At least five shots fired at her while unarmed & hands up. 8:03-8:08 Mark

San Mateo County Sheriff Carlos G. Bolanos released a Public Relations Video 45 days after Sandra Harmon was killed by Deputies. The original claim made by Sheriff Balanos was She shot first, Newspapers reported a Shootout which requires bullets going both ways. It would be so simple to prove that release Deputy Dominguez’s Body worn video, his MAV audio from the Dashcam which was right there at the scene. It would have recorded the single or double shot allegedly fired from the shotgun that we see on the ground. That would also answer the question How & When did the Shotgun get on the ground. Did she start the shootout and then lay it down only to be shot at while her hands were in the air?

Sheriff Bolanos tells us that things moved so quickly that Deputy Dominguez was unable to activate his Body Worn Video. That’s unfortunate because that would have confirmed Bolanos’s Story.

Deputy Dominguez Body Worn Video was working just fine from the 3:30-6:29 mark. Sheriff Bolanos claims it wasn’t on less then a minute later. So to recap The Sheriff Office has had 45 days to edited and create a shot fired or shootout as they told the residents of San Mateo County.

Instead they provide a video showing NO Shots Fired by Sandra Harmon and show Deputies firing at an unarmed woman with her hands up.

So far this is OK with the 750,000 residents of San Mateo County

What would you do if you were unarmed hands above your head and Deputies are firing at you from close range? I think a reasonable person would try to defend herself even if the shotgun was not loaded. What choice did she have? Follow more legal orders while they reload?

San Mateo County Sheriff Carlos G. Bolanos finally releases some highly edited version of what they claim happened. Here is what a reasonable person would not see in this creation.

You do not see the body camera video of the FIRST Deputy who fired at her. You do NOT see Sandra Harmon firing her shotgun period. You do not hear her shotgun being fired.

This is why the residents should demand all videos be released the day of the event. Today 41 days after her death the Sheriff produces Video with no captions of who is shooting, how many shots for each Deputy. Not one Deputy used a lesser force while she was unarmed and several feet from the shotgun.

When Chinedu Okobi was killed by Six Sheriff Employees on October 3, 2018, Sheriff Bolanos issued two False News Releases with about five false statements, Now he is staring and he knows the Video does Not show her shooting her gun, and how many shots were fired at her and missed when she was unarmed?

No Confidence in SMCDA Chief Inspector John Warren

San Mateo County District Attorney Chief Inspector John Warren

He is in-charge of the Investigation of Sandra Harmon death by San Mateo County Sheriff Deputy John Baba and Deputy David Dominguez on May 5, 2020 just off of Main Street Half Moon Bay.

He was also the in-charge of the Yanira Serrano-Garcia death by Deputy Investigation June 3, 2014 also Half Moon Bay.

He was also SMCDA Inspector Jamie Draper’s Supervisor and he approved this Conclusion Summary of the Coroner’s Report in the Chinedu Okobi Death by Six San Mateo County Sheriff Employees on October 3, 2018.

He doesn’t mention the word Homicide. Jamie Draper says it should be noted that this information is contrary. NO IT ISN’T Deputy Coroner Heather Diaz is 100% correct.

Both Inspectors of San Mateo County District Attorney’s Office thought that Omitting the word Homicide and a deliberately misleading statement was fine.

That is why I have No Confidence in either one of them. I also think it is a criminal act to provide a false report in what should have been a Homicide Investigation.

San Mateo County should release the MAV videos and audio recordings of the death of Sandra Harmon, they should have done it the first day.

San Mateo’s Peaceful Protest, BLM, George Floyd R.I.P. Chinedu V. Okobi R.I.P.

Did anybody mention Chinedu V. Okobi’s name that night? He was killed on El Camino Real, in Millbrae in the middle of the afternoon, by six San Mateo County Sheriff Employees on October 3, 2018. San Mateo County Coroner ruled the manner of Death a Homicide on December 31, 2018. Chinedu Okobi had committed No Crime, when Sheriff Deputy Wang became interested in him. Yes Chinedu was a Black man walking on the sidewalk.

Chinedu Okobi and George Floyd were both killed by law enforcement and both deaths ruled a Homicide. The difference is a brave 17 year old girl who videoed the Murder and put it on the internet for the world to see before it could be destroyed or edited.

Police response was at times unnecessarily intimidating,

I knew I wanted to publish this letter as soon as I read it, in my opinion it is addressed to the wrong people, The five Supervisors couldn’t care less what the residents think or feel. It should be addressed to ALL San Mateo County Residents.

Here it is:

Good morning San Mateo City Council Members, San Mateo County Board of Supervisors, Chief Barberini, and Sheriff Bolanos –

On Wednesday evening, June 3, I attended and spoke at the Black Lives Matter Protest in San Mateo. From the moment I walked up to City Hall, witnessed the speeches, and marched from City Hall to the San Mateo Police Department, I was inspired and proud. That is, until SMPD and related police forces showed up unprovoked in masses in riot gear to greet the peaceful protesters. 

Shortly after 7pm, when the protest was scheduled to end, a group of Sheriff vehicles – marked and unmarked – sped down Franklin Parkway towards the hundreds of individuals, families, and children still standing peacefully in the street. As had been specifically planned in coordination with SMPD, the protest was scheduled to end at the San Mateo Police Department with a time of silence and reflection. Instead, when the riot forces began rushing to the scene, people were forced to quickly make way while at the same time fearing what these forces had come to do. I personally witnessed an older gentleman literally jump out of the way of a sheriff car backing up into the driveway. Children were running into the arms of their parents in tears. This as multiple law enforcement officers jumped out of their cars, either dressed in or grabbing full riot gear to don, displaying batons, bright-colored zip tie restraints, rubber bullet guns, and other riot paraphernalia. This was nothing more than an unprovoked, blatant show of force which negated the otherwise positive nature of the demonstration. 

Three of the people standing on Franklin Parkway were me, my husband Rob, and my daughter Kaiya. Prior to this incident, Kaiya had been jumping up and down on the curb, collecting new rocks, and galloping through the street like a horse without a care in the world. This changed in one moment, when she then dove into my arms in hysterics. There have been very few times where I have been so afraid for my life, and never a time when I have been so afraid for the life of my daughter. There is no way to describe what that moment felt like for me, and my 22 month old daughter doesn’t have the words to describe what it was like for her. I’ll never know how much this first real interaction with law enforcement impacted her. 

San Mateo Police Department released a statement indicating there were “additional challenges” and therefore a “supplemental group was deployed.” SMPD further stated, “Fortunately, at no point did these officers, or any other personnel have to employ any use of force and no arrests were made.” That bare statement reflects a generally negative set of expectations for what everyone agreed would be a civil, peaceful demonstration. No mention of the blatant and unnecessary display of force. No recognition of the impact on the peaceful protesters who lined the streets. Could it have been worse? Absolutely. But should we strive to do better? I thought that was the commitment SMPD made in their letter to the community denouncing George Floyd’s death and that was reiterated during the Town Hall earlier this week. Actions speak much louder than words. 

This is not a situation in which you need to wait for other people to determine what happened and why in order to determine right and wrong, and understand the right thing to do. In this letter and in my prior discussions with many of you, I am describing the actions of our local law enforcement, which are not in dispute, and explaining how they were received by attendees including my own family. This is an example of our system functioning as intended, and of your collective complicity. 

No one on our City Council looks like me. To be honest, not many people in our city look like me. I have shared my perspective, as a black woman in our city, as the ONLY current Black Elected Official in our city, and I have been told – subtly or overtly – what every other black person in our country is told – we don’t believe you, and we need to wait for the white men in power to tell us what really happened. 

I can’t remember the last time I’ve been so disappointed. Please know that if you truly stand with Black Lives Matter, actions like these and the insistent failure to acknowledge them directly and seemingly intentionally miss the point. If you believe my life matters, that means you believe me and my experience. You think it is valuable and that my story is ALL you need to denounce these scare tactics, and blatant displays of force.

Councilwoman Lee recently had a rock thrown through her window. She recounted that terrible event from her perspective, she told her story, and action ensued. No one said, we are going to wait until we have all the evidence before we are going to speak out. Why is this experience so different?

I’m asking for two things: 

To the San Mateo City Council and San Mateo County Board of Supervisors, I am asking you to take a stand. To publicly address and denounce these scare tactics and blatant displays of force utilized by law enforcement at the end of the evening. 

To Chief Barberini and Sheriff Bolanos, I am asking for ownership. A lot went well, and you have repeatedly shared that. Own what didn’t go well and make reparations.

San Mateo County Sheriff Deputy John Baba and Deputy David Dominguez are finally identified by the Sheriff Office. Why the delay?

They were dispatched because of a call reporting “Woman with a gun.” walking on Main Street, Half Moon Bay. What was the PLAN? What time was the PERT TEAM dispatched? What time did they arrive? Mental Health Issues, What did the Sergeant on duty recommend as the game plan on how to get this gun away from this woman? Which Deputy arrived first and according to Sheriff Bolanos he was SHOT at. How did the old Shotgun get on the ground? Did Sandra Lee Harmon comply with the orders being shouted at her? Many people with Mental Health Issues DO NOT COMPLY with Law Enforcement Orders. The Sheriff Office Knows that, Everybody Knows that. What was the Plan?

Just the week before Michigan State Capitol had a lot of people walking around with Long Guns. Nobody killed them.

Sheriff Summary: On May 5, 2020, at approximately 7:25 pm, deputies were dispatched to the area of Main Street and Monte Vista Lane in Half Moon Bay on the report of a woman with a gun. The woman, later identified as Sandra Harmon, was described by the caller as white, slender with a striped shirt and skirt, carrying a rifle and alcohol.

Responding deputies located Harmon to the rear of 845 Main Street. Harmon fired at the first deputy on the scene. The second deputy arrived as shots were being fired. Both deputies ordered Harmon to get onto the ground, but she failed to comply. When she reached for the firearm, which was on the ground at that point, the deputies fired at Harmon, striking her.

Now Release the Unedited Video and Audio recordings from the Mobile Audio Video MAV and the Remote Microphones that are manufactured by the Axon Enterprise Inc.

That will show that the Statement by San Mateo County Sheriff Office is the truth. Harmon fired at the first deputy on the scene. Of course if that is true then that outcome is to be expected. Has SMC Sheriff Carlos G. Bolanos ever issued a False News Release, You bet he has Several as a matter of fact. October 3, 2018 Chinedu Okobi Homicide by Six Sheriff Employees. Sheriff Bolanos Identified five of the six Sheriff Employees that day October 3, 2018. What was different here?

Some Media in San Mateo County wrote “Shootout” and “Shotgun Wielding” The Videos will show what actually happened. Update:

San Mateo County Sheriff Carlos G. Bolanos is reading a prepared speech for the Supervisors to get them to approve a no bid contract with Axon Enterprises Inc. The same company that supplied the equipment on October 3, 2018 the day Chinedu Okobi was killed by SIX Sheriff Employees. San Mateo County Deputy Coroner Heather Diaz ruled his death was a Homicide.

The short list of who knows it was a Homicide is Supervisors Carole Groom, Don Horsley, Warren Slocum, Dave Pine and David Canepa, County Manager Mike Callagy, County Counsel John Beiers, Deputy Counsel David Silberman, and most all of the 800 Sheriff Deputies, and the District Attorney’s Office entire management staff with John Warren, Jamie Draper at the top.

I think that most reasonable residents of San Mateo County would agree that a Homicide by Six Sheriff Employees is more than Unfortunate. Unfortunate is if someone took your parking spot.

    Until AXON can explain why the MAV videos from Sheriff Patrol cars failed to download on October 3, 2018 according to Statement by #80205 Jamie Draper 10/23/2018

    Sheriff Office IT Technician Johnson Hang responded to the scene and was able to allow me to view the videos on the small in car display from each of the vehicles still at the scene and was able to retrieve the videos from the vehicles driven by Deputy Lorenzatti and Deputy Watt without issue. Hang was unable to retrieve the videos from the vehicles driven by Deputy Wang and Sergeant Weidner at the scene.”
    Axon can also explain why all Interviews recorded (using an AXON product) conducted by Menlo Park Police Officer Joshua Russell failed to download that same day October 3, 2018 at the same crime scene.

    Joshua Russell MPPD 10/16/2018My interviews conducted during this investigation were recorded using my VieVu digital video recorder. When I returned to the police station at the end of my shift I attempted to download the recorder but encountered problems with the recorder’s connection to my desktop computer. When I returned to work on 10-16-2018 I again attempted to download the recorder, and only five video recordings from 10-03- 2018 were downloaded, all of which were from contacts made prior to my involvement in this investigation. I have contacted the information technology specialists employed by the City of Menlo Park for assistance in locating the missing videos. I will update this case with a supplemental report if or when the videos are recovered. As of 10-31-2018 the videos I recorded during the course of this investigation have not been recovered. The technology department of the City of Menlo Park has attempted to locate the videos and have been in contact with the body-camera company, Vie-Vu, as part of their efforts to see if the videos could have been lost either on the device or during the download process. Vie-Vu has stated that because recordings from earlier in the day downloaded correctly, there appears not to be a problem with the camera. All videos downloaded by all Menlo Park Vie-Vu cameras for the date of 10-03-2018 have been checked, and none of the downloads are of my interviews in this case.

May 5, 2020 Sandra Lee Harmon a Mother and a Wife who suffered from Mental Health Issues was shot and Killed by Sheriff Deputies in Half Moon Bay, California. That we know, and that’s about all we know.

There is NO reason for the residents of SMC to trust anything Sheriff Carlos G. Bolanos an Elected Official says after the October 3, 2018 Homicide of Chinedu Okobi by six San Mateo County Sheriff Employees. Sheriff Bolanos issued 2 News Releases that day, both contained False Statements. He issued a 3rd News Release March 1, 2019 which contained even more False Statements.

All Five San Mateo County Supervisors are OK with all of the False Statements by Sheriff Carlos G. Bolanos mentioned above.

If the Videos and Audio from AXON actually contained the evidence that confirms what Sheriff Carlos G. Bolanos says happened, you can bet he would have made it public on May 5th and there would be no reason to have to trust him, it would answer all the questions. A simple video of her firing her Shotgun at Deputies first and Life Saving efforts provided after she was shot multiple times while reaching for her shotgun that somehow was on the ground.

That would go a long way for Public Trust and Confidence in Law Enforcement. A Citizen Oversight Committee with Subpoena power would be an improvement also a County Wide Policy to make Videos and Audios from remote Mic. public within 24 hours of all Deaths by Law Enforcement.

This what happens when The Sheriff’s Office, The District Attorney’s Office have 5 months to edit and add suggestive captions. Notice they only mention 5 Sheriff Employees instead of the 6.

Release the Videos Today.

It’s been 5 days since Sandra Lee Harmon was killed. The names of the Deputies involved have not been released, the Videos, Audios, 911 call transcripts, name of Hospital, who provided life saving measures and for how long. What type of Shot gun, single barrel? Double barrel? How did it get on the ground? Did she comply with the orders to Put the gun down? Did she fire first? the video and audio would solve that question?

There is a slight possibility that the Sheriff’s Office story is true but the past behavior in Homicide by Law Enforcement (Okobi) is the example the residents of San Mateo County should Not believe anything Sheriff Carlos G. Bolanos says or provides in a News Release.

The only fact that we know is that she was killed by San Mateo County Sheriff Deputies in the back parking lot of 845 Main Street, Half Moon Bay, California early evening on May 5, 2020.

San Mateo County Sheriff Office issued a tweet “Upon arrival, Deputies gave her multiple verbal commands to drop her weapon. She did not comply and fired her shotgun at Deputies. Deputies returned fire, striking the woman.  Following lifesaving efforts on-scene, she was transported to the hospital and succumbed to her injuries.”

If that sounds familiar it should, Sheriff Carlos G. Bolanos Press Releases. Always make the deceased look guilty.

October 3, 2018 the Sheriff Office News Release issued just hours after the Chinedu Okobi Homicide by SIX San Mateo County Sheriff Employees.

“The deputy exited his vehicle to contact the suspect and the suspect immediately assaulted the deputy.” ” The suspect was also transported to the hospital where it was later learned that he died. Both of these are completely False statements remained on SMC website for 5 months.

October 3, 2018 Sheriff’s Office issued a second News Release where they Omitted the sixth SMC Employee CSO Joseph Gonzales.

Sheriff’s deputy Mehn Trieu arrived at the scene alone and fired a single shot within 20 seconds of exiting his vehicle. After he met with his attorneys he made this statement. Seeing “Yanira SerranoGarcia put the fear of God in him.

Errol Chang was killed by Daly City Swat Team called by Pacifica Police. They got tried of waiting, ordered into the tiny house.

San Mateo County residents you have 5 elected people who are responsible for this result reoccurring. They are the Supervisors.

Her family is requesting financial help at this time Bringing Sandie Home.
