IS THERE ORGANIZED CRIME IN SAN MATEO COUNTY?

By Michael G. Stogner

While Boston Mass has had the “Winter Hill Gang” and New York “the Five Families”, what should we call the boutique public corruption family of San Mateo County? Or does it deserve such a largesse label? Should members refer to one another, to distinguish themselves from the general public, as “friends of ours”? I know, in at least one instance, members had been referred to as “Those Who Matter”. But are there any others distinguishing terms members should use, to identify one another, such as “made man/woman”?

I submit, these things are important, in order for both residents & outsiders alike to fully appreciate both the scale and depth of what has taken root in San Mateo County. It is also necessary to recognize boundaries and expectations (expected conduct), when interacting with members & associates of the described group. You wouldn’t want to inadvertently run afoul of it and individual members, lest you suffer consequences.

How does one ask for a favor from this group? What is expected, in return?

Can one obtain insurance from it, in order to avoid problems? At what cost?

And, when so insured, can one expect favorable outcomes? How far do such outcomes extend-law enforcement, litigation/prosecutions, judicial decisions, etc.?

In order to be a successful enterprise, the group needs to clearly, either explicitly or implicitly, communicate these things. Or has it already done so, either by act or omission? Is the Batmobile Raid & Prosecution not just such an example?

ABC7 Investigative Reporter Dan Noyes did an excellent job, in bringing to light the Batmobile Raid and corruption involved, but he did not drill down into the obvious, that Sheriff Bolanos’ favor for Atherton Resident/Relator Sam Anagnostou was not possible, without District Attorney Steve Wagstaffe and his staff.

DA Wagstaffe was not only a witting participant, in the matter, he was an essential enabler! None of the search warrant affidavits and the arrest warrant request involved could have been presented to a judge, without first being reviewed and approved by DA Wagstaffe’s office. Furthermore, it was DA Wagstaffe’s Office which collaborated in the investigation and actually crafted & filed the criminal complaint, in the case!

The questions reporter Dan Noyes did not ask Wagstaffe, ones essential to obtain the truth of the matter, are what did he (Wagstaffe) know of the Batmobile investigation, when did he know it, what communications/discussions had he had with Sheriff Bolanos about the matter, when had such discussions occurred, and what communications had his office had with prosecutors, in Cass County, Indiana, and when?

DA Wagstaffe is known to be a hands-on manager, a person deeply involved in the day-to-day operations of his office, meaning for him to say he was unaware of the Batmobile Raid & Case is just not credible. One only has to look at who, at his office, is involved (executive staff members MarieMcLaughlin and Sean Gallagher, an Assistant and Chief District Attorney, respectively, versus line workers) to see DA Wagstaffe’s DNA & fingerprints, are all over the body of evidence.

DA Wagstaffe also knows of Sheriff Bolanos’ past reckless behavior.

Such as his having previously been detained by the FBI and Las Vegas Metropolitan Police, at a seedy human trafficking site, one with indentured sex slaves to include a minor & drugs, in Clark County, Las Vegas, Nevada April 21, 2007 Operation Dollhouse.

In fact, Wagstaffe had actually consoled Bolanos, following his having been caught there. So, again, for DA Wagstaffe to portray himself as having been anything other than a willing participant (principal) in the Batmobile Investigation & Raid is just not believable.

This is the way things are done, in San Mateo County, and if you’re not a person that matters, forget about it

San Mateo County Sheriff Carlos G. Bolanos has Hired an Attorney. That is a “Stop the Train” moment.

San Mateo County Sheriff Carlos G. Bolanos

How many times in San Mateo County History has the CURRENT Sheriff had to hire a Criminal Defense Attorney? How many San Mateo County News Papers have reported about it.

Where is ABC 7 Investigative Reporter Dan Noyes report on this Blockbuster STORY?

No response so far to this mornings e-mail to San Mateo County Government.

Good morning, Mike, John and Don

Is San Mateo County paying for the Legal representation by James Touchstone for Sheriff Carlos G. Bolanos?

If yes what is his hourly rate he is charging SMC?

Why did Carlos G. Bolanos feel he needed an Attorney?

Has Steve Wagstaffe hired an Attorney? Or is SMCC representing Steve Wagstaffe ?

Thank You

Half Moon Bay City Manager Bob Nesbit is leaving.

By Michael G. Stogner

HMB City Manager Bob Nesbit

It’s no secret that I think he should have been fired right after the Sandra Lee Harmon Execution by San Mateo County Sheriff employees. He was one of the lead obstructionist in getting to the truth about what REALLY happened on the evening of January 5, 2020. I recommended to him that he have the City of Half Moon Bay sue San Mateo County Sheriff’s Office, Sheriff Carlos G. Bolanos, his attorney David Silberman, San Mateo County District Attorney Steve Wagstaffe, his investigators, Jordan Boyd, John Warren, William Massey, Kevin Raffaelli, and all involved in the Homicide.

Sandra Lee Harmon R.I.P. was shot in the back while she had her hands above her head as she was UNARMED. All three of those shots were FATAL. Her body was struck 8 times.

Three spent shell casings were moved at the crime scene. That’s known as Evidence Tampering.

There was no evidence of a shootout.

Bob Nesbit was fine with that. He made ZERO effort in Releasing the Axon Log Records to the Public.

WARNING not for minors or the weakhearted.

Christina Corpus, How about an answer to the question?

By Michael G. Stogner

As some of you know San Mateo County News.com has been asking Newly Elected Sheriff Christina Corpus to simply verify her position on releasing the Axon Log Records in the Sandra Lee Harmon Execution by San Mateo County Sheriff Employees on May 5, 202 in the City of Half Moon Bay.

Warning not for the weakhearted.

San Mateo County Sheriff’s Office Video of the Execution

I suggest before you donate any more money to Newly Elected Sheriff Christina Corpus’s Retire the Debt Party, you get Christina to first tell you how much money she is looking for? That’s called Transparency.

A SHERIFF WE CAN TRUST, that has a really nice sound too it doesn’t it.

Christina Corpus Campaign Platform

Transparency is one of my core values, and I would have publicly released the Axon log records in the Sandra Harmon case if I was Sheriff.

The Question is will you release the Axon Log Records in the Sandra Lee Harmon case the first day you are in office. This is the last time San Mateo County News.com will be asking you this question. You have until 5:00 PM Friday July 15, 2022 to answer this simple question. The public has a right to know. You may answer here as a comment, or better yet make a public statement to all of the Newspapers in SMC. I you do not answer the question I will consider that to be the answer, remember when Don Horsley told all of the voters if elected he would NOT receive or accept the normal salary. I helped him keep his Campaign promise.

David Canepa knows who is Responsible.

By Michael G. Stogner

SMC Supervisor David Canepa

An 11 year old could figure out Who in San Mateo County is Responsible for the PPE Scandal at the San Mateo County Event Center.

It’s San Mateo County Executive Officer Mike Callagy.

Supervisor David Canepa who is also a Candidate for Congress who has been spending a lot of his time and SMC Taxpayer Money on fundraising and standing on corners promoting himself for Congress.

The Palo Alto Daily Post recently published this:

Then, earlier this year, there was the scandal over the $10 million in personal protective equipment, or PPE, that was left outside in the rain at the county Event Center.
The coverup was worse than the crime. The county tried to mislead people about the dollar amount of the PPE damaged and failed to identify who was responsible for this fiasco.

The Palo Alto Daily Post knows who is responsible. All of the Candidates for Supervisor knew who is responsible. Only one Candidate for Supervisor told me that Mike Callagy should be fired.

That Candidate for District 2 Supervisor of San Mateo County was Mr. Cameron Rolfe.

Michael G. Stogner

The 760,000 residents of San Mateo County might have first starting hearing about the more than $10M of PPE and the Convoy of Garbage Trucks filled with PPE leaving the San Mateo County Event Center in November or December of 2021. The Breaking News Story was brought to you by ABC7 News Investigative Reporter Dan Noyes on January 13, 2022 it aired at 6:12 PM.

The simple question I have had since first hearing about this PPE Scandal is, How is Mike Callagy still employed by the FIVE Supervisors of San Mateo County. Why was he not placed on Administrative Leave on January 13, 2022?

Notice the DATE of this e-mail, it is BEFORE Mike Callagy had any knowledge according to what he told Dan Noyes.

Peggy yes you are correct as that is the approach | was going to take on the purchase. | think Dana and her staff will start the clean up tomorrow as it appears it is all individually packaged. It will need to be wiped down, but every package | opened was dry on the inside. The process of getting it indoors will take through Friday. There is a ton there. It would be great if we got a definitive answer from the VA on their desire to take lots of the PPE. Almost all of the gowns expire May 2, 2022. The approach I’m taking is this is surplus, (goggles, buckets, face shields, odd sized gowns, bleach) not hospital grade that we moved outside as we were trying to give it away. We made a mistake not moving it back inside, but with all that was going on with our focus on boosters and then Omicron and testing, it got lost in the process. We appreciate it being called to our attention and we are looking for a home for the items. Our medical grade gloves, gowns, mask, etc. are secured and occupying almost 7000 sq feet of space. We have distributed a great deal of PPE to local medical facilities (| will need to know where) and have enough PPE to last several years.

So based on these two e-mails 2 minutes apart we can see the Michelle Durand had a conversation with James Brown the President of Wine Country Marines about ABC7 attending by ZOOM the BOS meeting that starts in 16 minutes. Wouldn’t all Governments want the Public’s Business to be viewed by the Public and wouldn’t they welcome the News Industry and Reporters to attend.

Think about that for a moment, it’s a San Mateo County Government Public Meeting on Zoom.

Who was Alex Tourk concerned about getting out of line?

There was only one Supervisor that even bothered to ask any questions and that was David Canepa. Don Horsley quickly jumped all over him.

BOS Meeting of January 25, 2022 Video

At the 330:35 mark Supervisor/Candidate for Congress David Canepa asks this question, “There is some PPE that has gone unaccounted for right? That was a great great question, it’s too bad he didn’t wait for Mike Callagy to answer it. ABC7 Investigative reporter Dans Noyes who broke this story on January 13, 2022 reported a “CONVOY of garbage trucks filled up with brand new PPE” in the previous 2 months that would have been November-December of 2021.

At the 3:33:00 you can hear Don Horsley the President of the Board of Supervisors interrupting Supervisor David Canepa’s question. Did Don think David was getting out of line?

The San Mateo County PPE Scandal continues to grow as is always the case when the simple facts are lied about. It’s always the Coverup that becomes the story.

San Mateo County Government doesn’t want a citizen/resident, or employee asking any pesky questions like, How did you choose the Wine Country Marines of Sonoma California to distribute the more than $10M of PPE on January 25, 2022? How many other 501C’s from San Mateo County did you consider?

San Mateo County PPE Scandal. “This was not a Mistake”

By Michael G. Stogner

Photo taken November 10, 2021

On January 14, 2022 I published my first article about the More than $10M of PPE that was left outside unprotected at the San Mateo County Event Center I included a link to ABC7 News I-Team Investigative Reporter Dan Noyes excellent coverage and Breaking Story that included Interviews with Mike Callagy and Supervisor David Canepa who were quick to call this a Mistake. I said “This was not a Mistake”

A reasonable person might ask what would make me say that?

It’s really quite simple, I have been reporting on Organized Crime, Corruption, Money Laundering, Embezzlement in San Mateo County Government and the Courts for 22 years.

San Mateo County News.com January 14, 2022 Article

Again I say Thank You, Dan Noyes for bringing this very Important story to the San Mateo County Residents.

I was the first reporter to report that San Mateo County Risk Manager Scott Johnson had declared on NOVEMBER 10, 2022 that he had personally inspected the PPE outside the SMCEC and in his opinion it was a TOTAL LOSS. That is 64 days before Mike Callagy and David Canepa said it was a MISTAKE.

September 27, 2021 e-mail informing San Mateo County Government that the PPE is now OUTSIDE. That is 108 days before Mike Callagy and David Canepa said it was a MISTAKE.

Hi Iliana,
As you probably are aware, all PPE has been moved out of Fiesta Hall and is currently stored in a fenced area between Gates 9 & 10.
The Red Cross was only able to take the 10 adjustable hospital beds (MASH type). Their storage area was not large enough to accommodate the remaining five bariatric beds nor the five “home style” hospital beds, all of which are in the outdoor storage area.
The plan is to move as much as possible into Sequoia Hall after the SaaStr Conference, to protect it from the elements. The would require the County to rent Sequoia Hall as it would be filled with PPE.
The following items would be relocated first. If any space remains, we will move the most useful of the remaining into Sequoia. Masks Gloves Beds
All remaining FMS items and empty containers Bleach

Please let me know if you are in agreement with the above.

Thanks, Steve

Supervisor David Canepa asks Questions the other Supervisors don’t want to know the answers too.

By Michael G. Stogner

SMC Supervisor David Canepa

Yesterday April 19, 2022 at the Board of Supervisor Meeting Agenda Item 12 was titled Surplus Safety Equipment, This item was put on the Agenda at the request of Supervisor Canepa at the last meeting.

None of the remaining Supervisors had any questions about the Deliberate well planned moving of $10M of PPE purchased with FEMA monies from the secured location at the San Mateo County Event Center in September 2021.

Through Supervisor Canepa’s skilled questioning technique he was able to get answers to these questions.

Possible liability of San Mateo County having to Refund the $10,000,000.00 to the Federal Government.

The monthly expense of $23,000 per month now for the storage of the PPE in 5 locations.

Mike Callagy is thinking of Building a Wharehouse to store the FEMA funded PPE.

The Dr. Jim Lianides/Mike Callagy/Staff and possibly other word crafters “Progress Report” which was supposed to be an “Independent Investigation.”

San Mateo County Executive Mike Callagy said at the 2:58:25 mark “I think there was things in the Report that were Inaccurate that need to be Cleaned Up.” “That those changes did take place.”

That means that That Mike Callagy and his TEAM word crated the Dr. Jim Lianides Report. All FIVE San Mateo County Supervisors were cool with that.

April 19, 2022 BOS Meeting

How many of the 760,000 SMC Residents knew about Agenda Item 12 yesterday?

San Mateo County PPE Scandal.

By Michael G. Stogner

Photo taken in November 2021

The Five Supervisors of San Mateo County don’t want the residents/voters to know the Truth about the More than $10M of PPE purchased with Federal Grants FEMA according to James Brown President of the Wine Country Marines of Sonoma.

On January 13, 2022 Mike Callagy County Manager and Supervisor David Canepa, Candidate for Congress, both high ranking San Mateo County Government Officials told ABC 7 News Investigative Reporter/Journalist Dan Noyes who broke the story that they didn’t know anything about the More than $10,000,000.00 of PPE that was moved out of the SMC Event Center. They both were QUICK to identify this as a MISTAKE, and they had NO Idea how this happened, “They were calling in the Marines” and an Independent Investigation was going to be ordered to make sure this never happened again. Notice the Investigation was not meant to identify How many San Mateo County Employees knew about this and for how long.

Here is one of Mike Callagy’s employees who knew in September: Iliana Rodriguez,

I offer these 2 e-mails as a start, this is getting close to answer the question, Who Ordered the More than $10M of PPE to be moved from the secure and protected building at San Mateo County Event Center in September 2021?

Subject: PPE Update
Hi Iliana,
As you probably are aware, all PPE has been moved out of Fiesta Hall and is currently stored in a fenced area between Gates 9 & 10.
