Please Join Me Friday 9 AM at Redwood City Courthouse to support Mark Racop for his in person appearance.

By Michael G. Stogner

Update: 9/26/2022 ALL CHARGES have been DROPPED.

September 30, 2022 9 AM Courtroom 8B

This is a civil, not a criminal matter, Everybody and their mother knows this.

We already know what did happen, the main question now is why is this case still ACTIVE?

22-SF-008723-A | The People of the State of California vs. MARK RACOP

001 PC532(a)-FEL-Obtaining Money, Labor Or Property By False Pretenses 532(a) Felony 08/01/2020

002 PC484B-FEL-Diversion Of Construction Funds 484B Felony 08/01/2020

I will be there in person because Mark Racop has to fly out from Indiana to say two words, Not Guilty in PERSON in San Mateo County County because a Judge has ordered him to appear in person. He is not allowed to appear on ZOOM for this arraignment hearing. Remember he lives and works in Indiana.

Some of you might have heard of this case since ABC 7 Investigative Reporter Dan Noyes broke the story of the July 19, 2022 Search Warrant being served on Mark Racop at his place of business in Indiana by a four man TEAM of San Mateo County Sheriff’s Office finest. The plan was to arrest Mark Racop and bring him all the way back to San Mateo County to TEACH HIM and others a lesson about the power of the Sheriff’s Office, District Attorney’s Office, Judges, County Counsel and the Supervisors of San Mateo County.

Mark Racop’s case has received worldwide attention because of the Batmobile replica that his company Fiberglass Freaks makes by hand.

The majority of the 22,000 comments made from the 10M VIEWS in 2 months have been similar.

Here are just 2 recent comments:

It’s hard to believe that the Sheriff double down on his stupid actions with a stupid statement that he would ask the same thing of investigators whenever a “Potential Crime” came to his attention.
You don’t issue search and arrest warrants for potential crimes, you investigate and come up with some basic evidence to support what your buddy told you. How did a judge get conned into signing these warrants? Did the Sheriff use his friendship with the Judge to influence the warrants? Was the whole story disclosed to the judge?
Assuming there was a contract, the purchaser was in breach of contract when he failed to make a timely payment. The consequence of the missed payment was not losing his money or his Batmobile, but merely losing his position in the queue. This is a civil, not a criminal matter.

The sad thing is this is probably the tip of the iceberg when it comes to this sheriff’s corruption. Given that county sheriffs are primarily responsible for property seizures and evictions, there should be an investigation to see if the sheriff misused his authority on behalf of his realtor friend. If so, this story instantly becomes something much bigger and something that should lead to prison sentences for both the sheriff and the realtor.

The Batmobile case has shinned a light on San Mateo County Government when no other case I’m aware of has done. The great news is nobody was Murdered or Executed by the Sheriff’s Office Employees this time.

This behavior is more the norm in San Mateo County, just look at the ret. Sheriff Deputy Juan P. Lopez case and the Edais Family vs. Coroner Robert Foucralt case as current examples.

Please check back for updates as to the Status of this case and the Friday In-person hearing, I hope to see you there.

San Mateo County Sheriff’s Office continues the Abuse in the Batmobile case.

By Michael G. Stogner

San Mateo County News.com reported earlier today that Mark Racops’ Bank account was no longer Frozen by San Mateo County Court.

Get this man his MONEY.

San Mateo County resident Mark DePaula called Mark Racop to tell him about a group of citizens who plan to attend his August 19, 2022 9:00 AM Court Hearing.

This is from Mark DePaula

Just spoke to Mark, he told me his bank (PNC) on Wednesday August 10th  had received a document from SMC that his business account has been released, but the bank still will not allow him to access his funds, due to a document needed by the SMC Sheriff.

I told Mark there will be a group of us attending in person at his hearing hearing on the 19th, he was very happy about our support.

So Ed Wood if you are running the San Mateo County Sheriff’s Office while Carlos G. Bolanos is hiding call Mark Racop’s bank in Indiana and get them the document needed for Mr. Racop to access HIS MONEY. Stop the ABUSE today,

Holy, San Mateo County BOS President Don Horsley quote, “Over one particular incident.”

By Michael G. Stogner

The public is asking for Sheriff Carlos to be fired and his pension to be forfeited, Don Horsley has not made an official statement. Rishi Kumar candidate for Congress has.

Supervisor President Don Horsley

Thanks to LATIMES reporter Erica D. Smith

“In an era where law enforcement is under such siege, this seems like this was not very well thought out,” San Mateo County Supervisor Don Horsley told me. “What we’re trying to do — what we should be trying to do — is establish credibility with people, not do things that look like we’re doing favors. And that’s kind of, unfortunately, what this looks like.”

And on Saturday, the county retained retired Superior Court Judge Winifred Y. Smith to launch yet another investigation. WHY?
“What we can do is extremely limited,” said Horsley, who was sheriff for 14 years. “This is the California Constitution. The sheriff is an elected officer. We can’t remove them from office. And nor would we, over one particular incident, but it is a heck of an incident.”

This comment has got to be my favorite Former School Teacher, Former Sheriff, and President of the San Mateo County Board of Supervisors Don Horsley quote: “We can’t remove them from office. And nor would we, over one particular incident, but it is a heck of an incident.”

Don Horsley said “over one particular incident” Is the Mark Racop Batmobile Abuse of Authority case the only case of Abuse of Law Enforcement that Don Horsley is aware of?

Has Don Horsley ever heard of ret. San Mateo County Sheriff Deputy Juan P. Lopez two Criminal Cases involving the exact same San Mateo County Employees committing crimes against a Sheriff Deputy? 15-SF-001819-E | The People of the State of California vs. JUAN PABLO LOPEZ, People vs. Juan Pablo Lopez case NF433910A, SF395377F | The People of the State of California vs. JUAN PABLO LOPEZ.

Has Don Horsley ever heard of Operation Dollhouse FBI Sting Operation on April 21, 2007 at 3474 Eldon Street, Las Vegas Nevada at 9:30 PM. LVMPD Spokesperson Bill Cassell stated his officers did come into contact with both Munks and Bolanos INSIDE the residence. Now that was either a drug deal gone bad 3,500 ecstasy tablets, and $25,000 cash or they were INSIDE to have sex with Human Trafficked Sex Slaves including a minor. Nobody knows because has ever Investigated it.

Has Don Horsely ever heard about the 2010 report of 45 male employees in the San Mateo County Sheriff’s Office watching and sharing PORN and a VIOLENT RAPE VIDEO on San Mateo County Computers?

Has Don Horsley ever heard of Chinedu V. Okobi being killed by SIX San Mateo County Sheriff Employees in Millbrae on October 3, 2018. Did he ever watch the video that SMC Government made public which shows the Employees never provided medical assistance for 9 minutes after he stopped breathing.

Has Don Horsley ever heard of Sandra Lee Harmon who was executed by San Mateo County Sheriff’s Employees in Half Moon Bay on May 5, 2020. Has he ever watched the video that Sheriff Carlos G. Bolanos provided the public which shows an unarmed woman with her hands up above her head and her back facing towards the Deputy who is firing at her. She did have 3 fatal shots in her back.

Has Don Horsley ever heard of Half Moon Bay Resident Rachel Quintana who was falsely arrested and charged in RETALIATION for making a report in the HMB substation.

Has Don Horsley ever heard of the San Mateo County Sheriff’s Activities League Embezzlement and Money Laundering Criminal Investigation. SMCSO Lt. Michael Leishman was the lead Investigator, that is a nice trick having the Sheriff’s Office investigate itself.

San Mateo County News.com has been reporting on Gangs, Organized Crime, Corruption in San Mateo County Government for many years. I’ve listed just a few off the top of my head.

San Mateo County Sheriff Carlos G. Bolanos and the “Those Who Matter” gang have been operating for MANY years. This is just the Tip of the Iceberg.

Welcome to San Mateo County

Chinedu V. Okobi San Mateo County’s George Floyd.

By Michael G. Stogner

Chinedu Valentine Okobi SMC’s George Floyd

A federal judge on Thursday July 7, 2022 sentenced Derek Chauvin to 21 years in prison for violating George Floyd’s civil rights.

Violating Civil Rights sounds so much nicer then Murder doesn’t it?

San Mateo County Residents, do any of you think Chinedu Valentine Okobi’s Civil Rights were not violated on October 3, 2018 in Millbrae at 1:00 PM in the middle of the afternoon by SIX San Mateo County Sheriff Employees? I do.

Shawnna Maltbie, Munir Edais’ Suspicious Death and Suspicious Investigation. Let’s Audit.

By Michael G. Stogner

Shawnna Maltbie the City Manager of Daly City is responsible for the behavior of the Daly City Police Department. Munir Edais’ R.I.P. Father has asked Shawnna Maltbie for a Special Public Meeting to see if the Daly City Police Department followed their own Death Investigations Policy.

Daly City Police Department Death Investigations Policy

344.2.3 Death Cases
Death investigations require specific investigation methods depending on circumstances and should be handled in accordance with the Death Investigations Policy. The handling officer should notify and apprise a supervisor of the circumstances surrounding the incident to determine how to proceed. The following cases shall be appropriately investigated and documented using the approved report: (a) Sudden or accidental deaths. (b) Suicides. (c) Homicide or suspected homicide

Eman Edais (new wife of 6 months) placed a 911 call to San Mateo County Dispatch at 1:59 AM on January 21, 2020.

Lorena Reyes the first Daly City Police Officer #2135 to respond to the scene. January 21, 2020 This is from her report.
They have no children in common but she is 5 months pregnant with his child.

Eman Edais stated in the last two days they were arguing about an issue she did not want to disclose.
She said he was sad and upset about the relationship.

I asked Eman Edais several times what was the issue they had; however, Eman said she did not want to talk about it because “His family will hate her.”

Eman repeatedly continued to say his death was “her fault,” but did not disclose why.

She told me there was a camera in bedroom #2 that was motion detection, however, Munir Mustafa Edais only had access to the application.

Eman also told me Munir Mustafa Edais was a police officer for Los Gatos Police Department.

At approximately 0247 = 2:47 AM I requested the San Mateo County Coroner’s Office be paged to my cell phone. Deputy Coroner Holly Benedict #15 called me and I advised her of the details to this case.

Daly City Police Officer Lorena Reyes had solved this Supicious Death Investigation in less than 45 minutes. That has to be some kind of record for San Mateo County Law Enforcement. She never secured the scene, didn’t remove Eman Edais from the apartment.

Any reasonable person would support the Public Audit of the Daly City Police Department, Lets see what the Daly City Government does.

Supervisor David Canepa asks Questions the other Supervisors don’t want to know the answers too.

By Michael G. Stogner

SMC Supervisor David Canepa

Yesterday April 19, 2022 at the Board of Supervisor Meeting Agenda Item 12 was titled Surplus Safety Equipment, This item was put on the Agenda at the request of Supervisor Canepa at the last meeting.

None of the remaining Supervisors had any questions about the Deliberate well planned moving of $10M of PPE purchased with FEMA monies from the secured location at the San Mateo County Event Center in September 2021.

Through Supervisor Canepa’s skilled questioning technique he was able to get answers to these questions.

Possible liability of San Mateo County having to Refund the $10,000,000.00 to the Federal Government.

The monthly expense of $23,000 per month now for the storage of the PPE in 5 locations.

Mike Callagy is thinking of Building a Wharehouse to store the FEMA funded PPE.

The Dr. Jim Lianides/Mike Callagy/Staff and possibly other word crafters “Progress Report” which was supposed to be an “Independent Investigation.”

San Mateo County Executive Mike Callagy said at the 2:58:25 mark “I think there was things in the Report that were Inaccurate that need to be Cleaned Up.” “That those changes did take place.”

That means that That Mike Callagy and his TEAM word crated the Dr. Jim Lianides Report. All FIVE San Mateo County Supervisors were cool with that.

April 19, 2022 BOS Meeting

How many of the 760,000 SMC Residents knew about Agenda Item 12 yesterday?

Not mentioned was James Brown President of the Wine Country Marines of Sonoma.

San Mateo County PPE Scandal.

By Michael G. Stogner

Photo taken in November 2021

The Five Supervisors of San Mateo County don’t want the residents/voters to know the Truth about the More than $10M of PPE purchased with Federal Grants FEMA according to James Brown President of the Wine Country Marines of Sonoma.

On January 13, 2022 Mike Callagy County Manager and Supervisor David Canepa, Candidate for Congress, both high ranking San Mateo County Government Officials told ABC 7 News Investigative Reporter/Journalist Dan Noyes who broke the story that they didn’t know anything about the More than $10,000,000.00 of PPE that was moved out of the SMC Event Center. They both were QUICK to identify this as a MISTAKE, and they had NO Idea how this happened, “They were calling in the Marines” and an Independent Investigation was going to be ordered to make sure this never happened again. Notice the Investigation was not meant to identify How many San Mateo County Employees knew about this and for how long.

Here is one of Mike Callagy’s employees who knew in September: Iliana Rodriguez,

I offer these 2 e-mails as a start, this is getting close to answer the question, Who Ordered the More than $10M of PPE to be moved from the secure and protected building at San Mateo County Event Center in September 2021?

Subject: PPE Update
Hi Iliana,
As you probably are aware, all PPE has been moved out of Fiesta Hall and is currently stored in a fenced area between Gates 9 & 10.
The Red Cross was only able to take the 10 adjustable hospital beds (MASH type). Their storage area was not large enough to accommodate the remaining five bariatric beds nor the five “home style” hospital beds, all of which are in the outdoor storage area.
The plan is to move as much as possible into Sequoia Hall after the SaaStr Conference, to protect it from the elements. The would require the County to rent Sequoia Hall as it would be filled with PPE.
The following items would be relocated first. If any space remains, we will move the most useful of the remaining into Sequoia. Masks Gloves Beds
All remaining FMS items and empty containers Bleach
Please let me know if you are in agreement with the above.

Thanks, Steve

Mr. Stogner,

There was no written agreement between the County and Wine Country Marines that predates the January 27, 2022 agreement I produced to you.  There was no written agreement prior to January 13, 2022 at 6PM, and there is no separate Financial Agreement.  Because Mr. Brown is not a County employee, I cannot know what he meant in his blog post, but as far as we are aware, he was not referring to a written record.

Thank you,

Caiti

The reason I asked for this document is simple, every time someone gives me more than $10,000,000 of something I like to have some kind written verification, proof, evidence etc that I in fact do have the authority to distribute this PPE which was paid for with FEMA money.

It took San Mateo County Government 90 days to say the truth.

There was no written agreement between the County and Wine Country Marines on or before January 13, 2022.

July 25, 2022 set for Trial

By Michael G. Stogner

Hon. Judge Joseph Scott

I have been reporting on this case for more than SEVEN years know. I have described it as the Most Exciting Criminal Case I have ever observed. It is the BEST single example of Organized Crime and Corruption in San Mateo County Government that I have ever witnessed.

Notice the case number NF433910-A there is not a two digit number at the front. Those two digits tell you what YEAR this case started. For example San Mateo County Sheriff Deputy Juan Pablo Lopez’s criminal case started in 2014 so you would expect to see a 14 in front of NF433910-A. If the 14 was there that would make a reasonable person to ask, Why has this Criminal Case NOT gone to Jury Trial in more than SEVEN years. How much Taxpayer money has the Government Invested in this case and What was the Money Spent On? Look at $ spent to make sure Witnesses Never take the stand.

This would be a Prefect case for Supervisor David Canepa and Candidate for Congress 2022 to attend. I’m sure he would be interested in Eliminating Corruption in San Mateo County.

SMC Supervisor David Canepa
Juan P. Lopez

Juan Pablo Lopez has always wanted the same thing, a Jury Trail of his peers and the Public able to see/hear the proceedings. Hon Judge Joseph Scott is NOT allowing that to happen during a Pandemic. He is demanding NO ZOOM available to the PUBLIC.

Welcome to San Mateo County
