I have personally seen this several times going back to when he was on the Sequoia Healthcare District Board with Jack Hickey. He simply is unable to control his childish outbursts. As soon as Mr. Hickey started to speak about a topic Don Horsley wanted to control, He would interrupt him.
He did it again, this time to Supervisor David Canepa. Watch the ABC 7 Video below at the 2:06 mark
Yesterday the Board of Supervisors were having the regular scheduled meeting and Item 5 was an update on the more than $10,000,000.00 of PPE (according to Dan Noyes Investigative Journalist who first broke the story on Jan 13, 2022).
This is the same PPE that President Don Horsley said “Remember it’s just a bunch of Buckets and Mops” he made that statement at the January 25, 2022 BOS Meeting Item #12. Why would SMC Government order so many Buckets/Mops and Bleach in the First Place, and why wasn’t it used by the Sheriff’s Office and other agencies in SMC by now?
$23.5 Million is an update, I’ll give you that. 1:37:18 mark
Agenda Item #5 Update on Event Center Surplus Safety Equipment
This was the title for Agenda Item 5 of the March 22, 2022 Board of Supervisors Meeting. That might explain why there was only ONE public comment on this topic.
The person that put this on the Agenda was San Mateo County Manager Mike Callagy, with the approval of County Counsel.
I would say this was more of a regurgitation of the same story that Mr. Callagy has been promoting since January 13, 2022, when he told ABC 7 I-Team Investigative Reporter Dan Noyes that he knew nothing about it.
Red Flag 1:39:00 mark, “The other goods were eventually moved outside for temporary storage and were regrettably ah remained there during the significant storms last fall LEADING TO THE INDEPENDENT INVESTIGATION.” What do you know about this Independent Investigation so far? What is the scope of this Investigation? Is the Investigation about the significant storms? Why was there an update without having this Investigator make a presentation at the BOS meeting?
Red Flag 1:39:11 mark, “We’ve been lucky enough throughout this AFTER ACTION to really partner with Wine Country Marines to continue to work on distributing these surplus equipment. Everybody knows what an AFTER ACTION is, Right?
The residents of San Mateo County remember what the Foster City Gang of 3 did to their City Manager.
Foster City Manager Peter Prinejad was FIRED for ZERO reason. The residents of Los Altos Hills are the winners in that case they now have a Great City Manager.
At the 5:04-5:20 mark Dan Noyes reports a source confirmed the cost of all the PPE is more than $10,000,000.00. He also reports from the same source who said that a CONVOY of garbage trucks picked up a bunch of Brand-New PPE and took it to the dumps in the last 2 months.
That is when I had to ask, How many trucks make up a CONVOY? How does anybody know where that CONVOY of Garbage Trucks took the Brand-New PPE in November or December of 2021?
I have Good News to report on that subject. Last night I received a response from Caiti T. Busch of the San Mateo County Counsel Office to my public records request.
“The County has NOT disposed of any of this equipment, but rather has distributed it or continues to store it, so I do not have responsive records with respect to disposal.“
So now the question gets back to the CONVOY of Garbage Trucks full of Brand-New PPE in November or December 2021. Were they simply distributing it?
San Mateo County is at 59 days and the Government has still refused to answer the Simple Question, Who gave James Brown the PPE on or Before January 13, 2022.
Here is the short list of possibilities: Travis Kushman, Dan Belville, Mike Callagy, Sheriff Carlos G. Bolanos, Ret. Lt. John Kovach, SMCSO Captain Christina Corpus.
It’s a SIMPLE Question and the Government has not answered it for 58 days. Why?
It’ really a shame the 5 Supervisors of San Mateo County continue to refuse to do their job. But when you put it in perspective More than $10,000,000.00 of PPE being given to James Brown on or before January 13, 2022 is really nothing compared to what the 5 Supervisors did to San Mateo County Residents on April 21, 2007.
One of the Supervisors is a candidate for Congress, The Voters will decide, Supervisor David Canepa said on January 25, 2022 “I don’t think It’s a San Mateo County Issue.” I’m pretty sure it is.
Here is what I Hand Delivered on March 1, 2022 because the Supervisors refused to do their job.
It’s been 40 days since ABC 7 Investigative Reporter Dan Noyes reported about the more than $10,000,000.00 of P.P.E. left outside the San Mateo County Event Center unprotected and the Convoy of Recology Garbage Trucks full of P.P.E. 2 months prior. To this day the identity of the person who gave the P.P.E. to James Brown remains a mystery. WHY?
Area Office of Emergency Services and the Emergency Services Bureau.
Click on the OES link to find the DEM that James Brown said gave the Wine Country Marines the PPE on January 13, 2022.
Department of Emergency Management
The Department of Emergency Management (DEM) coordinates countywide preparedness, response and protection services and activities for large-scale incidents and disasters.
DEM is responsible for alerting and notifying appropriate agencies within the county’s 20 cities when disaster strikes; coordinating all agencies that respond; ensuring resources are available and mobilized in times of disaster; developing plans and procedures in response to and recovery from disasters; and developing and providing preparedness materials for our residents
3:33:12 mark Don Horsley says: “Remember alot of this is cleaning supplies, Buckets and Mops.” Mops do fine with water.”
Question for President of the Supervisors Don Horsley? Who at San Mateo County Department of Emergency Management gave the PPE to James Brown President of the 501C Wine Country Marines before he posted on Facebook January 13, 2022 at 6PM about the generous donation?
What percentage of the More than $10,000,000 of PPE was Buckets and Mops?
Does anybody in San Mateo County think for a moment the Former Sheriff of San Mateo County and now President of the Board of Supervisors Don Horsley doesn’t know exactly who gave the more than $10M of PPE to James Brown on or before January 13, 2022?
It’s the Supervisors, replace them with Good Humans and Problem is SOLVED.
Candidate for Congress and former President of the Board of Supervisors David Canepa asked his Prepared questions of SMC County Manager Mike Callagy about the Convoy of Recology Garbage Trucks full of PPE reported by ABC 7 Investigative Reporter Dan Noyes on January 13, 2022 6:12PM.
The Convoy of Recology Trucks full of PPE reportedly happened in the two previous months which would mean sometime in November or December of 2021.
Can you imagine David Canepa as your Congressman, if so Vote for him.
He does NOT ask Mike Callagy who/what human gave James Brown the President of Wine Country Marines a 501-C the PPE on or Before January 13, 2022 6:00 PM. He also does not mention the CONVOY of Recology Trucks? How many trucks are in a CONVOY.
Supervisor David Canepa doesn’t even take care of San Mateo County business which he is RESPONSIBLE for, yet he running for Congress this next election.
My mother said many times, “If you don’t know where something is, it could be anywhere.” The same is true if you don’t know who the person is. It’s been 25 days and San Mateo County residents don’t know who ordered the PPE outside. Who ordered the CONVOY of Garbage Trucks? Who gave James Brown of Wine Country Marines the PPE on or before January 13, 2022. So I thought I would ask Travis Kusman.

Good morning Mr. Kusman,
My name is Michael G. Stogner I am the co-owner of San Mateo County News.com
As I’m sure you are aware, San Mateo County Government has failed to identify the person who ordered the PPE to be moved outside the Event Center. It’s been 25 days.
It was also reported that a Convoy of Garbage Trucks picked up PPE in the last two months.
I have 2 questions for you:
Are you the person who ordered the PPE moved outside?
Are you the person who ordered the Garbage Trucks?
Thank You in advance for answering these questions.

I am currently away from the office.
If you require time-sensitive assistance in my absence, please email HS_MHOAC@smcgov.org and the EMS Agency Duty Officer on call will respond to your request.
For emergent needs, please contact County Public Safety Communications at 650-363-4905 and request to speak with the EMS Agency Duty Officer on call.
Who ordered San Mateo County Event Center CEO Dana Stoehr to move the more than $10,000,000.00 of PPE from inside a building to outside?
DANA STOEHR: “It’s, it was fully taken care of exactly the way it should have been.”
On January 13, 2022 San Mateo County Manager Mike Callagy told ABC 7 Investigative Reporter Dan Noyes
He didn’t know all that PPE was sitting out, exposed to the elements for months.
“It clearly is a mistake by the county and ultimately, I’m responsible for the county. So, you know, I take full responsibility for it, San Mateo County Manager Mike Callagy said.
Callagy says he learned Friday that event center staff moved all that PPE outside to accommodate the Software as a Service annual conference September 27-29. He doesn’t know why the supplies were not moved back inside, but he is hiring an independent investigator to look into it and calling in the Marines. Why would anybody call in the Marines?
If Mike Callagy didn’t order it moved outside, Who DID? That is the question that needs to be answered.
Mike Callagy is not only San Mateo County Manager, he is also San Mateo County Purchasing Agent, as well as the Clerk to the Board of Supervisors which has prepared the Agenda Item 12 on January 25, 2022. That seems like a Conflict of Interest.
The BOS should ask Dana Stoehr who ordered the PPE moved in the first place. Simple question and good place to start. Also they could invite James Brown of the West Coast Solution Inc. of San Carlos and President of the Wine Country Marines to attend the Zoom Meeting tomorrow. That would answer some other simple questions, regarding the Generous Donations that WCM already received from SMCDEM.
First let me start by saying I have the Highest Regard for the United States Marine Corps. Sgt. Norman S. Stogner and Emily Greer Stogner, My aunt and uncle were one of the first couples married in Hawaii in their Marine Uniforms on April 14, 1945. They are both laid to rest at Golden Gate National Cemetery in San Bruno, San Mateo County. Plots S 1195 & 1196.
I am asking you to Stop and Pause any further actions regarding the reported $10,000,000 of PPE that was first reported by ABC Investigative Reporter Dan Noyes on January 13, 2022. I noticed your Facebook page dated January 13, 2022 at 6:00PM titled Large Donation of PPE, Please notify all non-profits and organizations that could use PPE to serve their citizens in the community.
This has happened so fast, and that is one of the reasons I’m respectfully requesting a Stop and Pause.
The other is this PPE is not surplus, it should have been distributed to San Mateo County Nurses, Doctors, Hospitals, Nursing Homes etc. or if not needed there Santa Clara County right next door to San Mateo County has just made an emergency request for PPE.
Thank You for considering my request, I have also asked A.G. Rob Bonta to stop this until this can be sorted out.
