This e-mail was sent 14 minutes before the Board of Supervisors Meeting on January 25, 2022. Alex Tourk is the Owner of a Public Relations Firm and his monthly fee has been reported to be $15,000 per month. SMC County Manager Mike Callagy hired him, Did he need the Supervisors permission for that hire, or is he paying for Mr. Tourk’s services out of his own pocket.

So based on these two e-mails 2 minutes apart we can see the Michelle Durand had a conversation with James Brown the President of Wine Country Marines about ABC7 attending by ZOOM the BOS meeting that starts in 16 minutes. Wouldn’t all Governments want the Public’s Business to be viewed by the Public and wouldn’t they welcome the News Industry and Reporters to attend.

Think about that for a moment, it’s a San Mateo County Government Public Meeting on Zoom.

Who was Alex Tourk concerned about getting out of line?

There was only one Supervisor that even bothered to ask any questions and that was David Canepa. Don Horsley quickly jumped all over him.

At the 330:35 mark Supervisor/Candidate for Congress David Canepa asks this question, “There is some PPE that has gone unaccounted for right? That was a great great question, it’s too bad he didn’t wait for Mike Callagy to answer it. ABC7 Investigative reporter Dans Noyes who broke this story on January 13, 2022 reported a “CONVOY of garbage trucks filled up with brand new PPE” in the previous 2 months that would have been November-December of 2021.

At the 3:33:00 you can hear Don Horsley the President of the Board of Supervisors interrupting Supervisor David Canepa’s question. Did Don think David was getting out of line?

The San Mateo County PPE Scandal continues to grow as is always the case when the simple facts are lied about. It’s always the Coverup that becomes the story.

San Mateo County Government doesn’t want a citizen/resident, or employee asking any pesky questions like, How did you choose the Wine Country Marines of Sonoma California to distribute the more than $10M of PPE on January 25, 2022? How many other 501C’s from San Mateo County did you consider?

San Mateo County, why would Mark Church Reject This?

Dear Chief Elections Officer Church,

I’m very excited that Board of Supervisors President David Canepa, along with San Francisco County Board President Shamann Walton, has petitioned the Secretary of State to create regulations that will allow San Mateo County and other counties to conduct pilot projects for an open-source paper ballot voting system in the November 2022 election.

Nothing is more important to democracy than confidence in the security and transparency of our elections.  As former Governor Jerry Brown said just last Friday in San Francisco, “These voting machines have to be…open to observation. We gotta know. There can be no obscurity here — nothing, nothing hidden. That’s what open source means. I’m all for it.”

It is simply unacceptable that San Mateo County and other counties can only choose from expensive commercial vendors that use secret software.  That’s why I’m hoping you’ll join President Canepa and take advantage of the tremendous opportunity that San Mateo County has to conduct a small pilot project of a non-profit open-source voting system at no cost to the county.

If successful, a proven open-source voting system could end up saving San Mateo County millions over current corporate vendors — and give all voters more confidence in the transparency of its voting systems.

I’m hoping you’ll join President Canepa and President Walton in leading California and the nation towards more options and greater transparency in its elections systems.

Dear Brent,

Thank you for your email in support of Open Source Voting Systems.

While Open Source Voting Systems are potentially viable for future elections, our in-depth 2018 Election System Request for Proposal (RFP) established that no Open Source Voting Systems met the stringent certification requirements established by the Office of the Secretary of State.

The Dominion Democracy Suite Voting System was selected as a result of its extensive experience in state and national elections along with its ease of use, efficiency, accuracy and ballot design. The   Dominion Voting System is used by over 40 counties in the State of California, establishing a secure network of users and support systems. Our experience with the Dominion Voting System over six elections has been positive in terms of ease of use, transparency and accuracy. Rather than purchasing our Dominion Voting System, we decided to lease our system in order to allow the development of Open Source Voting Systems as a possible alternative in the future.

In 2022, my office will be focused on the post-Census redistricting process and conducting the Gubernatorial Primary and General Elections. At this juncture, our office is not positioned to pilot the development and implementation of an untested voting system. Nonetheless, I am committed to considering Open Source Voting Systems as these systems become available and are certified in the State of California.

Dr. Scott Morrow issued a statement Yesterday Jan 19, 2021. Here are the takeaways. Plan for 1 more year.

Late Summer is August “Many will get first dose by late summer.”

“If you are confused, don’t be alarmed. We are all confused,” Morrow said residents should instead focus on practicing gratitude and patience.

“The solution is to ramp up production,” said Morrow, adding, “I don’t know how feasible this is.”

It’s unclear how many doses have actually been shipped into the county or how many have been administered. Other than the fraction of doses shipped to County Health, local officials are unable to track shipments to multi-county health care providers or the commercial pharmacies treating long-term care facility residents and staff.

Getting vaccinated will not immediately exempt inoculated residents from COVID-19 health restrictions, noted Morrow who suggested mask wearing, social distancing and not gathering will be necessary through most of the new year.

Let’s give the new Federal Administration who is actually interested in giving the vaccines to the American Public a couple of weeks to see what they say.

    Last weeks Burlingame’s Facility outbreak brought back memories for me personally, that is where my father spent the last days of his life.
    I think we can agree this population is the most likely to fill the Hospital ICU beds once they get COVID-19 and most likely to die.

San Mateo County 12,000 COVID-19 Vaccines injected in Arms.

Last week I asked San Mateo County Manager Mike Callagy how many vaccine injections into arms have taken place in the entire county. Once I saw that Operation Warp Speed being promoted by our Federal Government telling us that 20,000,000 Americans would be vaccinated by December 31, 2020 was really less than 3,000,000, I wanted to know what is actually happening in San Mateo County.

This morning I received an e-mail from SMC Manager Mike Callagy in response to my question.

 Over 12,000 individuals have been given their 1st dose.

San Mateo has about 750,000 residents.

San Mateo County President of Supervisors David Canepa wants to close Schools.

SMC Supervisor President David Canepa

President of the San Mateo County Supervisors wants to close all schools. San Mateo County has 1 available ICU Bed. That’s 1 for the whole County. Santa Clara County next door has 1 Death and 60 Emergency Room Staff that are Positive for COVID-19.

San Mateo County is supposed to have 25% of it’s ICU Beds and trained staff available. If the number of ICU Beds and Staff total number is 82 than 21 ICU Beds and Staff should be available, again today SMC has 1 available. That is what everybody should be worried about.

“To even have conversations of keeping schools open, probably not the most responsible to do at this point in time.” said Supervisor David Canepa.

It’s interesting that it has taken this long for an Elected Supervisor of San Mateo County to take this position. Now lets see what happens.

S.J. Kaiser Permanente 43 ER Staff COVID-19 Positive.

Update: Jan.5, 2021 Now 1 Dead 60 Positive, the deceased worked on Christmas Day.

The health and safety of our patients, employees, and physicians is our highest priority. To date, we have determined 60 staff members out of those present in the Kaiser Permanente San Jose Emergency Department on Dec. 25 have tested positive for COVID-19. Working with our infectious disease specialists, we are continuing to investigate the outbreak to determine the potential causes and using contact tracing to personally notify and test anyone exposed, based on CDC and public health guidelines. Given the prevalence of COVID-19 in our communities, it is often difficult to pinpoint the specific exposure leading to COVID-19 infection.

43 staff members at the Kaiser Permanente San Jose Medical Center Emergency Department tested positive for COVID-19 between Dec. 27, 2020 and Jan. 1, 2021 Thats six days.

That’s Santa Clara County right next door to San Mateo County, That’s also 43 Staff Members that must be replaced during a staffing shortage.

San Mateo County is Now under Stay at Home Order until January 7, 2021

Redwood City – As COVID-19 cases and hospitalizations surge and ICU capacity declines, San Mateo and 10 other Bay Area counties are under a mandatory Regional Stay At Home Order that takes effect Thursday, Dec. 17, at 11:59 p.m.

The order prohibits private gatherings of any size, except for outdoor church services and political demonstrations. Restaurants must stop offering in-person dining and can offer only take-out and delivery.

Many businesses and activities must close, including salons and barbershops. Retail can remain open at 20 percent capacity. Nonessential travel and the use of hotels or short-term rentals for leisure is banned.

The state of California announced the order today as regional ICU bed capacity fell below 15 percent, a trigger threshold. The order is meant to prevent crowding and mingling among non-household members and overwhelming the health care system.

The order is less sweeping than the lockdowns ordered in the spring. People can continue with essential activities like going to the doctor, buying groceries and picking up takeout food.

The rules will remain in effect for at least three weeks.

I call this Happy Talk because Without Enforcement and a real Stay at Home Order in place this is just Silly Talk. Dr. Scott Morrow is the only person who has the authority to issue a Stay at Home Order.

San Mateo County Health Officer Dr. Scott Morrow “the need for people to take personal responsibility over their actions and risks.” Everybody knows that is Not going to Happen.

SMC County Manager Mike Callagy

“We are in a public health crisis with alarming rates of COVID-19 transmission,” San Mateo County Manager Mike Callagy said in a statement. “While we absolutely support our local business serving our local community, we do not want nonessential travel and nonessential activities such as crossing counties for an outdoor restaurant or salon. This is the time to stay close to home.”

Who is going to listen to a County Manager? It would have been nice if his statement said We Absolutely Support our Healthcare Workers but it didn’t.

San Mateo County Supervisor David Canepa implored outsiders to stop visiting.

‘You respect your stay-at-home order in your own county. Please respect our ‘stay out’ order in San Mateo County.’ ”

This is the best example of Silly Talk, There is NO Stay Out Order, this comes from one of the Five Supervisors of San Mateo County.

This is probably the most important statement in the article.

San Mateo County has reported an average of 354 new cases per day, a 120% increase from two weeks ago, according to The Times tracker.
