Retaliation Prosecution, San Mateo County Sheriff Deputy Juan P. Lopez NF433910-A, in Court tomorrow.

It’s been more than 7 years, Juan P. Lopez wants his Jury Trial.

Retaliation Prosecution, Is that even a thing? It must be because San Mateo County District Attorney DDA Kimberly Perrotti, San Mateo County County Counsel Attorney Joseph Charles, and Hon. Judge Joseph Scott have spent an awful amount of the Courts Valuable time to make sure the JURY does not here those WORDS. Why? There is NO WAY that could possibly exist in San Mateo County Right?

There must be a checks and balance system in place to make sure that could never happen and if it did the Individuals who broke the law no matter who they are would be PROSECUTED, because Nobody is above the Law in San Mateo County Right?

If you are a resident of San Mateo County and you would like to know if Retaliation Prosecution exists, just ask Rachel Amanda Quintana, a resident of Half Moon Bay in 2015 a mother, sister, daughter, who did the right thing. Ask retired San Mateo County Sheriff Sergeant Michael Otte who committed a PC 115(a) Felony and committed PERJURY in Hon. Judge Lisa Novak’s courtroom January 5, 2017. Why was he NEVER CHARGED?

Ask Candidates for Sheriff of San Mateo County 2022, Sheriff Carlos G. Bolanos and Sheriff Captain Christina Corpus how is it possible the SMCSO Sergeant Michael Otte was not PROSECUTED.

While your at it ASK SMCSO Captain Christina Corpus’s husband ret. Lt. John Kovach why St, Otte was not PROSECUTED. He was responsible for the Internal Investigation of Otte.

Did SMCDA DDA Kimberly Perroti commit Perjury?

Sheriff Deputy Juan P. Lopez was Falsely Charged in 2014.

It only matters if you get charged.

Last week in Courtroom 2G the Hon. Judge Joseph Scott was hearing the Sheriff Deputy Juan P. Lopez 7+ year criminal case that has never been to Jury trial yet when DDA Kimberly Perroti proudly announced that she personally contacted the prosecutor in Santa Clara County who was on a serious criminal case and the Defense Attorney was Erica Elizabeth Treeby who is Sheriff Deputy Juan P. Lopez’s co-counsel. She announced that she has confirmed that the SCC case will be DARK (meaning not in session) on Thursday March 17, 2022 so there should be no reason Attorney Treeby could not attend Judge Scott’s court on that day.

There are so many things wrong about DDA Perrotti behavior but lets just focus on this one point. That information that the Hon. Judge Scott relied on was FALSE.

Next court date is Friday March 18, 2022, NOT Thursday

Hon. Judge Joseph Scott and DDA Kimberly Perrotti don’t want the Jury to know about Sheriff Deputy Juan P. Lopez Smuggling case that was Thrown Out.

“Thrown Out” is not a legal term and I would not have used it, if DDA Kimberly Perrotti had not said it in court.

Yesterday was a first for me in 22 years observing and reporting of SMC Courts. San Mateo County District Attorney Deputy Kimberly Perrotti informed the court that she had personally contacted the Santa Clara County District Attorney’s prosecutor who was trying a case that Sheriff Deputy Juan P. Lopez’s Co-Counsel Erica Elizabeth Treeby was the defense attorney in. She reported to Judge Scott that Ms. Treeby would be available on March 17, 2022 in SMC, because of this alleged conversation. She did not identify this person, and this person has not been called to testify about this alleged conversation and there was no declaration filed.

I think it would be great for the public to know about that entire conversation from start to finish.

I would like to know how many times DDA Kimberly Perrotti has checked up on the Defense Attorneys opposing her?

Remember this is a Political Prosecution of Sheriff Deputy Juan P. Lopez it’s that simple. Photo below is from 2014. You do the math for lost wages and cost to Defend against these False Charges, that were “THROWN OUT”

Half Moon Bay has a Brady Officer for Chief of Police.

This is no surprise under the leadership of City Manager Bob Nesbit and Deputy City Manager Matthew Chidester. It turns out former Chief of Police and Sheriff Captain Saul Lopez has not been on the job for the last 4 months. The announcement that Captain Andy Armando is now the Police Chief of Half Moon Bay just recently was reported by the HMBR.

A simple google search of Lt. Andrew Armando would have produced some of the articles San Mateo County News.com wrote about him committing crimes against retired San Mateo County Sheriff Deputy Juan P. Lopez.

 “Detective Armando Perjuriously alleged that Mr. Lopez placed a telephone call to the Contraband Cell Phone in Order to Obtain a Search Warrant.” Detective Armando made that call himself.

San Mateo County Sheriff Election June 2022 is going to be exciting.

Mark Melville has folded, he recently contacted San Mateo County News.com, to inform me that he will not be a candidate in the 2022 election. I wish him all the best, I remember when I first met him in Foster City, and I said the same thing I said to Sheriff Deputy Juan Pablo Lopez, when I first met him and he first announced he was going to run against Sheriff Greg Munks in 2014. I said “You are either very Brave or Very Naive.”

Now that that has been settled it makes room for another candidate and possibly more for the Election 2022. Candidates filing window is February 14, 2022-March 7, 2022.

At this moment there are 2 Candidates for Sheriff, both of them thought it would be great idea to Investigate the Sheriff Activities League (SAL) Embezzlement and Money Laundering Criminal Investigation. For a reasonable thinking person that would be a RED FLAG, non-starter, It would be known as a Conflict of Interest in most circles.

I look forward to see how things shake out. That leaves 7 months for the Residents to ask the questions they have for the Candidates, That is plenty of time.

Foster City, Who’s Flying the Plane?

Hindi, Awasthi, Sullivan, The Residents want Decency.

It wasn’t that long ago that a group of Foster City residents got together and said Enough is Enough. They organized, collected signatures, put a Recall measure on the ballot, and removed the Vice Mayor, from office, and they were SUCCESSFUL Why? Lack of Decency, that’s why. They wanted their Elected Officials to behave in a respectful and decent manner at all times, especially towards members of the public.

The residents of Foster City have demonstrated before their demand for Honesty and Decency.

This story is at the very beginning it is about San Mateo County Politics and Those Who Matter vs. the Residents.

What was so important to remove the Recently Hired City Manager at this moment in time when the Assistant City Manager had just left Foster City 2 weeks ago, and has not been replaced. That equals a Leadership vacuum that was self inflicted by Hindi, Awasthi, and Sullivan. They have caused their City to be missing the two Full time employees who run the City.

Surely they must have a plan that they just haven’t shared yet, and the public looks forward to learning about it.

Imagine being on a 747 flight from SFO to Hawaii and you’ve just been informed that your Pilot and Co-Pilot are No Longer Flying the plane.

RECOMMENDATION:

Receive a presentation on the report from Councilmembers Jimenez and Rarback, receive public comment, discuss the report, and provide further direction as necessary.

FISCAL IMPACT:

There is no fiscal impact from receiving this presentation. However, the report is comprehensive and would have fiscal impacts on the City if implemented.

STRATEGIC ELEMENT:

This action supports the Healthy Communities and Public Safety elements of the Strategic Plan.

BACKGROUND:

On May 28, 2021, the City Council received a report from resident David Eblovi entitled The Jimenez-Rarback Report on Policing and Public Safety in Half Moon Bay. At its June 1, 2021, Council meeting, Council directed staff to agendize an item for the June 15, 2021 meeting to receive a presentation on the report.

DISCUSSION:

Two guest speakers have been invited by Councilmembers Jimenez and Rarback to discuss the Report and add their voices to the general conversation about public safety in Half Moon Bay. Dr. Greg Woods will focus comments on ethics and accountability in policing, and Sergeant Carl Tennenbaum SFPD (Ret.), will focus comments on the benefits of civilian responders to low-risk calls. Their bios have been provided to the Council under separate cover and are on file with the City Clerk.

At the beginning of the item, staff recommends that the mayor present protocols and an agenda for how the item will go including approximate times for various sections. The item will conclude with Council deliberation and direction.

Thank You Harvey Rarback and Joaquin Jimenez for getting this Important Conversation on the Agenda. It should have been on in 2014 when Yanira Serrano Garcia was killed by a San Mateo Cpinty Sheriff Deputy within 20 seconds of him exiting his patrol vehicle. He had ZERO Plan, He Tampered with the Evidence. That is exactly what happened at the Sandra Lee Harmon Homicide May 5, 2020, NO PLAN and Tampering with the Evidence.

Thank You Sheriff Carlos G. Bolanos for finally not Killing a man in San Carlos the other day. What brought your deputies to him in the first place? It seems like he knew his rights and your deputies finally did the right thing and left him alone. It’s a shame you chose not to do that before now.

Yanira Serrano Garcia R.I.P. June 3, 2014 would be alive today if you had a plan.

NEWS RELEASE Incident Date and Time: April 30, 2021 @ 2:26 pm

Location: 500 block of Quarry Road, San Carlos Summary: Deputies Added ECIT Resources and Training has Positive Outcome in

Disengagement of Person in Crisis During Welfare Check.

On Friday, April 30, 2021, San Mateo County Sheriff’s Deputies responded to the 500 block of Quarry Road in San Carlos to conduct a welfare check on an individual who was reported as possibly experiencing a mental health crisis. While enroute, deputies learned the subject was also in possession of a knife. Deputies staged a safe distance away and made phone contact with several parties at the scene, including the individual’s social worker.

Deputies learned the individual did not make any threats, commit any crimes, and no one was being held against their will. The individual had no interest in speaking with his social worker
in person or with deputies on the phone. Approximately one hour after arriving on scene, deputies determined it was in everyone’s best interest that they disengage and leave the scene without forcing contact with the individual. Deputies followed-up with the individuals social worker the following day and learned the individual had stabilized and was no longer experiencing a mental health crisis.

This response highlights the San Mateo County Sheriff’s Office’s Enhanced Crisis Intervention Training program (ECIT) and how our crisis response has aligned with recent law changes (California AB-392) as well as community expectations. Unless there is imminent danger or threats to others, deputies will conduct pre-assessments, gather as much information as possible, and form a plan for de-escalation prior to attempting contact with individual in crisis.

We understand the mere presence of uniformed deputies can escalate situations, and we will utilize time and distance whenever possible to assess the best course of action for each situation. In cases like this, by modifying our response and not making immediate contact to check the welfare of an individual in crisis, we maintain the option to disengage, which in some cases, provides the individual the opportunity to self-de-escalate.

In many cases where mental illness is involved, crisis communication and verbal de-escalation can prove to be challenging because their disability may affect their ability to understand or comply with commands from deputies. For this reason, disengagement in these cases is sometimes the best de- escalation option. Deputies can then refer the case to the Sheriff’s Office Psychiatric Emergency Response Team, who will then form a plan to contact the subject at a later time if appropriate, to assess for resources.

The origin of the county is absolutely fascinating. It was like the Wild West with corrupt politicians and criminal gangs from San Francisco jockeying to control the Peninsula.

Ballot box stuffing, voter intimidation and the politicians from San Francisco, in league with criminal gangs, who attempted to take over the county before it could be organized in an orderly fashion in 1856.

The results were predictable. Out of a total population of 2,500, 1,700 votes were counted. Gang members became sheriff, county clerk, county attorney, assessor and treasurer along with picking up one of the three supervisorial seats. They had a strange hold on the infant county.

Sounds just like today, Just follow the former San Mateo County Sheriff Juan P. Lopez criminal case that is speeding through the court system 6.5 years and counting. He made the mistake of running for Sheriff in 2014.

The Juan P. Lopez case should be compared to the Zain Jaffer of Hillsborough founder of Vungle case, start to finish in 8 months. Vungle was sold to Blackstone

Bolanos what actions he took when in 2010 the brave female Sheriff Deputy reported the Gross Misconduct at San Mateo County Sheriff’s Office involving top management and Deputies sharing Porn Images and a Violent Rape Video on the County’s Computers in the 400 County Center Building while at work.
