San Mateo County there is reason for hope in the Law Enforcement Homicides of Errol Chang, Yanira Serrano Garcia, Chinedu V. Okobi, Sandra Lee Harmon and Roger Allen. Did San Mateo County Grand Jury ever convene for any of the above homicides? I don’t think so, Why not? Even if they did A.G. Rob Bonta just proved why they are not that important.
Independent and thorough review of the evidence and the law. That has always been what is important.
Salvador Sanchez, 32 former Los Angeles police officer was arrested on suspicion of voluntary manslaughter and two counts of assault with a firearm, according to a criminal complaint.
The A.G. has filed these charges after the Riverside grand jury heard evidence in this matter and concluded there was no basis for any criminal issues. This is the problem with Grand Jurys, the public rarely knows what evidence was presented to the jury.
“Where there’s reason to believe a crime has been committed, we will seek justice,” California Atty. Gen. Rob Bonta said in a statement. “That’s exactly what these charges are about: pursuing justice after an independent and thorough review of the evidence and the law.
Last year, LAPD Chief Michel Moore and the city’s civilian Police Commission ruled Sanchez’s actions were out of policy and were weighing whether he should be fired.
“The decisions and actions of this officer cannot be justified and are inconsistent with the department’s core values, training and expectations of every member of this organization,” Moore said last year.
Salvador Sanchez killed 32-year-old Kenneth French and wounded his elderly parents during a brief confrontation inside a Costco in Corona in June 2019. French, who lived with his parents, had the mental capabilities of a teenager, according to relatives.
I recommended the City Council of Half Moon Bay file a lawsuit against Sheriff Carlos G. Bolanos and San Mateo County Counsel Attorney David Silberman because they were the only two people refusing to release the Axon Log Records of the Sandra L. Harmon Homicide by Law Enforcement Incident. I informed the council that Candidate for Sheriff 2022 Mark Melville said he would. They chose not to do that for some reason.
Re: Axon Log Records Question for Sheriff Candidate
Somebody has asked me, to ask you and I think you have already answered but this is a little different.
When you are elected Sheriff of San Mateo County will you release the Axon Log Records in the Sandra L. Harmon Homicide right away.
Thank You Michael G. Stogner San Mateo County News.com
The Axon Log Records would confirm or prove false the Story that the Government has told the public.
Why wouldn’t San Mateo County County Counsel Attorney David Silberman want that released?
The Official Story is very different from the Evidence. Several High Ranking Government Officials and Staff are involved in the False Story about the Sandra L. Harmon Homicide on May 5, 2020.
From the Civil Lawsuit: SMCDA Wagstaffe “The Axon Body Worn Camera Logs had NEVER been checked to see if Deputy Dominguez had actually turned the camera on because Deputy Dominguez had been taken at his word on this issue.”
A reasonable person would expect the Sheriff, District Attorney, and County Counsel Attorney to CHECK the Axon Log Records to confirm Deputy Dominguez was telling the truth.
I know for a fact that San Mateo County District Attorney Inspector Rick Decker, asked a woman I was assisting, to take a Polygraph Test after she filed Felony Charges against her ex husband who was a San Mateo County Sheriff Deputy. She agreed and passed with flying colors.
Nobody asked San Mateo County Sheriff Deputy Dominguez to take a polygraph test when a woman with mental illness was shot in the back three times all fatal with hollow point bullets.
I found it interesting that the City of Half Moon Bay is being represented in the Civil Lawsuit by San Mateo County Counsel. The same Government Attorneys that are refusing to release the AXON LOG RECORDS. Sounds like a conflict of interest.
If you are a San Mateo County Resident and you believe the AXON LOG RECORDS should be made available to the Public, I recommend that you Vote Mark Melville for San Mateo County Sheriff 2022.
I hope Attorney General Rob Bonta is paying attention to “Those Who Matter” in San Mateo County.
The Jimenez-Rarback Report was put on the June 15, 2021 Meetings Agenda 4 yes 1 no vote,
This is a San Mateo County Issue not just a Half Moon Bay Issue. It’s rare when an Elected Official actually does the work on behalf of the residents, Here you have two Elected Officials doing what’s right for all of San Mateo County.
San Mateo County Sheriff Carlos G. Bolanos, San Mateo County Counsel David Silberman, District Attorney Steve Wagstaffe and even some Half Moon Bay Council members have said that San Mateo County Sheriff Deputy David Dominguez did not turn on his Body Worn Camera when he exited his patrol car and went to the R.V. he expected Sandra Lee Harmon to be in. By the way he went to the R.V. by himself for some reason, He knew Sandra had a Shotgun and a bottle of wine and had mentioned a Race War. He went alone with BWC turned off is the Government’s Official Story. From the first time that story was presented to the public to this day that is exactly what it is a Story Words Spoken by the Top Government Officials. There has not been one piece of Evidence to support that Story.
Just because somebody says something is true, doesn’t mean that it is. Even if it is the Sheriff.
The Axon Log Records which are paid for by the Taxpayers will prove the statement from the Government Officials is True if it is and False if it is a Lie.
The Staff for the City of Half Moon Bay have demonstrated there complete lack of interest in getting to the truth of what happened the night Sandra L. Harmon was shot in the Back three times all Fatal.
2022 Sheriff Candidate Mark Melville has stated that he will release the AXON LOG RECORDS the first day he is sworn in. Now that makes a reasonable person wonder why Bolanos & Silberman are refusing to provide them and also why the City did not sue them to make them public.
“We are taking these important steps to provide the community with the most independent, impartial and transparent investigations possible,” said Mayor Juslyn C. Manalo in a news release. “Building and maintaining trust is a foundational priority, and the City Council and I take this responsibility very seriously.”
At the request of the City Council, City Attorney Rose Zimmerman sent a letter to Bonta on Friday requesting that his office begin a parallel investigation of the incident.
To this day nobody knows who shot and killed Roger Allen on April 7, 2021.
Daly City Council and City Manager Shawnna Maltbie What are YOU doing? Roger Allen Homicide by DCPD.
Thank You Sheriff Carlos G. Bolanos for finally not Killing a man in San Carlos the other day. What brought your deputies to him in the first place? It seems like he knew his rights and your deputies finally did the right thing and left him alone. It’s a shame you chose not to do that before now.
Yanira Serrano Garcia R.I.P. June 3, 2014 would be alive today if you had a plan.
Chinedu V. Okobi R.I.P. October 3, 2018 would be alive today if you had a plan.
Sandra Lee Harmon R.I.P. May 5, 2020 would be alive today if you had a plan.
NEWS RELEASE Incident Date and Time: April 30, 2021 @ 2:26 pm
Location: 500 block of Quarry Road, San Carlos Summary: Deputies Added ECIT Resources and Training has Positive Outcome in
Disengagement of Person in Crisis During Welfare Check.
On Friday, April 30, 2021, San Mateo County Sheriff’s Deputies responded to the 500 block of Quarry Road in San Carlos to conduct a welfare check on an individual who was reported as possibly experiencing a mental health crisis. While enroute, deputies learned the subject was also in possession of a knife. Deputies staged a safe distance away and made phone contact with several parties at the scene, including the individual’s social worker.
Deputies learned the individual did not make any threats, commit any crimes, and no one was being held against their will. The individual had no interest in speaking with his social worker in person or with deputies on the phone. Approximately one hour after arriving on scene, deputies determined it was in everyone’s best interest that they disengage and leave the scene without forcing contact with the individual. Deputies followed-up with the individuals social worker the following day and learned the individual had stabilized and was no longer experiencing a mental health crisis.
This response highlights the San Mateo County Sheriff’s Office’s Enhanced Crisis Intervention Training program (ECIT) and how our crisis response has aligned with recent law changes (California AB-392) as well as community expectations. Unless there is imminent danger or threats to others, deputies will conduct pre-assessments, gather as much information as possible, and form a plan for de-escalation prior to attempting contact with individual in crisis.
We understand the mere presence of uniformed deputies can escalate situations, and we will utilize time and distance whenever possible to assess the best course of action for each situation. In cases like this, by modifying our response and not making immediate contact to check the welfare of an individual in crisis, we maintain the option to disengage, which in some cases, provides the individual the opportunity to self-de-escalate.
In many cases where mental illness is involved, crisis communication and verbal de-escalation can prove to be challenging because their disability may affect their ability to understand or comply with commands from deputies. For this reason, disengagement in these cases is sometimes the best de- escalation option. Deputies can then refer the case to the Sheriff’s Office Psychiatric Emergency Response Team, who will then form a plan to contact the subject at a later time if appropriate, to assess for resources.

For the last 20 years Iv’e been asking the Supervisors to Make San Mateo County Safer. Make sure the Sheriff and PIO issue honest and accurate Press/News Releases when an In Custody Homicide by Law Enforcement happens. October 3, 2018, Chinedu V. Okobi and May 5, 2020 Sandra Lee Harmon are just two recent examples. When Sheriff Carlos G. Bolanos lies about a Critical Incident and more specifically about the person, the human being killed by Law Enforcement, I think that is a bad thing. President David Canepa doesn’t.
Last month on April 7, 2021 Roger Allen was killed by somebody in Daly City that we know for sure. The Daly City Police Department put out an alert. Here is what it said:
·**POLICE ACTIVITY** on the 700 block of Niantic Avenue near Westlake Avenue. Please avoid the area. There is NO threat to the public. We will provide an update later. Thank you.
No mention that Roger Allen was shot and killed, and the entire incident from start to finish meaning his body was transported by ambulance from the Crime Scene in 16 minutes, according to DCPD and SMCDA. That’s Fast.
At the April 20, 2021 Board of Supervisor meeting during public comment at the 8 minute mark in the video of the meeting I asked the entire Board to make a public Statement supporting the Release of Names of the Daly City Police Officers involved and to Support Transparency. They all chose Not to do that.
It was the City Attorney Rosemarie Labog Zimmerman who finally released the names of the Four Police Officers Involved In the Homicide of Roger Allen who was killed on April 7, 2021. Her Press Release dated April 29, 2021 that’s 23 days after the Homicide by the Daly City Police Department. Who authorized the City Attorney to release the names? District Attorney Steve Wagstaffe said that Police Chief Patrick Hensley could release the Officers names anytime, but is that true? He is an At Will Employee he might not be authorized to release those names. Who is his boss? Is it Shawnna Maltbie the City Manager? Lets see his employment contract.
An administrative investigation by an impartial outside investigator will also be conducted. Nobody is asking for an Administrative Investigation. Everybody knows an Administrative Investigation is useless.
City Attorney Rosemarie Labog Zimmerman, City Manager Shawnna Maltbie, Mayor Juslyn Manalo, are all responsible for withholding the names of the four Police Officers for 23 days. Why? What was gained by that? Did it create more or less Public Trust with the residents?
Here are the names: Officer Rosa Brenes, Lieutenant Michael Brennan, Officer Nicholas McCarthy and Officer Cameron Newton.
The naming of Police Officers involved in a Critical Incident is the absolute Minimum Standard San Mateo County Residents should accept from all Law Enforcement. That should happen within 24 hours.
Do Police Officers and top Law Enforcement Officials in San Mateo County lie to the Public? Of course they do. Do they always trash the memory and reputation of the person they just killed? Of course they do.
Chinedu V. Okobi Killed by Six San Mateo County Sheriff Employees on El Camino Real in Millbrae less than 8 miles from where Roger Allen was Killed. Sheriff Carlos G. Bolanos lied about Chinedu within a few hours and left the lies on SMC Website for 5 months. SMCSO Sergeant Irfan Zaidi filed a completely False Police Report lying about ordering the removal of the handcuffs before the 8 minutes of chest compressions took place on the deceased.
Sandra Lee Harmon Killed by San Mateo County Sheriff Deputy Dominguez, District Attorney Inspector Jordan Boyd received the unedited BWC Video within 24 hours of the Homicide. Boyd went along with the lies Sheriff Carlos G. Bolanos, and District Attorney Steve Wagstaffe promoted. What they all knew was Sandra was shot 8 times, 3 fatal shots in her back, She was shot at while she was unarmed and her hands were above her head. 3 of the 14 shell casings were moved (Evidence Tampering). Sheriff Bolanos, D.A. Wagstaffe, The Investigators, County Counsel David Silberman, were all ok with the above facts by omitted from the Government story and the unverified statement that Deputy Dominguez turned off his BWC before the homicide occurred.
From the bottom Ms. Zimmerman’s Press release: As reported previously, the City requests that anyone with information relevant to this incident to please call the District Attorney’s Office, Chief Inspector William Massey at (650) 363‐4883.
I would just like to point out that William Massey is Not San Mateo County District Attorney Chief Inspector.
San Mateo County District Attorney Chief Inspector is John Warren and has been for many years.
John Warren is a 26 year Daly City Police Officer (retired)
So getting back to the Elected Officials and Staff of Daly City, What was their plan and why did they go along with Terrible Idea of not disclosing the names of the Involved officers. The public knows that Police Officers will kill people in the line of duty, that is part of the job. The public expects Elected Officials and Staff to do their job, Not help cover up anything.
What caused 4 Daly City Police Officers to be at a disabled truck (flat tire) in the first place? Who was the first Officer on the scene? Which Officer fired her/his weapon twice into an occupied vehicle? How is it possible this entire event lasted only 16 minutes before the deceased was transported from the scene. That has got to be a Worlds Record.
What we know today 27 days later.
Roger Allen R.I.P. was shot and killed in Daly City by somebody on April 7, 2021
The Attorney General of the State of California Rob Bonta should Investigate this homicide, That’s not going to happen. Daly City has lost all credibility the Staff is Responsible, Look to the City Managers.
In 2014 Errol Chang was killed inside his home in Pacifica by two Daly City Police Swat Team Officers. They were both ordered to enter the tiny home by who knows who of the Daly City Swat Command after being on scene for only 6 hours. They entered and assaulted Errol’s space and shot him in the chest 8 times killing him on the spot.
The Pacifica Police on the other hand did everything right. They were first on the scene and were in communication with Errol and his family members and nobody got hurt and they tried to calm him down to get him the help his family was trying to accomplish.
The question I have for Who knows Who in charge of the Daly City Swat Team that night is, What was your hurry? What did you think was going to happen when your two guys broke into the only safe space Errol had? What was your Plan?
Attorney Steve Wagstaffe said:
Officers Mario Busalacchi and Stephen Woelkers “undoubtedly saved the life” of Busalacchi by shooting and killing 34-year-old Errol Chang in the home he shared with his mother at 384 San Pedro Ave.
Daly City’s “Who knows Who,” could have saved Errol Chang’s life by not ordering Busalacchi & Woelkers into the house in the first place.
A special note and commendation for the conduct of Officers Busalacchi and Woelkers must be made. It is our belief that both officers conducted themselves in a professional, reasonable and proper manner and to the last moment sought to avoid the very result demanded by the conduct of Errol Chang. The reaction of both officers to the threat of imminent death to Ofr. Busalacchi is to be commended. Officer Busalacchi faced a remarkably dangerous situation, knowing that an angry, irrational and armed man was now raising the knife to stab him again. When he found it necessary to resort to lethal force, he did so in a manner that probably saved his own life. Ofr. Woelker’s conduct in seeking to prevent further attack and the likely death of his fellow officer was equally commendable. The conduct of the officers in this case can only be described as exemplary and the community was well served by their actions.
Daly City Police Department provided assistance with the investigation. Any reasonable person would know that this is a Bad Idea aka known as a Huge Conflict of Interest.
I hope you noticed what I call Wagstaffe 101 “very result demanded by the conduct of Errol Chang,” Always blame the deceased for his/her own death.
I don’t think Daly City Swat Officers deserve any commendation for following orders they knew meant finish this and kill him. When you put yourself in harms way, and then kill the person I don’t think that is bravery.
This Swat Team assault on the home after only six hours should be compared with the Redwood City Police and San Mateo County Sheriff Swat Teams combined 17.5 hour Standoff of James (Jim) McGee in Redwood City. Totally different outcome. Walked out said hi to his friends he was former RWCPD Officer nobody injured, no doors smashed in you get the picture.
Mayor Juslyn Manalo promised the April 26, 2021 ZOOM Meeting with over 130 participants the names of the 4 Police Officers Involved in the Homicide of Roger Allen would be released on Wednesday through a Press Release. That did NOT Happen. As a matter of fact the names have not been released per a Press Release period. Somebody sent a scoop to a news media favorite.
Who from Daly City released these names that Police Chief Patrick Hensley knew on April 7, 2021.
It wasn’t City Manager Shawnna Maltbie.
It wasn’t Assistant Manager Stephen Stolte.
It wasn’t Mayor Juslyn Manalo
Here are the names:
Lt. Michael Brennan Investigation Commander was a Swat Team Leader in 2012-2017.
Now today 23 days after the Homicide of Roger Allen by DCPD Officers we now have a Ruger instead of a Glock. And now it is a BB gun instead of a FAKE gun, whatever that is.
Ruger vs. Glock is a Big Deal.
Remember from start to finish was 16 minutes according to Hensley and Wagstaffe. When I say finish I mean in the ambulance and it left the crime scene.
What was Lt. Michael Brennan Investigation Commander doing at a disabled truck with a flat tire “we are here to assist you” incident?
Who released the names? Why wasn’t that done on day one, and why wasn’t it done on the ZOOM Meeting.
