Update: 4:00 PM March 17, 2022 Attorney for San Mateo County Daniel T. McCloskey appeared and informed the Judge that Mr. Eblovi filled a Motion to Dismiss the case 2 weeks ago. The Judge checked his records and said the court has no record of that being filed. Mr. Eblovi did not make an appearance.

Mr. Eblovi knows the truth about how San Mateo County Government works and it is the Residents who are responsible for the behavior of ALL Government Officials.
This is no surprise under the leadership of City Manager Bob Nesbit and Deputy City Manager Matthew Chidester. It turns out former Chief of Police and Sheriff Captain Saul Lopez has not been on the job for the last 4 months. The announcement that Captain Andy Armando is now the Police Chief of Half Moon Bay just recently was reported by the HMBR.
A simple google search of Lt. Andrew Armando would have produced some of the articles San Mateo County News.com wrote about him committing crimes against retired San Mateo County Sheriff Deputy Juan P. Lopez.
“Detective Armando Perjuriously alleged that Mr. Lopez placed a telephone call to the Contraband Cell Phone in Order to Obtain a Search Warrant.” Detective Armando made that call himself.

I recommended the Half Moon Bay City Council, City Managers and the City Attorney sue Sheriff Carlos G. Bolanos and his attorney San Mateo County Counsel Attorney David Silberman, for their refusal to provide the AXON LOG RECORDS to the Public. They are the only two people standing in the way of releasing the AXON LOG RECORDS which are bought and paid for by the Taxpayers of San Mateo County. They also contain the data that would confirm the Government’s Story that San Mateo County Sheriff Deputy Dominguez’s Body Worn Camera was in fact turned off when he fired 11 shots at Sandra Lee Harmon on May 5, 2020 in Half Moon Bay. HMB chose not to file the lawsuit.
What do you do when the Government refuses to do their job?
The residents of San Mateo County are responsible for the behavior of their Government, Elected Officials and Appointed Staff.

They both brought to the attention of SMC the NEED for a Chief of Police in Half Moon Bay. Captain Saul Lopez has that title but it turns out to be a pretend title. The Same is true for San Carlos, Millbrae and every city and town patrolled by the San Mateo County Sheriff’s Office.
Yanira Serrano Garcia was killed by a San Mateo County Sheriff Deputy within 20 seconds of him getting out of his patrol vehicle. He was responding to a Non Emergency 911 call. He tampered with evidence at the scene. There were false statements made by both the Sheriff’s Office and the District Attorney’s Office.
If that sounds familiar it should the Homicides of Chinedu Okobi and Sandra Lee Harmon both had the same results. There were false statements made by both the Sheriff’s Office and the District Attorney’s Office.
One thing has changed The City of Half Moon Bay asked Sheriff Carlos G. Bolanos and San Mateo County Counsel Attorney David Silberman to provide to the public the AXON LOG RECORDS for the Sandra Lee Harmon Homicide to verify the Governments Story that she fired first and Deputy Dominguez did not turn on his Body Worn Camera. That seems like a simple straight forward request. They both declined to do so.
The City of Half Moon Bay then sent a letter to the Attorney General of the State of California requesting an Independent Criminal Investigation of the Investigators.

San Mateo County Voters can elect Mark Melville as Sheriff in 2022 and several things will change for the better the first day he is in office. These two gentleman will be removed from involvement of the Sheriff’s Office.
He has promised to release the Axon Log Records involving the May 5, 2020 Homicide by Law Enforcement of Sandra Lee Harmon. Currently there is only one person who is obstructing those records being made public. That person is San Mateo Counsel Attorney David Silberman. Why are those records important, Sheriff Carlos G. Bolanos told the world that Sheriff Deputy David Dominguez did Not turn on his Body Worn Camera, He is the Deputy who fired 11 shots at Ms. Harmon including while she was unarmed with her hands above her head with her back towards the deputy. Ms. Harmon received 3 FATAL SHOTS to her back. Has Sheriff Carlos Bolanos ever lied to the residents of San Mateo County before of course he has too many times to mention here. The release of the Axon Log Records would VERIFY Sheriff Bolanos’ statement “Sheriff Deputy David Dominguez did Not turn on his Body Worn Camera” Who would object to that except David Silberman, Why?
I recently asked Candidate Mark Melville for San Mateo County Sheriff 2022, When he is elected Sheriff will he be replacing David Silberman as the attorney for the Sheriff’s Office? His short answer was Absolutely.
Michael, My short answer to your question is, absolutely. I know County Counsel is in place to “Protect” the County. I don’t believe the Sheriff’s Office is being well represented by Mr. Silberman. But then again, I have no idea what information he is being fed by Sheriff Bolanos. I believe in 100% transparency. If you are telling the truth, there is nothing to hide. You owe it to all the constituents of the County to properly identify the situation / incident and you tell everyone what it is you are going to do to rectify it. Minneapolis Police Department are releasing the Body Worn Cameras (BWC) from Police Officers who were involved in a Shooting that caused the death of a civilian yesterday. That is exactly how it should be done.
The Half Moon Bay May 5, 2020 Homicide of Sandra Lee Harmon by San Mateo County Sheriff Deputies who claimed a Shootout was very different, so much so that the City Council asked the Attorney General to conduct an Independent Criminal Investigation of the Sheriff’s Office. Sheriff Bolanos promoted a story that his deputy didn’t turn on his BWC and since has refused to provide the AXON Log Records which would prove his deputy’s story. Sheriff Bolanos did not ask his deputy to take a Polygraph Test regarding his alleged failure to turn on the BWC. Also Sheriff Bolanos released a highly edited and Captioned video 45 days later which does show that Sandra Lee Harmon was fired at while she was unarmed with hands above her head. She died from 3 FATAL shots in her back.
What did Sandra Lee Harmon R.I.P. and Andres Gaurdado R.I.P. have in common. They were both killed by Sheriff Deputies in their counties. Sandra was shot 3 times in the back and Andres was shot 5 times in the back all 8 shots were FATAL. Both Sandra and Andres had their Hands Up above their Heads when they were shot.
Who doesn’t want to get to the truth here? The list is long.
In San Mateo Mateo County the short list is Sheriff Carlos G. Bolanos, District Attorney Steve Wagstaffe, Coroner Robert Foucrault, County Counsel John Beiers, Charles Joseph, and David Silberman who’s daughter Sara works for the Sheriff.
The issue is simple Sheriff Carlos G. Bolanos and others want the public to believe them when they tell lies. I want to believe the highest ranking Law Enforcement Officials in San Mateo County. We all want to believe the highest ranking Law Enforcement Officials in SMC.
They told us there was a shootout, Sandra fired first, the scared for his life deputy returned fire and she died. No mention she was unarmed, she had her hands up above her head with her back to Deputy Dominguez who all by himself fired 11 shots at her. No mention that 3 of the 14 shell casings were moved (Evidence Tampering) That’s a bad thing.
They told us it’s unfortunate but the scared for his life deputy didn’t turn his AXON BODY CAMERA on at the time of the killing.

San Mateo County Counsel Attorney David Silberman has a long history of representing Sheriff Carlos G. Bolanos interests. Look what he did to former Sheriff Deputy Juan P. Lopez, he protected Sgt. Jason Peardon, or for former San Mateo County Sheriff Sergeant Mike Otte who not only lied, but committed Perjury in Hon. Judge Lisa Novak Court.
David Silberman is standing in the way of the Public verifying what they already suspect. Why?

The City of Half Moon Bay should sue San Mateo County for the AXON LOG RECORDS today. They should not hesitate, what the council has done so far with asking the A.G. to Investigate the Sandra Lee Harmon Homicide is Historical, and they have requested from Sheriff Carlos G. Bolanos the AXON LOG RECORDS, that Mark Melville has said he will gladly provide to them when he becomes Sheriff of San Mateo County.
Citizen David Eblovi has informed the City of Half Moon Bay that he will sue the County for the AXON LOG RECORDS if he has to. Don’t make a Citizen do the work the City should do.
After the Public gets the AXON LOG RECORDS, and if it turns out the story provided by the SMC Government is false, David Silberman should be fired.
Los Angeles County Chief Medical Examiner-Coroner Jonathan Lucas has announced he is Conducting an Independent Inquest into shooting death by a Sheriff Deputy of 18 year old Andres Guardado. He was shot in the Back 5 times.
Sandra Lee Harmon was shot and killed by San Mateo County Sheriff Deputies in Half Moon Bay on May 5, 2020. She was shot 3 times in the back all 3 shots were fatal. She was shot a total of 8 times out of the 14 shots fired by the two deputies. Deputy Dominguez fired 11 shots and Deputy Baba fired 3 shots. If you add 11 plus 3 you will get a total of 14 shots fired.
During the Special Meeting Half Moon Bay City Council held on September 15, 2020 District Attorney Steve Wagstaffe said 11 shots were fired. That is a BIG Difference. What would make him say that obvious False statement. At the 50:47 Mark “We did find 11 Casings” “We found 11 shots and 11 casings and that is exactly, I think that confirms where we were.””That is the answer to that.”
That statement all by itself should be reason enough for the Attorney General of the State of California to open an Independent Criminal Investigation in the Sandra L. Harmon Homicide.
Back to the title of this article. I have personally received an official copy of the Coroner’s Report of the Sandra L. Harmon Homicide. Missing from it was the Diagram of the bullet strikes to the body. Normally I wouldn’t care about this document missing especially since the Report states 3 Fatal Shots to the back. It wasn’t until District Attorney Steve Wagstaffe made a couple of Bizarre statements about Ms. Harmon being shot in the back especially since the Video that Sheriff Carlos G. Bolanos provided the public shows her being fired at while she is Unarmed with her hands above her head and her back to Deputy Dominguez which is an illegal act. He ignores that fact, and says, “I do not believe that to be the case.”
Why do we allow the District Attorney to say “He Believes” something, instead of What does the Evidence Prove?

(Dania Maxwell Los Angeles Times) By Alene Tchekmedyian Four Los Angeles County sheriff’s officials are refusing to testify in the coroner’s inquest into the deputy shooting death of Andres Guardado, invoking their 5th Amendment right against self-incrimination even though none of them have been accused of a crime. Deputies Miguel Vega, who opened fire, and his partner Chris Hernandez, as well as two homicide detectives investigating the case, have indicated they will not answer questions about what led up to the shooting of the 18-year-old Guardado, who was shot five times in the back in an incident that generated weeks of large protests. A Sheriff’s Department spokesman said each person made the decision on the advice of his legal counsel, not at the direction of Sheriff Alex Villanueva. Legal experts said the move shows a refusal by the Sheriff’s Department to cooperate in a proceeding that Villanueva dismissed in a radio interview last month as a circus stunt. “I’m sure what they’re thinking is, ‘We don’t know where this is headed. We don’t know who this is going to target. We don’t know if they’re going to claim there’s some kind of cover-up. We don’t know enough not to assert our 5th Amendment right,’ ” said Loyola Law School professor Laurie Levenson, who was not surprised by the move. “I think you can take it for what it is: No one is volunteering from that sheriff’s office to cooperate in that inquiry.” She added: “It was clearly coordinated. It was clearly designed to protect them, and to make it more difficult to make findings that could be used against them or others.” Mike Gennaco, a policing expert who used to oversee the Sheriff’s Department, said he was surprised that the two homicide investigators would not testify. “I find that remarkable and disappointing,” Gennaco said. “They were fact-finders, and there’s no allegation that there was some sort of conspiracy to cover up the facts.” The coroner’s inquest, the first of its kind in nearly 30 years, was being conducted Monday so a hearing officer, retired Judge Candace Cooper, could determine the cause and manner of death. The coroner’s office has already determined that Guardado died by homicide on June 18 when he was shot five times in the back. The official autopsy report, released in July, determined that all five gunshot wounds were fatal. Still, the coroner’s office said it ordered up the inquest for an independent review of the findings in the highly scrutinized case “in the interest of public transparency.” The hearing came amid heightened tensions between Villanueva and county officials who accuse him of stonewalling oversight and rebuffing efforts to hold him accountable. Four witnesses did testify in the morning: the medical examiner who performed the autopsy, a coroner’s investigator who responded to the scene and wrote a summary of the incident, and two firefighters who tried to save Guardado’s life. They answered questions from county attorneys, offering a glimpse into the aftermath of the shooting that the public normally wouldn’t get until a civil or criminal trial. Kevin Young, a deputy medical examiner, testified that the location of the bullet wounds indicated Guardado had his back to the gun when he was shot, and that he could have been on his knees or lying prone on the ground. Young said Guardado would have been able to move his hands and arms after he was struck by the first gunshot. A journalist with L.A. Taco who interviewed a witness whom county officials couldn’t locate and the forensic pathologist who conducted a private autopsy for Guardado’s family testified in the afternoon. In video interviews, the witness told the journalist that Guardado was on his knees with his hands behind his head when he was shot. The coroner’s office subpoenaed investigative documents from the Sheriff’s Department, which provided them to the hearing officer under seal. Before making her findings, Cooper will also review the department’s earlier news briefings on the shooting investigation. Cooper said she wouldn’t make a finding Monday and adjourned the hearing, leaving open the possibility of calling more witnesses. It’s unclear when the proceedings will resume, or if there will be an effort to compel the four sheriff’s officials to testify. Not much of what was presented publicly Monday was new. Lt. John Satterfield, a Sheriff’s Department spokesman, said the “overwhelming majority” of information presented Monday came from a briefing the Sheriff’s Department held months ago. “If +90% of what was learned today…was (publicly) actually released by the sheriff months ago, how is he stonewalling accountability?” he said in a text. The inquest was recommended by the Board of Supervisors earlier this year amid nationwide protests over police brutality, with Guardado’s shooting reigniting calls for accountability and transparency within the department.
I can’t think of a more Important Story to write about on this day. Sure there are many other subjects like who is going to be the President of the United States of America. Let me tell you why I choose to write about former Deputy Juan P. Lopez on this day.
For me there is no more Important subject in San Mateo County than Corruption, and Abuse of Authority and Office.
I was on the phone with Juan Lopez when he was Arrested with guns to his head Six Years ago. That’s right I said Six Years ago.
Zain Jaffer was Arrested for Attempted Murder and 6 Felonies. His Criminal case went through the San Mateo County Justice System in less than 9 months, and that included the Preliminary Hearing where all charges were approved by the Evidence and Testimony presented in Court. The Attempted Murder Charge was never charged by the District Attorney’s Office for some reason. Arrested October 15, 2017 DISMISSED July 2,2018.
I was hoping to hear from Zain Jaffer by now to share with him some cases of abuse by the District Attorney’s Office, Wrongfully Charged, Over Charged etc. As he claimed he was interested in helping now that he knew how it felt to be Wrongfully Charged. San Mateo County Sheriff Sergeant Michael Otte who worked in Half Moon Bay Patrol Committed Perjury in Judge Lisa Novak’s Courtroom, He was on the Witness Stand under oath and he lied about videoing with his cellphone the arrest of a female Half Moon Bay Resident. The Judge, Sheriff Office, District Attorney’s Office, and David Silberman of the San Mateo Counsel were and still are aware of the PERJURY. Sergeant Michael Otte was never charged as a matter of fact Sheriff Carlos G. Bolanos not only allowed him to retire he gave him a retirement send off.
San Mateo County Sheriff Sergeant Louis Aquino Arrested by Redwood City Police Department for DUI. RWCPD has two Daily Activity Log records. His arrest was not made public. I was the first to report it.
San Mateo County Sheriff Lt. Kristina Bell 911 Domestic Violence Call to her residence by her partner, Redwood City Police at her home for hours. No ARREST made. Violation of San Mateo County Domestic Violence Policy. This response by RWCPD was not made public by the Police Department. I was the first to report it.
San Mateo County Sheriff Employee Barbara Bonilla who was the Executive Director of the Sheriff Activities League was escorted out of her office on Feb. 10, 2020, She has resigned from the Sheriff’s Office which is a Big Deal, She has been removed from the State PAL and Federal PAL Boards. The Sheriff’s Office and the Department of Justice have and are Investigating her for Embezzlement and Laundering of SAL Funds. She has not been charged with any crime yet. That’s 10 months of a “Those Who Matter” person not being charged by the DOJ. That is longer than the Zain Jaffer case from Arrest to DISSMISSAL. I was the first to report it.
The Department of Justice has received a letter from the City of Half Moon Bay requesting an Independent Criminal Investigation of the Sandra L. Harmon Homicide by Sheriff Deputies on May 5, 2020. This is a Historical Request by a City Council and it is Very Healthy to question Authority especially when so many False statements by Sheriff Carlos G. Bolanos and District Attorney Steve Wagstaffe were made to the Public.
San Mateo County Sheriff Sergeant Jason Peardon recently received a Distinguished Medal from Sheriff Carlos G. Bolanos. I have publicly stated and written about Sergeant Jason Peardon being a Brady Officer. The City of Belmont has finally provided the Court with the documents that Juan Lopez’s attorney had to sue them to provide. He will be on the Witness stand in the Juan P. Lopez Criminal Trial hopefully going before a JURY soon.
Some of you know I have been recommending an AUDIT of the Sheriff’s Office, District Attorney’s Office, Coroner’s Office, Private Defender Program etc. Audits are the easiest way to assure honesty in the performance of these offices San Mateo County.
