March 1, 2019 Five months after the Homicide San Mateo County District Attorney Steve Wagstaffe released this video to the Public. Remember the Government had all of this material for 5 months.
What I’m asking for is the time in this Video where there is evidence that ANY of the SIX San Mateo County Employees provided ANY Life Saving Measures to Chinedu V. Okobi after he was sat up. Also same question for Checking his Pulse, Evidence that any of the SIX actually checked his pulse.
There are captions and talk about it, but no Video evidence it ever happened.
Yesterday July 20, 2020, 21 months after Six San Mateo County Sheriff Employees Killed 36 year old Chinedu V. Okobi on El Camino Real in Millbrae/San Bruno The Supervisors discussed in Closed Session the progress of the two Civil Lawsuits that the relatives have brought against San Mateo County and a long list of Employees who were involved in the Misinformation aka Lying to the Residents of SMC about what actually occurred on October 3, 2018.
This happens every time Law Enforcement in San Mateo County kills a man or woman. The San Mateo County Media, San Mateo County Counsel, and San Mateo County Supervisors join in the character assassination of the DECEASED.
In Chinedu’s case everyone knows by now that the San Mateo County Sheriff’s Office has No Plan in place on how to make a Pedestrian Stop. Thats right Chinedu Okobi was simply walking down the sidewalk while Black when Sheriff Deputy Joshua Wang spotted him while he was traveling northbound in his patrol car. He activated his lights which activated his dashboard video camera which shows him making a U-turn.
Within 8 minutes Chinedu was Tased 7 times, struck with extended baton, Dogpiled by SIX SMC Employees and sprayed with O.C. spray in the face at close range while being handcuffed where he died. From that moment on San Mateo County started to promote the false story of “He was breathing and had a pulse when the Sheriff’s Office Employees turn him over to the AMR people.”
Nothing could be further from the Truth.
There is NO EVIDENCE that any of the Six Employees checked Chinedu Okobi’s pulse or provided ANY Life Saving measures after he was handcuffed and approximately 9:30 minutes passed before ARM people touched him.
How much Taxpayer Money has SMC Supervisors approved for this legal action? How much have they spent to date?

Location: 500 block of Quarry Road, San Carlos Summary: Deputies Added ECIT Resources and Training has Positive Outcome in
Disengagement of Person in Crisis During Welfare Check.
On Friday, April 30, 2021, San Mateo County Sheriff’s Deputies responded to the 500 block of Quarry Road in San Carlos to conduct a welfare check on an individual who was reported as possibly experiencing a mental health crisis. While enroute, deputies learned the subject was also in possession of a knife. Deputies staged a safe distance away and made phone contact with several parties at the scene, including the individual’s social worker.
Deputies learned the individual did not make any threats, commit any crimes, and no one was being held against their will. The individual had no interest in speaking with his social worker in person or with deputies on the phone. Approximately one hour after arriving on scene, deputies determined it was in everyone’s best interest that they disengage and leave the scene without forcing contact with the individual. Deputies followed-up with the individuals social worker the following day and learned the individual had stabilized and was no longer experiencing a mental health crisis.
This response highlights the San Mateo County Sheriff’s Office’s Enhanced Crisis Intervention Training program (ECIT) and how our crisis response has aligned with recent law changes (California AB-392) as well as community expectations. Unless there is imminent danger or threats to others, deputies will conduct pre-assessments, gather as much information as possible, and form a plan for de-escalation prior to attempting contact with individual in crisis.
We understand the mere presence of uniformed deputies can escalate situations, and we will utilize time and distance whenever possible to assess the best course of action for each situation. In cases like this, by modifying our response and not making immediate contact to check the welfare of an individual in crisis, we maintain the option to disengage, which in some cases, provides the individual the opportunity to self-de-escalate.
In many cases where mental illness is involved, crisis communication and verbal de-escalation can prove to be challenging because their disability may affect their ability to understand or comply with commands from deputies. For this reason, disengagement in these cases is sometimes the best de- escalation option. Deputies can then refer the case to the Sheriff’s Office Psychiatric Emergency Response Team, who will then form a plan to contact the subject at a later time if appropriate, to assess for resources.

San Mateo County Voters can elect Mark Melville as Sheriff in 2022 and several things will change for the better the first day he is in office. These two gentleman will be removed from involvement of the Sheriff’s Office.
He has promised to release the Axon Log Records involving the May 5, 2020 Homicide by Law Enforcement of Sandra Lee Harmon. Currently there is only one person who is obstructing those records being made public. That person is San Mateo Counsel Attorney David Silberman. Why are those records important, Sheriff Carlos G. Bolanos told the world that Sheriff Deputy David Dominguez did Not turn on his Body Worn Camera, He is the Deputy who fired 11 shots at Ms. Harmon including while she was unarmed with her hands above her head with her back towards the deputy. Ms. Harmon received 3 FATAL SHOTS to her back. Has Sheriff Carlos Bolanos ever lied to the residents of San Mateo County before of course he has too many times to mention here. The release of the Axon Log Records would VERIFY Sheriff Bolanos’ statement “Sheriff Deputy David Dominguez did Not turn on his Body Worn Camera” Who would object to that except David Silberman, Why?
I recently asked Candidate Mark Melville for San Mateo County Sheriff 2022, When he is elected Sheriff will he be replacing David Silberman as the attorney for the Sheriff’s Office? His short answer was Absolutely.
Michael, My short answer to your question is, absolutely. I know County Counsel is in place to “Protect” the County. I don’t believe the Sheriff’s Office is being well represented by Mr. Silberman. But then again, I have no idea what information he is being fed by Sheriff Bolanos. I believe in 100% transparency. If you are telling the truth, there is nothing to hide. You owe it to all the constituents of the County to properly identify the situation / incident and you tell everyone what it is you are going to do to rectify it. It was the City Attorney Rosemarie Labog Zimmerman who finally released the names of the Four Police Officers Involved In the Homicide of Roger Allen who was killed on April 7, 2021. Her Press Release dated April 29, 2021 that’s 23 days after the Homicide by the Daly City Police Department. Who authorized the City Attorney to release the names? District Attorney Steve Wagstaffe said that Police Chief Patrick Hensley could release the Officers names anytime, but is that true? He is an At Will Employee he might not be authorized to release those names. Who is his boss? Is it Shawnna Maltbie the City Manager? Lets see his employment contract.
An administrative investigation by an impartial outside investigator will also be conducted. Nobody is asking for an Administrative Investigation. Everybody knows an Administrative Investigation is useless.
City Attorney Rosemarie Labog Zimmerman, City Manager Shawnna Maltbie, Mayor Juslyn Manalo, are all responsible for withholding the names of the four Police Officers for 23 days. Why? What was gained by that? Did it create more or less Public Trust with the residents?
Here are the names: Officer Rosa Brenes, Lieutenant Michael Brennan, Officer Nicholas McCarthy and Officer Cameron Newton.
The naming of Police Officers involved in a Critical Incident is the absolute Minimum Standard San Mateo County Residents should accept from all Law Enforcement. That should happen within 24 hours.
Do Police Officers and top Law Enforcement Officials in San Mateo County lie to the Public? Of course they do. Do they always trash the memory and reputation of the person they just killed? Of course they do.
Chinedu V. Okobi Killed by Six San Mateo County Sheriff Employees on El Camino Real in Millbrae less than 8 miles from where Roger Allen was Killed. Sheriff Carlos G. Bolanos lied about Chinedu within a few hours and left the lies on SMC Website for 5 months. SMCSO Sergeant Irfan Zaidi filed a completely False Police Report lying about ordering the removal of the handcuffs before the 8 minutes of chest compressions took place on the deceased.
Sandra Lee Harmon Killed by San Mateo County Sheriff Deputy Dominguez, District Attorney Inspector Jordan Boyd received the unedited BWC Video within 24 hours of the Homicide. Boyd went along with the lies Sheriff Carlos G. Bolanos, and District Attorney Steve Wagstaffe promoted. What they all knew was Sandra was shot 8 times, 3 fatal shots in her back, She was shot at while she was unarmed and her hands were above her head. 3 of the 14 shell casings were moved (Evidence Tampering). Sheriff Bolanos, D.A. Wagstaffe, The Investigators, County Counsel David Silberman, were all ok with the above facts by omitted from the Government story and the unverified statement that Deputy Dominguez turned off his BWC before the homicide occurred.

So getting back to the Elected Officials and Staff of Daly City, What was their plan and why did they go along with Terrible Idea of not disclosing the names of the Involved officers. The public knows that Police Officers will kill people in the line of duty, that is part of the job. The public expects Elected Officials and Staff to do their job, Not help cover up anything.
What caused 4 Daly City Police Officers to be at a disabled truck (flat tire) in the first place? Who was the first Officer on the scene? Which Officer fired her/his weapon twice into an occupied vehicle? How is it possible this entire event lasted only 16 minutes before the deceased was transported from the scene. That has got to be a Worlds Record.

Roger Allen R.I.P. was shot and killed in Daly City by somebody on April 7, 2021
The Attorney General of the State of California Rob Bonta should Investigate this homicide, That’s not going to happen. Daly City has lost all credibility the Staff is Responsible, Look to the City Managers.
In 2014 Errol Chang was killed inside his home in Pacifica by two Daly City Police Swat Team Officers. They were both ordered to enter the tiny home by who knows who of the Daly City Swat Command after being on scene for only 6 hours. They entered and assaulted Errol’s space and shot him in the chest 8 times killing him on the spot.
The Pacifica Police on the other hand did everything right. They were first on the scene and were in communication with Errol and his family members and nobody got hurt and they tried to calm him down to get him the help his family was trying to accomplish.
The question I have for Who knows Who in charge of the Daly City Swat Team that night is, What was your hurry?What did you think was going to happen when your two guys broke into the only safe space Errol had? What was your Plan?

Officers Mario Busalacchi and Stephen Woelkers “undoubtedly saved the life” of Busalacchi by shooting and killing 34-year-old Errol Chang in the home he shared with his mother at 384 San Pedro Ave.
Daly City’s “Who knows Who,” could have saved Errol Chang’s life by not ordering Busalacchi & Woelkers into the house in the first place.
A special note and commendation for the conduct of Officers Busalacchi and Woelkers must be made. It is our belief that both officers conducted themselves in a professional, reasonable and proper manner and to the last moment sought to avoid the very result demanded by the conduct of Errol Chang. The reaction of both officers to the threat of imminent death to Ofr. Busalacchi is to be commended. Officer Busalacchi faced a remarkably dangerous situation, knowing that an angry, irrational and armed man was now raising the knife to stab him again. When he found it necessary to resort to lethal force, he did so in a manner that probably saved his own life. Ofr. Woelker’s conduct in seeking to prevent further attack and the likely death of his fellow officer was equally commendable. The conduct of the officers in this case can only be described as exemplary and the community was well served by their actions.
Daly City Police Department provided assistance with the investigation. Any reasonable person would know that this is a Bad Idea aka known as a Huge Conflict of Interest.
I hope you noticed what I call Wagstaffe 101 “very result demanded by the conduct of Errol Chang,” Always blame the deceased for his/her own death.
I don’t think Daly City Swat Officers deserve any commendation for following orders they knew meant finish this and kill him. When you put yourself in harms way, and then kill the person I don’t think that is bravery.
This Swat Team assault on the home after only six hours should be compared with the Redwood City Police and San Mateo County Sheriff Swat Teams combined 17.5 hour Standoff of James (Jim) McGee in Redwood City. Totally different outcome. Walked out said hi to his friends he was former RWCPD Officer nobody injured, no doors smashed in you get the picture.
Daly City Manager Shawnna Maltbie remains silent. It’s been 24 days since somebody from her Police Department killed Roger Allen. Each City in San Mateo County is responsible for the behavior of their Police Department. I now know that Mayor Juslyn Manalo has no authority over her Police Chief Patrick Hensley because she said several times in the April 26, 2021 Zoom meeting that she had asked the Chief for those names. She never said what his response was, she also said the names would be release Wednesday the 28th but that did not happen. So that leaves City Manager Shawnna Maltbie this is exactly why you have a City Manager in the first place, One person who is Responsible for the Police Department besides the Police Chief. Steve Wagstaffe has told me the Police Chief of Daly City could identify the 4 Police Officers involved in the death of Roger Allen on April 7, 2021. Of course naming them doesn’t mean that any wrong doing or crime has been committed. As you know it’s been 17 days and the Police Chief has chosen his behavior.

The Media and “Those Who Matter” Modern Media’s Efforts to make a story out of a non story Yesterday’s News by tomorrow e-mails back and forth between San Mateo County’s top FOUR Law Enforcement Officials.
Roger Allen a 44 year old Black man was killed by somebody with a gun on April 7, 2021 while he was sitting in the passenger seat of a disabled truck in a residential neighborhood in Daly City. That was 20 days ago. Last night the Daly City Government held a zoom meeting for the first time for the Outraged public to speak about it. I don’t know the exact number of participants on that zoom meeting but it was well over 125.
Daly City Manager Shawnna Maltbie attended but remained silent, Assistant City Manager Stephen Stolte Hosted the meeting also silent.
I mentioned the Outraged public, I did not mention the Outraged Elected Officials and Staff who are responsible for the behavior of the Daly City Police Department and its officers. The reason I didn’t mention them is because not one of them is Outraged with the killing of a Black man who committed no crime and was killed while sitting in a parked truck.
The demands were pretty consistent “What are the names of the four Daly City Police Officers Involved in the Homicide of Roger Allen?” Who could provide that information? Shawnna Maltbie, Stephen Stolte and Patrick Hensley that’s who. Why wouldn’t those three Employees want what the public wants?
The four Unnamed DCPD Officers idea comes from San Mateo County District Attorney Steve Wagstaffe and DCPD Chief Patrick Hensley vague and unbelievable description of what supposedly happened and how Roger Allen ended up dead at the scene.
That was until last night when Talika Fletcher, Roger Allen’s sister mentioned the other police agency officers being protected. What other Police Agency Officers? Is that even a possibility in San Mateo County? Of course it is.
Talika Fletcher and her Aunt Zipora Wright both stated that Talika is being STALKED and Harassed by Law Enforcement. They are in Mourning and must be protected by the Citizens not Law Enforcement.
How is this possible in San Mateo County, the answer is Simple, “Those Who Matter” run the Government. They control criminal Investigations, have the ability to falsely criminally charge Those Who Don’t matter like x San Mateo County Sheriff Deputy Juan P. Lopez for the sole purpose of financially destroying him.
What we saw last night was NOT ONE of the people with the Authority and Power to solve, did so. They must be removed in order for San Mateo County to finally get on the right track. Elect Good Human beings is my recommendation.
