January 12, 2022 San Mateo County Department of Emergency Management DEM Director Daniel Belville who works directly for Mike Callagy communicated with James Brown President of Wine Country Marines out of Sonoma. The next day January 13, 2022 at 6:00 PM the WCM posted on their Facebook page:

Mr. Stogner,

There was no written agreement between the County and Wine Country Marines that predates the January 27, 2022 agreement I produced to you.  There was no written agreement prior to January 13, 2022 at 6PM, and there is no separate Financial Agreement.  Because Mr. Brown is not a County employee, I cannot know what he meant in his blog post, but as far as we are aware, he was not referring to a written record.

Thank you,

Caiti

The reason I asked for this document is simple, every time someone gives me more than $10,000,000 of something I like to have some kind written verification, proof, evidence etc that I in fact do have the authority to distribute this PPE which was paid for with FEMA money.

It took San Mateo County Government 90 days to say the truth.

There was no written agreement between the County and Wine Country Marines on or before January 13, 2022.

SMC $10M + PPE Investigator is Dr. Jim Lianides

By Michael G. Stogner

Whenever Government gets caught it’s not uncommon to immediately launch an Investigation to assure the Taxpayers, that this was a Mistake, We don’t know how it happened, and we will Investigate Ourselves and produce a report in the future to make sure nobody is held responsible.

A suggestion for Dr. Jim Lianides, is to ask San Mateo County Manager Mike Callagy,

“Did you order the PPE moved outside the building at San Mateo County Event Center?”

Question for Dana Stoehr “Who ordered the PPE moved outside the building?”

These two questions should take about 4 minutes to ask and get responses.

That is really the question San Mateo County Residents want answered.

I received the e-mail below yesterday at 10:39 AM from Mike Callagy

Good morning Mr. Stogner,

On January 20, 2022, the County hired Dr. Jim Lianides to conduct the investigation. The County was searching for a neutral and experienced person who has run a government organization at the highest level and who understands government finance, purchasing, internal controls, employment and systems. Mr. Lianides has over 40 years of public sector experience, most recently as the (ret.) Superintendent of the Sequoia Union High School District.

The scope of the investigation is to review the County’s existing practices and what transpired with respect to the handling, tracking and safeguarding of the equipment; to research best practices for government agency handling, tracking and safeguarding of similar equipment, particularly in a contingency setting; and to make recommendations for handling, tracking and safeguarding of such equipment in the future.

Best regards,

Mike

You’ll see from the description above the SCOPE of this work does not include Who Ordered it OUTSIDE. Also NO MENTION of the CONVOY of Recology Garbage Trucks and PPE in the last 2 months. Source Dan Noyes ABC 7

San Mateo County Manager, Get rid of Virus Geeks.

By Michael G. Stogner

San Mateo County Manager Mike Callagy

Any test result not back in three days is useless. 9 days is worse than useless.

How would San Mateo County Officials not know the daily turn around time, How are they not auditing those results daily.

Why would San Mateo County Officials allow a vendor to provide a service without a contract?

Deputy County Manager Justin Mates noted Virus Geeks is not a county contracted vendor and is therefore not overseen by the county or beholden to the county’s standards. There lies the problem get rid of them.

San Mateo County Event Center first $10M PPE now 9 days to get test results and Government didn’t know.

“Wine Country Marines” James Brown mentions “Money Laundering”

By Michael G. Stogner

I see “$10M CASH” of “federal taxpayer dollar purchased productions” I don’t see a big mess, I don’t see “Surplus”

Money Laundering was the first thought that came to my mind, when I read and watched ABC 7 News report.

This is from ABC 7 Investigative Reporter Dan Noyes who first reported this Thursday January 13, 2022 at 6:12 P.M.

“We don’t want anybody to take this and put it on eBay because that’s in essence money laundering, you’re taking federal taxpayer dollar purchased productions and you’re turning it into cash for you,” Brown said, continuing, “We’re not going to allow that, but what we do want to do is get this into the hands of any organization that serves the community. If you’re out there serving the homeless or doing a food kitchen or a shelter, if you’re treating patients, any of that.”

Who in San Mateo County Government gave James Brown the $10,000,000 of PPE aka federal taxpayer dollar purchased productions?

This action happened before January 13, 2022 at 6:00 P.M. When Wine Country Marines Facebook page said

Large Donation of PPE
Updated: 2 days ago

The Wine Country Marines are excited to announce a partnership with the San Mateo County Department of Emergency Management. Specifically, the County DEM has graciously donated to the Wine Country Marines a very large supply of excess inventory of PPE (Personal Protective Equipment) that they were provided by FEMA, to be shared with the community at large.

So James Brown (whoever he is) announced San Mateo County Graciously Donated to the (Wine Country Marines) whoever they are the $10,000,000.00 of PPE. 12 minutes before Dan Noyes reported the story.

Dan Noyes ABC 7 News was first to report this on January 13, 2022

$10M PPE, San Mateo County Investigating Itself again. Bad Idea.

By Michael G. Stogner

The Residents, Elected Officials and Candidates are fine with that.

Most recently San Mateo County Sheriff Carlos G. Bolanos, SMCSO Captain Christina Corpus, and Retired Sgt. Jeffrey Kearnan Investigated the Sheriff’s Activity League Embezzlement and Money Laundering that involved several people and hundreds of thousands of dollars.

San Mateo County News.com is going on the record to say that San Mateo County Manager Mike Callagy is the last person that should be involved in the Investigation of the reported $10,000,000 of Personal Protective Equipment PPE that was stored outside on the San Mateo County Event Centers property for more than three months. County Manager Mike Callagy is RESPONSIBLE.

A reasonable person would would know “He can not Investigate Himself” but don’t forget this is San Mateo County where the residents are fine with the Conflict of Interest, and “Those Who Matter.”

Congresswoman Jackie Speier said the Obvious. “It has to be investigated.”

What she did not say is by who?

So for now it’s early since this story was reported by Dan Noyes, the amount is $10,000,000.

It involves Federal Money.

It involves PPE not cleaning supplies.

It involves Brand New PPE not Surplus.

The cause of this damage is Negligence, Not California Rain.

Excellent reporting by Dan Noyes, How many San Mateo County Officials and Employees knew about this and did nothing about it. Hopefully some of it can be saved. How did Dan Noyes get access to walk around and video all of the damaged boxes. I’m glad he did, it demonstrates a lack or Security by SMC. Also a big Thank You to the person who reported this. This was not a Mistake.
