San Mateo County Sheriff Deputy Juan P. Lopez was ordered to stay home when he was the subject of an Internal Affairs Investigation. That is exactly what happens.

What about SMCSO Sergeant Luis Dejesus Aquino, and SMCDA Inspectors William Massey & John Warren? Were they ordered to stay home?

January 7, 2020 San Mateo County Counsel filed a document with the Superior Court claiming the San Mateo County District Attorney Inspectors William Massey and John Warren are the subjects of an Internal Investigation which just recently commenced, is ongoing and will not be completed until the former Sheriff Deputy Juan P. Lopez criminal trial is completed. 

Former Sheriff Deputy Juan P. Lopez’s criminal case has been going for more than 5 yrs.

It is a Penal Code 115A Felony to file a False Instrument (written document) with the court.

    As you may know by now, yesterday the court ordered the Citizen’s Complaint and any information related to it including the DA’s internal investigation, sealed from disclosure as a confidential record.  Therefore, the County is not at liberty to discuss the investigation or answer any questions about it because to do so would violate the court order.

In a response to the Commission on Judicial Performance .

The Commission on Judicial Performance, established in 1960, is the independent state agency responsible for investigating complaints of judicial misconduct and judicial incapacity and for disciplining judges, pursuant to article VI, section 18 of the California Constitution.

Somebody filed a complaint against Judge Novak because she notified all the Judges present at the June 20, 2017 Judges Meeting, She had made a finding that SMCSO Sergeant Michael E. Otte Perjured Himself in her courtroom.

The person or persons who filed the complaint was not concerned at all by the fact that a SMC Sheriff Sergeant would lie under oath in her court, the person and the CJP was only concerned that she informed all the Judges who attended.

She noted the close relationship between the Sheriffs Office and the Court and cited the need to have an unqualified trust relationship with this partner.

Lets look at this unqualified trust relationship with the Sheriff’s Office under the leadership of Carlos G. Bolanos.

San Mateo County former Sheriff Deputy Juan P. Lopez criminal case going for more than 5 years with the sole purpose to cause harm to him mentally and financially. The public might recall the big Press Conference claiming Nobody is above the law in San Mateo County and Charging Deputy Lopez with Smuggling a Cellphone and Drugs to a Hells Angel member in Jail. Sheriff Carlos Bolanos knew there was No Evidence to support those charges.

These are just three current examples unqualified trust relationship with the Sheriff’s Office under the leadership of Sheriff Carlos G. Bolanos.

An older example when Carlos G. Bolanos was Undersheriff 2010 the Brave Female Deputy reporting the 46 San Mateo County Sheriff Male Employees receiving and sharing Porn and Rape Video on County Computers.

It is my experience that Judges in San Mateo County have allowed Sheriff Employees and District Attorney Employees and County Counsel Employees to lie/file false instruments and give False Testimony on a daily basis, this is the Norm it shouldn’t be.

I say you can’t possibly manage what you don’t measure.

Lets find out exactly what happened after Hon. Judge Lisa Novak made a finding that SMCSO Sergeant Michael E. Otte Perjured Himself in her courtroom.

The San Mateo County District Attorney’s Office is not to be Political or used as a Weapon. Tell that to San Mateo County District Attorney Senior Inspector William Massey.

A reasonable person would think that the Five Supervisors (Carole Groom, Don Horsley, Warren Slocum, Dave Pine, David Canepa) of San Mateo County would do everything in their power to assure the PUBLIC that this could NEVER happen on their watch.

A reasonable person would think that San Mateo County Counsel John Beiers and David Silberman would do everything in their power to assure the PUBLIC that this could NEVER happen on their watch.

A reasonable person would think that San Mateo County Manager Mike Callagy would do everything in his power to assure the PUBLIC that this could NEVER happen on his watch.

I know for a fact that all of the above mentioned San Mateo County Leaders are very aware because for the last 20 years I have been keeping them informed. Public comments at the Board of Supervisor meetings, sending them copies of my articles from SMCN.com. This is a Five year case finally soon to be heard by a Jury.

The case against a former San Mateo County sheriff’s deputy being charged for allegedly helping to smuggle cellphones and prescription drugs into county jail was dismissed Friday after a judge ruled evidence that could have showed he did not commit the crime should have been presented to a criminal grand jury.

But District Attorney Steve Wagstaffe said Judge Donald Ayoob is imposing a burden on the prosecution that the law does not require. He said prosecutors informed grand jury members of letters an inmate wrote recanting his testimony connecting Juan Pablo Lopez, 54, with a cellphone involved in the case, and were not required to present them unless the jury asked to see them. He disagreed with Judge Donald Ayoob’s ruling that prosecutors had a duty to present the letters, and said prosecutors may consider refiling the case or appealing the decision.

“We feel the judge made a very serious error in his ruling,” he said. “We will assess it the coming days.”

 

On Dec. 16, 2015, Lopez and two county jail correctional officers, George Ismael and Michael Del Carlo, were accused of providing cellphones and drugs to inmate Dionicio Rafael Lopez Jr., who was also indicted along with Leticia Lopez, Amanda Lopez and Roxanne Ingebretsen, according to prosecutors.

On Nov. 17, the case against Del Carlo was dismissed after Ayoob granted his motion to dismiss over strenuous prosecution objection, according to prosecutors.

Once a write-in candidate for county sheriff, Lopez is also being accused of embezzlement, perjury and election fraud based on allegations he used donations from his campaign for his own personal use and lied about his city of residence, according to prosecutors.

Lopez listed his residence as being in Redwood City but allegedly was living in Newark when he filed to run for sheriff in 2014. He is also being accused of misrepresenting his address on a real estate loan, according to prosecutors.

Lopez will next appear in court Jan. 25 to set a new jury trial date for the embezzlement, perjury and election fraud charges and is out of custody on a $170,000 bail bond, according to prosecutors.

Let me get this straight. Wagstaffe’s little pal Sheriff Munks and Under-sheriff Carlos Bolanos are caught going into a house of underaged trafficked prostitution in Las Vegas in 2007, for their own recreation. Wagstaffe defends them to the hilt and says they did nothing wrong. He sweeps it under the rug.

But when a clean deputy decides to run against the corruption of the San Mateo Sheriff, Wagstaffe and Munks punish him by cooking up suspect charges that don’t hold up light when examined AND hold a big press conference to announce it? Lopez wasn’t the one caught going into a place with underaged trafficked girls. The fact that someone dared to challenge the corrupt sheriff angered Wagstaffe and Munks. Something is rotten in San Mateo County

The District Attorney’s Office withheld the letters from the Grand Jury, and offered a not so truthful representation of what the Jailhouse snitch actually said. To this day there has been ZERO evidence that Sheriff Deputy Juan P. Lopez was connected to the cellphone/s and drugs, and the DA’s Office has always known that fact. Disgusting behavior.

I have looked into this matter and have confirmed that Inspector Boyd did indeed conduct an interview with Irma Lopez on December 8, 2014. It was recorded, and a report was written regarding that conversation. I have personally read the report and listened to that eleven minute interview. Perhaps Mr. Hanlon can confirm the existence of this evidence for you, as he was provided with discovery of that phone call well before the preliminary hearing.

Where was the statement taken? Was it on the phone? In person?

Jordan Boyd answered “It was on the telephone.

What day was it taken?

Jordan Boyd answered “I don’t recall the date, I have to check my report.”

You have no report of this interview you simply mention it in a Search Warrant Affidavit.

“I have no reports of an interview with Irma Lopez. I only have a statement by you and an affidavit for a search warrant or arrest warrant, I’m not sure which saying, you talked to her. I’m asking you when did you talk to her?”

Jordan Boyd answered “I don’t have that.”

How many Misdemeanor cases from another State with Sealed Police Report and Search Warrant does the DA do per year average?

Jody Loren Williams recently discovered she missed a court appearance and had a warrant for her arrest. Both were News to her and the District Attorney wanted it that way. The DA sent the notice to appear to an address she would not get it, and they sent it by regular mail with no signature required to prove she received notice.

This behavior should come as no surprise to San Mateo County residents Pacifica resident Therese Dyer has notified the San Mateo County Supervisors for over a decade of the Corrupt DA’s Office, The Supervisors refuse to Audit which would stop the corruption on the spot.

Now here we are 11 years later and Mr. Wagstaffe charges Jody Williams in San Mateo County Court. Who is Jody Williams? On April 21, 2007 she is the woman who reported that the 25 women and one minor who were Human Trafficked Sex Slaves in Operation Dollhouse did not make it to the Salvation Army Safe House that night where they were to be for 72 hours of safety. How would she know that, She was there to meet them.

Jody Williams is a key witness to what really happened the night of April 21, 2007, and she has confirmed what San Mateo County Sheriff Deputy Heinz Puschendorf has stated that Munks and Bolanos were transported from 3474 Eldon Street that night. Here is a quote from Jody Williams on the subject:

“Clearly, someone in ICE, Homeland Security and the trafficking task force had to be involved in this network for it to work. And clearly someone was because not only were the two sheriffs who were on site, and then released, despite the mandatory immigration laws, despite the fact drugs were seized, and also despite a juvenile and a pregnant woman being caught on sight – and frankly, if I hadn’t been chased off the property, discounted, ignored, smeared, and shut out of the process – we could have ended the whole matter and exoronerated both Greg Munks and Carlos Bolanos in one afternoon because I would have asked for either their body camfootage, or I would have asked to see their drivers’ footage.”

Instead they go after the key witness to Operation Dollhouse. Who would want to do that? Sheriff Carlos Bolanos, Steve Wagstaffe, Karen Guidotti, Morley Pitt, Albert Serrato, John Warren, just to name a few.

October 17, 2018 Honorable Judge Mark Forcum thanked Tony Serra for his comments and ruled against him. He ruled that now SMCSO Lt. Andrew Armando did have probable cause to obtain the Search Warrant. He ignored the obvious (Perjury) lying to Hon. Judge George Miriam by then SMCSO Detective Andrew Armando.

Lt. Andrew Armando has not been investigated or charged by the San Mateo County District Attorney’s Office. Why?

They have know known of these allegations for almost 4 years. May 1, 2018 Tony Serra and Maria Belyi filed this motion, which clearly alleges perjury.

“The most suspicious call”  Lt. Andrew Armando made this call himself. That didn’t bother the Honorable Judge Mark Forcum one bit.

November 15, 2018 is the next Court Date for a Franks Hearing where finally SMCSO Lt. Andrew Armando will be on the witness stand under oath.

I have been reporting about the “Targeting” to cause financial harm to Sheriff Deputy Juan P. Lopez and anyone close to him for almost 4 years now. It was refreshing to hear his attorney mention that in court yesterday. One example is the motion above which Judge Mark Forcum has personally continued at least 4 times. That means Juan’s attorneys had to drive down from San Francisco 4 times wait for the case to be called to have Forcum say it’s continued. Attorney Stuart Hanlon Juan’s first law firm told a reporter his career could be impacted for discussing Juan’s case in the interview. Nobody asked, What the Hell did Stuart Hanlon mean? Think about it. He was just telling the truth. Attorneys can and do get blacklisted in San Mateo County Courts.

Why is this one motion so important to San Mateo County Officials? It proves that San Mateo County Sheriff Detectives and San Mateo County District Attorney Inspectors commit crimes to obtain Search Warrants like the 80 that were issued in the Sunny Day Murder cases alone. This one motion also shows that the Judges don’t care.

A recent DA Steve Wagstaffe quote: “I still believe that one of the key components of a good criminal justice system is faith that judges do the right thing,” 

With Audits the residents don’t need to rely on faith.
