots fired, Wagstaffe explained. And while he was fairly confident about the course of events on the second and third volleys, the first remains a mystery. The footage from deputy Dominguez’s body camera, which was turned off in what was reportedly a moment of oversight, could have helped answer the question of who fired first.”

“We just don’t know,” he said.

If you don’t know who fired first, and you don’t know if Sandra L. Harmon fired any shot or shots at all, this has gone from a Shootout to possibly an Execution. Not one Shotgun Pellet recovered for the Crime Scene.The Family and Residents of San Mateo County deserve to know the truth.

That is exactly why the Attorney General of the State of California must Investigate this Homicide.

Evidence vs. Words/Captions.

September 15, 2020 Half Moon Bay City Council voted 5-0 in favor of contacting the Attorney General of the State of California to request an Independent Criminal Investigation in the Sandra L. Harmon In-Custody Death by San Mateo County Sheriff Deputies.

District Attorney Steve Wagstaffe attended the Zoom meeting and explained his findings that the Deputies behavior was lawful.

Just because somebody says something is true doesn’t mean that it is.

The public and especially elected officials want to believe Sheriff Carlos G. Bolanos his Public Information Officer Rosemerry Blankeswade, District Attorney Steve Wagstaffe, and several Attorneys at the SMC County Counsel Office. The idea that they would deliberately mislead the public is just to much for the average citizen/resident to deal with.

I would offer the x San Mateo County Sheriff Deputy Juan P. Lopez criminal case (6 years this November) as a perfect example of what they are capable of doing.

Last night during the public comment time members of the public were able to communicate what they have discovered with their very limited resources. Here are just a few of the take aways.

There is no Evidence of a Shootout.

There is no Evidence the District Attorneys Office has that Sandra L. Harmon fired the Shotgun at all.

Not one Shotgun Pellet was recovered from the Crime Scene the night of May 5, 2020. Thats with over 30 people at the crime scene that night. No damage to the Patrol Vehicle just feet away, or damage anywhere for that matter.

There is no Evidence (yet) that Sheriff Deputy Dominguez turned off his AXON Body Worn Camera. Simply words and captions that he did. The AXON Log File which to this day has not been made available to the public.

Congratulations to the entire Half Moon Bay City Council for last nights vote. This is a Great first step in Oversight of Law Enforcement in San Mateo County. I was Grateful to hear Yanira Serrano-Garcia’s name mentioned last night her case and Sandra Harmon case have many similarities of misleading and false statements by Law Enforcement.

I would recommend the City Council of Millbrae do the same for the Chinedu V. Okobi Homicide by Six San Mateo County Sheriff Employees October 3, 2018. It’s not to late. Look at what they didn’t do for 9 minutes after they sat him up on El Camino Real.

X San Mateo County Sheriff Activities League Executive Director Barbara Bonilla, Investigated for Embezzlement & Money Laundering.

There is no question Barbara Bonilla stole a lot of money from SAL. The question for San Mateo County Residents is so what, Who is going to do anything about it? You can already tell how this is playing out. Nobody said a word until it was finally written about.

Barbara Bonilla was also the former campaign manager for Carlos G. Bolanos for Sheriff 2018. I first reported that she was on Administrative Leave in an article dated February 28, 2020. Now thanks to another Concerned Citizen named John Ullom we have a much clearer picture of what has been taken place behind the scenes of Law Enforcement in California. Today I have asked the Sheriff of San Mateo County Carlos G. Bolanos if he would answers a few simple questions, He has refused to answer so far, I will publish if and when he responds.

Can you tell me What agency escorted Barbara Bonilla out of her Office at SAL and what date did that action happen?
What date did she resign from the San Mateo County Sheriff’s Office?
Is the Investigation by Sgt Michael Leishman completed and if so what date was it completed and what was his recommendation?
Has she been arrested or charged yet?

To my knowledge Barbara Bonilla has not been charged with any crime and she has not been arrested, which makes her resigning from the SMC Sheriff’s Office in May even more questionable.
The DOJ has been conducting the criminal Investigation and San Mateo County Sheriff Sgt. Michael Leishman has been conducting some type of Internal Investigation most likely not criminal.
I do know that a Search Warrant and hopefully an arrest was expected on April 2, 2020. As of today there is NO Official Statement from the DOJ. Another interesting point is the Fact that SAL has Never been Audited. That is a terrible idea. Another terrible idea is how many Sheriff Employees were involved in this investigation. District Attorney Steve Wagstaffe recused himself and his office because he is on the Board of Directors of SAL.
Now we wait to see what the DOJ is going to do. Remember Barbara Bonilla is not charged with any crime and has not been arrested. It’s been 7 months.
