Thank You, to the Los Angeles Times for following up on the complaint of Commissioner Catherine Baker. I think it’s fair to say that inquiry caused the Attorney Generals Office to get involved. Time for an AUDIT of the FPPC complaints. The FPPC had the complaint for 7 months and Never Investigated it.

The Complaint was filed in April 29, 2021 with FPPC Enforcement Division.

Watchdog complaint hidden for months
Case against member of state Fair Political Practices Commission was filed in April.

SACRAMENTO — A campaign finance investigation against a top official at California’s political watchdog agency sat in limbo and hidden from public view for months, raising questions about whether the government organization holds its own members to the same standard as candidates and campaigns across the state.
The complaint against Catharine Baker, a member of the California Fair Political Practices Commission and former Republican legislator, was filed in April with the agency’s enforcement division. On Nov. 12 — the same day The Times requested information regarding the case — the FPPC enforcement division recused itself from the investigation and asked state Atty. Gen. Rob Bonta to assume control.
“I’m very surprised by this,” said Bob Stern, former FPPC general counsel. “The question then becomes, what other cases are they not disclosing? Is this one bad example or typical of how they are operating?”
Commission Chairman Richard Miadich said he instructed staff members months ago to move the case to the attorney general and provided a copy of an email dated April 29 confirming that directive. But he said he didn’t know why the transfer of the case didn’t happen until just a few days ago.
“We have never had a situation where a sitting commissioner has had a complaint filed against them,” Miadich said Monday. “We needed some time to do our homework.”
A statement from Bonta’s office confirmed receipt of the documents but offered no other details.
Baker was appointed to the commission in December, one of five members who oversee the implementation and enforcement of California campaign finance laws. She served in the state Assembly from 2014 to 2018 representing portions of the eastern Bay Area and disputes the allegations contained in the anonymous complaint, submitted through the FPPC’s online system in April.
“The anonymous complaint is incorrect, both on the facts and on the law,” Baker said in a phone interview.
At issue is whether she failed to properly file paperwork related to a possible 2030 campaign for the Assembly and whether additional disclosure of donors was required when transferring $125,000 in leftover funds from her 2018 campaign committee to an account for a possible future campaign.
“Our filings were complete and accurate and filed on time with the advice of legal counsel to ensure full compliance,” she said.
Complaints made against political candidates and campaigns are reviewed by the state commission’s enforcement staff. If an investigation is launched, FPPC officials inform the parties in question and disclose the inquiry in an online system the public can access.
But after the staff examination into Baker’s activity began, the information was not displayed in the online database. Miadich told The Times that the agency’s “transparency portal” is designed to provide information on cases under the commission’s jurisdiction and that, in this case, the information being gathered by FPPC staff members didn’t fall under that category.
“At no point were we actively investigating this complaint,” he said.
On Nov. 12, The Times asked the commission’s press office whether an investigation into Baker was underway and, if so, the status of the inquiry. That same day, Chief Enforcement Officer Angela Brereton sent a letter to Bonta asking his department to take over the case.
“Because Commissioner Baker is currently in office, the Commission is recusing itself from this matter,” Brereton wrote, also noting that FPPC staff members “have not made any determination” on whether Baker had violated state campaign finance regulations.
Miadich said Monday that Brereton could have made clear that plans to transfer the case had been in the works for some time.
“I think it would have been helpful for her to contextualize that letter,” he said.
Stern, a co-author of California’s landmark Political Reform Act, said that the commission’s actions could be perceived to some as giving Baker special consideration and that FPPC investigators should have quickly handed the case over to Bonta.
“It’s all appearances,” he said. “You don’t want to be investigating your own agency, particularly commissioners.”

David Canepa Congress or Recall?

The Politician

San Mateo County President of the Board of Supervisors David Canepa aka “Showboater” knows a great opportunity to Fund Raise when he sees one. Today he is holding his official Kickoff Campaign for Congress. He might as well, he has done nothing to make San Mateo County Safer or to Eliminate Corruption in San Mateo County that I am aware of.

Most recently in the (retired) San Mateo County Sheriff Deputy Juan Pablo Lopez criminal case which has been going on for 7 years, Superior Court Judge Joseph Scott, Court Clerk Katrina Bihl, and Court Reporter Jocelyne Fakouri, Conspired to commit a crime, then did commit the crime of PC115A filing a False Instrument with the court which by itself is a Felony. All three made false statements under the penalty of Perjury. David Canepa thinks that is cool. I don’t.

A reasonable person would think the President of the Board of Supervisors would be Interested in making San Mateo County Safer for the ordinary resident, Nobody is Above the law, etc. Not David Canepa. Over the the last 7 years I have reported the Illegal conduct against Sheriff Deputy Juan P. Lopez, by multiple San Mateo County Employees, I can’t recall a single time that David Canepa showed any interest.

When Chinedu V. Okobi R.I.P. San Mateo County’s George Floyd, was killed by SIX San Mateo County Sheriff Employees on October 3, 2018, Sheriff Carlos G. Bolanos and his Public Information Officer Immediately issued two False Press Releases both omitting the sixth very involved CSO Joseph Gonzales. David Canepa approved of that behavior.

Congresswoman Jackie Speier announced this week she will not run for re-election.

In 2008 she demanded the Board of Supervisors Investigate the April 21, 2007, FBI Sting called Operation Dollhouse where Under Sheriff Carlos G. Bolanos was Caught and Detained Inside a single family residence located at 3474 Eldon Street, Las Vegas, Nevada at 9:30 PM. To this day 14 years later nobody has asked Carlos G. Bolanos why he entered that disgusting smelling home.

It was either to have sex with Human Trafficked Sex Slaves including a minor or a more logical reason is it was a Drug Deal of 3,500 Ecstasy Tablets for $25,000 Cash.

San Mateo County President of the Board of Supervisors David Canepa has never wanted to know the answer and he has been fine with now Sheriff Carlos G. Bolanos lying about it for 14 years.

I think Supervisor President David Canepa should resign from the Board effective today so that he and his TEAM can devote FULL TIME and effort into something he is really passionate about, which is Fund Raising and promoting himself. I wish him the best.

Currently President of the Deputy Sheriff’s Association. Had previously been investigated for rape by either the Menlo Park or San Carlos Police Department in an incident in which he had used an unmarked sheriff’s car to drive a drunken couple to his apartment from a bar and then have sex with both. Sheriff Munks assigned Wozniak to the Office of Emergency Services, a coveted plain clothes assignment where he again has a county vehicle at his disposal. Wozniak has been receiving pornography and pornography links by way of e-mail on the County e-mail system. Page 9 of report below.

Note: I remember when this information first started to surface, the British Bankers Club at the corner of El Camino Real and Santa Cruz Ave, Menlo Park. What are the odds of him finding a couple that were too impaired to drive, was it more than alcohol?

Than to have both the male and female accuse him of Rape.

The Five San Mateo County Supervisors, were fine with this behavior. It’s not to late to Investigate.

Did anybody from San Mateo County Government make sure none of those photos were Child Porn. San Mateo County Probation Chief spent time in prison for Child Porn.

Notice former DSA President Heinz Puschendorf and retired SMCSO Deputy Juan Pablo Lopez were not on the e-mail list.

This is one of the main reasons I have not supported Children being involved with the Sheriff Activities League (SAL).

Who wanted Barbara Bonilla out of the picture?

I’ve always questioned why she resigned from the San Mateo County Sheriff’s Office in May of 2020. At that time there was simply a corrupt Investigation by the San Mateo County Sheriff’s Office and the A.G. Office which should have been conducting it’s own Investigation.

San Mateo County News.com was the first News and Information service to report that Barbara Bonilla was on Administrative Leave as Executive Director of the Sheriff Activities League (SAL).

Barbara Bonilla was charged by the State of California Attorney Generals Office with seven Felony counts. Why?

Let me remind the readers that “Just because somebody says something is true doesn’t mean that it is.” the same goes for Criminal Charges, Just because somebody is Criminally Charged doesn’t mean they are guilty. Look no further than Sheriff Deputy Juan Pablo Lopez case NF433910A. His Criminal case has been going on for seven years, He hasn’t been convicted off one single crime.

In the Bonilla case she choose not to have a preliminary hearing, which means no evidence/witnesses like SMCSO Captain Christina Corpus, xSMCSO Jeffrey C. Kearnan, Sheriff Carlos G. Bolanos, or Gigi Harrington testified. Therefore the public has no idea why the charges were brought in the first place.

On September 15, 2021 the State of California Attorney Generals Office offered Barbara Bonilla a plea deal where they would dismiss six of the Seven Felony Charges, No Jail Time, Probation, if she plead no contest to one Felony and paid $13,706.00 to the Sheriff Activities League, and completed 170 hours of public service.

Yesterday November 8, 2021, 54 days later the Honorable Judge Susan Greenberg granted a motion for Modification of Sentencing. The single Felony conviction has been reduced to a Misdemeanor, which can be expunged from the records in the near future.

Recap: Seven Felony Counts to One Misdemeanor in less than 1 year, that is pretty fast to disappear a case.

The People vs. Zain Jaffer case was done in less time.

How much money did San Mateo County Taxpayers invest in the Investigation, and State of California Taxpayers, for $13,706.00

That amount could have been prepaid debit cards from Target in San Mateo County Sheriff Patrol Vehicles or desk drawers.

Motion: Modification of Sentence, was Granted, The Felony Charged was reduced to a Misdemeanor this morning. That’s fast.

The San Mateo County Sheriff Activities League (SAL) was Investigated by the San Mateo County Sheriff’s Office and the State of California Attorney Generals Office. A reasonable person would know that it was a Conflict of Interest for Sheriff Carlos G. Bolanos, Sheriff Captain Christina Corpus who is also on the SAL’s Board of Directors, and retired Sheriff Employee Jeffrey C. Kearnan, and others to Investigate their own 501 C. That is always a bad idea.

The Investigation determined there were OTHERS involved in the Embezzlement and Money Laundering Criminal Investigation, and $232, 000 was missing according to Kearnan.

Today Barbara Bonilla the only person charged has a Restitution Hearing.

At this very moment there are only two Candidates for San Mateo County Sheriff in the June 2022 Election. Bolanos and Corpus.

Questions about Mentoring?

SMCSO Captain Christina Corpus

Has Sheriff’s Captain Christina Corpus been the beneficiary of mentoring, at the San Mateo County Sheriff’s Department? Might she even be characterized as a product of such a practice? First, as a Correctional Officer, had she been individually mentored by Officer Robert Introcaso, Deputy Maurice Spiller, and Deputy Allen Dorsett, respectfully? If so, did she find such mentoring beneficial and had it not furthered her career, within the organization? Was such mentoring afforded to Christina’s peers? Was it a practice, at the Sheriff’s Department?

To find out, this reporter had filed a request with Bolanos, under the California Public Records Act, to learn about the Sheriff’s Department Mentoring Program, in general, and as it applied to Corpus, in particular. To date, there has been no response.

Sheriff Carlos G. Bolanos the Mentor

Later, if such mentoring had occurred, hadn’t then Undersheriff Carlos Bolanos not decided to personally join in it, to mentor Christina -this out of an organization of over six-hundred persons? Hadn’t Christina been the only person given such attention by Bolanos? If true, couldn’t one say, at that point, Christina had been serially mentored?

Certainly, Corpus’ meteoric rise, in both rank and coveted assignments, incident to Carlos’ mentoring sessions, did not go unnoticed by other Sheriff’s Department personnel, with some questioning her performance and lack of experience, within the organization.

An example would be, while assigned to Countywide Security, it had become necessary for sheriff’s detectives, apparently at the direction of Bolanos, to assist her, in handling incidents, in performing, a practice not afforded other persons, under similar circumstances.

While Christina had been assigned as a board member to Sheriff’s Activities League (SAL), significant monies had allegedly been serially embezzled by a sheriff’s employee -SAL Director Barbara Bonilla. Did Corpus exercise adequate oversight, diligence, attention to her duties & responsibilities, as a Board Member, while such outrageous thefts were occurring? Had she taken the job seriously? These are questions which need to be answered, should she be truly considered for Sheriff.

Would Sheriff Bolanos promote and assign Christina Corpus for reasons other than merit? Did he promote and assign her, based upon performance? These are questions which bear asking?

Should Sheriff Bolanos’ past judgement & behavior be considered, in answering these questions? In 2007, he was involved in, what was known as, Operation Dollhouse, an event in which he had been detained by the FBI & Las Vegas Metropolitan Police, at a human trafficking site – a seedy residence, in Clark County, Nevada, where indentured Asian sex slaves, to include one minor, and the illegal drug Ecstasy were being marketed.

Bolanos has been very dismissive of the event, acting as if his presence, INSIDE such an establishment, was no big deal. Even San Mateo County District Attorney Steve Wagstaffe was found to console Bolanos, following the event, describing him, in a county e-mail, as a person that mattered and lamenting press coverage of it would soon be yesterday’s news. This begs the question, are such mentoring practices, in the County, limited to just the Sheriff’s Department? Perhaps, DA Wagstaffe would know, as he is apparently so insightful about such questionable matters?

Corpus, in her quest for Sheriff, has called for more transparency, at the Sheriff’s Department. I agree and would ask that she answer and comment upon the foregoing described questions. I think other sheriff’s employees, ones who have not been afforded or taken advantage of the mentoring opportunities, at the Sheriff’s Department, deserve to know.

Further, an objective measure of experience and performance, to assess Corpus’ qualifications for her current position, much less the Sheriff, would be:

  • How many arrests has she personally made, while employed at the Sheriff’s Department?
  • How many crime reports has she personally authored, while employed at the Sheriff’s Department?
  • How many cases was she personally assigned to investigate, while employed at the Sheriff’s Department?
  • How many crimes has she personally solved, while employed at the Sheriff’s Department?

This information, the number of cases, case numbers, and dispositions, are readily available from the Sheriff’s Department’s computerized Records Management System. If Captain Corpus wants to be sheriff and Sheriff Bolanos wants to be transparent, in his decisions to promote and assign her, I think it would be in everyone’s interest, to put those numbers out, this so the public can judge her experience and performance for themselves. Wouldn’t it provide insight, as to whether she’s just an empty suit, a person promoted because of mollycoddling & mentoring, or an individual of substance, one who can be expected and counted upon to deliver results.

Former SMCSO Deputy Juan P. Lopez

Former San Mateo County Sheriff Deputy Juan Pablo Lopez is made of the Right Stuff. I have been reporting on his Political Prosecution for the last 7 years. When a person is arrested and Criminally Charged with crimes, ask yourself, How long do you expect the Judicial Process to last before a Conviction or the entire case is Dismissed, like the Zain Jaffer case was in 8 months? Why has this case taken so long? They made a mistake/miscalculation when they went after San Mateo County Sheriff Deputy Juan P. Lopez. He didn’t FOLD.

Former San Mateo County Sheriff Deputy Juan Pablo Lopez, has always wanted a Jury Trial. He has never waivered, the Government has done everything possible to keep their people off of the Witness Stand for the last 7 years. The answer is simple, It’s not Illegal for the Involved parties to lie to reporters, or produce false press releases to their favorite misinformation businesses. However it is Illegal to make false statements under Oath.

Now that only matters if you have a District Attorney who will Prosecute a Judge, Clerk, Reporter, for Perjury.

Now the Question needs to be asked by the 760,000 San Mateo County Residents, Have they been Arrested yet, Have they been Criminally Charged yet? Has anything happened to them yet? If not Why Not?

Where are the San Mateo County residents/voters expected to get truthful information about the candidates. Here is just one example. In the 2018 Election Candidate for Sheriff Mark Melville, told Jon Mays the his boss Sheriff Carlos G. Bolanos was a LIAR. Jon Mays never printed that little fact. Why?

Jon Mays took it a step further with his endorsement of Carlos Bolanos saying “We believe him” and a “later report” which does not exist.

The simple truth is Carlos G. Bolanos was inside the single family residence located at 3474 Eldon Street, Las Vegas Nevada, April 21, 2007 at 9:30 PM with Sheriff Greg Munks. Sources: LVMPD Spokesperson Bill Cassell and LVMPD Vice Lt. Karen Hughes both said so.
