Half Moon Bay Beaches OPEN Labor Day Weekend.

Half Moon Bay City Council voted 5-0 last night to keep the Beaches in Half Moon Bay Open while Monterey County, Santa Cruz County and the City of Pacifica have decided to Close Beaches and Parking Lots.

There is a Worldwide PANDEMIC, No Cure, No Treatment, No Vaccine but that has never been a concern for San Mateo County Leadership. They have consistently been dedicated to Staying off of the States Watchlist, or Getting Off of the States Watchlist. That might be why they have made so many changes to the Data Base, None of it matches.

Back to the Beaches of Half Moon Bay you can’t blame the elected officials in this case, so many moving parts and they don’t get paid for this. The City Manager, Assistant Manager, Sheriff, Chief of Police they do, the Chief who by the way said he would make some calls to see if he could get some extra staff to enforce the closure of Beaches if they voted to close. Think about that, He didn’t say Of Course I will get the extra staff I need to enforce your decision. This is San Mateo County, now known as Silicon Valley and the Police Chief says its going to be tough to enforce it. All five council members were OK with his response.

Even from a simple Math point of view, This is a very bad idea. Half Moon Bay and the SMC Coast experience Gridlock on normal weekends, watch what happens now. This is an invitation to the world the Party is in Half Moon Bay this Labor Day Weekend.

X San Mateo County Sheriff Activities League Executive Director Barbara Bonilla, Investigated for Embezzlement & Money Laundering.

There is no question Barbara Bonilla stole a lot of money from SAL. The question for San Mateo County Residents is so what, Who is going to do anything about it? You can already tell how this is playing out. Nobody said a word until it was finally written about.

Barbara Bonilla was also the former campaign manager for Carlos G. Bolanos for Sheriff 2018. I first reported that she was on Administrative Leave in an article dated February 28, 2020. Now thanks to another Concerned Citizen named John Ullom we have a much clearer picture of what has been taken place behind the scenes of Law Enforcement in California. Today I have asked the Sheriff of San Mateo County Carlos G. Bolanos if he would answers a few simple questions, He has refused to answer so far, I will publish if and when he responds.

Can you tell me What agency escorted Barbara Bonilla out of her Office at SAL and what date did that action happen?
What date did she resign from the San Mateo County Sheriff’s Office?
Is the Investigation by Sgt Michael Leishman completed and if so what date was it completed and what was his recommendation?
Has she been arrested or charged yet?

To my knowledge Barbara Bonilla has not been charged with any crime and she has not been arrested, which makes her resigning from the SMC Sheriff’s Office in May even more questionable.
The DOJ has been conducting the criminal Investigation and San Mateo County Sheriff Sgt. Michael Leishman has been conducting some type of Internal Investigation most likely not criminal.
I do know that a Search Warrant and hopefully an arrest was expected on April 2, 2020. As of today there is NO Official Statement from the DOJ. Another interesting point is the Fact that SAL has Never been Audited. That is a terrible idea. Another terrible idea is how many Sheriff Employees were involved in this investigation. District Attorney Steve Wagstaffe recused himself and his office because he is on the Board of Directors of SAL.
Now we wait to see what the DOJ is going to do. Remember Barbara Bonilla is not charged with any crime and has not been arrested. It’s been 7 months.

SMC Sheriff Carlos G. Bolanos should RESIGN.

As some of you know I personally requested Carlos G. Bolanos resign from San Mateo County Law Enforcement on May 14, 2007 Certified Mail.

Sheriff Carlos G. Bolanos has a bad habit of lying to the public. He has been doing that for a long, long time. San Mateo County Supervisors Warren Slocum, Don Horsley, Dave Pine, Dave Canepa and Carole Groom, County Counsel John Beiers, David Silberman, County Manager Mike Callagy are all fully aware of this and are not only fine with this fact but endorse this behavior.

Recently Sheriff Bolanos after 45 days released a video presentation of the Execution of Unarmed Sandra Harmon on May 5, 2020 7:25 PM at 845 Main Street Half Moon Bay, California. Sheriff Bolanos was quick to inform the public that she fired her shotgun at Deputy Dominguez who was taking cover behind his SUV Patrol Vehicle which was parked sideways right in front of her about 20 feet away. He reports to his sergeant that she fired two rounds which just happens to be all the shotgun holds which means it is now empty. Threat is diminished substantially. Adding to that threat downgrading is the fact that she no longer is in possession of the shotgun. At the 8:00 mark of the video provided to the pubic by Sheriff Bolanos you can hear Deputy Dominguez yell Put you hands up and see Unarmed Sandra Harmon with hers hands up and above head you can also hear FIVE shots being fired at her by 8:06 mark. Why?

Sheriff Bolanos is a master at misinformation, he and most of the media focus on Sandra Harmon Jay Walking & Reaching for an Empty Gun instead. If that sounds familiar it should Chinedu Okobi killed by 6 Sheriff Employees October 3, 2018. All violated their Oath refused to provide medical aide for more than 8 minutes and Lied about it.

San Mateo County Residents should ask Sheriff Bolanos What is your policy regarding a Deputy shooting at an Unarmed citizen? So far it is Kill Now Lie Later.

Sheriff Bolanos doesn’t mention it at all. He should RESIGN. Sheriff Bolanos tells us that Deputy Dominguez did not turn on his Body Camera for the conversation and shooting of Sandra Harmon. I might point out Deputy Dominguez has not said that. Deputy Dominguez went by himself to the motorhome with no body camera on is the story Carlos Bolanos is pushing. Why would a reasonable person believe that?

The good news is even if that were true, it really doesn’t matter because the In-Car Camera /Audio System will have recorded his conversation and we will be able to clearly hear the Shotgun Blasts. A reasonable person would expect to see damage to the patrol car with 2 rounds fired at a Deputy taking cover behind it less than 20 feet away.

What did Sergeant James E. Goulart recommend? What was the plan if he encountered the woman with a Shotgun, why was he alone?

That is exactly what happened when Yanira Serrano-Garcia was killed by Sheriff Deputy within 20 seconds of exiting his patrol vehicle. He was alone and No Plan. That 911 call was a Non Emergency Medial assistance call.

The use of Axon II Body Worn Cameras is intended to enhance the mission of the San Mateo County Sheriff’s Office by capturing contacts between members of the San Mateo County Sheriff’s Office and the public. The San Mateo County Sheriff’s Office issues Axon II Body Worn Cameras to members for use during the performance of their duties. Members who are assigned a Axon II Body Worn Camera shall wear the device when working uniformed assignments and will activate the Axon Body II Worn Camera as provided by this policy. 

The San Mateo County Sheriff’s Office equips marked patrol vehicles with an Axon in-car camera system. Members will use the Axon In-Car Camera System in conjunction with their Axon Body II Worn Cameras during the performance of their duties. Members who are assigned a marked Sheriff’s Office patrol vehicle will use Axon In-Car Camera System as provided by the In-Car Camera System policy.

Supervisor Don Horsley is Dishonest. It’s that simple.

Think about this when you read the Nice description below about children and San Mateo County Sheriff Deputies, This goes back to when Supervisor Don Horsley was Sheriff of San Mateo County and had a Deputy Mary Koziol R.I.P. who worked as Resource Officer at Garfield Elementary School K-8 in Menlo Park. Her partner reported her sleeping with a female student at that school to SMCSO Sgt. Al Cantera who reported it to Victoria O’Brian who reported it to Sheriff Don Horsley, The results he had a talk with her, she didn’t stop he promoted her to Sgt.

Ask Supervisor Don Horsley what actions he took as Sheriff when he learned she was having sex with one of the female students? Remember K-8

SAL was founded in 1997 by former Sheriff Don Horsley with the purpose of strengthening relationships between youth, deputies, and communities to aid in the intervention and prevention of juvenile delinquency in San Mateo County through positive, dynamic programs. The program was in North Fair Oaks and had a small presence on the coast, serving approximately 1,000 youth per year. In 2009, former Sheriff Greg Munks expanded the SAL program to 12 locations throughout the county, increased deputy support and established a community policing substation that was a permanent home for SAL programs. The program grew to serve approximately 3,500 youth per year.

Today, under the leadership of Sheriff Carlos Bolanos, the SAL program continues to thrive and is serving over 11,000 youth per year in programs, presentations and special events throughout San Mateo County. In light of events in 2015, President Obama called for law enforcements agencies to engage in community policing to build relationships with their communities. The San Mateo County Sheriff’s Office, thanks to our leadership, has been engaged in community policing practices for over 20 years and continues to be a progression organization that adapts to the needs of our communities.

Now S.A.L. is in the News again this time for Embezzlement of $500K-$800K. Sheriff Carlos G. Bolanos says he expects the Attorney General of California to finish it’s Investigation within 3 weeks. When did the A.G. Office open it’s investigation?

The former Executive Director Barbara Bonilla was Escorted out of her office February 10, 2020 and placed on Administrative Leave. I wrote an article about it on February 28, 2020. She also was a top official with California PAL and National PAL.

Would you like to make any comment at this time, When did you first became aware of it, did you report it to the A.G.?

Don Horsley chose not to answer any of my questions, He did make comments to HMBR reporter Libby Leyden, Horsley said “he was only aware that Bonilla was on administrative leave.”

I had to laugh when I read that because I would not have been able to write my article February 28, 2020 if it had not been for Supervisor Don Horsley talking about Embezzlement by Barbara Bonilla, and another individual that Don named which I will not name at this time.

The real story here is the hiding from the 750,000 SMC residents for 5 months an Embezzlement case. One of the main reasons to hide it is to make sure the guilty people are never charged. The coverup how many great corporations are involved with Sheriff Activities League. The money is stolen from the kids, how many prominent leaders in SMC knew for 5 months about the embezzlement and kept their mouths shout.

That is a Great Lesson to teach our children of San Mateo County.

October 18, 2019 Article about Chinedu Okobi Homicide by six San Mateo County Sheriff Employees. In response to questions about Sheriff Carlos G. Bolanos issuing 3 News Releases 2 on October 3, 2018 and 1 on March 1, 2019 all containing False statements.

Supervisor Don Horsley said that he thinks that the sheriff’s office has been transparent through the investigation and was unconcerned that it took five months for the inaccurate information to be corrected.

“I think it was good of them to correct the statement,” he said.

The reality is Don Horsley was ok with the lies for 5 months and then He lied about them being corrected. Sheriff Carlos G. Bolanos NEVER corrected the False statements he just Deleted it.

It’s been 5 days since Sandra Lee Harmon was killed. The names of the Deputies involved have not been released, the Videos, Audios, 911 call transcripts, name of Hospital, who provided life saving measures and for how long. What type of Shot gun, single barrel? Double barrel? How did it get on the ground? Did she comply with the orders to Put the gun down? Did she fire first? the video and audio would solve that question?

There is a slight possibility that the Sheriff’s Office story is true but the past behavior in Homicide by Law Enforcement (Okobi) is the example the residents of San Mateo County should Not believe anything Sheriff Carlos G. Bolanos says or provides in a News Release.

The only fact that we know is that she was killed by San Mateo County Sheriff Deputies in the back parking lot of 845 Main Street, Half Moon Bay, California early evening on May 5, 2020.

San Mateo County Sheriff Office issued a tweet “Upon arrival, Deputies gave her multiple verbal commands to drop her weapon. She did not comply and fired her shotgun at Deputies. Deputies returned fire, striking the woman.  Following lifesaving efforts on-scene, she was transported to the hospital and succumbed to her injuries.”

If that sounds familiar it should, Sheriff Carlos G. Bolanos Press Releases. Always make the deceased look guilty.

October 3, 2018 the Sheriff Office News Release issued just hours after the Chinedu Okobi Homicide by SIX San Mateo County Sheriff Employees.

“The deputy exited his vehicle to contact the suspect and the suspect immediately assaulted the deputy.” ” The suspect was also transported to the hospital where it was later learned that he died. Both of these are completely False statements remained on SMC website for 5 months.

October 3, 2018 Sheriff’s Office issued a second News Release where they Omitted the sixth SMC Employee CSO Joseph Gonzales.

Sheriff’s deputy Mehn Trieu arrived at the scene alone and fired a single shot within 20 seconds of exiting his vehicle. After he met with his attorneys he made this statement. Seeing “Yanira SerranoGarcia put the fear of God in him.

Errol Chang was killed by Daly City Swat Team called by Pacifica Police. They got tried of waiting, ordered into the tiny house.

San Mateo County residents you have 5 elected people who are responsible for this result reoccurring. They are the Supervisors.

Her family is requesting financial help at this time Bringing Sandie Home.

San Mateo County Sheriff Sergeant Michael E. Otte Committed Perjury, Why wasn’t he charged? Selective Prosecution.

On January 4 and 5, 2017, Hon. Judge Lisa Novak heard a motion to dismiss in People v. Rachel Quintana (No. 16-SM-001677) San Mateo County Sheriff Sergeant Michael E. Otte testified under oath that he did not take a video of the arrest on his cellphone. Another SMCSO Deputy NICHOLAS P. Kostielney on February 2, 2016 Filed a supplemental report after the arrest Kostielney stated that “no cellular telephones possessed any video footage of the incident.” The arrest date was August 28, 2015 so that gave Kostielney 5 months to make that statement. Filing a false police report is a crime.

As it would turn out a person at the arrest took out his cellphone and videoed Sgt. Otte videoing the arrest. Also Judge Novak’s Bailiff came up to her and reported that he had viewed the video Sgt. Otte just lied about under oath. Good Job to the bailiff.

January 20, 2017 at a Judges Meeting, Judge Lisa Novak informed the Court’s Judges that she had made a finding that SMCSO Sergeant Michael E. Otte Perjured Himself.

How many Judges attended the Judge’s Meeting and have known from that moment on that at least two San Mateo County Sheriff Employees committed perjury and did not make sure that the District Attorney’s Office Prosecute them. How many Attorneys at San Mateo County Counsel’s Office know this information. Finally how Supervisors of SMC and their staff know this information.

The D.A.’s office does in fact charge some people with perjury, 4 witnesses in the Sunny Day Murder trials as an example.

Also this relationship that Judge Novak shared should be broken up.

She noted the close relationship between the sheriffs office and the court and cited the need to have an unqualified trust relationship with this partner.

 

Judge are the safety net for the public, The public trust is at stake here they are counting on the judges to no allow Prosecutorial Misconduct, or Law Enforcement Misconduct or Misconduct by County Counsel. Why didn’t Judge Lisa Novak have Sheriff Sergeant Otte come back to court and explain why he used his cellphone to video an arrest in the first place and why did he just lie under oath in her court?

When San Mateo County Sheriff Sergeants, Deputies lie under oath in Courts the Jury tends to believe them as they should.

Chinedu Okobi In-Custody Homicide. SMCDA Inspector Gregory Giguiere got it right. 6 Involved Parties

San Mateo County Board of Supervisors met in Closed Session yesterday Jan. 14, 2020 to discuss settling the Maureen Okobi vs. San Mateo County and 5 of its 6 Employees case.

Maureen Okobi is the mother Chinedu Okobi who was legally walking down the sidewalk on the Millbrae side of El Camino Real at 1:00PM on Wednesday October 3, 2018. After interacting with SIX San Mateo County Sheriff Employees for 9:10 he was completely Unresponsive. When a monitor was put on him 10 minutes later it was Flatlined. At San Mateo County District Attorney’s Office closed to the public Press Conference on March 1, 2019 Steve Wagstaffe was asked by KQED Reporter Julie Small “What was the Manner of Death?” At that point he confirmed what SMCCO Deputy Coroner Heather Diaz reported in December 2018. Chinedu Okobi’s death was ruled a Homicide.

The only San Mateo County District Attorney Employee to Include SMCSO Employee civilian CSO Joseph Gonzales was SMCDA Inspector Gregory Giguiere 80215

So the question is Who & How many San Mateo County Employees/Elected Officials had knowledge and were involved in the False Narrative of FIVE SMCSO INVOLVED PARTIES.

It’s pretty simple if you are willing to Falsify Police Reports, and produce 3 False Sheriff News Releases (Sheriff Carlos Bolanos & PIO Rosemary Blankswade) Why should the residents of San Mateo County believe anything you say or report?

San Mateo County District Attorney’s Office Top Two Investigators being Investigated. By Who?

This might come as a surprise to the residents of San Mateo County but Attorneys file False Instruments with the Courts every single day, Would the San Mateo County Counsel’s Office do it? Sure it’s possible, lets find out. The District Attorney’s Office had 73 days to Investigate Massey and Warren, why the long delay. Who’s left in the D.A.’s office to conduct an Internal Investigation of the top two anyway?

Update: 1/10/2020 San Mateo County Counsel Attorney Joseph F. Charles appeared and his two clients D.A. Inspectors William Massey and John Warren remained outside the courtroom for several hours. They did not take the witness stand but never the less it was good to see them there. Mr. Charles asked for and got his Motion to Quash Subpoenas filed Jan. 07, 2020 SEALED. Why would he ask for that?

Another attorney (female) from San Mateo Counsel Office representing the Five Sheriff Employees who were there to testify and one unnamed Sheriff Employee involved in a Belmont “incident” while not on duty many years ago, and had nothing to do with Sheriff Deputy Juan P. Lopez ( according to her) was there to make sure the Belmont Police report was not only not made public but that Juan Lopez’s Attorneys could not see it either. The Judge temporarily SEALED it to give the Government time to file a motion to seal.

Note: Attorney David Washington sued the City of Belmont November 13, 2014 for not providing the Police Report involving Sgt. Jason Edward Peardon, I know this because I filed the suit and personally served the City of Belmont Attorney. The PADP did a story on it the next day, the attorney claimed the suit was unnecessary and a phone could have resolved this matter. Within a couple of days the City of Belmont retained a Law Firm across the bay and Never provided the Police Report.

The Statement by San Mateo County Counsel that “Sheriff Sergeant Jason Peardon has nothing to do with the Sheriff Deputy Juan P. Lopez.” case is Laughable, He is the Juan Lopez case. Finally the Belmont Police Report surfaces only to be SEALED.

According to a Motion to Quash Subpoenas filed Jan. 07, 2020 by Deputy Counsel Joseph F. Charles SBN 228456 in Case No. NF433910A former Sheriff Deputy Juan P. Lopez. Mr. Lopez’s next court date is Tomorrow Jan. 09,2020 9:00AM SSF court Hon. Judge Danny Chou.

San Mateo County Counsel John Beiers Office just filed a motion Yesterday Jan. 7, 2020 to Quash Subpoenas for District Attorney’s Office Senior Inspector William Massey and Chief Inspector John Warren to testify tomorrow.

“In response to the October 28, 2019 Citizen Complaint served by Defendant Lopez, the San Mateo County District Attorney Office has commenced an Internal Investigation into  the allegations made by Defendant in his October 28, 2019 Citizen Complaint has recently commenced, is ongoing, and will not be completed until after the completion of the Defendants underlying criminal trial.” This internal investigation subsumes all of the factual issues raised in the Citizen Complaint which include events that transpired as far back as 2015. More importantly Defendant’s criminal trial is likely to reveal the names of witnesses, events, information and additional evidence directly relevant to the District Attorney Office internal investigation into alleged misconduct (and potentially criminal misconduct) allegedly engaged in by law enforcement personnel.

How do they know when x Sheriff Deputy Juan P. Lopez’s underlying criminal trial is going to be completed?

What date was this Investigation opened and Who is conducting it?

Why wasn’t this Investigation opened several years ago when Sheriff Deputy Juan P. Lopez filed a lawsuit with the exact same complaint?

As you may know by now, yesterday the court ordered the Citizen’s Complaint and any information related to it including the DA’s internal investigation, sealed from disclosure as a confidential record.  Therefore, the County is not at liberty to discuss the investigation or answer any questions about it because to do so would violate the court order.

Could you please provide me with that photo or an explanation as to why the Sheriff’s Office does not think they need to.
Can you confirm his Driver’s License has been suspended for refusing the chemical test?
Is he on Administrative Leave or is he on his normal duty?

Update: 10/24/2019 Congratulations to the Palo Alto Daily Post for their Front Page Story on Sheriff Sergeant Lou Aquino’s DUI Arrest on September 14, 2019. That is 23 days after the SMCN.com article. They are the only one of 7 Print Media in San Mateo County to inform the public. The San Mateo Daily Journal placed it on the Website version I asked Jon Mays if he published it in print copy he has not responded. Sheriff Carlos G. Bolanos and PIO Rosemary Blankswade refuse to even respond to my request for his Booking Photo.

Update 10/21/2019 There is no blood alcohol result because he refused to submit to a chemical test as required by law. This means for the ordinary resident your Drivers License is suspended for 1 year.

Update: 10/17/2019 Sheriff Bolanos and PIO Rosemerry refuse to even respond to my e-mail request for Booking Photo. Why? It’s public information.

I know when you read the date below you are going to think this is old News and you are correct. I will say that I am the first News Media to inform the public about it, this is an example of a Those Who Matter case. Special Treatment, What the public doesn’t know won’t hurt them etc. No statement from Sheriff Carlos G. Bolanos, No statement and even more important No Charges by District Attorney Steve Wagstaffe, Why?

Steve Wagstaffe informed me this morning 10/02/2019 that his office has not received the case from Redwood City Police Department and that would explain why No Charges if it were true, so I sent RWCP an e-mail. Gary Kirk responded RCPD filed the case with the DA’s Office on September 23rd. On September 27th, we received a request for additional information for prosecution from the issuing DA. You may want to call them back to clarify the information they provided. The DA’s case number is 0811082.

September 14, 2019 The Redwood City Police Department arrested San Mateo County Sheriff Sergeant Luis Dejesus Aquino for DUI last week after he crashed a car (not his) the car belonged to San Mateo County Sheriff Lieutenant Victoria A. O’Brian.  Location of arrest was Broadway/Arguello St, which just happens to be where the DSA building is located. The arresting Officers transported him to First Chance in Burlingame where he was refused acceptance reason being he was to “Belligerent”. He was than transported to Maguire Jail where he was booked. He had attended a retirement celebration at the Deputy Sheriff Association (DSA) Building on Broadway Street Redwood City, prior to being arrested. So much for “Friends don’t let Friends Drive Drunk.” or “Let me call an UBER, Lyft or a Cab for you.” Better yet “I’ll drive you home.”

His attorney is Josh Bentley. You might ask why do you need an attorney if No Criminal charges are filed? Who called Mr. Bentley and When?

Redwood City Police did respond to my inquiry of the DUI Arrest of Sergeant Lou Aquino and confirmed it. Thank you RWCPD.

SMC Sheriff Carlos G. Bolanos has refused to provide me with the Booking photo. He has remained Silent on Sheriff Sergeant Lou Aquinos’ arrest. Here is what he was saying just two weeks before the arrest.

“Labor Day should be a time for friends and family to come together to enjoy the last days of summer,” said Sheriff Carlos Bolanos. “We need commitment from our community members that they’ll keep the streets free of drunk drivers so that everyone can have a safe holiday. This is a campaign to get the message out that drunk driving is illegal and it takes lives. Help us put an end to this senseless behavior,” he said. 

The San Mateo County Sheriff’s Office and NHTSA are reminding citizens of the many resources available to get them home safely. “Drunk driving is not acceptable behavior,” said Sheriff Carlos Bolanos. “It is essential to plan a sober ride home before you ever leave for the party. That’s why, during the Labor Day holiday, we will make zero exceptions for drunk driving. There are just no excuses,” he said.

Chinedu Okobi R.I.P. In-Custody Death.

The Taser Part of the story.

October 3, 2018 Millbrae, California Chinedu Okobi died In-Custody of Six San Mateo County Sheriff Employees. Not Five.

October 15, 2018 San Mateo County District Attorney Steve Wagstaffe  said “Two Deputies used their tasers multiple times and Okobi died.” That’s 12 days the DA has had the facts.

October 17, 2018 Senior Inspector Bill Massey receives the AXON data for the Tasers from Sergeant Bob Pronske. It shows 7 deployments from Deputy Wang’s Taser 6 with full 5 seconds discharges and the 7th with a 4 second discharge. So that is 1 Deputy with 7 activations.

Now add at some unknown date Rick Decker who’s boss is Inspector Bill Massey and he changes the story to a few activations.

So we went from Two Deputies to One Deputy with 7 activations, to One Deputy with a few activations.

How does this information keep changing?
